Stratus launches infrastructure/P3 transaction management service in US

Stratus Infrastructure: P3 transaction and investment management services from courthouses to transportation

14th November 2014 London & Charlotte. Stratus Infrastructure, the PPP/P3 bid,
transaction and asset management specialist, launches in USA with the appointment of John
Small.

Stratus brings over 20 years experience of leading investments into P3 public-private


partnerships. Its executives have formulated and led P3 proposal teams, closing and

managing over $20bn of project financed infrastructure deals from schools and courthouses
to transportation schemes such as roads and mass transit rail systems. Use of P3s has been
widely adopted to deliver public building programs in other countries while historically,
state and municipal governments in the USA have tended to use municipal bond funding for
such projects. Over recent years, 34 states have passed P3 enabling legislation in order to
open-up future funding options. Also, P3 enabling legislation is now being seriously
considered in Congress for use by the GSA and VA.

John Small said Im delighted to be joining Stratus Infrastructure at this formative stage of
the US P3 market. There is great potential for the structuring, bidding and P3 process
expertise that Stratus will bring and Im very excited about our prospects in this market.

Bob Shekleton said I have known John for 15 years and am very much looking forward to
working with him again. His hands-on experience of working with major EPC contractors
such as Parsons will bring heavy-weight experience to Stratus Infrastructures US offering

conference in Miami on November 17-18.

About Stratus Infrastructure

Stratus Infrastructure is a bid, transaction and asset manager incorporated in August


2014 by Bob Shekleton and Nigel Brindley. Based in London, it has opened an office
in Charlotte. It has the support of a network of infrastructure career professionals.
It will serve public and private sector clients seeking an active manager to structure,
transact and close deals. It will also provide the expertise to realise investment
objectives through operational value enhancement, turnaround and divestment.

Nigel Brindley has worked in infrastructure for over 20 years, managing social and
economic infrastructure investments and portfolios at Barclays Private Equity,
Barclays Infrastructure Funds and international sponsor group, Mowlem plc. He has
managed the investment performance of a portfolio of PPPs with a capital cost of
$12bn, leading investor and lender reporting. He has turned-around and refinanced
a number of distressed assets and personally led the boards of 24 special purpose
companies (SPCs) with a capital cost of $2bn. He has also mobilized greenfield
projects, led sale and purchase transactions and integrated acquisitions. Currently
he chairs an acute hospital PPP in London.

Bob Shekleton has worked in infrastructure for 25 years leading teams that bid, won
and closed deals with a capital cost in excess of $10bn. He was managing director at
Jarvis plc and Mowlem plc, leading PPP bid activity at both. He has extensive
international experience in social infrastructure sectors including courts, schools and
healthcare projects as well as in transportation including light rail and road projects.

John Small has worked in project delivery for over 25 years in operations and
business development assignments for Parsons Corporation, WorleyParsons, and
Samsung, successfully delivering projects including public buildings at the federal,
state and local levels. Johns experience includes positions ranging from project
leader to group president.
