Subject: Consideration of a Resolution Awarding a Recycling Grant Totaling
$1,500 to the Carmel Youth Center And Allocating the Remaining
$4,500 in Recycling Grant Funds to the Installation of Cigarette
Receptacles at Various Locations in the City.

RECOMMENDATION:
Adopt a resolution awarding a recycling grant totaling $1,500 to the Carmel Youth Center and
allocating the remaining $4,500 in recycling grant funds to the installation of cigarette
receptacles at various locations in the City.

EXECUTIVE SUMMARY:
Per Council direction, $6,000 from Fiscal Year 2013/14 grant funds is available to fund
recycling grant projects this fiscal year.

The Carmel Youth Center has applied for a $1,500 grant to continue its Eco-Friendly Snack
Bar at the CYC project, which was started in August 2012 with a City-funded recycling grant.

Staff is recommending allocating the remaining $4,500 in recycling grant funds to installing
cigarette receptacles at various locations in the City.

ANALYSIS/DISCUSSION:
The Citys contract with Waste Management, Inc. requires the City to annually donate at least
$18,000 to non-profit or youth organizations for recycling projects, special events and ongoing
recycling programs. Each J anuary, Waste Management, Inc. remits $18,000 to the City,
which in turn grants monies to qualifying organizations that support the Citys recycling efforts.
Funds received in J anuary are distributed in September of the same year.

At the April 2, 2013 meeting, Council voted to distribute grant funds as follows:
66% ($12,000) of Fiscal Year 12/13 grant funds were allocated to non-profit
organizations in the form of recycling grants, while the remaining $6,000 was
earmarked for trash can replacement.
33% of Fiscal Year 13/14 grant funds ($6,000) will be distributed in the form of
recycling grants and $12,000 will be allocated to trash can replacement
100% of Fiscal Year 14/15 grant funds will be allocated to trash can
replacement.

The City received one recycling grant application from the Carmel Youth Center for this
funding cycle. The application was reviewed and approved by Joe Cadelago of Waste
Management, Inc.
Per Waste Management, Inc., the City has the discretion to use the grant funds as it deems
appropriate. In addition to granting monies to nonprofit organizations that support the City' s
educational recycling efforts, Council has also allocated the grant funds to trash can
replacement.
At the September 2, 2014 City Council meeting, during a discussion of the impact of special
events on the City, several members of the public brought up the need for cigarette
receptacles in the downtown area. Because trash can replacement is adequately funded,
staff recommends allocating the remaining $4,500 in grant funds to installing cigarette
receptacles in various locations.

PREVIOUS COUNCIL ACTION/DECISION HISTORY:
Documentation regarding awarding recycling grants goes as far back as 2003. The most
recent decision to approve recycling grants was Resolution 2013-47, dated September 3,
2013, awarding recycling grants totaling $4,650 to two nonprofit organizations and allocating
the remaining $7,350 in recycling grant funds to trash can replacement.

RESOLUTION NO. 2014

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA
AWARDING A RECYCLING GRANT TOTALING $1,500 TO THE CARMEL YOUTH
CENTER AND ALLOCATING THE REMAINING $4,500 IN RECYCLING GRANT FUNDS
THE INSTALLATION OF CIGARETTE RECPTACLES AT VARIOUS LOCATIONS IN THE
CITY

WHEREAS, the City and Waste Management, Inc. have established and funded
annual recycling projects, special events and ongoing recycling programs by providing grants
to local non-profit organizations; and

WHEREAS, the City annually receives monies from Waste Management, Inc. to fund
the recycling grants for nonprofit organizations and has set aside $6,000 for this purpose; and

WHEREAS, the Carmel Youth Center submitted a grant application for projects and
events that support the Citys recycling program goals; and

WHEREAS, the grant application request that is recommended for funding approval
totals $1,500 to be provided by the City of Carmel-by-the-Sea and funded from the Recycling
Grants deposit account 50-24050-0805; and

WHEREAS, $12,000 in Fiscal Year 13/14 recycling grant monies have been allocated
to trash can replacement and there is no need for additional allocations; and

WHEREAS, there is $4,500 remaining in unallocated funds and there is a need for
cigarette receptacles at various locations in the City:

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
CARMEL-BY-THE-SEA DOES:

1. Approve awarding $1,500 to the Carmel Youth Center for the recycling program
outlined in Attachment A, to be funded from the Recycling Grants deposit account,
#50-24050-0805.
2. Allocate the remaining $4,500 in available grant funds to installation of cigarette
receptacles at various locations in the City.
