INTRO&>CTION
Electricity is an integral utility in modern society and became a supreme prime
need to get a common needs of human society which links to everything from a
human's subconscious fear of the dark to the practical need for working
illumination in an industrialized world. The entire world essentially runs on
electricity, in one form or another. Electricity is not only ingrained in modern life,
it is also critical for its continued existence, as electricity is the main source of
power produced world-wide.

special rules and laws are but few examples of the thrust given by entral and
!tate %overnments in the country to this life-line sector.
&ver the years the power sector in the country has under gone sea-change. The
electricity 'ct ())* and the regulatory regime under which the sector has to
operate, has made the sector more complex. Especially for the !tate owned
utilities it has become a challenging task to render the service, striking a balance
between the universal service obligation and commercial viability duly heeding
to the %overnment ob+ectives and policies. 'll this has a direct bearing on the
nature of work of the employees of the sector.
's such the nature of work, duties and responsibilities, service conditions and
level of productivity of power sector are di,erent from that of %overnment. The
Electrical Engineers work in a charged atmosphere and prone to Electrical
'ccidents, which may be fatal some times. The work involves fullest attention,
sharp and focused approach with full operational knowledge. The work also
involves task completion approach rather than time based approach. The
engineers are the prime movers for this sector. Thus the pay structure of power
sector employees was de-linked from !tate %overnment employees pay
structure. The %overnment, erstwhile '#!E" and its successor entities have
held the view so far.

-ight from the date of its inception '# Electricity "oard and its successor entities
are striving hard to achieve the sole ob+ective .Total onsumer !atisfaction/. "e
it %eneration, "e it Transmission or 0istribution, the '# #&1E- $tilities have set
many bench marks in operational parameters in 2302'. '# #&1E- Thermal
#lants are consistent recipients of highest #45 'wards, Transmission losses 6
network availability have been the proven standards for 2ndian $tilities, &ur
02!&7s have already achieved the performance standards set for many
centrally sponsored schemes viz -%%89, '#0-#, --'#0-# and other schemes
whereby we were to make a special plea to revise the !tandards to
accommodate us in those schemes.
1inning 'wards has become a matter of routine practice for the power utilities in
the !tate. 7inistry of #ower, entral 8igilance ommission, -2!24, ouncil of
#ower $tilities, Enertia, 2EE7', 2##'2, 21'2, #ower 4ine are some of the agencies
which have conferred various awards : .best in the class ratings/ on the power
utilities in the !tate.

The pay revision proposals we make are arrived at, after exhaustive study of the
pay scales of similar utilities across the country. They include both !tate and
entral #!$s like #%24, 3T#, "AE4, 0elhi Transco, #un+ab etc., and a
specialized '.#. state undertaking, !ingareni 4.
&ur demands are .+ust/ and shall be considered keeping in view the
performance track record.

2t is observed that during every pay revision the allowances are
postponed stating that they will be considered in due course. Aowever when the
allowances are raised later, again the management is slipping away stating that
the Gnancial matter will be taken up only in #-. Thus, so far management has

a must. Thus this association puts for the following pay package for the
Engineering fraternity of the power utilities of the state and reIuests the august
members of the committee to approve them in the light of the nature of work
involved, the progress made and the challenges in store for the employees of
the utilities.

2t may please be recalled that the pay scales and allowances of employees of

years. 'ccordingly the revision of pay scales and allowances is due from );-)>-
();>. This 'ssociation reIuests the management to reckon );-)>-();>
as the date of revision, allowing all Gnancial beneGts from that date onwards.

merge 0.' paid to its employees as on the date of revision in pay and evolve

Engineers may be allowed to exercise their option in the revised scales
either in the lower cadre or in the existing cadre or in the promoted cadre

increment as per their choice.

employees is very meager and is not in commensuration with the cost of living.

that is given to all employees every where in the country. Electricity "oards and

and home town in a block period of ( years. The procedure in vogue to avail this
facility in the successor entities of erstwhile '#!E" to go any where in '.#. in the

of the Engineers are not able to avail this facility due to the hectic work
conditions and emergency nature of duty.

awarding Energy 7anager : Energy 'uditor ertiGcate to promote energy audit
where by energy conservation can be achieved. 2n order to motivate employees
of '# #ower utilities to get certiGed Energy 7anagers or Energy 'uditors, an
increment be given as allowance for those who get certiGed.
<.Te)3.+)/8 G*/de P/1? The #ower !ector is a specialized Geld and is entirely
maintained, run and managed by the Engineers with the support of &67,
'ccounts and #6% wings. Aither to there used to be di,erent scales for the
Engineers and non-Engineers. "ut of-late this di,erence is not maintained. 'll
the risk is borne by the Engineers only. 2n fact the other supporting sta, in
'ccounts and #6% wing have the same duties as in any other departments. 't
least B?C of the disciplinary cases are on Engineers only.
To di,erentiate between Technical and 3on-Technical Employees and the need to
maintain parity, as a recognition to the #rofessional service rendered by the
Technocrats, which is accepted world wide and even the =

The Electrical Engineers work in a charged atmosphere and prone to Electrical
'ccidents, which may be fatal some times. The work involves fullest attention,
sharp and focused approach with full operational knowledge. The work also
involves task completion approach rather than time based approach. The
engineers are the prime movers for this sector.
2n the power sector, mainly it is the Engineers who are made responsible for
every thing. They have to be available and work round- the- clock to meet the
emergencies. Aence, we reIuest the management to provide Technical %rade
#ay to all the serving Engineers. 7any $tilities like 0elhi 6 #un+ab are providing
the same. Aence ;)C on 7&%! be given as Technical %rade #ay for all
engineers in '# #ower !ector.

Electricity "oards are allowing its employees to utilize Electricity at free of cost
or at nominal cost. 2n fact, '#!E" has extended this facility to those employees
who were recruited in Ayderabad Electricity 0epartment and subseIuently
absorbed in '#!E". 5urther, the organizations like '#!-T, -ailway and 'irlines
are giving free travel facilities to their employees.
2n similar lines, this 'ssociation reIuests the 7anagement to reimburse J

higher compensation for !40 employees considering the nature of work. 's per
the committee recommendations Engineers working in !40 are being imparted
special training and they are to clear !ystem operator certiGcation exam
comprising three levels. The committee mandated that every Engineer working
in !40 should clear the Grst level. The !ystem operator in !40 is to have a
regional perspective while discharging his duties. 's the !outhern %rid is
integrated with The 3E1 %rid 6 ommissioning of <=? O8 lines in southern
region made the system operation more complicated. 3arrowing down of
5reIuency band has put more stress on the Engineers. Oeeping all the above in
view and with a special mention of #radhan ommittee recommendation again ,

provided with shift allowance. 1here as the engineers working in EAT
!ubstations and '40 are deprived of 2t. !hift duties in substations are prone

for tension and have direct impact on the health of the Engineers working in
EAT substations, '40 etc. 'll the Engineers working in !hifts shall be
provided allowance J ()C on 7&%! .

T-'3!& are Iuite tough and risky. 0ealing with contractors, politicians, local
people , extensive traveling are making the +ob more diNcult. Aence
'ssociation demands that all Engineers working in onstruction shall be given
allowance J (?C on 7&%!.
5. 'RT # '/+.-e./.)e A88o:/.)e ? The 7-T wings and the maintenance
Engineers play a key role in system restoration works to keep the network
down time low. The 7-T : !ystem #rotection engineers are the knowledge
bank of the organization. The +ob demand thorough knowledge of the
network, protective relaying, working in odd hours : holidays. &nce an 7-T :
7aintenance Engineer takes up the +ob on breakdown, they will leave the
workspot only after restoration, which sometimes take days. -ecognizing the
e,orts and suitably compensating will boost the morale of the Engineers
working in these wings. Aence 'ssociation reIuests the management to
consider providing allowance J *)C on 7&%!.

performance at national level. The e,orts of Engineers in this regard are
reward worthy. Aence they may be provided a performance based incentive

facilities available in urban areas like education and medical etc. They are
facing lot of hardship in the Geld and it is becoming very diNcult for the
management also to make the engineers work in rural areas satisfactorily.
They are being sub+ected to pressures from agricultural consumers, political
and public representatives. Aence ;) C on 7&%! shall be allowed towards
compensation of deprived facilities, problems being faced and to encourage
the Engineers to work in rural areas satisfactorily.

/*e ,*o6+ded? 2n some of the EA8 !ub-stations where Iuarters are provided,
the Engineers working are denied of A-'. "ut the Engineers residing at the
#oorly constructed Tuarters are su,ering because of lack of basic amenities
such as !chools, Aospitals, 0rinking water and such other facilities. The
Iuarters are constructed in view of the importance of the need of technical
man-power on (>:< basis. "ut because of the disadvantages stated above,
the attrition rate is very high. Therefore A-' eIuivalent to the nearest area
applicable shall be given to the Engineers even though they reside in
Iuarters.

nature of work involved, 4ump sum allowance is being provided to Engineers in

then, they are man-handled. 7ost of the consumers who thieve #ower are anti-
social elements. The police personnel who are on deputation to 'nti #ower Theft
!Iuad D '#T!E are given a special allowance and considered to higher grade.
The 0#E engineers shall also considered for better compensation.
The 'ssociation likes draw the attention of the 02!&7 and T-'3!&
7anagements to the fact that the vigilance wing in '#T-'3!& is being
provided with allowance J *) on 7&%!. Oeeping the similar nature of works it is
reIuested to enhance the allowance to 0#E units to *?C on 7&%! in line with
T-'3!& vigilance wing.

the utmost consumer satisfaction is directly derived from the performance of this
