A MOTHER and her 2-yearold daughter were seriously


injured in an acid attack yesterday morning in Takeo
provinces Kiri Vong district,
the third such attack this
year and first since July.
Police are currently on the
lookout for the brother-sister duo who allegedly
doused the pair in acid over
an unspecified business dispute, a departure from historical motives for attacks
such as jealousy.
According to district police
officer Koam Sotha, the
womans husband was also
injured in the scuffle, but
was not hit by any acid.
At 6:50am this morning,
the victims came to their
store in Tunlob market as
they do every day to prepare to sell their groceries.
When the husband was
preparing things at the
store, the suspect, who had
a store nearby, came and
argued with [him].
Sotha said they had
already argued a few days
ago, but he did not know
why they continued their
dispute yesterday.
While they were arguing
and fighting with each other,
the suspects sister took a big
container of acid and threw
it on the [mans wife] who
was feeding breakfast to her
daughter, seriously injuring
[them], he said.
The victims of the acid
attack are Moung Srey Mom,
31, the mother of Sok Met
Molita, 2, while the father,

Migrant labour deals with Malaysia have rights groups concerned

workers will be
allowed to hold onto their pass-

ports and copies of their contracts but will be banned from


any political activities, according to a draft version of the document obtained by the Post.
The memorandum of understanding (MoU) is one of a pair

of long-awaited labour agreements with Malaysia, the details


of which the government has
sought to keep under wraps
ahead of their hoped-for signing at the end of the year.
The other covers domestic

workers, who were banned from


moving to the country in October 2011 amid mounting concerns over abuses, including
rape and starvation, which led
to multiple deaths.
According to Malaysian gov-

ernment data, there are currently 13,245 Cambodian workers in Malaysia, with more than
half (7,796) working as maids.

HE Cambodian delegation at the


UN has abstained from voting on
a historic resolution encouraging
international action on the abysmal state of human rights in the Democratic Peoples Republic of Korea, the latest sign
of the complicated relationship between
the Kingdom and the Hermit Kingdom.
Though unbinding, the resolution
passed in New York City on Tuesday in
what was described as a heated debate
in a General Assembly committee supports forwarding to the Security Council an
extensive Commission of Inquiry released
by the UN earlier this year that details widespread abuses, including beatings, starvation, killings and a Gulag system of labour
camps in North Korea.
The resolution urges the Security Council to take action through the International
Criminal Court in The Hague and with targeted sanctions against those most responsible for the rights abuses. With China and
Russia, both of which have veto power, on
the council, however, it is unlikely to pass.
They were two of only 19 nations to vote
against the resolution, which North Korea
dismissed as groundless.
Other than the no votes and the 111 in
favour, there were 55 abstentions, of which
Cambodia was one. Kenneth Roth, executive director of Human Rights Watch, posted a photo on Twitter of the voting board
and wrote Profile in cowardice, before
mentioning several countries that chose to
abstain.

email that its hard to know what Cambodia had in mind with its middle of the road
choice, but either route puts the country in
an awkward position.
The situation in North Korea is as bad
as it gets, so its hard to vote no unless Hun
Sen wants to be seen as trying to protect the
worlds worst regime. He should have voted
yes like Thailand and the Philippines did,
Adams said. But voting yes suggests that
Hun Sen thinks the UN should be involved
in addressing abuses and impunity, which
hits close to home given the allegations
against him.
Lastly, Adams brought up the warm ties
between the late monarch Norodom Sihanouk and North Koreas government. These
ties were so strong that, in 1991, Sihanouk
granted the North Koreans a 20-year rentfree lease on their embassy in Phnom Penh,

which the Post reported earlier this month

However, during the Vietnamese occupation, Sihanouk and the Khmer Rouge were
allied against Hun Sen and his Cambodian
Peoples Party (CPP), which might make the
ruling government more hesitant to side

supporter of Sihanouk while he was fighting a war with the CPP in the 1980s, something Hun Sen probably hasnt forgotten.
When Cambodias Foreign Ministry
spokesman Koy Kuong was asked why the
delegation at the UN abstained, he said he
didnt know and would check.
Koy Kuong did not return calls seeking
further clarification.

the third attack so far this year,

Although acid attacks are
devastating for survivors
who are often scarred for
life, incidents have declined
dramatically since the Acid
Law was passed in 2011
making acid attacks punishable by up to 30 years in
prison. NGOs, however, have
questioned how much of the
decrease is attributable to
the law considering the low
number of convictions.
The peak year for acid attacks was 2010, when 36 people were injured in 20 separate
incidents.

outreach sessions had attempted to explain to residents in the
former Khmer Rouge holdouts
that the court was limited to a set
number of cases, and that they
had nothing to fear.

remains a wanted man
in his native Russia, but that
has not stopped a stream of
aspiring entrepreneurs from
flocking to his private island
in Cambodia for a business
course titled The Big Game.
The first incarnation of his
training course on Saturday
involved about 30 people
mostly young foreigners in
beachwear who participated in intellectual and physical challenges on Koh Dek
Koul off the Sihanoukville
coast, according to Polonskys social media pages.
A spokeswoman for
Polonsky said yesterday that
the business course would
be the first of many on his
several islands, which the
tycoon has grand development plans for. We want
to develop the islands, the
spokeswoman reaffirmed
yesterday.
Polonksy is wanted in
Russia over a failed $176
million development project
in Moscow. In April, he won
a reprieve when Cambodias
Supreme Court decided not
to extradite him.
In July, Polonsky was granted a delay in an intentional
violence case involving boatmen in Sihanoukville waters
in late 2012. Following that
alleged incident, he spent
several months in pre-trial

Club filed complaints to the
provincial court yesterday, said
Thorng Sakun, deputy Siem
Reap provincial police chief.
The families demanded
$3,000 to $4,000 in compensation, Sakun said, adding that
he had not thus far received
any complaints from the family of Tom Ricketson, the 32year-old Australian who was
the fires fifth victim.
Toms uncle James Ricketson
told the Post yesterday that
the opportunity to ask for
compensation has been offered, but that Toms brother,
who arrived in Cambodia yesterday, is still considering it.
[The family] might take it
as an act of solidarity with the
other [Cambodian] families,
said James, adding his nephews body would likely arrive
in Australia in a weeks time.
Police confirmed that the
blaze, which killed five people
and left two injured, was started
by faulty electrical wiring.
According to our investigators, the fire started in the
clubs ceiling. There was a
short circuit. The clubs owner
and the staff also said the fire
started on the ceiling where
there was a lot of electrical wiring, Sakun said.

To those who are still suspicious about how many people exactly died in the blaze,

hospital to apologise and pay

for her medical expenses.


That was what I wanted
from them [the club], so I decided not to file a complaint,

All the bodies that were
found have now been identified. The deceased women are
Chea Sreyny, 32, Cheng Savien, 33, and Souen Savoun, 31,
while the two men are Cambodian Prum Phiron, 31, and
Ricketson.
The Hip Hop Club fire began
at 2:45am on Tuesday morning, and spurred accusations
that the club was ill-prepared
to deal with such an accident.

to cancel their contracts early.
They must also cover the travel
costs back to Cambodia.
The employer, however, is required to pay all outstanding
wages ... should [the worker] be
repatriated before completing
the contract period for whatsoever reason.
Despite the number of safeguards for migrant workers,
points of the MoU have raised
concerns.

Monita said the most pressing demands from CMWSNs
members are that they keep

what should happen in the case
of an abusive employer should
also be included.
While mainly an issue for
maids, other migrant workers
can also suffer from mistreatment, she said.

One such clause says that
the monthly wage should be
determined by market forces,
which Malaysian employers
have previously advocated for.
A line referring to wages meeting the local minimum wage
standards was also highlighted
and crossed out.
Another disputed article says
that if maids run away from
their employers, their work permits will be revoked unless they
left because of factors relating
to their treatment by [their] employer such as being abused,
beaten or physically violated.

workers trapped in Malaysia,
news of the upcoming agreement raises major concerns.
Kheng Nhav said his 21-yearold daughter is still working in
Kuala Lumpur despite her visa
having expired.
She [has] wanted to come
back since her contract finished with her first boss two
years ago, but she was sent to
another boss who withheld her
passport so she could not come
back home, he said.
Nhav, who is desperate for his
daughter to return, said that the
new MoU wont change the way
Cambodian maids are treated.

MOTHER and son


who went into hiding
on Tuesday say they
were made another
cash offer to vacate their homes
just hours after two of their family members were arrested over
their years-long land dispute.
Mok Seav Huong, 50, and her
son, Ly Bun Heang, 18, fled to a
safe place after Seav Huongs
husband Ly Srea Kheng, 60,
and daughter, Ly Seav Minh, 23,
were arrested on Tuesday.
However, instead of accepting an offer that could bring to
an end their battle with the politically connected Khun Sear
Import Export company, the
mother and son returned home
yesterday, vowing to fight on.
My loving husband and
daughter told me they are willing to stay in jail and they do
not need me to negotiate whatsoever, Seav Huong said. We
will live on our land not anywhere else.
Srea Kheng was arrested
at the family home in the
capitals Tuol Kork district
on Tuesday morning. Seav
Minh was arrested later that
day when trying to see him
at Phnom Penh Municipal
Court. Fearing his own arrest, Bun Heang fled on foot.

the Housing Rights Task Force,
said Srea Kheng and Seav Minh
had been charged in court yesterday for attacking the propertys legal owners. Court officials could not be reached.
The family has been fighting
eviction from their home in
Boeung Kak I commune since
2010, when the government
signed over ownership of their

land to the Khun Sear company, whose board includes Yim


Leang, director of Chea Sims
Bodyguard Unit. Leang declined to comment yesterday.
The family claims that company gangsters have repeatedly tried to intimidate them
into accepting compensation
to leave. Tactics have included
throwing snakes into their
house and assault, they say.

themselves feared arrest yesterday, they had returned home to
protect their house from being
destroyed, Ony said.
In talks with the company,
Srea Kheng has been steadfast
about staying in their home of
30 years, Ony said.
Other families have accepted
up to $80,000 to vacate property nearby.

FOREIGN Ministry spokesman


Koy Kuong yesterday defended
the independence of Cambodias judiciary following concerns raised by a UN official
about the whirlwind imprisonment of 11 activists arrested for
protesting last week.
Kuong accused UN Special
Rapporteur for Human Rights
Surya Subedi of making a habit
of wrongly characterising normal court decisions as rights violations, following a statement
Subedi released on Tuesday.
Professor Subedi has always urged Cambodia to follow the rule of law and for the
judiciary to be independent,
Kuong told reporters. But
every time the court does its
work, [Subedi] condemns it
as a human rights or freedom
of speech violation.
The court had its own procedures, Kuong added, and
made decisions that ensured
those who commit the crimes
receive the penalties.
Subedis office released a
statement on Tuesday accusing
the government of judicial harassment for political purposes.
The government, he said,
needed to respect the law and
the principle of judicial inde-

pendence, while the judiciary


should carry out its work independent of outside influence.
It saddens me to see the
courts being used again and
again as a tool of the executive, Subedi said.
His words were in response
to 10 land activists and one
monk being sentenced to one
year in prison little more than
24 hours after their arrests at
two protests in Phnom Penh
last week.
The timing in which these
individuals were arrested,
charged and convicted seem to
be all well calculated, he said,
who also raised concerns about
charges brought against 17 opposition members over violence in Freedom Park in July.
The treatment of the 11 and
the arrest of two other monks
in Phnom Penh last Wednesday has drawn heavy criticism.

The Bangkok South Criminal
Court issued warrants on Tuesday for the arrests of Ryan
Edward McPherson, 31, and
Daniel Jamon Tanner, 33, who
are wanted in Thailand for theft
and false declarations violating

at the request of Nhem Ponharith, an opposition MP who
chairs the Assemblys commission of education, religious affairs, culture and tourism.

tried to influence Australias
benchmark interest rates.
ANZs internal review and the
investigation by the Australian
Securities & Investments Commission may not be complete
for some time, the bank said
yesterday. Since mid-2012,
ASIC has inquired into possible
manipulation of the bank-bill
swap rate, or BBSW, the local
equivalent of the London interbank offered rate, by 14 banks
that contributed prices to the
rate-setting process. ANZ has
not named the traders.
Banks across the globe have
paid billions of dollars in fines
and made legal provisions as
regulators probed the rigging
of foreign-exchange markets
and benchmark interest rates
including Libor. ASIC said in
July that traders from Royal
Bank of Scotland Group Plc
sought to manipulate the Australian benchmark, and in
January that traders from BNP
Paribas Sa tried to influence
the French lenders submissions on it.

ASIC to assert its authority
given its been criticised for not

Hitachi set to conduct feasibility study for new SEZ

announced plans yesterday for the
development of a new special economic zone south of Phnom Penh.
In a statement released yesterday,
Hitachi, one of Japans largest infrastructure developers, said it is partnering with Japans Forval Corporation, the Japan Development Institute
and Cambodian real estate developer
Heng Development to assess the
potential of a new economic zone in
Kandal province.
The four companies will conduct,
by June 2015, a feasibility study on
marketing, basic design, business

plan and other aspects, and conduct


a commercial viability assessment
based on the results of the study, the
statement reads.
If the study gives the project the
green light, construction on the economic zone will begin in July and will
take a year to complete according the
companys announcement.
Providing tax and administration
incentives to its occupants, the new
industrial zone would initially be
built over 1 million square metres
with the potential to triple in size in
the future.
The site is near national roads and
beltways, and offers good access to
Bangkok and Ho Chi Minh City.

of which are located along the countrys borders. According to the Ministry of Commerce, 33 SEZs have
been approved and 11 are currently
in operation.
Hiroshi Suzuki, chief economist at
Business Research Institute for Cambodia, said that Japanese investment
in SEZs throughout the region had
already proven successful.
I believe that this type of investment could have a good success
based on the experiences in neighbouring countries such as Thailand
and Vietnam, he said referring to
the Hitachi proposal.

internet crackdown
CHINA has blocked access to
HSBCs banking portal and
several other websites in what
appears to be a new censorship campaign days before it
hosts a major internet industry conference. Greatfire.org, a
group that researches Chinese
internet censorship, said yesterday HSBC had been caught
up in a crackdown against socalled mirror sites which let users access censored sites such
as YouTube.
Greatfire.org said Beijing had
shut access to HSBCnet inside
China to block a pathway to
forbidden sites. This was a
deliberate attack on the websites that we have mirrored,
Charlie Smith, the pseudonym
of a Greatfire.org co-founder,
said via email.
He said it was startling
that authorities would disrupt
commerce, and risk provoking its own internet users, to
block access to forbidden sites
which received relatively light
traffic. I think that it is quite
revealing, said Smith. I think
it reveals a fundamental lack
of understanding of how connected China truly is to the
global internet.
In a separate move against
mirror sites, Chinese censors
also shut down EdgeCast, a

subsidiary of the US telecommunications company Verizon.


HSBC, one of the worlds biggest banks, makes two-thirds

content and services for web
companies, including the Atlantic magazine and Mozilla,

Shell wins Indian court battle

Dutch Shell has won
a lengthy court battle
against Indian tax authorities,
marking a significant victory
for multinationals involved in
taxation wrangles in the country. The Bombay High Court
ruled in favour of Shell, whose
Indian unit had been accused
of under-pricing shares issued
to its parent firm by about 180billion rupees ($3 billion).
The company had challenged
a demand by Indian authorities for tax on the interest that
would have been earned. The
judges on Tuesday quashed
the income tax department order, a move Shell welcomed.
This is a positive outcome
which should provide a further
boost to the government initiatives to improve the investment climate, the company
said in a statement yesterday.
The amount demanded by
Indian tax authorities was not
immediately known and Shell
did not disclose the figure.
The government has not said
whether it will appeal the ruling.

Accused in Petrobras
case to repay $165M
FIVE people accused in a corruption scandal at Brazils state
oil giant Petrobras have agreed
to return $165 million to the
public purse in plea bargains
with prosecutors, a newspaper
reported on Tuesday.
Globo daily said the five include Paulo Roberto Costa,
a jailed former Petrobras director who exposed the massive scope of the alleged payments to Brazilian politicians,
dubbed Operation Car Wash.
Globo said Costa has pledged
in writing to return $27 million,
most of which is parked in a
Swiss bank account, the report
said, citing sources close to the
investigation.
O Estado de Sao Paulo said
on Monday that another former Petrobras director, Pedro
Barusco, had agreed to pay
back $100 million.
The paper said $20 million
Barusco holds in a Swiss bank
account had been blocked.
Barusco is accused of having
been in cahoots with another
former director, Renato Duque,
who was arrested last week.
Currency dealer Alberto
Youssef, accused of money
laundering in the case, has
pledged to hand back some
$19.2 million and two businessmen from construction

firm Toyo Setal say they would

As much as $4 billion was allegedly paid to members of the
ruling Workers Party and other
politicians, between 2004 and

REVAS share price

French nuclear giant announced that it was
suspending its outlook for the
next two years.
As of 11:30am yesterday
(1030GMT) the value had
fallen 15.6 per cent to $12.83
in otherwise flat trading on the
CAC 40. Trading in the company 87 per cent owned by the
French state was suspended
on Tuesday after it announced
it was throwing its forecasts
out the window.
It said problems with cash
flow, the timetable for restarting Japanese reactors, pushedback plans for building new
reactors, and lacklustre conditions in France were behind its
decision.
According to the French
business magazine Challenges,
the government is considering
injecting $2.5 billion into the
company. It is also mulling the
creation of an entity to park
and externalise ultra-losing
activities, it said.
Arevas stock, which is at its
lowest since June 2012, had
been under pressure for several months and has lost half
its value since the beginning
of the year. It already dropped
20 per cent on August 1 when

Boxing latest banking craze

ASPING for breath and


bleeding from a thick lip,
Nick Suicide Seto exits
the ring. But the pain of
defeat will be forgotten tomorrow
when he returns to work at a London
bank. I love winning, so it hurts, but
I hope the people enjoyed the show,
the 34-year-old said, trying to reassure his trembling wife.
In real life, Seto is a strategy manager at Lloyds Banking Group. But
at night, he becomes a fearless and
slightly reckless brawler. He is one
of a growing number of city workers who are ditching the tie and lacing up the gloves for white-collar
events after dark.
Born in New York, the practice came
to London in the early 2000s and
has since spread to other financial
centres such as Hong Kong and Singapore. Following a brief warm-up,
the combatants enter the lions den
accompanied by the booming music, scantily dressed ladies and raucous din usually reserved for world
title fights. They then battle for three
rounds, each lasting two minutes, in
the professional standard ring.
Its almost like being a professional boxer for a night, explained
Ross Adkin, organiser of the event at
York Hall, the fabled London venue
whose tobacco-stained walls and
creaking floorboards have hosted
fights for 85 years. Around 700 spectators pack the hall to cheer on their
friends, husbands and relatives, creating a febrile atmosphere throughout the nine bouts.

A former soldier now working in telecoms, he began boxing
eight months ago. Since then he
has shunned alcohol and woken
at five every morning to make the
hour-long journey from his home
in Brighton, on the south coast, to
train in London. For him, boxing is
a way to keep fit, presents a personal
challenge and provides the opportunity to blow off steam.
Our dad died in August, he explained. His passing away was part
of the reason I do this. I turned 45, I
had to do something. Boxing has a

different dynamic to a marathon or


triathlon, and I really enjoy it.
Tonight, more than 60 of
OCallaghans supporters are in the
room, including colleagues, friends
and his extremely tense brother
Phil. His wife is at home waiting for
the new arrival. She is a little bit worried there were a couple of tears last
night, he admitted.
OCallaghan is under no illusions
that boxing hurts, and the risk was
underlined when a white-collar boxer died in the ring during an event in
Nottingham in June.
Following the tragedy, the British Boxing Board of Control (BBBC)
repeated its warning against such
bouts. But Adkin shrugged off the
warnings, saying that the professional sport was also grappling with
similar problems. Professional boxing also gets a lot of pressure; doctors
come out quite often saying it should
be banned. They unnecessarily distance themselves from the amateur
stuff trying to save their own skin,
he said. This is three, two-minute
rounds using headguards ... the context is safer than pro boxing.
The evening at York Hall ends with
a few bruises and a broken nose. It
went well, said Adkin.
Seto may have lost but is delighted with the experience, not least
because he has lost a few pounds.
However, he has promised his wife
that his next challenge will be less
violent. By contrast OCallaghan,
who celebrated as though winning
a World Championship belt, vowed
to keep on fighting after the birth of

Clashes as
protesters
try to enter
legislature
Hong Kong police clashed
with pro-democracy demonstrators yesterday after a small
group tried to break into the
citys legislature, as splits
emerged within the movement
before the expected clearance
of protest camps.
The clashes were sparked
when around a dozen masked
protesters smashed their way
through a side entrance of the
Legislative Council (LegCo)
building in the early hours,
using metal barricades as battering rams.
Around 100 police then
moved to disperse the front
lines of hundreds of protesters
in helmets and waving umbrellas, a symbol of their movement. Officers used pepper
spray and batons in an angry
confrontation.
Police said three officers
were injured during the scuffles and six arrests made.
The government of the semiautonomous Chinese city said
severe damage was caused,
and joined police in condemning the violence. The incident
was widely reported on the
Chinese mainland.
At least one demonstrator
managed to get into the building, according to the Apple
Daily newspaper.
Protesters have been camped
on three major Hong Kong
roads for more than seven
weeks, demanding a free vote
for the citys next leader. But
public support has ebbed as the
weeks pass with little progress.
Beijing insists that candidates for the 2017 vote for the
citys top post must be vetted
by a loyalist committee an
arrangement the protesters
say will ensure the election of
a pro-Beijing stooge.
Authorities moved on Tuesday to take down some barricades at the main protest camp,
near the legislative building in
the downtown Admiralty district, after a court granted an
order to remove obstructions.
The break-in was the clearest sign yet that a small faction
of protesters want to ramp up
rather than scale down action
after the court-backed bailiffs
action at Admiralty.
The execution of a second
injunction ordering the clearance of a protest site in the
Mongkok district on Hong
Kongs Kowloon peninsula is
expected within days. Although
that area is smaller, it has been
the focal point of violence
between police, protesters and
opponents of the demonstrators in the last few weeks.
After the latest confrontation,
protest leaders said their movement was committed to nonviolence, while a pro-democrat
legislator said he believed the
group was not representative of

Six dead after ashram stormed

yesterday after storming the
ashram of a wanted guru in
northern India where thousands of followers have been holed
up for days, as a sixth supporter died
in hospital.
The authorities made the discovery a day after they forced their way
into the heavily guarded ashram,
northeast of New Delhi, where they
believe self-styled godman Rampal Maharaj, who is wanted on murder charges, is still hiding.
They found the bodies of four women and one 18-month-old child, director general of police SN Vashisht
said. The child appeared to have died
of natural causes but it was unclear
how or when the four women lost
their lives, he said.
Another woman apparently suffering from a heart condition died after
being taken to the hospital, Vashisht
told reporters.
All of the dead bodies have been
sent to the hospital where they will
undergo a post-mortem to ascertain
what was the exact cause of their
deaths, he said.
Indian riot police on Tuesday
stormed the ashram, which has been
guarded by hundreds of followers for
days after a court ordered the arrest of
their guru on charges including conspiracy to murder.
Police used water cannon and tear
gas on the followers, who were armed
with stones, petrol bombs and other
weapons, officers and television footage showed.

Thousands of followers poured out
of the ashram overnight on Tuesday,
but police said they believed another
5,000 were still inside the inner sections of the compound sprawled over
4.8 hectares (12 acres).

was hiding in the crowd.
Police are seeking Rampals arrest
after he repeatedly refused court orders to appear to answer charges including conspiracy to murder, inciting mobs and contempt of court.
They accuse Rampal of ordering his
disciples to fire on villagers during
clashes in 2006 in which one person
was killed and scores injured.
Rampal, an engineer by trade whose
website says the charges against him
are false, says his disciples must
obey his instructions and may not
worship traditional gods or engage in
unnecessary charity.
Several supporters said they had

to fight their way out of the ashram,


while others said they lost their children in the melee.

Tough Israeli response risks backfire


Tuesdays deadly attack
on a Jerusalem synagogue
marked a new level in the violence plaguing the city but a
tough Israeli response could
trigger further escalation,
experts say.
After two Palestinians burst
into the synagogue armed
with a gun and meat cleavers,
killing four worshippers and
wounding nine other people,
Prime Minister Benjamin Netanyahu pledged a harsh response to the brutal murders.
Israel has already progressively upped security in and
around the Holy City after
a series of deadly incidents
involving lone Palestinian
attackers.
Political and security analyst Daniel Nisman said
there was likely to be a bigger deployment of police
and border police throughout Jerusalem and even talk
of deploying the army in the
annexed eastern sector.

Theres other talk of bringing the IDF [army] into east


Jerusalem neighbourhoods,
but that hasnt been confirmed or approved, he said.
The city has been on edge
since the summer with almost nightly clashes in Arab
east Jerusalem and a growing number of deadly attacks
that began in August as Israel
pressed a deadly 50-day offensive in the Gaza Strip.

is to close off those [east Jerusalem] neighbourhoods,

which could lead to an escalation neither side wants,
he added.
Both the United States and
Russia strongly condemned
the synagogue attack but
urged restraint.

in Jerusalem, it is all the
more important for Israeli
and Palestinian leaders and
ordinary citizens to work cooperatively together to lower
tensions, reject violence and
seek a path forward towards
peace, US President Barack
Obama said.
The Russian Foreign Ministry urged the two sides to

UN calls for probe into NK abuses

Both China and Russia voted
against the resolution on Tuesday
along with Cuba, Iran, Syria, Belarus,
Venezuela, Uzbekistan and Sudan,
who complained that the measure
unfairly targeted North Korea.
However, an amendment presented
by Cuba to scrap the key provisions
on asking the Security Council to
consider referring North Korea to the
Hague-based ICC, was defeated.

North Korea reacts angrily


Co-sponsored by more than 60 countries, the resolution drew heavily on
the work of a UN inquiry which concluded in a 400-page report released in
February that North Korea was committing human rights abuses without
parallel in the contemporary world.
The year-long inquiry heard testimony from North Korean exiles and
documented a vast network of harsh
prison camps holding up to 120,000
people along with cases of torture,
summary executions and rape.
Responsibility for these violations
lies at the highest level of the secretive
state, according to the inquiry led by
Australian judge Michael Kirby, who

The Security Council should follow up by referring North Korea to
the International Criminal Court
to investigate the long list of crimes
against humanity.
Finally, the UN has sent the message
today that North Korean rulers who
starve and enslave their own people
must be held accountable, said Hillel
Neuer, executive director of UN Watch,
a Genevabased organisation.
This is a powerful boost to millions
of victims suffering in what is arguably
the worst situation of human rights
abuse on the planet, he said.
UN Watch quoted North Korean defector Ahn Myeong Cheol who said the
resolution will have an impact in his
country as the people there will learn
that their leader is a criminal.
The resolution makes no mention
of North Koreas supreme leader Kim
Jong-un, but notes the UN inquiry
finding that the highest level of the
state holds responsibility for the

new report prepared for


the UN Security Council warns that the militant
group known as the Islamic
State group (Is), possesses sufficient
reserves of small arms, ammunition
and vehicles to wage its war for Syria
and Iraq for up to two years.
The size and breadth of the Is arsenal provides the group with durable
mobility, range and a limited defense
against low-flying aircraft. Even if the
US-led bombing campaign continues to destroy the groups vehicles
and heavier weapons, the UN report
states, it cannot mitigate the effect of
the significant volume of light weapons IS possesses.
Those weapons are sufficient to allow [IS] to continue fighting at current
levels for six months to two years,
the UN report finds, making IS not
only the worlds best-funded terrorist
group but among its best armed.
Is, along with its former rival turned
occasional tactical ally the al-Nusra
Front, are sufficiently armed to threaten the region even without territory,
the report concludes.
The report, months in the making,
recommends the UN implement new
steps to cut off ISs access to money
and guns. The IS arsenal, according
to the UN assessment, includes T-55
and T-72 tanks; US-manufactured
Humvees; machine guns; short-range
anti-aircraft artillery, including shoulder-mounted rockets captured from
Iraqi and Syrian military stocks; and
extensive supplies of ammunition.

A massive early season


snowstorm pounded the Buffalo

One member state, not named in the


report, contends that IS maintains a
motor pool of 250 captured vehicles.
Much of the IS weapons stocks, particularly state of the art weaponry
stolen from the US-backed Iraqi military, was unused before IS seized
it, the report finds. But some of the
relatively complex weapons may be
too much of a challenge for IS to effectively wield or maintain.
Earlier this year, speculation focussed on ISs potential ability to produce chemical weapons after it seized
Iraqi facilities that had contributed to
Saddam Husseins illicit weapons programs, but the UN report casts doubt
on the likelihood that IS possesses the

capability to fully exploit material it


might have seized.
Nor does the UN report believe that
IS can manufacture its own chemical
or other weapons of mass destruction.
But at least one anonymous member state has provided information
about chemicals and poison-coated
metal balls placed inside ISs homemade bombs to maximise damage.
In October, Kurdish forces defending the Syrian town of Kobani from
IS reported cases of skin blistering,
burning eyes and difficulty breathingafter the detonation of an IS bomb.
The UN Security Council was expected to take up consideration of the
report yesterday.

The report recommends the UN


adopt new sanctions designed to disrupt the well-financed ISs economic
health. Significant among them is a
call for states bordering IS territory to
promptly seize all oil tanker trucks
and their loads going in or out.
While the report warns that IS has
alternate revenue sources, and does
not predict that truck seizures can
eliminate ISs oil smuggling money, it
holds out hope that raising the costs
to smuggling networks and trucking companies will deter them from
bringing Isis oil to market.
To combat ISs ability to resupply its
weapons stocks and launder money,
the report recommends the UN mandate that no aircraft originating from
IS-held territory can land on airstrips
in member states, and to prohibit
flights into IS-held territory. Exemptions would be made for humanitarian relief planes.
The report comes on the heels of an
October report to the Security Council
assessing that 15,000 fighters from 80
countries have flooded into Syria and
Iraq to fight alongside IS and other
militant groups.
While still months off, the US has indicated it will intensify its fight against
IS, primarily in Iraq. After doubling
the US troop commitment there, defense officials have said the US will
bolster 12 Iraqi and Kurdish brigades,
and may even join in the Iraqi fighting for key terrain, such as the borderlands between Syria and Iraq or the
city of Mosul. the guardian

regardless of where they are from or just starting the job and having no skill at all, will be entitled to enjoy the basic wage of US$128
the lowest after 2 months of probation.
In reality, wage has many components such as: basic wage (at least equal to the set minimum wage), transport and accommodation
allowance (required by the law), attendance bonus (required by the law), seniority bonus(required by the law), production target
bonus, skill bonus or position bonus, overtime pay and overtime meal allowance and other allowances provided according to respective
factories policy. The total monthly take-home wage is not US$128 if the worker has fully worked every working day of each month.
A) Calculation of monthly wage on the basis of normal 8-hr work per day for the lowest position worker

Senate rejects Keystone by one vote

he US Senate rejected by a single


vote on Tuesday a
bill that would have
approved construction of the
Keystone XL pipeline to bring
crude oil to Gulf coast refineries from Canadas controversial tar sands.
Rejection of the $5.3 billion
project came by the narrowest of margins and Republicans immediately vowed to
approve the bill early in 2015
when the new Congress convenes with them in control of
the next Senate.
Tuesdays upper chamber vote relieves President
Barack Obama at least for
now of the potential headache of vetoing the measure,
as he recently has signalled
several times over the past
week that he might do.
Supporters of the long-delayed project, a top Republican energy priority that has
become a political football,
came up one vote short of the
60 needed for approval in the
100-member chamber.
Many of the 45 Republicans who supported the
bill, as well as some of the 14
Democrats who voted with

them, described Keystone


XL as a no-brainer that
would generate thousands of
jobs and improve American
energy independence.
But critics, led by Senate
Democrat Barbara Boxer,
fiercely oppose the initiative
over concerns that it would
harm the environment.
Top Republican Senator
Mitch McConnell said afterwards: Senate Democrats

once again stood in the way


of a shovel-ready jobs project
that would help thousands
of Americans find work a
remarkable stance after an
election in which the American people sent a clear message to Congress, to approve
serious policies.
But once the 114th Congress convenes, the Senate
will act again on this important legislation, and I look

forward to the new Republican majority taking up and


passing the Keystone jobs bill
early in the New Year.
TransCanada, the company
behind the pipeline, was similarly buoyant.
We will continue to push
for reason over gridlock,
common sense over symbolism and solid science over
rhetoric to approve Keystone
XL and unlock its benefits
for America, chief executive
Russ Girling said.
The rejection was a victory
for environmental groups and
their supporters, including
Boxer, the California senator
who led Democratic opposition to the pipeline.
Boxer, who warned of tarsand poison and misery
afflicting American communities, stood on the Senate
floor before a photograph of
Chinese men wearing face
masks under a grey haze.
I remember the days in Los
Angeles when the air looked
like this, Boxer said. I dont
want it to look like what it
looks like in China.
After the vote she said the
bills opponents stood up
for what is right protecting
the health of families and the
health of the planet.

Congressional Republicans
have long pushed the Obama
administration to lift its hold
on the corporate-funded
project, which remains under extended review some six
years after permit requests
were submitted.
The pipeline easily passed
the
Republican-controlled
House of Representatives last
week, as it has done several
times before.
The 59-41 Senate vote, the
most contentious action in
the chamber since Republicans roared to victory in the
midterm elections earlier this
month, came down to the
wire, with supporters scrambling in vain for a final Democrat to sign on.
Congress is not nor
should it be in the business
of legislating the approval or
disapproval of a construction
project, independent Senator Angus King said of the
pipeline that would transport
830,000 barrels of oil a day
from Alberta province to US
refineries.

Jobs versus environment


Keystones
progress
is
closely monitored in Canada,
where government officials
and TransCanada have said

the project would provide an


economic boon.
The US State Department,
which has authority over Keystone because of its international link, released a review
in January finding that carbon emissions would not be
significant.
Obama has said he would
only approve Keystone if it
was shown to have minimal
carbon emissions impact.
Critics argue that tar-sand bitumen is some of the worlds
dirtiest oil.
But Republicans tout Keystones generation of 40,000
temporary
construction
jobs. The State Department
says only 35 permanent jobs
will result.
Republicans gained at least
seven Senate seats in their
midterm romp, and when the
new Congress convenes with
McConnell at the helm in
the Senate, they should have
votes to pass Keystone.
The vote marked disaster
for Keystones main Democratic backer, Senator Mary
Landrieu, the Senate Energy
Committee chair who is facing a tough December 6 runoff in Louisiana where she
wants to be seen as breaking
Washington gridlock.

The right to life, health, education, protection and play
are all fundamental childrens rights
that were acknowledged for the first
time on a global scale 25 years ago,
with the Convention on the Rights of
the Child (CRC). In this document,
the world agreed to protect the rights
of our children: the next generation
of parents and leaders.
Since its creation in 1989, the CRC
has inspired changes that have
improved the lives of millions of
children around the world; data
demonstrate that remarkable
progress has been achieved on childrens rights since the convention
was adopted in Cambodia in 1992.
However, it is also true to say that
progress is uneven and, while we
celebrate the 25th anniversary of the
CRC, we are reminded that much
remains to be done to ensure that all
children can enjoy their full rights.
We can see good advances in education, child survival and HIV/AIDS:
more girls and boys are enrolled in
primary school than ever before (98
per cent); fewer children die before

their fifth birthday compared with 25


years ago (reducing from 116 to 40 live
births per 1,000 between 1990 and
2012); the number of people affected
by HIV has dropped to 0.7 per cent;
and access to improved water sources
in Cambodia has increased from 22
per cent in 1990 to 71 per cent today.
But we need to do more. We need to
do more to keep children safe within
families and away from residential
care (since 1989, the number of residential care facillities has increased,
with 11,865 children in orphanages as
of 2013); to keep children protected
from disease through improved nutrition and sanitation (chronic malnutrition is still high, with 40 per cent of
children under 5 years of age stunted
and 28 per cent underweight); and to
keep children nurtured in their early
years of life to ensure they are breastfed, properly stimulated and supported in their healthy growth.
So, is Cambodia a better place for
children now than it was 25 years ago?
The answer is a resounding yes. But
we still have some way to go to ensure
that all rights for all children is a
government priority recognising the
value of this investment because children deserve it and because it will
contribute to the future economic
growth of Cambodia. Differences
remain striking in this country

between rural and urban areas, for


children with a disability or for those
children left behind when parents
migrate, as well as between wealthier
and poorer families.
As Cambodia is on its way to
becoming a middle-income country,
what will the next 25 years bring? We
know so much more today than 25
years ago about how children develop and in particular how their brain
develops. We know what is good for
brain development good nutrition,
sanitation and hygiene, stimulation,
protection from abuse. We must
acknowledge the interdependence of
nutrition and sanitation: poor
hygiene and diseases like diarrhoea
are some of the main causes of malnutrition, as a result of loss in nutrients and poor assimilation of food;
we cannot eliminate childrens malnutrition without ensuring that children have access to good nutrients,
as well as to toilets, and that they
wash their hands with soap.
At the same time, the more we learn
about how the brain is negatively
affected by the environment in which
children grow, the stronger the evidence that we must promote zero tolerance to violence and neglect and
why children should not be placed in
institutions, except as a very last
resort, and children under 3 never.

There is a growing body of evidence


that shows not only does the brain not
develop fully in children in institutions but parts of the brain actually
die and much of this is not reversible.
The next 25 years will bring greater
awareness of the importance of adequately investing in the vital early
years of life, since investment in early
childhood is proving the foundation
for a population capable to promote
the development of its own country.
Middle income status suggests less
donor dependence and an increase in
government investment in crucial
areas of nutrition, health, education
and providing the most disadvantaged with social protection measures
such as conditional cash transfers to
keep children in families, in quality
schools, well-fed and out of institutions so that Cambodias children
become the skilled population who
can power the economy of the future.
This anniversary reminds us of the
opportunity and honour we have to
serve the children and women of
Cambodia to fulfil their rights. The
vision of the CRC can only be achieved
if all childrens rights are realised,
including the most disadvantaged. We
must leave no child behind.

Rgis Wargnier described his new film,
The Gate, as the concluding part of his communist utopia trilogy, ahead of
the Cambodian premiere in
Phnom Penh last night.
Wargnier said the trilogy
began 22 years ago with his
Academy
Award-winning
1992 film Indochine, a love
story set against the backdrop
of colonial Vietnam from the
1930s to the 1950s.
The Gate, which screened
at Aeon Malls Major Cineplex
last night, is a semifictional
dramatisation of the memoir
of anthropologist Franois
Bizot who was captured by
the Khmer Rouge in 1971.
Bizot developed a relationship with his interrogator Kaing Guek Eav, better known as
Comrade Duch, who eventually released the Frenchman
after being convinced he was
not a spy.
The films are very different, he said. Indochine was
wide and a long feature, an
epic movie, quite melodramatic, and this one is more
tight, straight and more focusing on the relationship
between two guys, a French
man and Cambodian man.
But there is also a common
historical background which
is the revolutionary utopia of
communism.
In Indochine we could see
in the background the start
of the revolution based on
communist dogma. Then I
directed a movie called EastWest which was showing how
to deal with life when communism is dictating life in

the former USSR. And number three is utopia turned to


tragedy, which is the Khmer
Rouge.
So I would say its a trilogy. And this one of course
is number three. And I would
say [that in each the focus is]
closer and closer on the people. So its a very different feel,
its a very special one, based
on these two guys.

Michael Bond, the 88year-old author of the
books charting the adventures of the marmaladeloving bear, said he was
totally amazed at any
suggestion of sexual content in the film, in which he
has a cameo.
Id be very upset. I might
not sleep well tonight. I

The British Board of Film
Classification (BBFC) has given the film, which opens next
week, a PG or Parental
Guidance rating, meaning it
may not be suitable for very
young children.
It cited dangerous behaviour, such as when Paddington hides in a fridge in the
film, and mild threat, when
a villain threatens to kill and
stuff the bear.
The mild sex references
include a comic sequence
where a man flirts with
another man disguised as a
woman, while the classification also warns of mild bad
language. However, following a minor media uproar, the
BBFC confirmed yesterday
that it had removed the reference to sexual content on its
consumer advice in favour of

Marley-branded marijuana will soon be available in US


Its fair to say that Bob Marley probably could not have imagined that 33
years after his death, his name would
be lent to what is about to be the newest entrant to the burgeoning legal
marijuana market.
The reggae icon was perhaps the
most prominent and outspoken advocate of the drug throughout his life and
at the height of his fame. He viewed
it as a spiritual and creative force that
was probably more likely to be legalised by Christs government than
governments here on Earth.
But times have changed in a big
way. Look no further than Tuesdays
announcement by Marleys family that
it plans to piggyback on successful efforts to legalise marijuana in the United States and elsewhere by introducing
a new brand of marijuana products
bearing the late singers name.
Marley Natural is being launched
by Privateer Holdings, a cannabis industry investment firm, and products

will reach the market in late 2015.


My dad would be so happy to see

power of the herb, Marleys daughter Cedella Marley said in a news release. He viewed the herb as something spiritual that could awaken our
well-being, deepen our reflection,
connect us to nature and liberate our
creativity.

added. It will offer organically grown
heirloom Jamaican marijuana strains,
in keeping with Marleys preference for
high-quality marijuana grown without
the use of fertiliser. And it will be available in jurisdictions that allow recreational or medicinal marijuana sales.
The brand also plans to offer cannabis- and hemp-infused products such
as lotions and sun-repair creams.
Marley reportedly smoked as much
as a pound of marijuana per week.
But at the time of his intense fame in
the US and around the world, he was
viewed as a nonconformist symbol.
Marley has become even more of
a global icon and brand in the years
since his death, but that its now happening in a world in which marijuana
is decriminalised in some places is
something even he didnt foresee.
Legalise herb? Boy, I jus don know.
Its kinda legalised already, he noted
in a 1976 interview with High Times.

He was referring to the widespread


use and cultivation of marijuana in
Jamaica, where the drug has actually
been illegal for over 100 years.
And change is coming there, too.
In late September, the Jamaican
government announced that it is
considering support for a proposal
to decriminalise possession of small
amounts of what Marley and Rastafarians called the holy herb if it is being
used for medicinal, and eventually, religious purposes. That is a direct result
of the loosening of legalisation laws in
some US states _ though marijuana remains an illegal schedule I substance
under federal law.
Over the years, critics of harsh
marijuana laws have argued that
the penalties have done little to
stamp out organised crime associated with the trafficking of black
market drugs, including marijuana,
through the island.
And of course, there is potentially

huge financial upside, as the investment firm Privateer Holdings has


sought to demonstrate with its recent business ventures in the marijuana space.
The time has come to provide an
opportunity for Jamaicans to benefit from the marijuana industry,
said Kingstons mayor Angela Brown
Burke recently, according to the Associated Press.
According to a release, the Marley
brand will have an unspecified philanthropic component to ensure that
families and communities who have
been harmed by prohibition have the
opportunity to benefit from the new,
legal cannabis economy, the companys announcement said.
My husband believed the herb was
a natural and positive part of life and
he felt it was important to the world,
Marleys wife, Rita, said in a statement. He looked forward to this day.

Moroccan tea, the true


measure of hospitality

FEW winters ago in Rabat, while


working on a book about Moroccan
food, I went to spend the morning
cooking with the family of a friend.
There had been a mix-up over the address,
and we were getting a late start on four elaborate, long-cooking dishes that would be our
lunch. But instead of heading straight into
the kitchen and getting to work on the leg of
lamb, handful of kid goat shoulders and pair
of plump chickens awaiting us, I was ushered
into the formal sitting room for mint tea.
My host brewed the tea without hurry,
eventually pouring it back and forth between
the pot and a glass as the flavours blended
and bloomed and the liquid turned golden
amber. Once she tasted the perfect balance of strength, sweetness and mintiness,
she held the silver teapot high and poured
it out into small, ornately patterned glasses
rimmed in gold.

Only after a leisurely second cup and too


many almond-filled cookies and intricate
pastries, steeped in honey and sprinkled
with sesame seeds, did we move from the
divans and plump silken cushions and into
the kitchen.
Ive experienced dozens such scenes in
the 15 years I have been travelling in Morocco, but this is the one I remembered
recently in Tangier: I was sitting in Cafe
de Paris with a friend on a drizzly morning over what else? the vert a la menthe (atay bil naanaa in Moroccan Arabic).
The importance of offering guests tea is
so fundamental to Moroccan hospitality, I
remarked, that it had come to be the very
symbol of it for me.
Not offering tea is a sign a sign of ...
my companion said, unable to find a strong
enough sentiment in English. You must, he

Sweet couscous

Mint tea

Couscous grains become extra fluffy when


you spend a few extra minutes prepping
them, as is done in this dessert recipe. Serve
with mint tea, as is the custom. Serves eight.

4 servings. Technically, this is a tisane, not a true tea. Use a good-quality loose-leaf
tea for best flavour.
Ingredients
3 1/2 cups water, preferably filtered
Level 2 teaspoons loose-leaf gunpowder green tea (may substitute Dragon Well
green tea)
1 cup packed fresh mint leaves (may substitute a blend of mint and other fresh
herbs), plus sprigs for garnish
2 tablespoons sugar, or more as needed

Ingredients
1/2 teaspoon fine sea salt
2 2/3 cups warm water
1 1/3 cups fine-grain plain, dried couscous
4 tablespoons (1/2 stick) unsalted butter, at
room temperature
1/2 cup confectioners sugar, plus more for
optional garnish
1/8 teaspoon orange flower water
Scant 1/2 cup golden raisins
Ground cinnamon, for garnish
8 to 12 large pitted dates, preferably Medjool, for garnish
Scant 1/2 cup skinned/sliced or slivered
almonds, toasted, for garnish.
4 cups cold whole milk

Steps: Bring the water to a rolling boil, in either a teakettle or saucepan over high
heat; keep it at a boil while you make the tea.
Place the tea leaves in a teapot. Pour 1/2 cup of the boiling water over
them. Let the teapot sit for 10 seconds, then swirl it for 5 seconds. Pour
out that water, using a strainer as needed to make sure none of the leaves
escape.
Pour another 1/2 cup of the boiling water into the teapot, immediately swirl it,
then pour it out, making sure none of the leaves escape.
Fill the teapot with the remaining 2 1/2 cups boiling water. Add the cup of fresh
mint leaves; use a spoon to press them down gently. Sprinkle in the sugar. Cover and
let steep for 2 minutes.
Pour out a glass of tea, then return it to the pot; repeat that step two or three more
times to dissolve the sugar and blend the flavours. Taste for sweetness and strength,
adding sugar if needed and/or steeping a bit longer.
Pour the tea through a strainer into small, clear tea glasses. Garnish with the
mint sprigs, and serve.

Moroccan Lamb
This potent, super-savory lamb dish is typical in Sale, Morocco, a walled medieval city. Generous chunks of lamb or kid goat are rubbed in a salty garlic paste
and ground cumin, and cooked until nearly falling off the bone. Then and this
is what makes the dish stand out ground coriander seed and olive oil are
added to the pot, and the sauce is reduced until it is thick and dark, bold and a bit
salty. The recipe comes from a Rabat cook who insists on serving the meat with
a pot of mint tea. The tea aids digestion and adds to the perfect combination of
flavours. Makes six servings. Serve with plenty of bread.
Ingredients
One 3 1/2 -pound
bone-in leg of lamb, cut
into 8 to 10 pieces.
10 medium garlic

cloves
2 teaspoons sea salt
2 tablespoons ground
cumin
2 1/2 cups water, or

Steps: Rinse the lamb and pat it dry;


place the pieces in a large mixing bowl.
Use a mortar and pestle to pound
the garlic and salt into a smooth paste;
rub this paste evenly all over the lamb.
Sprinkle with half of the cumin, then
rub it into the meat. Turn the pieces,
sprinkle with the remaining cumin and
repeat the rubbing step.
Transfer to a large, heavy pot, Dutch
oven or flameproof casserole with a
snug-fitting lid. Pour the water into the
(empty) mixing bowl, swirl to pick up
any remaining spices, then pour into the
pot. Cover and cook over medium-low
heat until the meat is very tender and
comes away easily from the bone, about
1 1/2 hours, moving the meat from time

1/3 cup olive oil
2 tablespoons ground
coriander
Mint tea, for serving

bit of water if needed to keep the sauce
loose.
Stir in the oil and coriander; cook
uncovered over medium heat until the
liquid has evaporated and the sauce is
thick and dark, about 20 minutes, stirring a few times to make sure the meat
is covered.
Place the meat on a serving dish or
in a tagine, and cover with the sauce.
Serve with the mint tea.
Nutrition per serving: 390 calories, 40g
protein, 3g carbohydrates, 23g fat, 6g
saturated fat, 120mg cholesterol, 1,220
mg sodium, 2g dietary fibre

Steps: Stir the sea salt into the warm water


in a liquid measuring cup until the salt has
dissolved. Place the couscous in a wide, shallow bowl and sprinkle it evenly with the salted
water. Let it sit for 15 minutes, undisturbed,
then check the grains; they should be tender
and not mushy.
Use your hands to work in the butter, sugar
and orange flower water until they have effectively disappeared, then blend in the raisins.
Use your hands to mound the couscous on
a serving dish without packing it tightly or
pressing it down. Sprinkle with the cinnamon
and a little extra sugar, if desired, or use the
two to create thin, decorative lines starting
from the top of the mound. Arrange the dates
and almonds around or on the couscous.
Serve with bowls of the milk, for spooning
over individual portions.
Toast the nuts in a small dry skillet over
medium-low heat for several minutes until
evenly and lightly browned, shaking the pan
as needed to keep them from scorching.
Nutrition per serving: 290 calories, 8g protein, 43g carbohydrates, 10g fat, 6g saturated
fat, 25mg cholesterol, 55mg sodium, 2g
dietary fiber, 19g sugar

palace, Sunita Sharma voices
fears for the northeastern Indian citys historic landmarks
as a new transport link looms
large. Authorities are building
an underground metro near
the Hawa Mahal or the Palace of the Winds in Jaipurs
old city, a bustling place that
blends historic charm with the
allure of ancient royalty and
draws millions of domestic
and foreign visitors.
But archaeologists as well as
tourist guides like Sharma fear
the multimillion-dollar project
will disturb the foundations of
the monuments, built in the
1700s by the all-powerful Maharaja rulers. Jaipur is known
worldwide by these monuments, and if any loss occurs,
the grandeur and architectural
heritage can never be revived,
Sharma told AFP.
Tunnelling in the old city is
expected to start next month
for the project, which authorities hail as a much-needed
upgrade of infrastructure in
the Pink City, capital of the
desert state of Rajasthan. The
Jaipur Metro Rail Corporation
(JMRC), which is spearheading the multi-year project with
a loan from the Asian Development Bank and state government funding, denies the
monuments are under threat
from tunnelling or from eventual vibrations from the trains.
An environmental impact
assessment report was prepared a year ago which said
that the vibrations created
during the boring and operation of the metro would not be
of a level which can harm any
structure, JMRC chairman N
C Goel said.
But some are not convinced,
arguing it is almost impossible
to guarantee centuries-old
buildings will not be weakened
by modern-day construction
underneath. Todays engineers can guarantee strong
foundations of a building they

are constructing today, but not


those of a structure which was
built 200 years back, archaeologist Rima Hooja said. The
government should reconsider
whether they want to create a
facility at the cost of heritage.
One of the metro stations is
set to be built at a market that
lies just 100 metres from the
palace. The tunnel will pass
near the neighbouring UNESCO heritage-listed Jantar Mantar site, with its giant astronomical instruments carved
from sandstone.
Even slight damage to the
20-odd instruments, designed
to observe astronomical positions with the naked eye, would
be a great loss, said Hooja.
Known as Indias first
planned city, Jaipur was built
in 1727 on a grid system with a
fort, palace and other impressive buildings. Construction
was overseen by the Maharaja
ruler Sawai Jai Singh II, who
had a keen interest in architecture and astronomy.
Its thick perimeter walls and
imposing entrance gates drew
merchants from around the
country who settled in the new
city to ply their trade in relative
safety. Designed in the form
of the crown of the Hindu god
Krishna, the five-storey palace has more than 900 small
windows. Decorated with intricate latticework, they were
designed to allow ladies of the
royal court to sit and observe
everyday life in the street below without being seen.
Archaeologist Akshya Jagdhari said he was concerned
that damage to some of the
monuments may not be immediately noticed, but could have
terrible consequences if left
unattended. He also pointed
to the recent discovery at one
of the proposed railway stations of a buried structure that
he believes may date back to
when the city was built. This
shows that the city has many
such ancient structures not
only above ground but below
the ground too, which need to
be preserved, he said. afp

LPGA revamps major,


adds event, hikes purse

Next years LPGA season will


feature a revamped major
tournament, a new event and a
US$4 million boost in total prize
money, tour commissioner
Mike Whan announced on
Tuesday. Ahead of todays start
of the season-ending LPGA
Titleholders tournament, Whan
revealed the 33-event schedule
for 2015 that includes a new
opener in Florida and a new
name and sponsor for the first
major of the year. The former
Dinah Shore tournament, a
major known since 2002 as the
Kraft Nabisco Championship,
will now be called the AllNippon Airways Inspiration, with
a 25 per cent purse boost to $2.5
million. The event will remain at
Mission Hills Country Club in
Rancho Mirage, California, and
still be staged the week before
the first mens major event of
the year, the Masters at Augusta

came to the support of star running back Adrian Peterson
on Tuesday after he was suspended for the remainder of
the NFL season by commissioner Roger Goodell.
Peterson has been sidelined since the season opener while being paid on a special exemption list during a
legal fight on a felony injury
to a child charge for striking
his son with a tree branch,

leaving him with cuts, welts


and bruises.
A plea deal to a lesser charge
earlier this month allowed Peterson to avoid jail time and
he hoped it would expedite
his return to the NFL.
But Peterson skipped a
hearing on the matter with
the league last week and on
Tuesday was issued a ban
for the final six games of the
season after being accused
by Goodell of showing no
meaningful remorse.

with the ruling, said Vikings

lead backfield blocker for Peterson when he ran for 2,097
yards in 2012. Im disappointed all the way around.

hand. He done paid the price
already, and I feel like the
league, theyre stepping out of
hand with it. I feel like theyre
doing too much.
A last effort to force Peterson back into the Vikings
lineup failed on Tuesday
when an arbitrator ruled for
the league in a union grievance saying Peterson accepted missing games while

being paid only with the understanding that he would be


allowed to return once the
court fight ran its course.
The NFL said Peterson cannot be reinstated before April
15 and the speed of his return
would depend upon his therapy work with April Kuchuk,
an instructor in the New York
University Department of Psychiatry. While Peterson has
met with another psychologist, that person, the NFL says,
does not have a background in

Police swoop on Marseille


The president of Marseille
football club and two former
directors were taken in for
questioning on Tuesday as part
of a probe into transfers including that of top striker AndrePierre Gignac, sources close to
the investigation said. The
investigation, which includes
claims of extortion, money
laundering and associating
with criminals, began in 2011.
On Tuesday all relevant documents concerning the 2010
transfer of Gignac were seized
in a swoop at a club with a troubled history but which is currently top of Frances Ligue 1.
Vincent Labrune, the club
president, was taken into custody in Marseille along with the
clubs director-general Philippe
Perez and former president
Pape Diouf.
Another former president,
Jean-Claude Dassier, was being
held in Paris and a total of 10
people, including agents and
middlemen, were due to be
held overnight at the investigators headquarters.
The investigation is looking
into contentious money
transfers made in recent
years, sources close to the

Doha to host 2019 world champs
T

he Qatari capital of Doha


was named host of the 2019
Athletics World Championships on Tuesday, just days
after the Gulf states football officials were cleared of corruption by
FIFA in their successful bid for the
2022 World Cup.
The International Association of
Athletics Federations (IAAF) announced Doha had beaten off Barcelona and Eugene, Oregon, for the
event after missing out to London
for the 2017 edition.
I am sure that in Doha we will
have a wonderful edition of the
World Championships, said IAAF
president Lamine Diack, saying the
three bids were the best presentations we have ever had.
Sheikh Saoud Bin Abdulrahman
Al Thani, the leader of the Doha bid
which saw off that of Eugene 15-12
in the second round of voting by the
IAAF after Barcelonas elimination,
added: Its a privilege and honour to
have the trust of the IAAF.
I am very delighted that these
championships are going to be for
the first time in the region. Im confident that with the help of the IAAF
we will organise one of the best world
championships.
Doha has proposed holding the
event in the unfavourable period
from September 29-October 6, with
marathons to be held in the evening,
in a bid to avoid the searingly hot
summer month of August, when the
championships are usually held.
The 2015 world championships
take place in Beijing from August 2230, while the London 2017 event is
also scheduled for August.
The issue of temperature has also
been a factor in the 2022 World Cup,
with a push to hold it in the winter
months, much to the disgruntlement
of the European leagues.

Controversial choice
Doha will also be a controversial
choice for track and field because
most athletics events are wrapped
up in early September, with the final

in Brussels on the first weekend of
the month, and just a sprinkling of

event city. It held the 2010 World Indoor Athletics Championships, and
for several seasons the opening meet
of the Diamond League, in May.
It will also host the World Swimming Championships in December and in January the mens World
Handball Championships.

But there are sure to be doubts over


Dohas ability to fill a stadium for two
track and field sessions a day.
The athletics program in the 2006
Asian Games was very poorly attended, and even spectator support at the
three-hour-long Diamond League
meet, bringing together some of the
sports biggest names but now staged
in a compact inner-city stadium, is
far from fantastic.

Dai Greene, the 2011 world champion in sultry Daegu, expressed immediate concern over the weather, having trained there ahead of the 2010
Commonwealth Games.

a summary of US-based lawyer Michael Garcias report, Garcia himself said he would appeal against
the findings as they contained numerous materially incomplete and
erroneous representations of the
facts and conclusions detailed in
his investigation.
FIFA has defended its refusal
to publish Garcias report on the
grounds it would undermine a
promise to all those those who gave
evidence on condition of anonymity.

Adam Scott said yesterday he


was putting aside thoughts of
next weeks showdown with
world number one Rory McIlroy as he chases a third straight
win in this weeks Australian
Masters.
The Australian world number
two missed a chance for a perfect end to 2013 when he
bogeyed the final hole of last
years Australian Open at Royal
Sydney, with the Northern
Irishman holing a giant birdie
putt to win.
World golfs top two will
resume their rivalry in Sydney
next week, but first Scott will
defend his Australian Masters
title at Melbournes Metropolitan course, starting today.
Scott, the 2013 US Masters

champion, is vying to become


the first golfer to claim three
successive Australian Masters
gold jackets. His boyhood idol
and fellow countryman Greg
Norman won six Australian
Masters, but never more than
two in a row.
Its pretty easy for me to concentrate this week, Scott told
reporters. Ive got a lot on the
line and I can make my own little bit of history in the Australian Masters and hopefully win
three in a row and thats where
my heads at.
If I do that it will only put me
in better shape for next week so
Im only thinking about this
tournament and will have to
deal with Rory and all the other
guys next week. Ive still got a

thorn in my side about the Australian Open last year so it will


be fun to have another crack at
that, he added.
Scott arrived in Melbourne
last week for an extra round to
familiarise himself with the
Metropolitan, despite having
played the sand-belt course
about 10 times.
I certainly feel like Ive prepared well and Id love to keep
this good run going, he said. I
need to get my head around the
Metropolitan pretty quickly.
Scott will again be playing in
all of Australias big three endof-year tournaments the Masters, Open and Australian PGA
Championship.
While he stands out as the
major drawcard, others in the

Masters field include US PGA


Tour event-winning Americans
Kyle Stanley and Boo Weekley
and Australian contenders
Geoff Ogilvy, Stuart Appleby
and Robert Allenby.
The Masters, whose roll call
of past winners includes Norman, Ian Poulter (2011), Tiger
Woods (2009), Justin Rose
(2006) and Colin Montgomerie (2001), has fallen on hard
times with organisers unable
to entice leading international
stars to play.
Organisers are hoping that
flexible scheduling dates and
finding an overseas tour to cosanction their event will futureproof the 36-year-old Melbourne-based tournament.
