ABSTRACT

THE AGENDA OF HIV PREVENTION AFTER 2015 IN THE ERA OF


BPJS/UHC (SOCIAL SECURITY ORGANIZING AGENCY/UNIVERSAL
HEALTH COVERAGE

Background: The international policy in the form of Millennium Development Goals (MDGs)
almost meets its deadline by 2015 which means only one year left. All nations that have signed
on to the MDGs have to assess and evaluate their success and failure in achieving the
Millennium Development Goals. According to WHO, there will be several targets that cannot be
achieved out of the eight targets, namely MDG 4 (Reduce Child Mortality), MDG 5 (Improve
Maternal Health: including the use of contraception and reduce maternal mortality), and MDG 6
(Combat HIV/AIDS, TB, and Malaria). Therefore, the MDG 4, MDG 5, and MDG 6 will remain
to be the international agenda and to be focused on after 2015 and the other five goals which
have been achieved or have shown significant progress will be consented to be SDGs
(Sustainable Development Goals). In the international level, it needs to provide guidelines for the
member states to follow in order to be able to make a clear policy in their regions and subregions. Since 2014, Indonesia has had a Social Security Organizing Agency which also covers
the National Health Security. It needs to supervise the implementation of the HIV/AIDS
prevention programs in Indonesia especially in the era of the implementation of the National
Health Security.
Objective: To find out the post-2015 international policy on HIV/AIDS prevention and combat
especially in its relation to the implementation of the National Health Security in Indonesia.
Design: Desktop Study
Time and Place: Sanglah General Hospital-Denpasar, June-July 2014
Method: It is a desktop study by reviewing some policies of the World Health Organization
(WHO) and then to compare them with the policies of the National Social Security Organizing
Agency in Indonesia.
Result: Since the implementation of the Millennium Development Goals (MDGs) program in
2000, all countries which have been agreed to sign on to the MDGs have used it as their national
reference. Many national actions and activities have been carried out in order to achieve the set
targets. Globally, WHO assesses that there are some targets that cannot be achieved out of the

eight targets, namely including MDG 4 (Reduce Child Mortality), MDG 5 (Improve Maternal
Health: including the use of contraception and reduce maternal mortality), and MDG 6 (Combat
Infectious Disease: HIV/AIDS, TB, and Malaria). Therefore, MDG 4, MDG 5, and MDG 6
remain to be the international agenda after 2015 and will be the special area to be focused on
(unfinished business). Six guidelines have been provided by WHO in order to guide every
member states in applying the policy in their country. It has been agreed that the goal to be
achieved after 2015 is Healthy Live for All at All Age. There are 17 focus areas in SDGs and
for the HIV focus area Ending AIDS Epidemic by 2030 has been mutually consented. The
target will be achieved through the sub-target achievement such as:
1. Reduce new HIV infections among adults and stop new HIV cases among children.
2. Eliminate any stigma and discrimination to people with HIV/AIDS & Key Population.
3. Reduce mortality due to AIDS.
The achievements of those targets are associated with the implementation of the Universal
Health Coverage. Currently, Indonesia has implemented the National Health Security Program
and in 2019 the Universal Health Coverage will be implemented. It is expected that there will be
an effort to associate the general health program including HIV/AIDS with the implementation
of the National Health Security.
Conclusion: It is believed that the progress of MDG 6 (Combat HIV/AIDS) is far from
sufficient and does not meet the target in 2015. The prevention agenda of HIV/AIDS must be
continued after 2015 and it must be associated with the implementation of the Universal Health
Coverage.
