Committee?
Dr. Raghuram Rajan Committee for evolving a Composite Development Index of States
1) The Committee had been asked to suggest methods for identifying backwardness of
States using a variety of criteria and also to recommend how the criteria may be
reflected in future planning and devolution of funds from the Central Government to
the States.
2) The Finance Minister Shri P. Chidambaram informed in a Statement that the
Committee has proposed a general method for allocating funds from the Centre to
the States based on both a States development needs as well as its development
performance.
3) The Committee has recommended that each State may get a fixed basic allocation of
0.3 percent of overall funds, to which will be added its share stemming from need
and performance to get its overall share.
4) The Finance Minister Shri P. Chidambaram further informed that the Committee has
come-up with a Multi dimensional Index of backwardness based on
a) per capita consumption as measured by the NSSO
b) the poverty ratio and
c) a number of other measures which correspond to the multi dimensional approach
to defining poverty outlined in the Twelfth Plan
5) The Committee has recommended that States with score
a) >= 0.6
may be classified as Least Developed;
b) < 0.6 and > 0.4 may be classified as Less Developed; and

c) < 0.4

may be classified as Relatively Developed.

6) The Finance Minister Shri P.Chidamabaram also stated in his Statement that the
Committee has observed that the demand for funds and special attention of different
States will be more than adequately met by the twin recommendations of the
basic allocation of 0.3 percent of overall funds to each State and the categorisation of
States that score 0.6 and above as Least Developed States.
 According to the Committee, these two recommendations, along with the
allocation methodology, effectively subsume what is now Special Category.
7) Using the index, the Committee has identified the Least Developed States as
a) Arunachal Pradesh
b) Assam
c) Bihar
d) Chhattisgarh
e) Jharkhand
f) Madhya Pradesh
g) Meghalaya
h) Odisha
i) Rajasthan and
j) Uttar Pradesh, the Finance Minister added.
8) The Finance Minister Shri P. Chidambaram informed that the Prime Minister has
approved the proposal to place the report of the Committee in the public domain.

National Manufacturing Policy 2011
The National Manufacturing Policy, 2011 has envisaged the creation of 100 million

productive and competitive, we must enhance our capabilities on many fronts, primarily

NFSM National Food Security Mission


Background:
1) NFSM was launched in 2007-08 with an outlay of Rs. 4,882.48 crore for 11th Plan
and succeeded in meeting its objective of increasing foodgrains production by 20
million tonnes by 2011-12.
2) The average annual production of about 202.5 million tonnes of foodgrains during the
10th Plan rose to the level of about 237.5 million tonnes during the 11th Plan.

Significantly large regions and populations are still unbanked/ under-banked in
the country. As per the Census 2011, only 54.4% of rural households had access to
banking services.

Facts - USSD based Mobile Banking


The fact that a large number of mobile subscribers in rural areas do not have
access to banking facilities presents an opportunity for leveraging the mobile telephone to
achieve the goal of financial inclusion. Unstructured Supplementary Service Data
(USSD) appears to be one of the most promising modes for mobile banking for financial
inclusion. In order to identify and address the various issues related to USSD-based
mobile banking for financial inclusion, the Authority has issued the Consultation Paper.

National Food Security Act
The Act which got accent of the President of India on September, 12, 2013, after
Parliaments nod, has been enacted in Haryana, Himachal, Rajsthan, Uttranchal,
Mizoram and Delhi. The historic Act will ensure heavily subsidized foodgrains to about
82 crore people as their legal right.

TPDS - Facts
The Government of India is allocating foodgrains to the States/Union Territories
(UTs) under Targeted Public Distribution System (TPDS) as per 1993-94 poverty
estimates of Planning Commission and March, 2000 population estimates of Registrar
General of India (RGI) for 6.52 crore BPL families which include 2.43 crore Antyodaya
Anna Yojana (AAY) families. The States/UTs have been requesting for higher allocation
of foodgrains as per the number of beneficiaries identified by them.

Prices of twenty two essential commodities are regularly monitored by Department


of Consumer Affairs
This is to take suitable action to keep the prices under check. These commodities
include Rice, Wheat, Atta, Gram Dal, Tur (Arhar ) Dal, Urad Dal , Moong Dal, Masur
Dal, Sugar, Gur, Groundnut Oil, Mustard Oil, Vanaspati, Sunflower Oil, Soya Oil, Palm
Oil, Tea, Milk, Potato, Onion and Salt . Price datas are collected on daily basis from the
State Civil Supplies Departments of the respective State Governments.
Corporate Social Responsibility Facts
The new Companies Law has a provision in Clause 135 that every company
having net worth of Rs. 500 crore or more, or turnover of Rs. 1000 crore or more or net
profit of rupees five crore or more during any financial year, shall constitute a CSR
Committee to recommend its activities for discharging Corporate Social Responsibility in
such a manner that the company would spend at least 2 per cent of its average net profits
of the previous three year on CSR activities.

Rashtriya Bal Swasthya Karyakram (RBSK)
Explaining the importance of Rashtriya Bal Swasthya Karyakram (RBSK), Shri
Azad said this unique initiative can lay the foundation of a healthy nation as it signals a
leap towards universal health coverage. He said though a school health programme
existed but that was too weak and under-funded to help us realize the goal of securing the
health of our children. This is what prompted the Health Ministry to come up with a
comprehensive and broad-based programme, RBSK that aims to screen 27 crore children
upto the age of 18 years across the country for 4 Ds- viz. Diseases, Disabilities, Defects
& Disorders. RBSK was launched by Smt. Sonia Gandhi on 6th February, 2013 from
Thane District of Maharashtra. All expenses on the treatment and management of
specified medical conditions of screened children, upto the tertiary level, will be borne by

the Union Health Ministry under NRHM. He exuded confidence that this will lead to
improvement in the quality of life enabling all persons to realize their full potential.

Saakshar Bharat
In 2009, the Government recast the National Literacy Mission as Saakshar Bharat
with the aim to provide functional literacy to 7 crore adults by 2017. Hailing the role of
Saakshar Bharat programme the Minister said the worlds largest literacy programme has
been successful due to its decentralized structure. The programme is fully compliant with
Belem framework of Action and Abuja declaration.
Rajiv Gandhi Grameen Vidyutikaran Yojana
A flagship programme of Government of India, RGGVY was launched to provide
access to electricity to all households in the country. Under the scheme, projects are
financed by the Central Government with a capital subsidy of 90% for the construction of
power sub-stations, 33 and 11 KV HT Lines, Distribution Transformers, LT Lines and
free connections to all BPL families in the country. The main issues to be discussed
pertain to completion of pending projects, difficulties of contract agencies, energisation
of villages where work has been already completed among others.
