RESOLUTION NO. ______: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MALAYBALAY
AUTHORIZING A REWARDS PROGRAM FOR INDIVIDUALS INSTRUMENTALTO THE IDENTIFICATION,
ARREST AND CONVICTION OF CRIMINALS FOR INDEX AND NON-INDEX CRIMES IN THE CITY OF
MALAYBALAY,
DISCUSSION:
The Malaybalay City Council has taken a zero tolerance policy regarding crime. As such, the Police
Department wants to increase its ability to arrest criminals and better reward witnesses who report
crime.
A variety of statutes are already on the books to address the issue of crime. These laws play a vital role
in punishing and deterring many potential offenders from committing felonies and offences.
Additionally, the Police Department has made numerous arrests for index and non-index crimes over the
past year and a half. The Citys Police strive to arrest all felons and offenders in 48 hours.
These crimes are classified as index and non-index. Index crimes, as defined by the Philippine National
Police (PNP), involve crimes against persons such as murder, homicide, physical injury and rape, crimes
against property such as robbery, theft, car-napping /carjacking and cattle rustling. Non-index crimes, on
the other hand, are violations of special laws such as illegal logging or local ordinance;
Despite all the best efforts of the City, the Police Department, and concerned citizens, some individuals
continue to commit crimes and offences which negatively impact the quality of life in our community.
Adding to the problem are crimes that are committed in the presence of community members, but are
not reported to the Police Department.
The City Mayors Office is proposing a reward system for individuals who provide information that leads
to the arrest of criminals.
immediately when individuals are seen committing felonies and/or offences. The program would work
in the following way:
Any person who witnesses someone in the act of a crime can report it by calling the Police
Department anytime, twenty-four hours a day, seven days a week. It is preferred that the caller
identifies him or herself, but it is not mandatory. If the caller desires, they can remain anonymous.
Upon receipt of the specific information regarding the description, identity, and location of the
criminal, the police dispatcher will keep a confidential record of the informants identification and
contact number. If the caller wishes to remain anonymous, they will be instructed to call back in one
hour for the final disposition of the call. The police will be immediately dispatched to investigate the
call.
If the police officer does in fact locate and arrest the suspect(s) for the crime, the person having
first called the Police Department concerning the violation will be eligible for a cash reward. Whenever
possible, the reward will be paid on a monthly basis.
Any person who is instrumental to the investigation, crack down, apprehension, arrest, or
conviction of criminals will be eligible for a cash reward. Whenever possible, the reward will be paid on a
monthly basis.
A rewards program must be both immediate and apparent to be effective. Providing the reward as soon
as possible to the individuals and in cash will accomplish both of these objectives. Reward programs,
promising money upon conviction, may be months in the future, having not been effective.
This program will be successful in encouraging citizens to call and report instances of crime as it is
occurring. While reward programs are not entirely new to law enforcement, the immediacy of the
reward is innovative. This program will also allow for tracking and auditing of the disbursement of funds
dedicated to the program.
FISCAL IMPACT:
It is impossible to predict the success of a program such as this. However, using other cities as a gauge,
it is anticipated this program will cost about Php500,000.00 annually. Funding may be provided from
General Fund Reserves. Marketing costs associated with the program will be absorbed in individual
department budgets.

REQUESTING THE CITY MAYOR IGNACIO W.ZUBIRI, THROUGH THE PEACE AND
WHEREAS, the criminal rate in the province is still increasing despite the efforts of the local PNP.
These crimes are classified as index and non-index. Index crimes, as defined by the Philippine National
Police (PNP), involve crimes against persons such as murder, homicide, physical injury and rape, crimes
against property such as robbery, theft, carnapping /carjacking and cattle rustling. Non-index crimes, on
the other hand, are violations of special laws such as illegal logging or local ordinance;
WHEREAS, a safe, secure and peaceful community for all is an important factor to foster
investment and economic growth in the City;
WHEREAS, the Sangguniang Panlungsod, through the Peace and Order Committee deems it
necessary to adopt a mechanism or program encouraging every individual in the City of Malaybalay to
help the law enforcers through information that will lead to identification, arrest and conviction of
criminals in the city by way of giving rewards, incentives or other benefits;
