Vast Support Resources


National governments and public bodies are increasingly responding to their expressed commitments in commerce and industry.
One area of focus - reinforced by the enlargement of the European Union and its new financial period 2007 to 2013 - is helping
selected domains of the private sector with financial support to advance the public interest. There are currently several hundred
separate sources of grant, incentive or other financial support targeting commerce, industry, the public and non-profit sectors in
Europe. Available monies exceed billions of euro and a large part remains unclaimed. There are vast support resources awaiting
organizations with an appropriate project candidate and able to negotiate their way through the complex grant application and
awarding process.

Numerous Candidates
A vast range of financial subsidies and incentives are available for projects deemed to have a public interest component. The latter
may include those that support the construction of factories, the purchase of technology, R&D, exports, training and employment,
information exchange, know-how development, operational efficiency and new project marketing but they can extend far beyond
these. It is often only when a project is studied in detail that the key argument for support from a particular grant source can be
identified and described. This brochure highlights how Deloittes Grants & Incentives experts address the challenge of assisting grant
applicants.

Do you want to benefit from EU funds?


Since becoming a member of the European Union, Romania benefits from a broad variety of EU funds, amounting
to EUR 19,2 bill. in the period between 2007 to 2013.

Are you eligible for EU funding?


Grants under Structural Funds and the Cohesion Fund are provided to entities of miscellaneous legal statuses that are registered in
Romania:

Companies
Non-governmental organizations
Public administration (local and central authorities)

The eligible entities are specified in individual calls for applications including the requirements for their size, history, financial health
and areas of operation.
The individual schemes also specify terms and conditions for the projects eligibility, such as the minimum level of investment,
minimum number of newly-created jobs, etc.

What are the conditions for EU funding?


Large sums of public resources demand thorough managing and control systems.
EU funds projects are:

Project based:
This implies the preparation of project applications including relevant plans, studies and analyses.

Aligned and support the key performance objectives:


They are traceable back to the general objectives of the EU regional and cohesion policy such as high employment, economic growth
and competitiveness.

Co-financed:
The overall rate for Romania is 85 percent EU resources + 15 percent national or private co-financing. For private entities the
maximum levels of the co-financing rate may be expected between 20 and 50 percent.

Controlled:
The beneficiary is bound to declare his co-financing and his ability to pre-finance expenses of the project; the grant authority has
access to all activities of the project.

Administratively demanding:
Management of the project includes regular reporting, thorough and separate accounting, alignment to publicity, certification and
other rules.

What steps do you need to take?


Applicants should consider the following preparatory steps:

Use EU funds to follow your own business plan


Expanding your production capacity
EU funds may be used to co-finance the construction or reconstruction of your factory premises,
greenfield or brownfield production facilities projects, or to purchase new technologies, new
production lines or other productive tangible assets.

Covering your expenses for human resources development


EU funds may be used to cover training expenses, the cost of trainers and professional HR counselors,
or to develop training courses, e-learning courses and modules for your employees.

Investing in research and development at your company


EU funds may be used to support the purchase of your companys research equipment or your
researchers overhead expenses.

Investing in know-how and other intangible assets


EU funds may be used to cover expenses connected to purchasing know-how, patents and research
findings, new production manuals and procedures.

Improving IT infrastructure
EU funds may be used to co-finance purchasing IT facilities for your company, or to introduce internet
access for private and public institutions or electronic communication facilities for companies.

Promoting your products on foreign markets


EU funds may be used to co-finance your companys participation in international exhibitions and
trade fares as well as to produce presentation materials and strategies for you to reach new markets.

Supporting the energy sector and reducing emissions


EU funds may be used to help with the construction of power plants using alternative energy sources,
renew heating systems, or adapt to alternative energy sources.

Real-estates development in urban areas


EU funds may help to realize the complex renewal of brownfields and run-down urban areas including
the recovery of old ecological burdens, the re/construction of buildings for the purpose of research
and the premises of small and middle-sized enterprises including subvention for the subsequent lease
of the premises or the construction of leisure-time and sports facilities.

Investments in waste treatment and reduction in pollution


EU funds may be used to cover expenses for the construction of waste-water treatment facilities,
filters and units reducing air pollution, the recovery of old ecologic burdens, the construction of solid
waste disposals, waste recycling facilities and other measures connected to reducing pollutants in the
environment.

EU funds may support the sale of your goods and services to public institutions
The majority of EU funds resources will be streamlined through public institutions, which will procure goods and services with the
use of Structural Funds and the Cohesion Fund.

Become a supplier to a public beneficiary of EU funds by providing:


Construction works of rail, roads, water ways and other transport infrastructure, water treatment infrastructure,
re/construction of buildings supported by EU funds, construction of sports and leisure-time infrastructure, hotels and other
infrastructure in support of tourism.
Supply of goods including furnishing newly constructed premises, schools, hospitals and other EU funds beneficiaries; supplying
diverse overhead expenses, IT systems, computers, electronic devices, etc.
