n the past week, the stigmatization of Ebola hit new lows, not
just for citizens of nations hardly-hit by the virus residing in
western nations but also for Africans within Africa, a sad reality
Monique Tatu Allison discovered when she touched down at the
Jomo Kenyatta International Airport last Sunday.
Can you imagine a Liberian citizen being detained in Kenya for
over 24 hours in this kind of room, sleeping on this hard bed, I dont
even want to call it bed, this hard bench?, a pregnant woman, from
Brussels into Kenya Airport, Monique laments on a self-made video
she made while in a holding room at the Kenyan airport.
Monique who had fown into Nairobi to visit an aunt, Sharon Cooper
told FrontPageAfrica Wednesday that immigration authorities in
Kenya refused to allow her in. They put me this room, detained me
all day.
It took the intervention of Liberias Foreign Minister Augustine
Ngafuan for the matter to be resolved.
Immigration authorities had threatened to send Naomi back to
Brussels but after Minister Ngafuan called his counterpart in Nairobi,
Monique was allowed to leave the airport and to see her aunt she had
arrived in Kenya to visit.
Im relieved but a bit disappointed, she said Wednesday. So much
for African solidarity.
Monique says since she touched down in Nairobi Sunday night about
11:15am Kenya time, she was booked as soon as immigration offcers
recognized her Liberian passport and suspected that she may have
been infected with the virus but failed to give her a temperature test.
No African Solidarity
Monique lamented:Im pregnant but was made to sleep on a hard
bench, its not even a bed, for over 48 hours without food, water or
anything, can you imagine, this is the room, thats the toilet, this is
me, Monique narrates on the video she shared with FrontPageAfrica
Wednesday.
Monique says after almost 48 hours in a detention room she was given
a bottle of water and a food bag by the airline. I guess youre seeing
a water bottle and a food bag. Its not from the Kenyan government,
its from the Brussels Airline. They brought in this food late last
night(Tuesday) around 6 yesterday evening. I came in Sunday night.
I did not eat until 6am yesterday morning(Tuesday) SN Brussels
brought me this food and water and thats it. The Kenyan government
or the Kenyan immigration never even made an attempt to even give
me water or food in this situation and we call ourselves Africans.
How can you treat your fellow African in such a manner.
Monique says she hopes other Africans, especially those hit hard
by the virus would take note of her experience. They are not good
to Liberians and this is for all Africans because today its Liberia;
tomorrow it could be someone from another country. Ebola is a
disease, its a virus, its not only for one person, its not only for one
country, as you can see Im healthy enough, Ive been in Europe for
three months, I havent been to Africa. This is my frst trip to Africa
and you are accusing me of being sick. How is that possible? This is
me. I want all Liberians to see this and learn from this.
Stimatization Over Ebola
Ebola stigmatization is hitting a lot of countries affected by the virus
hard.
Last Saturday, members of the Sierra Leonean National team were
humiliated when they arrived in Yaounde, Cameroun for their African
Cup of Nations qualifying match.
According to the BBC, fans taunted the players with chants of Ebola
and some members of the opposing team hesitated to shaking their
hands or engage in the traditional swapping of jerseys.
Sierra Leone, Like Liberia has banned football activities in country
until further notice due to the Ebola outbreak. But the Leone Stars, on
the Confederation of African Football(CAF) orders are being forced
to play all of their matches in countries not hit by the virus.
The Seychelles forfeited a match in July rather than host Sierra
Leone, but did not notify the visiting team until it was set to board
a connecting fight in Nairobi, Kenya. Last month, while playing
a designated home game in the group stage in the Democratic
Republic of Congo, Sierra Leone was mocked with chants of Ebola,
Ebola from beginning to end in a 2-0 defeat.
Last week, Ghanaian midfelder Michael Essien, and his club Milan,
were forced to deny internet rumors that the former Chelsea and Real
Madrid star had contracted Ebola.
Essien was left out of his countrys squad for a 1-1 draw in the African
Cup of Nations qualifer in Guinea, which prompted rumours on
Twitter that he had contracted the virus something the 31-year-old
was quick to deny.
Essen posted on his Twitter account: No truth in internet rumours
that I have contracted Ebola.i m very well & I'm doing very gud &
will be training as usual tomorrow.#falsenews
On Tuesday, a Ghanaian student who was suspected to be carrying
the Ebola disease and was wrapped in a black plastic in the Czech
Republic, was reported to be traumatized although medical tests
on the students later revealed the Ghanaian did not have the Ebola
disease after being kept for about four hours by medical offcers.
Also last week, another pregnant woman from Liberia was returned
to Liberia for immigration violations after being detained at OHare
International Airport and sent to a Wisconsin jail, where she was
monitored for the Ebola virus as a precaution despite showing no
signs of the illness, offcials said. The woman, who was not publicly
identifed, was detained by U.S. Customs and Border Protection at the
airport and deemed inadmissible for immigration reasons, according
to a statement from protection offcials. As a routine procedure,
because she was pregnant, she was sent to the medical unit at Kenosha
County Jail.
Kenya Regretted Incident
Liberias Foreign Minister Augustine Ngafuan told FrontPageAfrica
Wednesday that he intervened to have Naomi released after receiving a
call from Charles Yates, a Liberian journalist who said that a pregnant
Liberian woman was stranded at the airport in Nairobi. They had
practically held her at the airport since Sunday and they were not
allowing her to go and they were trying to deport her to Brussels.
So I got in touch with my colleague the minister of foreign affairs in
Kenya, Amina Mohammed. We discussed among other things, the
return of Kenya Airways to Liberia and then I brought up the issue of
Naomi. She(Mohammed) regretted the incident and said she would
try to intervene and she did. She called the girl and tried to console
her. Naomi was reportedly about to board the plane back to Brussels
when Mohammed prevailed on her not to do so and she was taken to
see her aunt.
Minister Ngafuan said Naomi sounded hysterical on the phone and
had thoughts of a miscarriage. I told her to just be patient and dont
do anything out of the ordinary that will make any harm to come
to you and harm yourself. I called the aunt; everyone was frustrated
but we prevailed on them to exercise patience. Luckily, this morning,
apparently as soon as my colleague woke up and notifed us personally
Naomi was released to her aunt.
Minister Ngafuan has in recent weeks been pressing African Union
members to curtail stigmatization of citizens from Ebola-hit nations.

AU Against Stigmatization
The minister the extraordinary meeting of the Executive Council
of the African Union on the Ebola Outbreak in September: If we
allow hysteria and paranoia to underpin our reactions to this Ebola
outbreak, we would create a legacy of blanket stigmatization and
unnecessary restrictions, which would be tantamount to unwittingly
writing a dangerous prescription for how countries on our continent
should be treated whenever they get afficted with any public health
challenge in the future. It is this grim possibility that we all, as African
nations, must avoid by revisiting all measures that are not consistent
with expert advice but only fy in the face of African solidarity and
integration.
The African Union (AU) this week reiterated its concern over the
position by some African countries against citizens from Ebola
stricken countries. The Union says the refusal to lift all travelling
bans imposed on all citizens of affected countries has increased
economic burdens on those countries which are Liberia, Guinea and
Sierra Leone. The concerns were raised following Botswana's direct
defance of the AU's calls to lift all travelling bans.
The AU's Sissy Potgieter says they will engage with all countries
refusing to lift the bans. "If business people cannot fy to the countries
it will have direct impact on the economy. We made an appeal to
countries to lift the travel bans."
The Botswana Health Ministry says it will continue to monitor all
Ebola-affected countries before deciding whether to lift the travel
bans.
For Monique, the humiliation in Nairobi was painful and demoralizing.
I was humiliated by these Kenyan immigration people and through
this whole Ebola thing. I hope that others will learn from this. We
are Africans; we dont want to be going through this in Kenya, even
if you were from Sierra Leone, Ghana, Guinea, Nigeria or anywhere
in Africa.

boy in question, he is ok but just traumatized
but hopefully tomorrow I will see him and see
if he needs any psychological help.

EDITORIAL
SUPREME COURT CHIEF JUSTICE FRANCIS KORKPOR, threw
his hat behind President Ellen Johnson-Sirleafs power quest when
he declared during the opening of the October term of court Monday
that the constitution authorizes the President to curtail rights otherwise
available to citizens.
THE CHIEF JUSTICES COMMENT is already generating buzz
among legal scholars and political observers from both sides of the
debate over an issue that has sparked controversy both locally and
internationally.
MANY ARE OF the view that the court should be a disinterested arbiter
of disputes and by rendering an opinion in favor of the president, the
Chief Justice may have prejudice the court and may have to recuse
himself in any matter where the constitutionality of the president
asserting such powers are an issue.
ACCORDING TO CHIEF JUSTICE Korkpor, during a state of
emergency, the Constitution authorizes the President to exercise a
range of powers and to curtail rights otherwise available to citizens and
residents of this nation during normal times.
THIS IS TRUE. On the surface, the statement is clear about what
the constitution. But the Chief Justices statement suggests that the
President has unbridled power to curtail rights under the state of
emergency. This is not true because the very constitution, the Chief
Justice cites, Article 88, states:
The President shall, immediately upon the declaration of a state of
emergency, but not later than seven days thereafter, lay before the
Legislature at its regular session or at a specially convened session, the
facts and circumstances leading to such declaration. The Legislature
shall within seventy-two hours, by joint resolution voted by two-thirds
of the membership of each house, decide whether the proclamation
of a state of emergency is justifed or whether the measures taken
there under are appropriate. If the two-thirds vote is not obtained, the
emergency automatically shall be revoked. Where the Legislature shall
deem it necessary to revoke the state of emergency or to modify the
measures taken there under, the President shall act accordingly and
immediately carry out the decisions of the Legislature.
THEREFORE under the expressed language of the constitution the
legislature can tell the president that she cannot suspend certain powers
like postponing elections indefnitely as was the case last week when
her request was thrown in the dustbin by the lower house.
THE CHIEF JUSTICE went on to urge Liberians and foreign nationals
residing in the country to be cognizant of the limitations of the exercise
of certain constitutional and statutory rights during this period of the
state of emergency.
ADDED CHIEF JUSTICE KORKPOR: It is absolutely essential
that these three branches coordinate and cooperate with one another
during these critical period of our nation to achieve the common goal of
eradicating the Ebola virus.
COOPERATION BY THE three branches of the Government especially
at this time does not mean that any one branch will reignite any of its
powers to one or the other two branches.
WE HAVE NO doubt that eradicating the deadly Ebola virus out of
Liberia should be the number priority of each and every Liberian but
we must tread carefully how we proceed with granting absolute power
to a single branch of government in the wake of this major health
epidemic that has now claimed the lives of 4,033 persons in Liberia,
Sierra Leone, Senegal, Nigeria, Spain and the United States of America.
Liberia accounts for nearly half of those deaths with 2,316 out of 4,076
infections to date.
ON TUESDAY, the World Health Organization announced that there
have been 8,914 cases overall, including the fatal cases, but says
those numbers could top 9,000 by the end of the week and could get
dramatically worse with the rate of infection soaring to 10,000 new
cases every week unless drastic measures are not taken within the next
two months.
WHO Assistant Director General Dr. Bruce Aylward said that it could
easily get that dramatic if steps are not taken now. "A lot more people
will die," Aylward said if more on-the-ground prevention measures are
not put in place in the next 60 days.
THIS IS WHY we believe strongly that the focus should remain medical
and not political; humanitarian and not constitutional at this point in
time when a lot of international goodwill is pouring in.
THE GOVERNMENTS MAIN focus now should be how to manage
the crisis better, how to ensure that donations from various organizations
are distributed properly and not left to rot as has been reported in a
number of cases.
WE MUST begin immediately to strategize ways and means of dealing
with the hundreds of children who are now orphans after losing their
mothers, fathers, sisters and brothers to the deadly outbreak.
WITH SCHOOLS now closed, our focus should be directed toward

IN PRESIDENTS
exploring how the government can take education to the various homes
by providing home-school materials, sketch books and reading materials.
IN THE MIDST of such a deteriorating crisis, government must begin
to explore how to keep kids who continue to ply the streets in the middle
of traffc just to make a buck to feed their families at home, further
endangering their lives and putting them in harms way of the virus.
SIMPLY PUT, THE PURSUIT of absolute power simply does not make
any sense for Liberia at this point in time.
WE OWE it to all of those who have lost their lives in the civil war and
under brutal past regimes in the struggle for freedom, for justice, equality
and a free press.
THOSE, WHO LIKE the president endured the strong might of
dictatorships and was jailed for falling in breach of the very powers she
now seeks to exploit.
WE OWE IT to those fathers, mothers, sisters, brothers and children who
have not been fortunate to survive the deadly Ebola outbreak so far, to
stay on the course of recovery from war and continue our journey toward
a transition from war to peace and from one government to the next.
LIBERIA MUST, especially now focus on the fastest and most precise
manner in which we can work with international stakeholders and
partners in bringing this nightmare to an end and avoid dwelling on
issues far removed from whats at stake here, eradicating Ebola from
Liberia.
WE DO NOT FEEL that giving the president special absolute powers to
compel certain labor or services without compensation during this state
of emergency will help end Ebola.
WE DO NOT FEEL that the broad and sweeping powers the president
seeks to restrict peaceful assembly and limit the movements of certain
individuals, groups or communities as the case may be to prevent the
further spread or contain the epidemic in certain areas, will help to stop
Ebola.
THE PRESIDENT already has enormous powers under existing
healthcare law to deal with the spread of Ebola.
WE DO NOT FEEL that restricting certain practices, generally or
specifcally, if the President fnds that such practice further endangers
the public health and contributes to the spread of the virus, will help end
Ebola.
WE DO NOT FEEL that preventing any citizen, groups of citizens or any
entity protected under Article 15 of the Constitution from making any
public statement in person, by print or electronic, which may have the
tendency of undermining the State of Emergency, confusing the public
on the nature of the health care threat, otherwise causing a state of panic
about the health care or security conditions, will help end Ebola.
OUR PROBLEM is that these phrases are too broad. What constitutes
undermining the state of emergency? This very editorial could be
interpreted as undermining the state of emergency. That is the danger of
such powers.
OUR FEAR IS that people close to the president with axes to grind with
anyone could prevail on her to put her newly-acquired powers to use
under the guise of a state of emergency.
WHAT WE DO feel strongly about is creating an environment conducive
enough to allow those who are making enormous sacrifces to fourish;
that health care workers are well compensated and supported to do
their jobs without worrying about how to get to work, how to feed their
families or when one of them might get infected and what would become
of the families theyre leaving behind.
THIS IS LIBERIAS DILEMMA, Africas oldest republic eclipsed by
a world of enormous possibilities, entangled in a recurring theme of
bad governance, corruption, lack of transparency and accountability and
massive abuse of human rights and free speech.
RULERS AND LEADERS before have come and gone and have
tried, but none have succeeded in curtailing free speech or the rights to
assemble. State of Emergency or not, Liberia must never surrender its
quest for a democratic concept. We must do all we can to make those who
lost their lives for the freedom we seek and are enjoying today proud and
are smiling in their graves or wherever their bodies were dumped in the
middle of the night.
THE BOTTOM LINE IS the Supreme Court must remain the true and
impartial arbiter of justice in our quest to defeat a common enemy in
Ebola.
THIS IS LIBERIAS promise, one of hope and determination to defy the
impossible odds standing between our past and our future, our present
and our existence. We have been down this road before and we all know
how it ended. Lets keep our focus on Ebola and the rest will defne and
expedite itself, accordingly.
T
he seriousness of the Ebola epidemic calls for
extraordinary measures to stop its spread. It is
time to close ranks, not time for political squabbles
and constitutional wrangling. When the State of
Emergency was declared it was intended to facilitate the
adoption of drastic measures such as the curfew and the
quarantine of certain communities which were suspected of
having a high risk of infection because of overcrowding and
poor sanitary conditions.
A State of Emergency, when declared, often overrides the
obligation to observe civil liberties among other protected rights
including the denial of the rite of Habeas Corpus. That is why
the Executive must have the consent of the national Legislature.
Once such has been granted, then it gives the President the option
of making the list of the prohibited activities under the State of
Emergency, thereby ensuring that people are aware of what is
expected of them. Anyone dissatisfed with the imposition of
any specifc measures may fle an injunction to constrain the
government from the exercise of such specifc powers. It is for
the court to decide on the validity or invalidity of such measures.
In addition, the Attorney General/ Minister of Justice may
normally be expected to enter a plea of nolly prosequoi against
any injunction or other such writ.
The aim of the State of Emergency is to create a deterrent to
unruly conduct. It is not to rub people of their liberties so long as
there is no abuse of such liberties. The State of Emergency does
not abridge such liberties such as the right to free assembly, free
speech, freedom of assembly, the practices of one's religion etc.
Rather, it is meant to disway people from act of sedition, libel,
incitement to riot, and disinformation. What the Emergency
Powers do is to enable the authorities to detain offenders for
a period within the span of the Emergency without necessary
recourse to the normal judiciarl process.
The State of Emergency may be extended at the end of the initial
period of such extension is ratify by the legislature. If it is not
ratify the Emergency lapses.
It will seem to me that the President, considering the diffculty
of and opposition to the quarantine and the curfew when they
were adopted, forcing the government to cancel the quarantine
felt it necessary to ask for more specifc powers that will allow
it to block demonstrations, public protests, religious and other
gatherings that must tend to pose a risk to people in such
gatherings. During this Ebola pandemic, it is in such gatherings
that the virus is more easily transmitted. As you know, refusal
to heed the instructions on combating the virus explains the
rapid spread of the disease. Hence, all must be done to put an
end to such willful conduct.
It is inconvincible that the President will want such extra
powers to carry out a draconian rule. No one needs to be afraid
of losing his/her liberties. For example, when it was clear that
the West Point Community had adhered to prevention rules, the
government lifted the quarantine. Whatever additional powers
she receives will be used to ensure that people are safe from
the spread of the virus. People must by now be convinced of
the democratic bonafdes of the President. She has ruled like a
democrat in a country with problems of indiscipline.
The Legislature, civil societies, and others who may be worried
about the potential abuse of power, should realize that the
government needs to be well equipped with the necessary and
suffcient powers to enable it to gain control over this epidemic.
It is not a time for politicking, for the fate of the nation is at stake
and the President is under tremendous stress to stop the spread
of the disease. Therefore, everybody, including the Legislature,
the Cabinet, Political Parties, Civil Society organizations, the
churches, the Mosques, schools, colleges, and universities must
all come together to bring this virus to a halt.
Those who have come from afar to help us fght the epidemic
are curiously watching us to see how united we are in our stand
to defeat this disease. Therefore, Political squabbles which
tend to defect our attention from the path of victory will not be
encouraging to them.
The fact is that the countries affected need more substantial
fnancial help from international sources to prevent the virus
from taking a worse turn---possibly engulfng other nations
and regions of the world. Liberia, Sierra Leone, and Guinea
have the utmost responsibility to stop the spread of this virus, a
responsibility that falls not only on the government but on the
people of the various countries as well.
SO LET US CLOSE RANKS NOW TO WIN THE WAR ON
EBOLA.

We have no doubt that eradicating the deadly Ebola virus out of Liberia
should be the number priority of each and every Liberian but we must
tread carefully how we proceed with granting absolute power to a single
branch of government in the wake of this major health epidemic that
is poised to infect thousands more if adequate measures are not put in
place. Quarantine, Containment and Contact Tracing Must override any
quest to restrict movement and free speech.

subject to impeachment should there arise something questionable

or indict. NSA's role is limited to data collection and coordination. It
cannot directly affect an arrest in a matter that is within the purview

thing, though sort of late. Having studied law in both the United
States and Liberia, even helped to re-write some of the laws on the

in every job or in appointed positions - especially in government.

President was understood by the public to be her reaction to the

the government and fnd her way out to America because of the

is not the right time to resign. No matter what she explains now it
will be considered by the public as a point of cover-up for her fear
for Ebola.

eputy Minister of Justice Theophilus Gold is dangerously
wrong! In fact it is he who does not understand Article
86 and 87 of the Liberian Constitution. Hence, we
feel it obligingly compelling to correct him and make
him understand the true interpretation of Articles 87 and 86 of the
Liberian Constitution in the foregoing constitutional and intellectual
chronology:
(1) The fact that the President may suspend or affect certain
rights, and freedoms IS CONDITIONED OR CONDITIONAL
as constitutionally evident ipso facto the clause "AS MAY BE
NECESSARY AND APPROPRIATE TO TAKE CARE OF THE
EMERGENCY, SUBJECT HOWEVER TO THE LIMITATIONS
CONTAINED IN THIS CHAPTER." Hence,
(2) Mr. Gould should immediately rescind his dangerous interpretation
or understanding that "the President may for example suspend per se
Article 86." For;
(3) The President lacking both the rights and powers to suspend certain
rights and freedoms NOT NECESSARY OR NOT APPROPRIATE
TO TAKE CARE OF THE EMERGENCY is categorically both in
the letter and spirit of the very Article 87 ipso facto the (a) wording
"as MAY be necessary and appropriate", and (b) THE CONDITIONS
- "SUBJECT, HOWEVER, to the limitations contained in this
Chapter," Meaning,
(4) Whatever or whichever derogation (for example suspension of
Articles 1, 15, 86 or so) the President wishes to carry out MUST
be necessary and appropriate or STRICTLY REQUIRED BY
THE EXIGENCIES OF THE SITUATION AND MUST NOT BE
INCONSISTENT WITH OTHER OBLIGATIONS UNDER THE
CONSTITUTION. And from even the reasoning of a two years
old child, those rights or freedoms. articles, or even the powers this
President seeks to suspend are;
(5) CLEARLY unnecessary and ABSOLUTELY inappropriate to take
care of the epidemic ipso facto the reality, or reasoning, that such
measures are totally not required by the exigencies of the epidemic;
not to talk about the fact that the suspension of such rights (eg. Article
1, 86, 15, etc. etc.) are not only not necessary nor appropriate to take
care of the emergency, BUT RATHER,
(6) Suspension of such rights (article 1, 15, 86 etc. etc.) are
inconsistent with other obligations under the constitution, and so,
bound to be counter-productive to the ratio decidendi (the reasoning
behind the decision to have granted the emergency powers) thereby
tantamount to the destruction of those rights and powers of the people
and institutions ensuring a durable and lasting solution to the problem
on the one hand; and on the other, the destruction of the letter and
spirit of that decision and the constitutional provision on emergency
powers . which should have not been given in the frst place. For:
(7) Despite the seriousness of the epidemic the epidemic was never,
and does not in anyway amount to a clear and present danger (the
constitutional basis, reason, or sine qua non for emergency powers)
as made evident ipso facto the peoples public and international
outcry and that of the National Legislatures decision to hold elections
as allowed by The Liberian Constitution, and as opposed to the
Presidents quest for such unnecessary, inappropriate, and dangerous,
constitutional derogation!!!

A
s a Liberian, I am concerned that our country's leadership
risks crumbling in the face of adversity. In the last week,
senatorial elections have been postponed, ministers have
begun stepping down, and journalists have been banned
from Ebola care centers. It is in times of crisis that the Liberian
people need their leadership to be dependable and united, and we
need to ensure that we protect our democracy as we fght Ebola.
President Sirleaf's decision to postpone the Senate elections is
justifable and understandable under the present circumstances:
candidates have not been able to campaign adequately, and it is
not safe to travel. However, we know that Ebola is not going to be
eradicated in the near future, so we need to prepare for the possibility
that we will need to hold elections while simultaneously dealing with
this health crisis.
It is absolutely vital that a new target date be selected to hold the
elections in order to assure that democracy is not another casualty
of the Ebola crisis. With elections come new ideas and newly
invigorated leadership, which will help guide our country through
this crisis.
Meanwhile, Minister of Information Lewis Brown announced a ban
on journalists at Ebola care centers. We need to provide access to
journalists with strict protocols that protect them from disease and
respect patient privacy. But restricting them outright leads us down a
very slippery slope. The free fow of information communicated in a
timely, truthful and transparent manner will save lives in Liberia and
elsewhere. People need to learn from Liberia and we need to learn
from each other.
We need Liberian journalists to inform our citizens about the
correct precautions to protect themselves, and we need international
journalists to tell our story, to show the world what's happening.
Without them, we can't appeal to the international community to help
us in the fght against Ebola and we can't help other countries prevent
the spread of this fatal disease.

contracted Ebola while working in Liberia and many of our own
Liberian journalists<http://allafrica.com/stories/201410091441.
html> have contracted the disease, dying doing their job. Like the
doctors and nurses that are taking care of our sick, they too are our
heroes, championing our cause.
Finally, our Justice Minister Christiana Tah has stepped down and
there are rumors<http://allafrica.com/stories/201410081455.html>
of others doing so as well. I ask that our government fght for us,
fght the disease of corruption that breeds Ebola, and stick together
during this perilous time.
We are at a crossroads: we have the choice to fght for our right to
live and rebuild Liberia or we can let Ebola take control. It is in times
like these that we have to stick together. Let us protect our democracy
so that we can fght Ebola with the strength of a healthy democracy.

community irate.
Mercys body was found in
an abandoned area in the New
Liberia Broadcasting System
(LBS) community in Paynesville.
With most of Liberias attention
shifted toward the fght against
Ebola, residents say some sick
individuals are committing
atrocities against innocent
children in various communities
under the guise of the deadly
virus.
How it all happened
Moses Worlea, Mercys uncle
explains that his niece revealed
prior to her death, she was
raped by the 60- year-old man
commonly called Policeman in
the LBS building.
It all started two weeks ago
when the family started noticing
some changes in the girls usual
way of walking, which raised a
concern and a lot of unanswered
questions.
It was later, according to the
uncle, that Mercy admitted that
she was raped by the old man in
the LBS building.
Fulton Dogolai, chairman of
LBS Community was reportedly
informed about the situation and
advised the family to confrm
their claim.
Explained Worlea: She was not
walking well; she was walking
like someone has sore between
her legs. We the elder when our
children are behaving that kind
of way, we can be concerned. So
we asked a midwife to check her
and it was confrmed that she was
raped but the allege perpetrator
denied.
Worlea explained further that
the family took Mercy to the
Duport Road Clinic as was
recommended by the police but
she reportedly died en route to
the hospital.
The family then proceeded to
Duport road clinic at which
several medical checks were
conducted including X-Ray of
her reproductive organ, and it
was indicated she was raped by
and elderly man and some organs
were damaged.
When the police were informed,
the uncle says, the family were
told to bring the medical report
from Duport Road clinic. The
X-ray is here, all the documents
are here and the person Mercy
singled out among millions of
human being living around this
community is the policeman
(Amos Quaye) in questioned,
Worlea explained.
But Worlea says before they
arrived from the hospital, the
perpetrator had escaped from
the hand of the community
chairman. So the police arrested
the two chairmen and jailed
them for allowing the alleged
perpetrator to escaped.
Worlea says when he visited the
police station on Monday night
to follow up about his nieces
case, the police demanded him
to take a photo of her corpse
and bring it to them, a demand,
Worlea says, the family declined
to obliged to. Worlea says he
informed the police that he was
not a security personnel and that
such an act could be rejected
by the defendant in court. Last
night when I went to the police
station and told them that I did
not have money to bury my niece
and prevailed on them that she
had died as a result of a statutory
rape, the police instructed me to
go and photograph Mercy and
take it to them in the Soul Clinic
Community and proceed with
the burial.
Worlea says he informed the
police that he was not assigned
with the LNP and so he could
not do what they were asking.
This is a government case I
cant spoil government case; If
government not go for that body
it will remain there until it get
rotten. They suppose to go do
their photograph and do your
statement and forward us to the
court, Worlea added.
Ebola burial team
When the Ebola Task force
Burial team arrived at the scene
to pick up the body, Worlea and
the family resisted, insisting that
it would be unfair to the family
to have Mercy taken away as
another Ebola patient. There
was no test done on the body, we
need proof. It is clear that she did
not die of Ebola.
Inquiry made by FPA from the
team, the team admitted that
the police in charge of the case
called them to come take the
body away for cremation, as it is
done to all Ebola bodies.
Said Worlea:No Ebola team in
this republic will carry that body

really annoyed when an LNP
offcer demanded he provide a
death certifcate whereas they
already had a medical record
from a legitimate medical doctor
and hospital in Liberia.
That One Cant Be
What the police told me last
night pissed me off. The police
told me the little girl does not
have death certifcate but she has
legitimate medical document,
from which death certifcate
comes from. How dare you ask
me for death certifcate when
she was being move from one
hospital to the other and she
died on the way, or you want me
prepare death certifcate myself?
he asked.
Worlea insists that the
government bury Mercy in a
cemetery. We want to know
her grave, but no man to God,
no man will take this innocent
child to carry her to Ebola camp
to cremate, that one it cant be.
I feel hurt but I still exercise
restrain because I respect the
law; I live under the law, I am
informed person who dont have
the right to take law into my own
hands.
The chairman dismissed
Worleas claims that he help to
facilitate or conceal information.
A police offcer in the Women
and Children Protection Section,
who only identifed himself
as Howard, assigned with the
case at the Soul Clinic Station,
reluctantly said he was instructed
by his boss 106 to call the burial
team to take the body away.
The police offcer said that the
president has given a mandate
that at this point all dead bodies
should be considered as Ebola
bodies and that the allege
perpetrator has been arrested and
is in police custody.

Health Minister Accuse senators of Siding with Health workers

Walter Gwenigale
has accused
senators of aiding
and abetting protest action
threatened by healthcare
workers in Ebola Treatment
Units in Liberia. The healthcare
workers had been demanding
benefts from the National
government including salaries
and hazard pay.
The Health Minister made the
allegation when he appeared
before the Senates Health
committee on Wednesday. Dr.
Gwenegale said his decision to
dismiss the two health workers
was backed by President Ellen
Johnson Sirleaf and would not
be reversed.
He also said demand made by
healthcare workers cannot be
addressed urgently because
International partners are
donating funds being used to
fght the deadly Ebola virus and
only people who perform will
receive salaries.
He also stated that his reliance
for not reinstating dismissed
health workers is in chapter
44 of the countrys labor law,
which speaks against workers of
government entities engaging in
any protest.
The Health Minister said his
appearance before lawmakers
could have being used to
address many important issues
that could help save the lives of
dying patients, rather than talk
about health workers who are
demanding benefts that is far
above his jurisdiction.
Senators on the health
committee viewed the
Ministers comments as an
affront to the august body and
described their action as intent
to mediate between the health
workers and the authorities of
the Health Ministry and not
what the minister was alleging.
The health committee chair
Dr. Peter Coleman in an angry
response accused the minister of
being ineffective as a minister
and told him that the only reason
he was reconfrmed as Health
Minister by the senate was
because of the intervention of

Lawmakers say Minister

the health care workers said they

package to the government in
which they are calling on the
government and international

$1,200, hygienists 750 and
other support staff 500.
But the government has
disclosed it is only able to do
something different from the
proposal by the health workers.
Finance and Economic Planning
Minister Amara Konneh
disclosed that for every Ebola
Treatment Unit there would
be a supervisor who would be
paid US$850 above the regular
salary while all medical doctors
working on the response in the
country will get US$825 and
the ETU managers and general
practitioners will receive
US$450 hazard pay and nurses
and laboratory technicians will
get US$435.
The health care delivery system
of Liberia is currently facing a
collapse overwhelmed by the
Ebola virus which has as of
September 28 killed 890 people
from confrmed cases. Overall1,
998 people have also died
from confrmed, suspected and
probable cases of Ebola; making
it the highest amongst the West
African countries hardly hit the
virus since March this year.
The International response
has been forthcoming with the
Government of the United States
contributing US$10 Million just
for health workers salaries.

containing the Ebola outbreak
but support for stabilizing the
Liberian economy and the post-
Ebola recovery efforts.
Following meetings with
offcials from the World Bank,
the International Monetary
Fund, The African Development
Bank, the Millennium Challenge
Corporation, the US State and
Treasury Departments and
Swedish governments, and other
bilateral partners, more support
has been secured and other
funding in the pipeline could be
accelerated soon.
Speaking in an exclusive
interview with FPA from
Washington DC, Minister
Konneh said the trip was a
big success for Liberia and we
hope to remain engaged on all
the many fronts and issues we
have initiated here in the US.
First and crucial, we now have
the whole world community
united to help us not just fght
Ebola but maintain political and
economic stability, drive growth
and address the cascading effects
of this crisis.
Konneh was joined in the US
by Central Bank Governor Dr.
Mills Jones, the President of
the Liberia Bank for Investment
and Development, John Davies,
Representative Munah Pelham-
Youngblood, a member of the
Houses Committee on Banking
and Finance, and other offcials
of the Ministry of Finance and
Development Planning and the
Central Bank of Liberia.
Ebola hurting fragile Liberian
Economy
Konneh told Liberias partners
at the meetings that Liberia
is experiencing its worst
ever disease outbreak which
has not only claimed many
invaluable lives but also
seriously affected economic
activities and livelihoods
throughout the country with
domestic food production,
mining activities, hospitality
industry, and transport services
all declining. Concessions
companies have scaled down
operations as expatriates
depart the country for fear of
the Ebola virus disease. With
public and private institutions
maintaining only essential staff
in order to avoid close contact
in work places, productivity
in the various sectors of the
economy is being adversely
affected. As the outbreak has
nearly paralyzed service delivery
in the economy, the services
sector has been hardest hit.
Hotels and restaurants, travel,
and transportation services
have been seriously affected
by the departure of expatriates,
the suspension of fights by
some regional and international
airlines, the closure of markets
and regional borders and travel
restrictions between counties due
to the quarantine. Economic
activities are expected to further
deteriorate in the remaining of
2014, and even worsen in 2015.
Real GDP growth for 2014
which was expected to decline
from 5.9 to 2.5 per cent is now
revised to 1 per cent, while
growth is expected to be zero
per cent in 2015 due to further
contraction in mining activity, as
well as agriculture and services.
This weakened economic
performance has impacted not
only government fscal position,
but also the key sectors of the
economy, he told Bank and Fund
offcials.
Financing the defcit
He said the delegation managed
to push for more support and
commitments from the World
Bank, following discussionswith
Bank President Jim Yong Kim
and other Bank offcials. We
are hoping the bank would
increase support to Liberia and
accelerate disbursement from the
Crisis Response Window, and
frontload LiberiasInternational
Development Association
(IDA17) allocations for direct
budget support to fund the
widening budget defcit and keep
macroeconomic stability. We also
pushed hard for new resources
to which President Kim agreed
that the development community
must commit new resources to
the fght against Ebola, instead
of reprogramming existing
resources for developmentand
economic recovery programs.
The Bank has agreed to target key
sectors under phase II of its Ebola
fnancing program with US$70
million to cover wider WASH,
essential health, agriculture and
social protection.
We also pressed our case for the
acceleration of feasibility studies
on the Ganta to Tappita Road,
and ask the Bank to work with us
to quickly restart operations on
the Redlight to Gbarnga road.
He made specifc request for the
Bank to use its convening power
to assist Liberia raise additional
resources to fght Ebola and also
support the countrys economic
recovery plan.
In separate meeting with the
International Monetary Fund,
Konneh said Liberia has received
US$48 million under Extended
Credit Facility (ECF) for budget
tied specifcally to key public
sector investment programs such
as the Mt. Coffee Power Plant,
HFO Power Plants, roads. We
also sought and have received
commitment to additional funds
under the Rapid Credit Facility
(RCF) as a bridging option with
disbursement around March/
April of next year to support our
economic recovery plan
Recently, the Head of the IMF,
Christine Lagarde suggested
more budget support was needed
as short-term spending was
crucial to keep the economy
of the three affected countries
moving, noting that running a
budget defcit may be a good
option.
In the US, the delegation also
met the head of USAID Raj
Shah, who assured his agency
commitment to providing
support to dealing with the Ebola
epidemic. Mr. Shah said USAID
could provide assistance to fund
the Governments National
Ebola Strategy including
supporting Community Care
Centers, staffng them and
possibly providing logistics
but more information was
needed to inform any decision.
The delegation had a working
session with the USAIDs Ebola
Response Team on a work plan
for their support. Administrator
Shah was in Liberia on Tuesday
where he announced a $10
million support for the plan.
Discussions were also held
with the Millennium Challenge
Corporation over whether
a funding window could
be harnessed to accelerate
Liberiaseconomic stabilization
and recovery.
In meeting with the Swedes, the
delegation appeal for increase
support to Liberia, through the
budget support framework. He
lauded the Swedish government
for committing around $10m
to Liberias Ebola fghtthrough
International Non-Governmental
Organizations.
In other news, Konneh and team
was informed by the International
Finance Corporation, that it
has approved the immediate

injection of an initial $15million
dollars into the banking sector to
support trade fnancing.The IFC
says it is working in the coming
months to scale up support for
small businesses, particularly
in agro processing and other
services, in response to Minister
Konneh letter to the head of the
IFC requesting for support to the
recovery plan that targets the real
sector of the economy.
Also while in Washington,
DC, Minister Konneh signed a
US$27.3million loan agreement
on behalf of the Government of
Liberia with Europes long-term
lending institution, the European
Investment Bank (EIB) to
urgently begin the rebuilding of
the runway and address safety
at Liberias main international
airport, Roberts International
Airport (RIA).
Minister Konnehsaid he was
particularly delighted with the
scale of strong coordination
among the economic actors in
the government and goodwill
from development partners to
assisting Liberia during this
emergency period, adding we
feel very fulflled and satisfed
with the gains we have made on
this journey. We will continue to
work with all stakeholders inside
the government to strengthen

country and we are very positive,
Liberia will turn the corner. The
key is to remain disciplined,
focused and teamwork.
Observers and economists in
Liberia say that the improved
coordination efforts between
the Minister of Finance and the
Central Bank Governor is making
a big difference in managing an
economic that has been hit hard
by the Ebola Virus Disease.
This coordination has led to a
stabilization of the exchange rate
and prices of major commodities
since the outbreak.

confusion between youths of

The head of the group said,
the claims by Quardu Gboni
Citizen Association that the
agreement when ratify, LCC
will leave the people of the
district with no farmland
adding that such statement is
untrue.
There will be no adverse
effects or disruption
to the lives of Quardu-
Gboni citizens in terms of
territorial encroachment or
displacement of any towns,
villages, communities or
settlement, Kanneh added.
Kanneh said, the total
land area of the district is
33,485.43 hectares not 6,000
hectares as was falsely
communicated to the
Legislature by the Quardu-
Gboni Citizen Association.
LCC physical planting
area will only be 4000
hectares as clearly stated in
the agreement and LCC has
already gained the written
consent of its host community

On Sunday, the US Centers for

contracted on American soil, a

treated in Dallas.
Five US airports are screening
for Ebola but Logan Airport is
not one of them and there are
no direct fights between the
northeastern US city of Boston
and West Africa.
Health care workers in West
Africa are on the frontline of
the worst-ever Ebola outbreak,
which has killed more than
4,000 people this year, mostly
in Guinea, Sierra Leone and

our development partners that
consistent with its PRESS
RELEASE of October 8, 2014,
health workers assigned in
Ebola Treatment Units (ETU)
are being paid their hazard pay
for the month of September.
A press statement issued today
quotes offcials as saying, of the
1,015 health workers deployed
in ETUs, the 619 health
workers with bank accounts
have received their pay in
those accounts as at Monday,
October 13. The 333 health
workers without bank accounts
are being paid over-the-counter
at Ecobank, waterside branch
after a careful verifcation
of their identifcations
and authentication of their
employment. However, to
date we are disappointingly
observing that most of those
health workers are not showing
up to receive their payment.
The intent is to ensure that
during their payment process,
they will be encouraged to
open bank accounts into which
subsequent payments will be
made.
Of the 1,015 workers submitted
by Ministry of Health who are
working in ETUs, 63 were in
categories (carpenters, masons,
etc) not originally captured
but efforts are being made to
have their issue appropriately
addressed.
Regarding the issue of
differential between pre-
crisis hazard pay and the
newly agreed hazard pay, the
Government has decided to pay
the differential for the month of
September, with the amount of
US$225,000 already disbursed
to the Ministry of Health and
Social Welfare. With this
disbursement, the new agreed
rates will take effect October
2014, the statement indicated.
The Government of Liberia
wants to state categorically
that it appreciates and values
the heroic efforts of our health
workers especially at this
crucial time in our national
existence. The government
further wishes to assure them
that everything will be done to
ensure that working conditions
are safe and conducive, the
statement quoted offcials of
the MFDP.
It must be emphasized that
the work our health workers
are doing remain priceless
and invaluable and no amount
of money can compensate for
their sacrifce,
Additionally, the MFDP has
completed all modalities and is
awaiting the verifed listing of
deceased health workers along
with the next of kin to begin
paying death benefts. Once the
list is received, payment will
begin immediately.
Notwithstanding the
governments expressed
commitment to providing
an environment where
voices are heard and duly
considered, it will not
condone misrepresentations,
misinformation and threats,
especially during this time of
emergency, the statement
concluded.

According to an Executive
Mansion release, the Liberian
leader held separate discussions
with the two delegations at her
Foreign Ministry Offce on
Wednesday, October 15, 2014.
During her meeting with
Ambassador Lindner, President
Sirleaf acknowledged Germanys
commitment in helping Liberia
and other countries eradicate
the deadly Ebola virus disease
and restore the sub-region to
normalcy.
She informed Germanys Ebola
Coordinator that his country
could be more helpful in their
intervention by strengthening
and capacitating community-
based healthcare services. She
named the eradication of the
Ebola virus disease, restoration
of healthcare delivery services
and an economic recovery
program as the core issues of the
country during this period.
President Sirleaf noted that
Germany has always stood
by Liberia dating as far back
as the time of the countrys
independence and noted
Liberias donor conference
held in Berlin, Germany at the
inception of her administration
in 2006. Germany, she said,
has been even more helpful in
supporting the countrys energy
and power sectors.
She thanked Ambassador
Lindner for accepting to come
to Liberia at such an unpleasant
time in the countrys history.
This is a clear show of solidarity
that refects that Germany still
stands by Liberia in its time
of distress, President Sirleaf
emphasized.
Responding, the German
Ebola Coordinator presented
compliments from German
Chancellor Angela Merkel
and expressed how gravely
concerned she is about the Ebola
situation in Liberia.
He informed President Sirleaf
that he was in Liberia to assess
the situation, inquire as to how
Germany can be of more help and
join the fght to end the ravaging
Ebola outbreak. We will help
Liberia to promote stability,
rebuild the broken health system
and deploy some members of
the German military to work
alongside the German Red Cross
team in Liberia that will support
containing the further spread
of the Ebola virus disease, he
assured; adding that Germany
has spent an initial 17million
through the humanitarian non-
governmental organization,
Medicines Sans Frontiers (MSF)
and the Red Cross and is resolved
to do more including direct help
to the government.
Ambassador Lindner indicated
that over 3000 volunteers
signed-up initially in Germany
for assignment in Liberia, but
based on the standards set, over
300 personnel including 250
from the military and 75 from the
German Red Cross are ready for
deployment in Liberia.
He disclosed that Germany
will take over the management
of the Ebola Treatment Unit
at the Samuel K. Doe Sports
Complex vicinity in Paynesville
when completed by the World
Health Organization (WHO). It
is expected to be turned over in
four weeks.
In a related development, a
delegation of the International
Federation of Red Cross and
Red Crescent (IFRC) led by the
Organizations African Zone
Director, Alasan Senghore, also
paid a courtesy call on President
Sirleaf.
The Liberian President welcomed
the Red Cross delegation and
stressed that her government will
always encourage friends who
come to the aid of the country
at all times. She acknowledged
that the Red Cross has been an
active member of the partners
family and has done very well in
providing humanitarian support
to Liberians. The government
will help to tell the good news of
the accomplishments of the Red
Cross and you must feel free to
engage government on how we
can work together at all times,
President Sirleaf urged.
She said the country must
hurry and work harder to get
rid of the Ebola virus disease
so as to refocus attention on the
many outstanding development
programs.
For his part, Director Senghore
said he was in Liberia on behalf
of the Secretary-General of the
IFRC to assess the situation and
show solidarity to the Liberian
people. He outlined the support
of the International Red Cross
family to Liberia including the
National Red Cross Society.
He pointed out that this is a
diffcult time for the country and
reassured that the Federation will
stand by Liberia till the disease
is contained. The Red Cross
enjoys exceptional cooperation
from the government of Liberia
and notes the governments
commitment to humanity and
the cause of the Red Cross, Mr.
Senghore reiterated.

A
Liberian Ebola patient was left in an open area of a Dallas emergency room for hours, and
the nurses treating him worked for days without proper protective gear and faced constantly
changing protocols, according to a statement released late Tuesday by the largest U.S. nurses'
union.
Nurses were forced to use medical tape to secure openings in their fimsy garments, worried that their
necks and heads were exposed as they cared for a patient with explosive diarrhea and projectile vomiting,
said Deborah Burger of National Nurses United.
Burger convened a conference call with reporters to relay what she said were concerns of nurses at Texas
Health Presbyterian Hospital, where Thomas Eric Duncan the frst person to be diagnosed with Ebola
in the U.S. died last week.
Duncan died Oct. 8, and the hospital said Sunday that one of his nurses had tested positive for Ebola. She
is hospitalized and was listed Tuesday in good condition. On Wednesday, Texas health offcials announced
that a preliminary test indicated a second, unidentifed health care worker at the hospital had been infected
with the disease.
RoseAnn DeMoro, executive director of Nurses United, said the statement came from "several" and "a
few" nurses, but she refused repeated inquiries to state how many. She said the organization had vetted the
claims, and that the nurses cited were in a position to know what had occurred at the hospital. She refused
to elaborate.
Among the nurses' allegations was that the Ebola patient's lab samples were allowed to travel through the
hospital's pneumatic tubes, opening the possibility of contaminating the specimen delivery system. The
nurses also alleged that hazardous waste was allowed to pile up to the ceiling.
Wendell Watson, a Presbyterian spokesman, did not respond to specifc claims by the nurses but said the
hospital has not received similar complaints.
"Patient and employee safety is our greatest priority and we take compliance very seriously," he said in
a statement. "We have numerous measures in place to provide a safe working environment, including
mandatory annual training and a 24/7 hotline and other mechanisms that allow for anonymous reporting."
He said the hospital would "review and respond to any concerns raised by our nurses and all employees."
The nurses alleged that:
Duncan was kept in a non-isolated area of the emergency department for several hours, potentially
exposing up to seven other patients to Ebola;
Patients who may have been exposed to Duncan were kept in isolation only for a day before being
moved to areas where there were other patients;
Nurses treating Duncan were also caring for other patients in the hospital;
Preparation for Ebola at the hospital amounted to little more than an optional seminar for staff;
In the face of constantly shifting guidelines, nurses were allowed to follow whichever ones they chose.
"There was no advance preparedness on what to do with the patient, there was no protocol, there was no
system," Burger said.
Even today, Burger said, some hospital staff at the Dallas hospital do not have proper equipment to handle
the outbreak.
"Hospital managers have assured nurses that proper equipment has been ordered but it has not arrived
yet," she said.
The nurses' statement said they had to "interact with Mr. Duncan with whatever protective equipment was
available," even as he produced "a lot of contagious fuids." Duncan's medical records, which his family
shared with The Associated Press, underscore some of those concerns.
Almost 12 hours after he arrived in the emergency room by ambulance, his hospital chart says Duncan
"continues to have explosive diarrhea, abdominal pain, nausea and projectile vomiting." He was feverish
and in pain.
When Ebola was suspected but unconfrmed, a doctor wrote "using the disposable shoe covers should also
be considered." At that point, by all protocols, those shoe covers should have been mandatory to prevent
anyone from tracking contagious body fuids around the hospital.
A few days later, however, entries in the hospital charts suggest that protection was improving.
"RN entered room in Tyvek suits, triple gloves, triple boots, and respirator cap in place," wrote a nurse.
The Presbyterian nurses are not represented by Nurses United or any other union. DeMoro and Burger said
the nurses claimed they had been warned by the hospital not to speak to the media or they would be fred.
They did not specify whether the nurses making the claims were among Duncan's caregivers.
The AP has attempted since last week to contact dozens of individuals involved in Duncan's care. Those
who responded to reporters' inquiries have so far been unwilling to speak.
David R. Wright, deputy regional administrator for the U.S. Centers for Medicare & Medicaid Services,
which monitors patient safety and has the authority to withhold federal funding, said his agency is going
to want to get all of the information the nurses provided.
"We can't talk about whether we're going to investigate or not, but we'd be interested in hearing that
information," he said.
CDC offcials did not immediately respond to requests for comment.
Duncan frst sought care at the hospital's ER late on Sept. 25 and was sent home the next morning. He was
rushed by ambulance back to the hospital on Sept. 28. Unlike his frst visit, mention of his recent arrival
from Liberia immediately roused suspicion of an Ebola risk, records show.
The CDC said Tuesday 76 people at the hospital could have been exposed to Duncan after his second ER
visit. Another 48 people are being monitored for possible exposure before he was hospitalized.

at a private clinic before the
outbreak, recovered from the
virus and was discharged on
Sept. 5 as a patient from the
Elwa treatment unit here. Less
than a month later, she returned
as one of seven Ebola survivors
hired by the clinic, run by
Doctors Without Borders, to
counsel and comfort those
suffering from the disease.
She and the other survivors are
paid for their work at the Ebola
unit, but few see it as a job.
They are part of a select group
that have withstood the virus
here and they want to help.

The epidemic is escalating:
More than 4,400 people have
died from the disease, and on
Tuesday, the World Health
Organization said as many as
10,000 new cases a week could
be reported by early December.
A Sudanese patient on Monday
night became the diseases
frst fatality in Germany. The
56-year-old United Nations
aid worker had been active in
Liberia.
Ebola, as with other viruses,
leaves survivors immune to
the strain that sickened them.
So the survivors at Elwa clinic
have become a key part of the
operationthey are the ones
who can sit for long spells with
the ill, hold their hands, talk
to them without worrying that
any skin contact is lethal.
It isnt clear how long
immunity lasts, and recent
Ebola survivors have a
weakened immune system
that leaves them vulnerable to
other diseases, so the survivors
still wear gloves, aprons,
face masks and goggles.
But that is a far cry from the
full-body protective suits
dubbed moon suits for their
resemblance to astronaut
gearthat others wear. The
full suits are so cumbersome
and hot that those wearing
them limit themselves to
45-minute shifts, and they can
only be used once.

There is also a chance that
if the Ebola strain here were
to mutate, survivors could
become vulnerable again.
Scientists debate whether
the current virus will mutate
signifcantly enough to make it
more lethal. Some fear it could
happen because its rapid spread
gives it multiple chances to
do so. Others say it is quite
genetically stable.
There are medical and
psychological risks with
bringing survivors back into an
Ebola unit. It is unclear what
the long-term toll will be, but
Liberia is in crisis mode and
survivors can do work that
others cant. And many of them
are eager to help.
One recent day, a man walked
out of one of Elwas testing
tents into a public part of
the clinic, sending dozens
of workers in T-shirts and
gumboots running to avoid
any contact. Two survivors
stood on each side of him and
talked to him until he calmed
down and agreed to return to
the isolation tent. His test came
back negative for Ebola.
Ms. Karwah said the choice to
return as a worker was an easy
oneshe had lived because of
the doctors and nurses at Elwa
and wanted a chance to give
back.
They would come in, feed me,
bathe me, talk to me, comfort
me, encourage me to be strong,
say I can make it. And their
encouragement really helped
me to survive. So I thought
it wise to help someone to
survive, Ms. Karwah said.

But the reality of being back in
the facility was more diffcult
that she had imagined. Ms.
Karwah arrived at the unit in
August along with her parents,
her fanc and her pregnant

sister. They spent weeks getting
sicker together. Ms. Karwahs
sister lost her baby, but
survived. Ms. Karwahs father
died on Aug. 21, her mother on
Aug. 24. She said she couldnt
decide who to cry for frst, so
she cried for neither.
After days of headaches so bad
she couldnt lift her head from
the pillow and joint pain so
intense she couldnt imagine
ever walking again, she started
to think of sitting up. It took
days, but she did so. Then she
moved to a chair, and soon
took a few steps.
Then I knew I was going to
make it, Ms. Karwah said.
Eventually, she managed to
walk around the fenced-off
yard for Ebola patients. Food
became easier to swallow. Then
came the day that her blood
tested negative for Ebola.
In her frst days out of the unit,
Ms. Karwah would come by to
bring soup for her fanc, who
was still sick with Ebola. When
he was released on Sept. 12,
they decided together to take
jobs as counselors at the clinic.
On her frst day at work at
Elwa, Ms. Karwah saw the
body of someone who had just
died from Ebola and she started
crying. Death is a regular
occurrence in an Ebola unit
and Ms. Karwah kept seeing
bodies and kept breaking out
into tears.
But it was affecting the
patients, so I decided to stop,
she said. So for now I dont
cry. I go to work and even if a
person dies, Im stable.
Survivors who want to work at
the clinic have to go through an
interview process to make sure
they are mentally prepared.
America Athena Viscusi, a
social worker at the unit, said
she has had to turn down
some applicants who werent
emotionally ready to be back
in the place where they almost
lost their lives.
Ms. Karwahs fanc works
with confrmed Ebola cases
while she sits with new arrivals
as they wait for their blood-test
results.
I tell them, If youve got
Ebola, it doesnt mean its
the end of your life. You can
survive.I tried to eat, I tried
to pull up strength and here I
am today. If I can make it, you
can make it.
Doctors say this is critical
because Ebola survival can
increase dramatically with
attention to feeding and good
hydration.
It sounds mundane, but its
lifesaving, said Dan Lucey,
an infectious-disease specialist
from Georgetown University
who is working at the Elwa
clinic.
Those who come back as
workers are also intimately
acquainted with the progression
of the disease. Mark Jerry, 27,
spent 10 days in the Ebola ward
before recovering. He said he
started to see who would make
it and who wouldnt.
Those who never make it
are those who started having
hiccups, he said, explaining
that they would then start
bleeding from the mouth. Mr.
Jerry spends most of his time,
however, caring for infants in
the wardgiving them bottles
and holding them close. Before
contracting Ebola, he was a
streetside money-changer in
Monrovia.
For some survivors, the
treatment units may be the
place where they are most
accepted in a country where
neighbors and family members
sometimes shun those who
returnbelieving they can
still spread the disease. For
the most part, that is untrue
though the virus can continue
to live in semen for 90 days,
so men are told to abstain from
sex for three months.
Ms. Karwah said some of her
neighbors have refused to
come near her since her return,
but friends and family have
welcomed her back. She and
her fanc have two children,
both healthy. They are
rebuilding their life together.
And every day when they come
off their morning shifts, they
have lunch together, on the side
of the fence they never thought
they would reach.

HONG KONG (Reuters) -
H
ong Kong's most
prominent tycoon,
Li Ka-shing, on
Wednesday urged
protesters who have occupied
parts of the city since late last
month to go home, after police
mounted their toughest action
against the democracy activists
in more than a week.
Police arrested about 45
protesters in the early hours of
Wednesday, using pepper spray
against those who resisted, as
they cleared a main road in the
Chinese-controlled city that
protesters had blocked with
concrete slabs.
But footage of police beating a
protester went viral, sparking
outrage from some lawmakers
and the public. Authorities said
police involved in the beating
would be suspended.

Saudi court on
Wednesday
sentenced prominent
Shiite cleric Nimr al-
Nimr to death after convicting
the anti-government protest
leader of "sedition", his brother
and lawyer said.
The verdict risks a further
escalation of tensions with
Saudi Arabia's minority Shiite
community.
Nimr, a driving force behind
2011 protests against Saudi
Arabia's Sunni authorities in
the Eastern Province, was also
convicted of seeking "foreign
meddling" in the country, a
reference to Iran, his brother
Mohammed al-Nimr wrote on
Twitter.
The court also found Nimr
guilty of "disobeying" the
kingdom's rulers and taking up
arms against security forces, his
brother said.
VIENNA (Reuters) -
A
senior U.S. offcial
said on Wednesday a
deal on Iran's nuclear
program was still
possible by late next month and
there were no talks now about
extending the deadline, after
Tehran and Moscow indicated
more time may be needed.
However, speaking ahead of a
meeting between the top U.S.,
Iranian and European Union
diplomats, the State Department
offcial said there were still some
signifcant gaps in negotiating
positions on Iran's uranium
enrichment program.
"We dont know if well be able
to get to an agreement, we very
well may not, the offcial said,
declining to be named.
EBOLA 'WINNING RACE'
DALLAS
A
second Texas health
care worker who
treated Ebola patient
Thomas Eric Duncan
has become infected with the
deadly disease, health offcials
announced early Wednesday.
The hospital employee reported
a fever on Tuesday and was
immediately isolated at Texas
Health Presbyterian Hospital
in Dallas, offcials said. The
woman's name, age, and position
have not released.
This is a heroic person, a person
who has dedicated her life to
helping others and is a servant
leader, Dallas County Judge
Clay Jenkins said during a press
conference.
The woman was among 76
hospital workers who cared for
Duncan, a Liberian citizen who
died from Ebola at Texas Health
Presbyterian a week ago.
Jenkins called the second
employees diagnosis a gut
shot to the hospital staff. He
acknowledged offcials are
making contingency plans that
others who treated Duncan may
develop Ebola as well.
That is a very real possibility,
he said.
It wasn't immediately known how
the second worker contracted
the disease, but the hospital's
chief clinical offcer said but
its clear there was an exposure
somewhere, sometime in their
treatment of Mr. Duncan.
Were a hospital that may have
done some things different with
the beneft of what we know
today, said a bleary eyed Dr.
Daniel Varga said during a news
conference. Make no mistake,
no one wants to get this right
more than our hospital. The
second Ebola infection at the
hospital is "an unprecedented
crisis," he said.
The latest positive test for Ebola
was determined at about midnight
Tuesday at a state laboratory in
Austin. Results from a second
testing by the CDC in Atlanta are
expected later Wednesday.
A hazardous-materials team
is now decontaminating the
workers Dallas apartment in a
popular community not far from
the hospital. City offcials said
she lived alone and had no pets.
The woman becomes the third
person to be diagnosed with
Ebola in Dallas since Sept. 30.
City offcials addressed the
public early Wednesday.
I continue to believe that while
Dallas is anxious about this
and with this news this morning
the anxiety level goes up a level
we are not fearful, Dallas
Mayor Mike Rawlings said. It

Duncan, who had travelled
from West Africa to Dallas days
before becoming ill, was the frst
person to ever be diagnosed with
the virus in the United States.
The disease, for which there
is no known cure, has killed
more than 4,000 people in West
Africa in 2014, the World Health
Organization estimates.
Duncan, 42, was treated at
Texas Health Presbyterian for
10 days before his death. Last
Friday, 26-year-old nurse Nina
Pham began running a fever
while at home and went to the
hospital where she was isolated.
She tested positive for Ebola
on Sunday. Hospital offcials
reported that she was in good
condition as of late Tuesday.
Texas Health Presbyterian
offcials have said Pham wore
protective clothing and insist
staff followed safety precautions
issued by federal offcials. How
Pham, a nurse for four years,
contracted Ebola hasnt been
determined, but CDC director
Dr. Tom Frieden has said he
believes there was a breach in
safety procedures.
Phams diagnosis sparked
immediate angst for workers at
Texas Health Presbyterian. On
Tuesday, the CDC said 76 health
care workers who could have
come in contact with Duncan
were being monitored for
symptoms.
As we have said before, because
of our ongoing investigation,
it is not unexpected that there
would be additional exposures,
the CDC said in a written
statement early Wednesday. An
additional health care worker
testing positive for Ebola is a
serious concern, and the CDC
has already taken active steps to
minimize the risk to health care
workers and the patient.
News of the third Ebola infection
comes a day after the largest
U.S. nurses' union alleged that
some Texas Health Presbyterian
workers reported nurses treated
Duncan for days without proper
protective gear and faced
constantly changing protocols.
RoseAnn DeMoro, executive
director of Nurses United,
said the allegations came from
several and a few nurses, but
she refused repeated inquiries to
state how many, the Associated
Press reported. She said the
organization had vetted the
claims, and that the nurses cited
were in a position to know what
had occurred at the hospital. She
refused to elaborate.
A hospital spokesman did not
respond to specifc claims by the
nurses but said the hospital has
not received similar complaints.

Four of the more than 200
Nigerian schoolgirls kidnapped
by the militant Islamist sect
Boko Haram in Cameroon
have escaped, raising hopes for
the young prisoners still held
captive, according to a report.
The free girls, all between ages
16 and 18, escaped with the
help of a teenage boy prisoner,
who managed to get them out of
the camp, according to Stephen
Davis, a British-Australian
negotiator who had tried to
bargain with the extremist
Islamic group for the schoolgirls
freedom.
The girls, guided by the setting
sun, walked west for three
weeks, fnally arriving in a
Nigerian village, starving and
traumatized.
They were amazing to frst
escape and then walk for weeks,
Davis told The Times of London.
They are the only ones that have
escaped from a Boko Haram
camp.
Davis said the girls had been told
that if they fed Boko Haram,
their families would be killed.
Nearly six months have passed
since more than 200 girls were
snatched from their boarding-
school dormitory in northeastern
Nigeria by Boko Haram
operatives after being awakened
by the sound of gunfre.
Their abduction sparked global
outrage and a huge campaign
calling for their rescue, partly
propelled by the hashtag
#BringBackOurGirls.
Even First Lady Michelle Obama
issued a tweet holding a sign
emblazoned with the hashtag.
Davis said several attempts
to negotiate their release have
fallen through.
Advocates have expressed
frustration that the world has
moved on.
Even before Ebola and ISISs
intensifed activities, most
of the world that stood with
#BringBackOurGirls had moved
on, Ibrahim Abdullahi, the
Nigerian lawyer who started the
#BringBackOurGirls campaign,
told The Guardian newspaper.

feared for their lives
during Tuesday's mass brawl in

ver 150 workers
and supporters of
the Liberia Cocoa
Corporation
(LCC), staged a peaceful
protest at the Administrative
Building in Voinjama, Lofa
County on Monday October
13, 2014. The workers felt
compelled to speak out against
the constant stream media
propaganda that is being
generated by as they call it
the Monrovia based group
called the Quardu-Gboni
Citizen Association. When
interviewed, the spokesman
for the LCC workers
association, Mr. Prince Cooper
said that most people in the
district who know something
about the history of LCC
believe that Quardu-Gboni
Citizens Association is being
controlled and stage-managed
by the Quardu-Gboni District
Representative Hon. Mariamu
Fofana. When asked why
the workers decided to stage
this peaceful protest at this
particular time, the spokesman
said it is because this same
Monrovia group working
secretly together with another
local group is calling for us
to stop working and we out-
right reject that idea and I even
have a letter to prove what I
am saying. Mr. Cooper went
on to say that the Quardu-
Gboni Citizens Association
have openly accused the
company of doing nothing in
the district and that is a bold-
face lie, the company has
created hundreds of jobs for
local people and people from
other counties, built a six
classroom community school,
constructed approximately 10
miles of roads, re-habilitated
bridges, constructed improved
latrines and most importantly
provides hope to hundreds of
people -- so let the Quardu-
Gboni Citizens Association and Hon.
Fofana come and see for themselves.
These sentiments were also echoed by
dozens other citizens from Quardu-
Gboni District both young and old,
however out of fear for their personal
safety declined to give their names but
said the following the LCC has been
operating longer than Hon. Fofana
has been the elected Representative
of Quardu-Gboni District and since
becoming elected, Hon. Fofana has
not brought one development or
created any jobs for the Quardu-Gboni
people, so we beg herlet her and
her organization in Monrovia leave
our small piece of job alone. This
paper tried to reach Rep. Fofana for
comment but could not get through to
her.
