1. INTRODUCTION
This specification covers the minimum requirement for the design, engineering, fabrication, assembly,
inspection, testing, packaging & delivery of Pedestal Cranes and all associated accessories for project
of NEW BUILDING OF MOBILE OFFSHORE SELF-ELEVATING DRILLING RIG

3. SCOPE OF SUPPLY
The scope of supply shall include following the items below:

- Transportations
- Delivery
- Installation supervision
- Commissioning
- Training

4. APPLICABLE CODES AND STANDARD
The equipments and their associated accessories shall comply with the following latest editions codes
and standards as below applied for offshore, oil and gas industrial including all additions and
amendments in force as at the date of contract signing unless otherwise specified.
CONTRACTOR shall be responsible for obtaining all the above mentioned certifications and/or
reports at no extra cost to the COMPANY. Notwithstanding the scope of supply specifically stated in
the purchase agreement, any additional items which are necessary for the whole
machinery/equipment/system to fulfill the rules and regulations as listed shall also be within the
responsibility of the CONTRACTOR to provide at no additional cost.
Equipments are manufactured following other codes and standards may also be acceptable, provided
that they are similar to or more stringent than the above mentioned codes and standards and subject to
COMPANY for approval.

5. GENERAL REQUIREMENTS
5.1 Working Condition
- Offshore environment, marine condition.
- Ambient temperature from 1 to 45 C degree.
- Relative Humidity 90%
CONTRACTOR shall provide all necessary connection facilities and accessories for connecting to
the equipments as well as erection, installation, commissioning such as electrical and controls
instruments, piping fittings, flanges, gaskets, bolts, nuts, washers and so on.
All interface connection (flange joint) shall be accordance with the piping standard. Alternatively,
mating flange or counter flange shall be provided by the CONTRACTOR.
- All operating levers and switches to be position in height for easy operation.

The construction, installation and arrangement shall be made to ensure safe operation, good
accessibility to all part, component and system for inspection, repair and maintenance
- All sharp edges or projections that constitute a personnel hazard shall be removed.
-
The Equipments shall have physically dimensions suitable for installation in their location of the
rig. Contractor to refer the arrangement drawing as attachment.
6. TECHNICAL REQUIREMENT
6.1 Mechanical Requirements
6.1.1 Crane capacity
- Lifting capacity for all cranes:
+ Main hoist capacity: Offboard lifting minimum 30 MT at 50 ft, offboard at Significant Wave
Height (SWH) 1.0m
+ Auxiliary hoist capacity: Offboard lifting minimum 10 MT at 120ft (for Starboard Crane) and 10
MT at 140ft (for Port- aft Crane and Forward Crane).
+ At least 01 MT at all radii for personnel lifting at SWH 2.0m
- Lifting speeds
+ Main hoist speed:
At least 10 meters/min at full load
At least 20 meters/min at no load
+ Auxiliary speed:
At least 25 meters/min at full load
At least 50 meters/min at no load
- Slewing speeds up to 0.65 round per minute
- Luffing speeds at least 150 seconds from max. to min. radius
- Tail swing radius to be less than 4.5 m.
- All welds to be continuously sealed weld.
6.1.2 Cranes boom
- The boom length shall be enough for 140 ft working radius for two (02) cranes (Port- aft Crane and
Forward Crane) and 120 ft working radius for one (01) crane (Starboard Crane)

The boom shall be of robust lattice type structure using high tensile tubular chords. These boom
sections are connected by pins or bolts and interchangeable thus allowing various working radius
boom.
Boom heel pins shall be of solid high tensile material equipped with replaceable bronze wear
bushings.
Hardwood wear pads are fitted on the boom to prevent damages to lattice members from abrasion
by the wire ropes.
- Adequate pad eyes are provided for lifting of the boom in one-piece assembly or individual section.
- The boom is fitted with grating walkway and handrail for the full length of the boom for attachment
of personnel safety harness for inspection and maintenance of wire ropes, sheaves and other
fixtures.
- Lightings shall be fitted under side of the boom structure where possible, with capable of always to
illuminate the light upright to the main deck with any angle of boom.
- A grating walkway/platform is provided at the boom tip.

The auxiliary hoist extension shall be designed such as to avoid interference with the main hoist
during hoisting operations.
A stainless steel boom angle indicator is mounted on the boom in a location visible to the operator
from the operator cabin in a normal seated position.
The Mast is fitted with a top platform for inspection and maintenance of the Mast head sheaves,
Luff Hoist rope and anchor connection.
- A caged ladder shall be provided for access to the mast top platform from the Machinery
Deck/House.
- The Mast is pin connected to the Machinery Deck with a spring type boom buffer provided.
6.1.4 Machinery deck and house
-
The crane machinery deck is manufactured from heavy steel plates and sections providing a robust
base for the hoist winches and prime mover.
- Steel plate platforms, handrails and ladders provide safe access to all parts of the Crane.
- The machinery house shall be provided weather protection for the prime mover and fitted with
louvered windows for ventilation and access doors.

One portable CO2 fire extinguisher and one power socket outlet are provided inside the machinery
house.
Ladder shall be provided for access to the internal of the pedestal structure from main deck crane
column.
External 360 degrees circular steel chequered plate platform is included. It shall be fitted with toe
plate, handrail and an access hatch cover. An internal bolted platform is also provided for inspection
and maintenance. Access to the internal of the Pedestal Adapter is via a ladder from the Crane
Machinery Deck.
The operator cabin shall be located at the position that enables to operate with a full view of the
boom tip and hook block at full operating range. It is fully enclosed, weather proof and insulated
from noise, cabin internal noise level shall not be exceeded 78 dB.
Access platform with handrails for the maintenance of the windshield wiper and air conditioner
shall be provided.
Side and top windows shall be able to open, glass material to be suitable for offshore condition
shattered proof or equivalent.
Adjustable drivers seat shall be provided with joysticks and all Crane controls are incorporated in
the armrest of the Operator and all instrumentations located on the console are within reach of the
Operator in a normal seated position.
- An additional seat shall be provided inside the cabin for instructors use.
- A first-aid kit box shall be provided and mounted to the internal wall of the cabin.
- Provision of a space/location in the Operator Cabin will be made for installation of the others
equipment such as communication equipments, fire detector, beacon etc These components will
be free-issued.
6.1.7 Power pack
-
The Electro-Hydraulic Driven Power Pack includes the hydraulic tank is mounted on a structural
steel skid with lifting pad eyes and attached to the Crane rotating assembly. The Electric Motor
shall be mounted on anti vibration pads
The hydraulic drive system is powered by the electric motor sized to suit the crane capacity and
speeds and is typically selected to have the power capable of :
+ 3 simultaneous motions at full speed under no load condition.
+ 2 simultaneous motions at full speed under rated load condition with the 3rd motion at reduced
speed (Main hoist and Slew at full load and full speed, Luffing at reduced speed).
The main Electric Motor shall be squirrel cage induction, TEFC Class F, 600Vac, 3 Phase, 60Hz,
made and type in previous installation and shall be suitable for installation in an offshore
environment for safe area application. The degree of protection shall be minimum IP56. Soft Starter
starting system is provided.
The cranes hoist winches shall be designed and manufactured according to the requirement of API
Specification 2C.
- Main hoist shall capable automatically change speeds depending on the load being handled.

A manual release of brakes for emergency lowering of load in the case of a total loss of power
without the assistance of any auxiliary power shall be provided.
The hoist system will accommodate adequate rope on the drums for hook travel when reeve in the
maximum number of falls in any specified operating condition and still retain minimum of 5 dead
turns on the drum.

- The Hook Block shall be of sufficient weight to prevent unraveling of the wire rope during
unloaded lowering operation.
- Grease nipples shall be provided for lubrication.
- All hook and ball assemblies and hook block shall be permanently labeled with their weight and
rated capacity.
- All wire ropes shall comply with API Specification 9A. Hoisting ropes shall be compacted type or
equivalent and including the Pendant ropes shall be galvanized
- Hook shall be rated for the maximum crane capacity.
- Securing lug for hook shall be provided for towing.
- Hook shall be supplied with standard certificates.
6.1.13 Rope sheaves
- All sheaves shall comply with API specification 2C, machined and fitted with heavy duty antifriction self-aligning sealed bearings.
6.1.14 Boom rest location
- Boom rest locations shall be provided by COMPANY. Crane booms shall be designed for suitable
with the locations of boom rest.

6.1.15 Miscellaneous
- Access platform, handrail and ladder shall be provided for safe access to all service and
maintenance areas of the cranes. Landings, ladders, handrails and gratings shall be designed to
comply with all applicable rules and regulations.
- Anti-slip type gratings shall be used for walkways and platforms.
6.2 Electrical Requirements
6.2.1 Electrical/Area Classification
- The electrical system installation shall comply with IEC standard.

Electrical components and instrumentations fitted on the Boom including the floodlights, aviation
warning lights and load cells shall be suitable with Class requirements.
shall be provided in both locations of machinery deck house and operators cabin.
- The wind direction and speed system is also equipped in one of the deck cranes (another deck
crane is should be option). Wind direction and speed display unit should be equipment in the
operators cabin.
6.2.9 Slip ring
- A full 360 degrees rotating Slip Ring suitable for Unclassified Area installation is provided.
- The slip rings shall be use for telephone line, fire and gas detector, push button stop for fuel
transfer pump, audible alarm, motor power supply...etc.
- All electrical services/power supply shall be routed to a non-rotating location and terminated
at junction boxes for yard to interface.
- Rig power supply is 600Vac, 480Vac & 230Vac, 3 phase, 60Hz, without neutral wire.
6.2.10 Miscellaneous
- All electrical cables, cable connectors and cable glands mounted on skid are to be provided
by CONTRACTOR. Detail size will be given by buyer in future
- All cables shall be sized in accordance with the requirements of Class and Regulatory
Bodies.
- Cable incoming hole shall be provided for each cranes with suitable size.
- All cables shall be installed on cable tray or cable ladder.
- Electrical circuits, conductor enclosure and equipment shall be effectively bonded and
earthed throughout the units main structure to ensure safety of personnel and apparatus, and
to prevent fires or mechanical damage resulting from lightning or static electricity.
6.3 Others Requirement
- All equipment shall be provided with nameplates and carry unique marking for identification. Name
plate to be provided for each complete unit/skid. This plate shall be of stainless steel made for
outdoor and flame retardant laminated Phenolic type plate for indoor, and shall be fixed at a visible
and accessible site. The name plate shall include minimum the following information:
+ Maker
+ Name of equipment
+ Model no
+ Serial no.
+ IP rating
+ Main data for design, operation and testing (e.g. Power, pressure, volume, temperature, rotation,
flow rate...etc) where applicable.
+ Purchase Order Number.
+ Hydrostatic test water requirements where applicable.
+ Weight (dry/operating)
+ Country of manufacture
+ Manufacture Year
- All nameplates on equipment (interior & exterior) are to be in English Language. Nameplate to be
stainless steel and shall be attached with minimum two (2) stainless steel screws.
7. MATERIAL
- All materials utilized in the machinery construction must be new, following Manufacturers
standards and have first class quality, suitable for its intended service and the marine environment.
- Gaskets to be of non-asbestos material and type approved by regulatory bodies. Insulation materials
are to be of an approved type having satisfactory service experience in the marine industry.
- All hydraulic pipe shall be stainless steel 316
- External surfaces of valves are to be coated with inorganic zinc or may be of CONTRACTORs or
his manufacturers standard. Valve shall be painted once after tool cleaning according to marine
standard. Steel pipe, fittings, joints and other components required to be galvanized shall be hot
dipped galvanized after fabrication.
8. PAINTING
- Surface preparation: Oil and grease etc. to be removed by emulsion cleaning. Entire area to be highpressure fresh water cleaned in order to remove salts and other contaminants. When the surface is
completely dry, a very thorough dry abrasive blast cleaning to minimum SA 2.5 according to ISO
8501-1:1988.

9. SPECIAL TOOLS
The following special tools and equipments shall be included:
-
All special tools and special erection appliances necessary for the installation, commissioning,
maintenance, operation and testing.
- Special tools required for statutory inspection, re-certification and in accordance with statutory rules
and regulations.
10. SPARE PARTS
CONTRACTOR shall provide the following spare parts as blow:
- All manufacturers standard spare part for commissioning, Start-up, Operational Acceptance Tests.
- Spare parts as required by classification and regulatory bodies
- Two years operation spares per the manufacturers list.

Initial spare parts, inventories and materials for statutory inspection/re-certification and in
accordance with statutory rules and regulations.
water, etc. for erection, installation, commissioning, testing and consumables required by the
classification society or regulatory bodies.

CONTRACTOR shall attach herewith the detail list of respective quantities of the consumables as
above mentioned.
The FAT shall include relevant pressure test, control measurements of dimensions and volumes,
etc., material and welding tests, correct direction of rotation etc. The Functional Test shall include
test of all functions and equipment performance.
- The FAT may be attended by COMPANY, COMPANYs Authorized Representative and CLASS
following COMPANYs decision.
- The COMPANY shall have the right access to the CONTRACTORs shop/works during all stages
of manufacturing, inspection, testing, preservation and packing.
- The CONTRACTOR shall provide sufficient advance notice at least thirty (30) days to the
COMPANY prior to each inspection or test.
13. EQUIPMENT DELIVERY
-
CONTRACTOR shall responsible to deliver the required equipments, associated accessories, spare
parts, special tools, consumables to COMPANYs warehouse not later than 10 months after contract
signed.
The CONTRACTOR shall be responsible for the proper protection, parking, marking, transits and
correct delivery of all equipments to the Point of Delivery.
- Packaging shall be made in a manner suitable for loading or unloading by crane and/or forklift.
Special marking indications for convenience of handling such as Top, Bottom, Handle With
Care, Hook & Sling Positions etc. shall be marked clearly on the surfaces of every package.
- COMPANY and COMPANYs Authorized Representative(s) may witness the packing, preservation
and preparation for shipment
- The following information must be clearly marked and stenciled with legible and indelible paint on
the outside surfaces of every package/case for convenient identification and customs clearance
thereof at Point of Delivery:

14. INSTALLTION AND COMMISSIONING
14.1
Equipment installation
- COMPANY will take responsible for equipments installation on board following CONTRACTORs
installation procedure.

CONTRACTOR shall supply all necessary accessories, fittings, fasteners, matching flanges and
other items that are not covered or omitted in the order; which are reasonably implied as necessary
for the proper installation of the equipment and/or system supplied; without extra cost to the
COMPANY.
- CONTRACTOR shall reimburse COMPANY for any modification or addition done on the existing
system (based on approved drawing) to suit the actual equipment after delivery, if it is different
from the approved drawings.
- CONTRACTOR to provide competent service engineers to check the installation of their equipment
to the satisfaction of COMPANY, CLASS AND OWNER.
14.2
CONTRACTOR shall provide engineers onsite service estimated fourty five (45) days for
alignment, testing and commissioning the above equipments. The engineers/technicians must at
least 05 years experience in this subject.
- COMPANY shall provide COMPANYs personnel to assist CONTRACTOR during alignment and
commissioning of the equipments.
- COMPANY shall provide, if required by CONTRACTOR, technical specifications and information
relating to other systems which are connected to the equipments in order to assist CONTRACTOR
in installation and commissioning activities.

While the rig under commissioning, CONTRACTOR shall be responsible to witness and supervise
and solve any problem during these equipment running.
15. TRAINING
- Training is to ensure that all operational staff shall have proper operation and maintenance and shall
also ensure safe, economical and long operation without interruption.

Training program shall be implemented throughout at least 05 (five) days and 08 (eight) hours per
day and shall combine theory and practice.
CONTRACTOR shall issue the certificates of attendances for the attendees after training course
finishing
16. WARRANTY
-
The warranty period shall be twelve (12) months in effect from the date of equipment
commissioning acceptance onboard by COMPANY.

- Stage 2: CONTRACTOR shall submit these documents for COMPANY official approval within 02 weeks from the
day of contract signing.
- Stage 3: CONTRACTOR shall submit these documents for final issue to COMPANY within 02 weeks before the day
of equipment delivery.
