Sangwan, IAS.
Greetings,
Please find attached here with the instructions issued by the Chief Secretary
to Govt. of Haryana, for strict compliance, to all Head of Departments but
Ashok Sangwan, IAS straight away violated these instructions along with the
instructions issued in 2001 by the office of the Chief Secretary, treating blank
unrecorded ACRs, while dealing the matters of Naresh Kadian, Technical
Supervisor (Leather), Haryana Khadi and Village Industries Board, like wise
he placed the agenda before BoD for re designating the Section Officer (Legal
and Recovery), as Secretary of the Board, violating the section 4 and 6 of the
Board Act, along with by passing the senior officers, where as Naresh Kadian
submitted many solid evidences and facts, in his defense, while submitting the
comments on the biased inquiry reports and all these biased reports were
prepared under the pressure of Yudhvir Singh Malik, then immediate Boss of
Ashok Sangwan. It would be pertinent to mention here that Ashok Sangwan
also ignored the instructions about stepping up and passed totally illegal
orders, to harass Naresh Kadian, inquiry reports were accepted ignoring the
actual facts, neither leave on medical grounds was sanctioned nor reinstated
after completion of inquiry, proper suspension allowances were also not
released.
Appeal was made before the Chairman of the Board but he is also sleeping on
the appeal, kept unattended because Chairman was interested in his
extension, which were processed by Yudhvir Singh Malik but major hard ship
and harassment along with heavy financial loss to the Naresh Kadian,
violation of human rights as well.
Hence Naresh Kadian efficiency bars, which was due as on 1-4-2001 may
kindly be crossed, release all annual increments with held along with 2

and

rd
ACPs may kindly be released, fixing the responsibilities of all tainted
officials. It would be pertinent to mention here that Section Officer (Legal and
Recovery) mishandled the matter of Naresh Kadian EB crossing on 15-12-
2009 along with the forcibly recovery of Rs.9031/- also needs immediate
attention for appropriate orders, where as appeal against the recovery orders
were also pending before the Chairman of the Board.
