RATIONALE:
The Peace and Development Program has been one of the priority thrusts of the
present administration. This is to address accordingly the issues and concerns that
confronts the peace and order situation more specifically insurgency that has been felt
in some barangays in the hinterlands.
To date, the Peace and Development Program will expand its scope that the
municipality will adopt the new concept introduced by Task Group Mulawin. This
intervention of the Philippine Army under the supervision of 1002nd Brigade, 10th Infantry
Division has been activated in order to focus the Brigade s effort in confronting the
Armed Elements of Front Committee 71 and the neutralization of politico-military
organizations of the CPP-NPA-NDF in the municipality and even in its neighboring town
Don Marcelino. With its new approach combined with sustained combat and civilmilitary operations where remnants of lawless armed groups who are still terrorizing the
civilians the Peace and Development Outreach Program will be introduced will be used
as the tool to address insurgency and all other issues relative thereto. Such Program
Approach will be put in place.
OBJECTIVES:
Generally, to address insurgency and relative issues that affect the peace and
order situation of the locality and pursue change and development.
Specifically, to enhance and deepen partnership among government line
agencies, the NGOs, the POs and other stakeholders in the delivery of basic
services, thus attain good governance.

Funds that shall be disbursed will strictly follow accounting and auditing rules and
procedures.
METHODOLOGIES:
Peace and Development Executive Committee will be created with members coming
from the MPOC and the Office of the Mayor that will serve as the secretariat and
planning body relative to the execution of the PDOP .The PDEC will adopt one of the
provisions stipulated in Executive Order # 309 in 1987 issued by the then Pres. Corazon
Aquino which shall handle the administrative and technical activities of the Peace and
Order Council that is organized in the various administrative levels of government.
Specifically, the PDEC shall prepare plans and programs for the consideration of the
Council; supervise, direct and monitor, for the Council, implementation of approved
policies, plans and programs; undertake liaisoning and coordination of activities with
appropriate agencies of the government and provide a forum for interdisciplinary
dialogue and deliberation of major issues and problems affecting peace and order.
The PDEC will compose of the following: Executive Assistant or Municipal
Administrator, MBO, MSWDO, MHO, MPDC, , MAO, ABC Pres., PIO, Tribal
Chieftain. Rep. of the Academic sector.
The PDEC will also ensure that details of PDOP will be vividly discussed and
approved by the Local Chief Executive;
The PDEC will also help plan for the activities and execution of PDOP which
will be presented to the executive and legislative bodies.
The PDEC will ensure that the decision of the MPOC shall be carried out and
implemented;
Said body will act on matters that need immediate attention or action by the
Council
They will formulate policies, plans and programs based on the principles laid
down by the Council
Act on matters that may be authorized by the Council.
