1. Purpose of the database


To provide a comprehensive and easy-to-use tool for candidates that will help them prepare their applications for
EU agency positions.
2. Best way of using the database
Firstly, read the general sections and the glossary section to gain an overview of the EU agencies, the general format used for recruitment and
selection and the terminology used in the database.

Then, you can search for individual agencies to find out the exact process they follow and find links to their
appropriate web pages.
3. General background
This report focuses on EU Agencies and other EU bodies, and does NOT include:
European Parliament, European Council, Council of the EU, European Commission,

Court of Justice of the EU, European Court of

Auditors, European Central Bank, European External Action Service

There are currently 44 agencies and non-EU bodies which are:-

- Distinct bodies from the EU institutions


- Separate legal entities set up to perform specific tasks under EU law
- Divided into:
- Decentralised agencies and bodies [35 agencies]

EURATOM agencies and bodies [2 agencies]

- Executive agencies [6 agencies]

- European Institute of Innovation and Technology (EIT) [1 agency]

3.1 Decentralised agencies and bodies

- Consist of 35 agencies and bodies, including three that are further categorised as agencies under Common
Security and Defence Policy (European Defence Agency, European Union Institute for Security Studies and
European Union Satellite Centre)
- Carry out technical, scientific or managerial tasks that help the EU institutions make and implement policies; as
well as supporting cooperation between the EU and national governments by pooling technical and specialist
expertise from both the EU institutions and national authorities

- Set up for an indefinite period


- Located across the EU
- Independent legal entities under European public law, distinct from the EU institutions (Council, Parliament,
Commission, etc.)
3.2. EURATOM agencies and bodies

- Created to support the aims of the European Atomic Energy Community Treaty (EURATOM) to:
- Coordinate national nuclear research programmes, for peaceful purposes
- Provide knowledge, infrastructure and funding for nuclear energy
- Ensure sufficient and secure supplies of nuclear energy

3.3. Executive agencies

- Help the European Commission manage EU programmes


- Set up for a fixed period
- Must be based in the same location as the Commission (either Brussels or Luxembourg)
- Indefinite contracts until the lifetime of the agency available
3.4. European Institute of Innovation and Technology (EIT)

- Independent EU body
- Seeks to promote Europes ability to develop new technologies, by pooling its best scientific, business and
education resources
- Based in Hungary

4. Standard Selection and Recruitment Process


- Many of the processes are standard within the Agencies and these are shown below
- Supplementary information or differences from the standard process will be shown in each Agency section
Advertising Vacancies
-

Vacancies are advertised on the agencys own website and EPSO website

Submitting Applications

- English language
- Email OR own e-recruitment online tool
- Europass/European format CV
- 1-2 page letter of motivation (supporting vacancy notice criteria)
Eligibility Criteria

- Pre-Selection - conducted in an objective, impartial and transparent manner


- First assessed against the eligibility criteria
- Then eligible candidates are assessed against the selection criteria
- Shortlisted candidates invited for interview
Selection Tools

- Interview in English (sometimes in second EU language if required) for contractual agents


- Two separate interviews in English and written test for temporary agents
- Interview is: 30-60 minute with panel of 3-6 members
- Written test is: 30-60 minute (same day as interview where possible)
- May need to take competency tests & complete part of the process in 2nd EU language
- The recruiting body might organise a final interview

- Appointment based on the recommendations of the selection committee

5. General list of eligibility criteria


- Eligibility criteria is often standard across the Agencies and shown below
- Supplementary information or differences from the standard process will be shown in each Agency section
Standard Eligibility criteria

- Produce evidence of thorough knowledge of one of the languages of the European Union and of satisfactory
knowledge of another language of the European Union to the extent necessary for the performance of the duties
- Be a citizen of one of the Member States of the European Union or the Schengen Associated countries 1
- Enjoy full rights as a citizen
- Have fulfilled any obligations imposed on the them by the laws of their home country concerning military service
- Character references
- Be physically fit to perform the duties
- Have required level of education (in the vacancy notice)
- Have required level of professional experience (in the vacancy notice)
- For contractual agents only: must be on the EPSO contract agent reserve list
