HIGH STUDENT ACHIEVEMENT
A. 5-12 PRINCIPAL UPDATE: Principal Cardille reported on the ACT test
reporting. It was misunderstood that 40
students still need to be tested, but that
is incorrect. All of our seniors have met
their graduation requirement. Mrs. Garcia,
high school counselor, is available to
assist students with test prep and college searching. 7th/8th grade orientation went well. Parents and students
appreciated the time to meet their teachers
in their classrooms before the school
year started. 5th and 6th grade liked the
teacher conferences the first 3 days of
school. Cardille has been asked to present
at an event in Rochester regarding concurrent enrollment and post-secondary
planning. He has been elected to be on
the MN Association of Secondary Schools
Board of Directors. He has also made
some new contacts regarding STEM and
lab design. We had the first PBIS celebration. The first PLC Day went well.
B. STUDENT LEADERSHIP EVENT:
Josh Westphal went with the students to
the leadership event. 128 students attended from around the area. A Navy
Seal gave a presentation to students in
which they learned about physical and
mental senses which can be incorporated into learning to become leaders
and heads of clubs.
COLLABORATION AND COMMUNICATION
A. NEGOTIATIONS UPDATE: The board
will be going into a closed session after
this meeting to update for principal negotiations.
B. FUNDRAISING ADDENDUM : Motion by Fall, seconded by Hayden to
approve the bowling team fundraiser for
stadium seats. Motion carried 7-0.
C. TRUTH IN TAXATION: The time
needs to be changed on December 4th
to 6 p.m.
D. BOND PORTFOLIO MANAGEMENT:
Todd and Tammy met with Steve Pumper.
E. LEVY CERTIFICATION: Motion by
Champa, seconded by Hayden to ask to
certify for the maximum amount. Motion carried 7-0
STUDENT REP REPORT: The student
rep arrived to give her report. She reported on pep bad camp, senior leadership trip to the Capitol, Twins Day, the
Panther crew and their activities, 14
students attending leadership day last
week. ACT prep by Mrs. Organ and Mrs.
Kohner, PIs high scores on the ACT
tests, and the college center in the library. The students recognized Mrs. Garcia
for their Teacher of the Month. Students
like the PLC Days and late starts. They
feel it is a privilege.
Bailey questioned the post prom fund
raising. Principal Cardille will come back
to a later meeting with information from
post prom parents. Each year there are
questions about the fund raising.
F. BUDGET UPDATE: Business Manager Netzke reported on the audit. It has
gone very well and is 98% complete.
G. POLICIES:

Packages have been awarded to contractors. There were questions about
plastic vs. metal lockers. They will make
some decision on Wednesday.

the first half of bid pack #4 earthwork.
JJ from Kraus-Anderson reported about
the bid opening. We had 4 bidders for
work scope 31-A. Veit Co. entered a bid
of $2, 761, 138; Peterson Co. $2,903,000;
Fraser Construction $1,794,340; and
Griffin Construction $3,016,824.
Fraser Construction is the biggest earthmoving company in the Rochester area.
They feel confident in their price. The
big difference in the bids is how the
companies analyzed the soil report. Fraser
feels confident that the soils can be
reused instead of being hauled off and
something else hauled back in. JJ showed
a topographical map and explained what
would be included in the earthwork. KrausAnderson recommends awarding the bid
to Fraser Construction Co. Motion by
Champa, seconded by Hayden to award
bid pack 31-A to Fraser Construction in
the amount of $1,794,340. A roll call
vote was taken with Bailey, Champa,
Douglas, Fall, Hayden, Heiden, and
Warneke. No votes-none. Motion carried 7-0.
It was reported that Fraser Construction is ready to start. Plans were discussed.

Application - Special Event - September 19th - JBs Tavern
a) Discussion took place on a request
for a special event - outdoor dance. The
Wanamingo City Code 114.24 speaks
about the issuance of a permit. The
requirements are vague and needed clarification by the City Council regarding
hours of the event, security ratio requirements, and if the City/Person making
request should send letters out to neighbors letting them know about the event
ahead of time.
b) VanDeWalker moved, seconded by
Benson to create an application for such
event(s) at JBs Tavern Parking Lot to
include no music of any sort after 12:00AM
(midnight), a security guard requirement
for no more than 50 people per 1 security guard at the event, and a requirement to send letters to neighbors within
500 feet of the event at least one week
prior to the event. Events will be considered and final approval made by the
Mayor and City Administrator on the
issuance of the said permit in Wanamingo
Code of Ordinances 114.24. Passed 50-0.
RESOLUTION:

A memo was provided by Administrator Boulton on the proposed process in
replacing Mr. Haggstrom. The personnel committee finished accepting applications for the position before the meeting. In the next two weeks they will
assign points to the applications, have
initial interviews, and recommend 2-4
candidates for the City Council to interview and consider offering the position
to the chosen candidate on September
22nd (Special Council Meeting).

and leaves to all residents in the city limits of Zumbrota free of charge
on October 18, 2014.
Grass and leaves must be bagged and at the curb for pick up no later
than 7 a.m. for removal. All material will be taken to the city compost
site for recycling. Brush, tree trimmings, pumpkins, and plant material
from gardens must be taken separately to the site by the homeowner.
