Public Consultation Meeting in Serang, March 5th 2012



SUMMARY OF ISSUES

1. Sangiang island which has been designated a conservation area, but throughout the island, has
been published Broking certificate issued under RTRW 2010-2030. This needs to be consulted
with the Ministry of Forestry and assessment of the location of HGB with BPN Banten
2. The potential for industrial accidents and improvement (including the amount) Industry
3. Social impacts on local communities, especially indigenous peoples, inter-provincial migration
and the impact on the company's transportation (ferry), and also the impact on the
international heritage
4. Impact on underwater archaeological sites, such as the ship sank site
5. Impact Ciujung River, which often cause flooding to industrial and residential
6. The impact of changes in the fishing area (fishing ground) around the bridge
7. Impact of disasters (tsunamis and tectonic) and mitigation
8. The impact of garbage from the bridge passers
9. The impact of emissions from industrial chimneys against the bridge and the bridge passers

1. Morning Session

Adang (Banten Forestry and Platation Service)
In accordance with Law No. 41 on Forestry; there needs to be consultation with the Ministry of Forestry
as there are two conservation areas; Sangiang Island and Island Two.

Sapta (Banten Culture and Tourism Service)
This spatial plan will have an impact on social and cultural.
This study needs to pay attention to local knowledge and archaeological shipwreck sites

Udan (Serang Environmental Service)

The issue of water pollution is a strategic issue in Ciwandan. Another issue that is more
dangerous and should be considered is the potential for industrial accidents, especially the
chemical industry.
Sunda Strait is a deep ocean waters that need to be studied more in hydrodynamics. Additionally
Krakatoa eruption cycle should be taken into account. Need to elaborate on the hydrodynamic
and geological studies. Erosion occurs on the northern coast and the west coast of Banten Prov.
and damage infrastructure.
Another issue is the impact of river Ciujung; potential for major flooding.

What about the issue of coral reefs and FADs? Is anticipated by the MoPW, what must be done by
fishermen related the fishing ground?

There has been no issue about the social impact, for example, after the construction of the bridge with
the ferry company's bankruptcy issues

This study need to be discussed further in the impact of the conservation area. There needs to be
specific consultation with the Ministry of Forestry

The disaster not only natural disasters, but may also be caused by the industries that have hazardous

2. Afternoon Session

Sangiang Island; in previous spatial plan is a tourist area and the New Spatial is Protected Area. Based on
previous RTRW then appeared Right to Build (HGB) for PT Kalimaya White. On the island there is also a
plantation and the village of 40 families. There are Navy and the former guardhouse era Japan. In
Sangiang four HGB have been published. Kalimaya Putih Land is wasteland, so it appears HGB. Bridge
construction in the region do not HGB

Until now, there has been no adequate explanation of the steps KLHS and spatial plan. Discussed at this
time whether KLHS-KSN or KLHS Bridge?
KLHS not only consider in the region but also across regions, across sectors, across the parties, and
across time. It should be noted other areas, and migration. How KLHS and Spatial relationship between
each district / city; What needs to be adopted? What must be followed or the only consideration?.
How is KLHS conjunction with the other? For example KLHS detail to be developed by local
governments?
Public involvement should start from the beginning stages of starting the scoping process, and should be
involved at every stage

Serang Spatial Plan
Based on KLHS, the highest impact is the northern coast. Many considerations necessary should meet
the bridge's presence. In Banten Bay there are two strategic areas; Banten Waterfront City (all waters)

and Banten Lama as an international site. The provincial government should be careful to realize the
plan

Need special consultations on geology. Tsunami disaster area is divided into two, (1) if the Krakatoa
erupted again, because the growth of Krakatau is quite high, (2) tectonics, in the southern part there are
