Grange over Sands, a small resort town on the coast of Morecambe Bay. The foreshore at Grange over Sands is a
protected wetland, designated under the international Ramsar convention and is also located in a Special Area
of Conservation and a Special Protection Area for wild birds.
During the design work for a 1.3 million underpass to replace the Bailey Lane pedestrian level crossing, the
Tata Steel Projects Environment Team advised the designers that their programme had not accounted for the
acquisition of a licence from Defra to undertake works along the foreshore. Without this licence, works would
not be permitted due to the sites protected status.To ensure that the licence was obtained without delaying the
works or requiring a costly overhaul to the project programme, the Environment team formed a steering
committee that included representatives of all the key stakeholders.
The team consulted with the relevant statutory authorities, Defra, Natural England, Environment Agency, Local
Authority and the client to determine the likely impacts of the project and provided them with detailed plans
and proposals before submitting a formal application. This proactive approach ensured that the application
met formal requirements and that a licence was quickly and easily approved.
During the subsequent tender process, Tata Steel Projects provided further technical input by helping
determine the contractual requirements based on their expert knowledge of the environmental issues and
constraints related to the site. In 2007 this project won the Best Practice Award in Tata Steel Projects Business
Excellence Awards.
