Project goal is to empower flood-prone communities in the Mekong to reduce the impact of natural

disasters and secure and enhance their livelihoods.


Main projects objective is to build sustainable community and household resilience to floods in highly
flood-prone, inland areas of the Mekong Delta by reducing the vulnerability to flooding of household
and communes in Long An, Dong Thap and An Giang provinces.
In the past two decades flooding in the Mekong that impacts by climate change has become
unpredictable, increasing in frequency, duration and intensity. The three targeted provinces suffer the
most frequent and persistent flooding in the Mekong. In 2002, large-scale flooding lead to the death of
163 people, destruction of houses and the spread of water-related diseases.
Project has three main components:
1. Community-based disaster management: Facilitating changes in the way communities prepare for,
adaptation, respond to and recover from disasters implemented at both village and commune level.
2. Institutional capacity building: Building the capacity of CAREs implementing partner Department of
Agriculture and Rural Development (DARD) by raising the understanding of and skills to apply
participatory approaches and methodologies as well as adaptation and preparedness measures amongst
DARD members.
3. Livelihood diversification and alternative income generation: Assisting poor and marginalized
individuals and families in diversifying their income sources during non-disaster periods as well as
securing alternative income generation opportunities in times of disaster.

Basically, life in Mekong Delta revolves around the canals and river as the road infrastructure are quite
expensive to build. Based from our design, social and community can be improved under several
considerations:

Way of life: Generally, our house is designed to be fully equipped with sufficient water and
electrical supply during both seasons, longer life expectancy, safe and comfortable for the
people with regard of the number of people live in it. Thus, it may help people in Mekong Delta
to enhance their standard of living.
Community: Due to annual devastating effects of the flood horrible, houses in Mekong Delta
commonly built in scattered over a large area, completely remote from the neighbours.
However, using our standardised house design, houses can be built in any area and social
interaction can be improved.
Health and Safety: Our house is designed to meet the highest level of hygiene and security.
Double pit latrine with plastic container is used which requires regular cleaning and the house is
built on the stilts which is higher than the flood level. In addition, the peoples are safe from any
dangerous animal attack such as crocodile etc.
Education: Similarly, our design should be suitable to be implemented in building a school.
Hence, education level can be upgrade as the school can be build at various areas.
