Ross Slaughter indicated that Henderson Paddon & Associates Limited has been
accepted to present_a paper
entitled, "Anaerobic Treatment of Septage/Biosolids
to Poduce Biogas, Electrical Power and Treated Biosolids" at the conference and
exhibition entitled, "Growing the Margins; Energy conservation and Generation for
Farms and Food
processors"
to be eld on Rpt 11 to 13, 2007, London, ontario.
It was discussed that meetings with Hon. Laurel Broten (Minister
of the
Environment)and
Hon. Leona Dombrowsky(Ministerof
Agriculture&Food)should
be set up when the Municipalities are at-the Ontario Glood Roads Assciation
convention at the end of February 2007. ltwas indicated that the meetings with
qe tuo (2) Ministers should be set up with Will Moore and he shoutd *ori tioutn
Bill Murdoch, MPP, for the meetings. lt was also indicated by Howard Greig th'at
John Wilkinson shoutd be nvited to both of the meetings.
Ross slughter indicated that there are two (2) approaches to this project:
1. Either use a proven
technology and design facilities from Europe to
anaerobically process
septage/biosolids plus agricultural products
su'ch as
corn stalks, wheat straw, etc.
2. Carry out a pilot project
in conjunction with a private
supplier of anaerobic
digesters to test seplage and agricultural products
to prouce
biogas eior
construction of a full scale facility.
It was indicaled by Howard Greig that the project
could also process
other waste
products
such as grease from restaurants an other organic'waste.
There was discussion with regard to approva-ls for spreading of treated septage on
agriculturalland' Ross Slaughter indicated that unlss itwal classifeo a a tass
A Fertilizer then approval through the Ministry of the Environment was required for
spreading the treated biosolids on agricultural land.
Ross Slaughter indicatedthattheOntarioPowerAuthorityannounced
in November
2006' that there is a restricted zone for standard offei programs
ror gen"i"tin
electricity from the London to owen sound area. This is m ony restricted zone
in ontario.
,At
the present
time under the standard
gffer
program,
they wiilniy
accept applications from micro projects (no greater
than 1'0 kfu) ano raim ase
bio-energy generation projects (no greatei
than 2s0 kw), ui to a combined
maximum of 10 megawatts in any partiular
transrnission resiiicteO zone. lt would
appear that the limit of 10 megawatts in any particular transmission restricted zone
is based on a first come, first serve basis.
'
Ross slaughter indcated that the Ministry of the Environments
Guide to
EnvironmentalAssessment
Requirernents foi energy projects
dated 2001, shows
that biomass energy projects
not including waste ma!rial re approved in ctegort
A with no EA requirements for capacity oi less than 5 megawaiti.
lt also indicte
that"cogeneration"
or "Generation for use on-site" exemptions also applyto some
facilities using waste materialas fuel.

A question
was raised by Michael Day as to whether there are other products
that
can be sold from the anaerobic digestion of septage. Ross Slaughter indicated that
there is additional heat generated
that could be utilized and alo carbon dioxide,
which is a saleable product.
Ross Slaughter s to find out what is involved with connection to the grid
and apply
for a connection cost agreement, if appropriate.
Rossslaughter indicated that the Federal Governrnent announced a new program
called the Agricultural Bioproducts lnnovation
program
in December eobo.-me
program
was announced by Environment Minister Rona Ambrose and Agriculture
& Food Minister Chuck Strahl. The Agricultural BioProducts lnnovationrogram
will run for five (5) years
and will-offer
$14s million to promote
research
development and technology transfer that results in lhe commercialization
of farm
byproducts including biofuels. universities, private
sector companies and public
sector institutions wiil be able to-take part. lt was indicated by Howard creig tnat
Hon- John Baird is now the new Mnister of the Environment. oss Slaughtei is to
investigate and complete an application for funding for the septage proct
under
this program.
Since there is Federalfunding
available for a project
such as generating
electricity
from seplage, a meeting should also be arrange during the ntario God Road
Association Conference in Toronto with the Feeral Ministry of th Environment or
Agricultural & Food through Mp Larry Milter. will Moore is io arrange this meeting
along with the other previously
mentioned meetings with the Provicial Ministry o
the Environment and Ontaro Ministry of Agriculture & Food.
flowa$
G_reig asked that the Township of Georgian Bluffs pay for consulting fees
from the Federal gas tax money, which is to be-used for eviionmental procts.
Presentation Briefs are to be prepared

It was_indicated by Bob Pringle and Howard Greig that we should emphasize that
Grey county is the #1 producer
of sheep in the p-rovince and is eithei #1 or #z in
canola production.
A draft presentation

increase profile of project
Present Proposal to:
Ministry of Environment (Broten)
Ministry of Agricultural, Food & Rural Affairs (Dombrowski)
Have Murdoch's office set up meetings. Ask John Wilkinson to sit in.
Try to present as a PILOT PROJECT
Ask for 100 percent funding and offei Ministry opportunity to monitor results as a
research project.
As of November, 2006 the Georgian Bay area has been restricted to 10 Mega
rWatts
of Hydro to be sold to the grid. The problem is that the current lines can only
support so much.
Therefore, current approvals for power generation are limited to 10 K\M micro
projects
and250 K\lV Agricultural based projects.
The primary need for our project is to get rid of the Septage.
Hydro was
just
a by product. Other options for hydro could be Sutherlands pit.
Other by products
are Heat, Carbon dioxide and fertilizer.
Heat
-
no use in this location
Carbon dioxide
-
could be canned and sold -expensive
Fertilizer- very little value

not feasible
