Arrangement of Civil Services During the Festive Season

INTRODUCTION

The months of October and November ring in the festive season in Kolkata. It is expected that
the festivals, Durga Puja, Diwali would be celebrated by the citizens of Kolkata with traditional
fervour and gaiety cutting across barriers of religion, caste and creed.
KMC, being the civic service provider for the city of Kolkata, is making elaborate arrangements
across the city to ensure that the citizens of Kolkata can celebrate the festivals without any hitch.
KMC has made arrangements to provide good road conditions, proper drinking water, good
lighting and proper sanitary facilities across the city. Adequate arrangements have been made to
ensure that the city will be kept clean during the festive season through regular disposal of solid
waste. Also, measures have been taken at the water bodies to minimize pollution of water bodies
during the immersion of the idols.
This informative guide provides the detailed list of services and arrangements made by agencies
such KMC, Kolkata Police, Kolkata Port Trust, Fire Brigade, PWD and other utilities for the
upcoming festive season. This book is intended to serve as a reference for public representatives,
KMC officials and also officials of other utilities.
We sincerely hope that the upcoming festive season is a thoroughly enjoyable experience for the
people of Kolkata.

A. IMPORTANT ACTIVITIES OF KMC IN CONNECTION WITH THE
CIVIC SERVICES DURING FESTIVE SEASON

H. MINUTES OF THE MEETING WITH THE SENIOR OFFICIALS OF
GOVT. DEPARTMENTS TAKEN BY HONBLE MAYOR

Minutes of the meeting held in the Council Chamber of the K.M.C. on 14/09/10 at 2.00 p.m.
in connection with the Civic Activities to be made for the ensuing festive season.

Honble Mayor chaired the meeting.
At the outset, Member Mayor in Council (R&E) welcomed all the members present in the
meeting and spelt out the necessity for holding the said meeting in connection with the ensuing
festive season. MMIC (R&E) requested all the Borough Chairmen / Chairpersons to explain
about the different civic services required and suggestion for the different civic activities for
peaceful celebration of the Durga Puja festival.
All the Bor. Chairmen / Chairpersons except Bor. III, V, XIV & XV explained in details
about the different civic activities required before as well as during the festive season. After
detailed discussion and deliberation, the following points were decided :
1) In connection with the repairing of roads and footpaths :
All the Bor. chairpersons / Chairmen requested for early repairing of the main
thoroughfares as well as surrounding of the puja pandels including footpaths before the
festive season. Chairman Bor. I requested for early repairing of the Cossipore road
disturbed due to sewerage and drainage work by KEIP within the 30
th
September,2010.
Chairman Bor. II requested for proper repairing of the road on immersion route
particularly Beadon Street where due to JNNURM work the condition of the road is not
good. He also requested for shifting of the liner stacked on the said road so that
immersion procession may not be disturbed. Chairperson Bor. IV requested for early

repairing of the main thoroughfares as well as Beadon Street. She also requested to
request KMDA Authority for taking necessary measures for improvement of the
Vivekananda Road which is lying in a bad shape due to construction of the proposed
Vivekananda road flyover. Chairperson Bor. VI requested not to allow any agency to
disturb pavement till completion of the festive season. Chairperson Bor. X suggested to
give fresh coat of painting on the road kerbs and railings before the festive season. He
requested for early repairing of the roads, bye-lanes, footpaths particularly surrounding of
puja pandels and main thoroughfares. He also suggested for improvement of road by
laying kerb and channel for smooth passage of rain water. Chairperson Bor. XI requested
to make necessary arrangement for supply of sufficient quantity of hot mixture so that
necessary work may be taken up and completed before the festive season. Chairperson
Bor. XII requested for early repairing of the roads particularly surrounding of puja
pandels. Chairperson Bor. XIII mentioned that the condition of the road particularly
Jameslong Sarani, Rai Bahadur Road, Diamond Harbour Rd. is in very poor condition.
He requested to take up the matter with PWD so that the restoration work may be taken
up immediately without further delay.
2) Removal of water logging during Puja days :
Chairman Bor. Committee I informed that Wd. 1,2,4 & 5 is facing tremendous problem
due to water logging as the drainage infrastructure is not yet ready. He requested to make
necessary arrangement and proper synchronization for operation of Dutta Bagan and
Bagur Pumping Station for early dispersal of water. He also requested to provide
sufficient number of portable pumps at the low pockets for removal of stagnant water.
Chairperson Bor. II informed that till date Bor. II has not face any major water logging
problem however he requested to keep the sufficient number of portable pumps during
the puja days. Chairperson Bor. IV informed that during the recent rain the area of Bor.
IV faced problem due to water logging. She requested for proper inspection and
coordination among the official of drainage pumping stations, P&D department as well
as Drainage department so that all the problems may be solved quickly. Chairperson Bor.
X requested for proper desilting of sewer for early dispersal of stagnant water.

3) Service of Solid Waste Management Department :
Most of the Chairperson requested for additional service during the puja days to keep the
city neat and clean. Chairperson Bor. II suggested for special drive for removal of
garbage and rubbish during the puja days. Chairperson Bor. IV informed that due to
shortage of SWM mazdoor, the work is hampering badly. He requested for special drive
during the puja days. Chairperson Bor. VIII requested for early removal of garbage from
the vats and to make the surrounding of the vats in a good condition during puja days.
Chairperson Bor. X requested for engagement of more mazdoors of SWM department as
well as special drive to keep the city in a clean condition and hygienic. Chairperson Bor.
XIII informed that within the limited resource the service of solid waste management is
good.
4) Trimming of Trees :
Most of the Chairman informed that trimming of trees have already been started in the
city but they requested for trimming of trees in all directions of the trees to keep the trees
in a balance condition. Chairman Bor. I informed that the progress of the trimming at
Bor. I is slow which should be completed by 30
th
September10. Chairman Bor. II
requested that trimming should be continued in consultation with the local councilor.
Chairman Bor. IV requested to remove leaves & branches of the trimmed trees
simultaneously so that the gully pits are not choked. Chairman Bor. IX informed that
branches of the trees are trim only on road side and requested for trimming of all the
branches in all directions to keep the trees in balance condition. Chairperson Bor. X, XI,
XII & XIII also requested for early completion of the trimming of the trees.
5) Illumination at Immersion Ghats, Parks and proper functioning of street light:
After detailed discussion the following points were raised for illumination at Immersion
Ghats, Parks and proper functioning of street light:
Most of the Chairmen requested for taking necessary arrangement for proper
illumination at the Parks, Immersion Ghats, surrounding of Puja Pandels, and
main thoroughfares during puja days.
Proper attention may be given so that timer already fixed may function properly.

Proper attention should be given at the junction boxes, electrical posts,
transformer point etc. etc. so that no loose cable may come in contact with the
pedestrians during puja days.
Sufficient and proper illumination should be completed at the Immersion Ghats so
that during immersion the pilgrims may not face any difficulties.
Proper arrangement should be made to procure sufficient number of bulbs, tubes
and other necessary fittings.
6) Removal of Building Materials :
Some of the Chairmen suggested and requested the KMC officials particularly Building
department and SWM department to keep proper vigilance so that building materials may
not stacked within the carriage-way and footpath which may cause obstruction to the
pedestrians.
At the end of the meeting Honble Mayor requested all the Bor. Chairpersons / Chairmen
to take all effort under their leadership at Bor. level in connection with the different civic
activities to celebrate the puja peacefully. He also requested all the Bor. Chairpersons / Chairmen
not to hesitate to approach before him to solve the problem of the rate payers. Similarly, he
further requested all the Controlling Officers and Engineers to work together with their full effort
for peaceful celebration of the Durga puja festival.
Honble Mayor directed that no major road cutting will be allowed henceforth till the
completion of the festive season. He requested all the Controlling Officers to make proper
planning to take up the different civic activities in consultation with the MMIC concerned
immediately and take necessary measures on war footing basis so the all the work may be
completed before festive season.

I. MINUTES OF THE MEETING IN CONNECTION WITH THE
DIFFERENT CIVIC ARRANGEMENTS

Minutes of the coordination meeting in connection with the arrangement to be made for the
ensuing Durga Puja Festival in the city held on 20/09/10 at 3.00 p.m. in the Council
Chamber, K.M.C. at 5, S.N. Banerjee Road, Kolkata 13

Honble Mayor presided over the meeting.
M.M.I.C.(R&E)welcomed all the dignitaries & officials present in the meeting and explained
the necessity for holding such meeting and ensuring better coordination among different agencies
involved in making necessary arrangements for successful celebration in the ensuing festive
season. After prolonged discussion the following points were decided as listed below :
Kolkata Police :
Mr. R.K. Pachnanda, Special Commr. of Police, Kolkata Police informed that Coordination
meeting with the Puja Organisers along with the different Government Officials have already
been taken by Police Commr. where detail programmes for issuing of the permission, guidelines
and date of Immersion etc. etc. have already been informed. Special Commr. of Police once
again informed that as per the guidelines of the Honble High Court the following guidelines
should be strictly followed by the puja organizers while constructing Durga Puja, Laxmi Puja
and Kali Puja Pandels.
a) In case of 15ft. wide roads, 4ft. passage must be kept free.
b) In case of 15ft. to 30 ft. wide roads, 6ft. passage must be kept free.
c) In case of roads wider than 30 ft., 10 ft. passage must be kept free.
d) 4ft wide area must be kept free on all four sides of a house, walls of a premises or any
type of permanent construction area.
e) The height of the super structure of the Pandels must not be more than 40 ft. in any case.

f) The Entry and Exist Gates of the Pandels must be made in such a way that instant
measures can be taken freely in case of fire hazards or any other exigency.
g) The minimum width of Entry & Exit Gates must be 12/14 ft.
h) The Entry Gate of the Padels must be made in such a way that the Fire tenders can enter
easily without any hindrance.
i) There must not be any fire or cooking arrangement within the range of 200 gauges from
the main Pandel.
j) Sufficient quantities of water, buckets full of sand and fire extinguishers must be kept
stand by.
k) Only permitted materials must be used in constructing the Pandels.
He also informed that the immersion of the Goddess Durga will take place from 17

10. He requested all the representatives of the different departments particularly K.M.C., West
Bengal Fire Service, C.E.S.C, Pollution Control Board etc. etc. to issue necessary guideline to
the puja organizers to follow the guidelines strictly with the order of Honble High Court. He
also informed that the list of the roads showing the locations for repairing of the potholes have
already been sent to the P.W.D., KoPT, I&W department, K.M.D.A. & K.M.C. for necessary
repairing of the roads and footpaths within 30

Sept.10. He requested to D.C. Traffic, Kolkata
Police to give details about the repairing of the pavements.
Mr. Dilip Bandopadhyay, Dy. Commr. of Police Traffic, Traffic department, Kolkata
Police informed in the meeting that a meeting was already arranged at Lalbazar with the
representatives of PWD, KMDA, KEIP, KMC, I&W department, KoPT etc. etc. with a request
for necessary repairing of the pavement within 30
th
Sept. 10 for smooth movement of vehicles
as well as pedestrians during ensuing festive days. He again requested to the K.M.C. for
necessary repairing and removal of the enclosures made on Rashbehari Avenue, in front of
Triangular Park, Sadananda Road, Fern Road and other roads like A.P.C. Road, Nimtola Ghat
Street, Colootola Ghat, Hazra Road etc. etc. where work under JNNURM was undertaken by the
K.M.C. is in progress. He requested Honble Mayor to issue necessary direction to the concerned
officials for taking suitable steps for removing the enclosures as well as restoration of the said
spot to avoid any accident during the festive days. Mr. Bandopadhyay also requested the officials
of KoPT for immediate repairing of the Taratola road, CGR Road and the road approach to
immersion ghats particularly Strand Bank Road etc. etc. He also informed that series of

inspection will be held with the officials of KoPT, K.M.C., P.W.D., K.M.D.A. for repairing of
the roads. He expressed his concern about the condition of the E.M.Bye pass and Park Circus
Connector and requested the representatives of K.M.D.A for immediate repairing of the said
roads.
Mr. Bandopadhyay, D.C. Traffic requested to the Honble Mayor to issue necessary
instructions to the concerned S.W.M. official for early removal of the garbage particularly on
Brabourne Road, Rowdon Street, back side of Mohammad Ali Park, Ashutosh Mukherjee Road,
Prince Anwar Shah Road for smooth movement of the vehicles. He requested to complete the
removal of the garbage within 10 am from the said locations so that during peak hours movement
of the vehicles of the city may not hamper.
Special Commr. of Police also informed that necessary instruction will be issued to all local
inspector in charge of different police stations to keep a vigil to stop stealing of manhole covers
to avoid any accident within the city. He also confirmed that all type of cooperation as and when
required from Kolkata Police will be extended to all concerned.
K.O.P.T. :-
Mr. A.B. Pal, Senior Ex. Engr., KoPT informed that like previous years, this year also
necessary repairing work will be undertaken from their end. He informed that repairing work at
Taratola road, Garden Reach road have already been started and the condition of the Strand Bank
road is good however if any further repairing is required will be undertaken from their end after
joint inspection with the Kolkata Police. Mr. Pal confirmed that necessary repairing work related
with the immersion of Goddess Durga, Laxmi and Kali at different ghats along the bank of the
river Ganga will be undertaken from their end those are within their jurisdiction.
West Bengal Fire Service :-
The Divisional official, West Bengal Fire Service expressed his warm thanks to the Honble
Mayor for arranging such Coordination meeting amongst the different government officials. He
mentioned that since Honble High Court had issued new direction in the year 2009 regarding
the character of pandel etc. all are bound to follow those directions. He also informed that the
team consisting of five no. officials from West Bengal Fire Service will inspect all the puja

Oct.10 to confirm the condition of the puja pandels to avoid any accident
during the puja days. He also informed that additional arrangement will be provided from their
end during the puja days under Tollygunge Police Station, Topsia Police Station, Shyampukur
Police Station, Lake Club, Behala, Watgunge & Metiabruz for immediate rescue operation from

Oct.10. Similarly, necessary arrangement will be made at Kali puja
particularly at Amherst St. in front of Bank of India on 5

confirmed that necessary cooperation will be extended from their end, as and when required,

C.E.S.C.:-
Mr. Sujit Poddar, General Manager informed that they have made necessary arrangement for
steady power supply during the festive days. He informed that during the last year i.e. 2009 they
have sanctioned 8100 supply points among 1050 puja pandels in the city. Inspection have
already started from 20
th
Sept.10 at different puja pandals. Sufficient officials from their end will
be deployed for 24 hours within the Control room of CESC as well as Kolkata Police Control
Room. Within few days, some important telephone nos. will be published among leading
newspapers for getting complains and making necessary arrangement for attending the complaint
from their end. Four no. generators will be deployed in the city during the festive days in
consultation with the Lighting department of the K.M.C. for better illumination and lighting
arrangement. They will arrange a separate meeting with MMIC (Ltg.) along with the KMC
officials of Lighting department for effective measures to illuminate & lighting arrangement
during the immersion days.
B.S.N.L. :-
The officials of B.S.N.L. who attended the meeting confirmed that they will take immediate
action for restoration of the telephone at different government as well as important public sectors
offices, as and when required. Special arrangement will also be made during the puja days from
their end also to attend complaints.

Metro Railway :
Mr. Gupta, Ch. Engineer (Metro Rail) informed that necessary debris below the Kutghat
Metro Station have been removed from their end. He also informed that for necessary
arrangement will be made to run sufficient number of Metro Rail during puja days.
K.M.D.A:-
No senior official from Civil Wing of KMDA was present. Sri Saibal Bhattacharjee,
EE/Elect. KMDA informed that due to different works undertaken from their end along E.M.
Bye Pass as well as KMRC there is every probability of traffic congestion along the E.M. Bye
Pass road. He also confirmed that he will inform the concerned official of T.T. Sector for making
necessary arrangement for repairing of Park Circus Connector, Rashbehari Connector, E.M. Bye
Pass and Prince Anwar Shah Road Connector before the festive days. Necessary work related
with the illumination and functioning of the street light at the different road under KMDA will
also be undertaken from their end. He requested to CESC officials to make necessary
arrangement to attend the complaint for proper functioning of the street lights. He complaints
that sometime necessary information is given through CESC phone no. 1912 but the response
received from CESC not adequate.
H.R.B.C.:-
No discussion took place due to absence of representative from H.R.B.C., however, it has
been decided that minutes of the meeting will be sent to the H.R.B.C. for early restoration and
completion of the different work undertaken by the H.R.B.C. Authority like de-reservation of the
tram track on Diamond Harbour road etc. etc.
P.W.D :-
No discussion took place as no representative of PWD was present, however, it has been
decided that PWD Authority will be requested for repairing and restoration of the roads like
Diamond Harbour Road, Jameslong Sarani, Santoshpur Main Road, Garfa Main Road,
Darmatola Bus Stand, Khagen Chatterjee Road, B.T. Road etc. etc. before ensuing festive
season.

No representative of S.P. (South) 24 Parganas was present as such no discussion took place.

K.M.W.S.A.:-
No representative of K.M.W.S.A was present, however, it has been decided that official of
the KMWSA will be requested to take necessary measures in connection with the different
activities like operation of the lifting pumping station of Manicktola, Muraripukur, Raja Bazar
etc. etc.
I & W Department :
No discussion took place, as no representative of I&W department was present, however, it
has been requested for smooth functioning of different drainage pumping stations like
Keorapukur and operation of pen stock gate at Topsai point on request of Kolkata Police. I&W
department will also be requested for repairing and restoration of P.K. Mukherjee Road.
C.T.C.:-
Representatives of C.T.C. informed that most of the tram tracks have already been
concretized and some of the roads like Rafi Ahmed Kidwai Rd, portion of Surya Sen road will be
attended from their end before the ensuing puja. MMIC (R&E) requested to the offcials of CTC
to take necessary measures for repairing of Rafi Ahmed Kidwai road, Elliot Rd., Amherst St.
etc. etc.
Pollution Control Board :
Senior Law Official of Pollution Control Board informed in the meeting that Honble High
Court, Kolkata has given some guidelines to avoid sound pollution, water pollution etc. etc. He
requested all the members present in the meeting as well as officials of the KMC to request all
the puja organizers to maintain the same guidelines as proposed by the Honble High Court. He
also requested to all the officials of different department to impose some guidelines to use the

plastic carry bags and copy of the guidelines from Pollution Control Board was also handed over
to the members.
K.E.I.P
Honble Mayor requested to the Project Director, KEIP to make necessary arrangement for
early restoration of the road undertaken due to sewerage and drainage work at Bor. I, VII, XII,
XIII, XIV & XV. Honble Mayor also directed to D.G. (C), D.G. (Project) KEIP, OSD (Rds.) to
make necessary arrangement for restoration of the roads.
Civil Defence :
The officials of Civil Defence confirmed that necessary arrangement for rescue operation if
required during flood or any other accident will be extended from their end as and when required
K.M.C.:-
D.G.(C) informed that the list of the roads for repairing of the potholes was also received
from the Kolkata Police and the same was handed over to all the Bor. Ex. Engrs. as well as D.G.
(Project) KEIP , OSD (Rds.) for early restoration of the said roads. He also informed before the
members that necessary works related with the repairing of the roads and footpaths are in well
progress and its is expected that same will be completed before the ensuing festive season. Bor.
Ex. Engrs. present in the meeting was also requested to take necessary measures from their end
for different civic activities particularly repairing of the roads, footpaths, passage surrounding
puja pandes, cleaning of gullypits etc. etc. before the ensuing festive season. Necessary
arrangement should also be made during the festive days like previous years considering the
expected rain during the puja all precautionary measures like procurement of portable pumps,
deployment of mazdoor are also to be maintained.
MMIC (R&E) requested all the officials present in the meeting to take appropriate measures
from their end for peaceful and successful celebration of the festive season. All the roads,
footpaths, puja pandels should be repaired and restored before the festive season. He requested
for early completion of trimming of trees along the main thoroughfares and removal of spoils
from the main thoroughfares within 7

necessary measures as discussed in the meeting on top priority basis.

Honble Mayor has kindly given some suggestions to the members present in the meeting to
make the city beautiful as well as to celebrate the festive season peacefully. Honble Mayor
requested Special Commr. of Police and D.C. Traffic to give their opinion in connection with the
repairing and restoration of the present condition of the city roads without any hesitation. He
informed that the different roads of the city are maintain by different departments like P.W.D,
KoPT, I&W deptt., KMDA in addition to the KMC but some of the roads particularly in added
areas are not maintained properly. He requested to the officials of the Kolkata Police to give their
opinion for such roads for intervention of the Honble Mayor. Honble Mayor opined that in the
puja coordination meeting proper attention should also be given to the added areas like Behala,
Jadavpur etc. as a good number of important pujas are celebrated and huge number of visitors
attend at the different puja mandaps. Honble Mayor suggested to the officials of Kolkata Police
and CESC to make the comprehensive list of different puja held in the city so that necessary
information are also to be given to them to avoid accident, fire hazard, traffic circulation etc. etc.
Honble Mayor suggested that some roads should be kept free so that movement of the fire
vehicles, police vehicles and vehicles of VVIP may not hamper during festive days. Honble
Mayor directed to the officials of P&D department and KEIP as well as D.G.(C) to make a list of
the roads where work under JNNURM & KEIP are in progress for early repairing and
restoration.
Honble Mayor requested to the officials of the CESC to make comprehensive list of the puja
held in the city as well as to take necessary measures for steady power supply and provision of
sufficient no. of generators as and when required.
Honble Mayor informed to the officials of CTC, Kolkata Police and Mpl. Commr. that
during the last few years de-reservation of the tram track have been made on most of the
important thoroughfares without keeping the provision for proper stoppage shed. The people
who uses tram track are facing difficulties and there is every possibilities of causing accident due
to non availability of proper reserved stoppage shed to use the tram.

Lastly, Honble Mayor requested all the officials of different organizations present in the
meeting to work together with close coordination to ensure the peaceful celebration of the
ensuing festive season. He also expressed his thanks to all the officials present in the meeting.

K. IMPORTANT INFORMATION ABOUT PUJA PERMISSION AT
DIFFERENT ROADS, FOOTPATHS AND PARKS

Re : Permission for use of Corporation Road/Park for holding Durgapuja, Lakshmi Puja
& Kali Puja Festival at ___________________________________________________.
Dear Sir,
As requested in your application dt. ____________permission is hereby granted to you
for holding the above festival from 13/10/10 to 17/10/10 Lakshmi Puja on 22/10/10 & Kali Puja
on 05/11/10 on the following terms & conditions:
1) Permission is issued on payment of notification fees of Rs. for holding Durga
Puja / Lakshmi Puja /Kali Puja on roads and footpath and a sum of Rs. 1000/- as Security
deposit for holding the puja within park and square in addition to notification fee.
2) The puja organizers should follow the rule of leaving 12 ft. passage for entry and exit of
fire tenders. Those who have no opportunity to keep 12 ft. passage may take initiative of
their own to prevent fire.
3) No gate money or fee shall be realized from the visitors.
4) No rent shall be realized from the stall holders without permission of KMC.
5) Trees belonging to Corporation should not be trimmed or damaged.
6) No obstruction shall be caused to the traffic & passage of 12 ft. width should be kept for
vehicular traffic and for fire fighting purpose.
7) No Electric connection should be taken from any of KMCs standing lamp posts, meter
or any other connection. You will have to obtain necessary connection from M/s C.E.S.C.
8) No obstruction or damage should be made to the assets within the Corporation Park,
Urinals & Shed etc.
9) Installation of Electric operated Merry-Go-Round / Giant Wheel is not desirable
considering the safety of the pilgrims. However, the organizers who wanted to install
Merry-Go-Round / Giant Wheel will have to submit a certificate of safety in respect of

such Merry-Go-Round / Giant Wheel issued by RITES or MECONS. The organizers
should give a written declaration that they will be held responsible for any eventuality
concerning the matter and will take all possible precautions for smooth functioning of
such entertaining objects during congregation.
10) Sanitary & Conservancy arrangement are to be made to the satisfaction of Br. Ex. Health
Officer/Assistant Director (SWM).
11) Duly authorized officers of the Health Deptt. and the undersigned shall have the right to
enter in the occupied area for inspection at any time.
12) Necessary license should be obtained from the Amusement department, KMC for holding
cultural functions separately on approval of the Police authority.
13) You will not allow any advertisement in the Pandal or adjacent to it without permission
of K.M.Cs and unless necessary fee is paid to Corporation.
14) You will have to obtain necessary clearance from the Fire Services Directorate regarding
arrangement for prevention of fire.
15) You are not allowed to erect any stall within the puja pandal or adjoining road &
footpath.
16) Immersion of the Goddess Durga is allowed on 17/10/10 to 19/10/10 and Goddess
Lakshmi on 23/10/10 and Goddess Kali on 06/11/10 to 08/11/10 subjected to the
approval of the Police authority.
17) Melas & stalls, if any, in the vicinity of puja pandal in no case be extended beyond the
last date of immersion of respective festival.
18) Pandel are to be removed immediately after immersion.
19) No cooking and catering is allowed within 50 mtrs. of pandel.
20) 75% of the allotted space within the pandels will be kept reserved for visitors and Fire
brigade movement.
21) 50% of carriage ways must be kept open for traffic.
22) No Banners, Hoardings etc will be allowed within 50 m from the road crossing on
payment of necessary charges to the Advertisement department, KMC.
23) The allotted space for festival and its surroundings is to be kept free from spits, garbages
etc. and to be removed to the nearest K.M.C. vat in Park & Square.
24) Proper circulation path for visitors is to be maintained within the parks while holding
puja.
25) The offerings like flowers and leaves to be deposited in a separate container/enclosure on
the immersion ghats before immersion of the Idols.
26) The organizer would follow the restriction imposed by West Bengal Pollution Control
Board on use of plastic carry bags in West Bengal.
27) The organizer would follow the restriction imposed by W.B.P.C.B. regarding noise level
at different places during festival season.

28) The organizer are requested to make special arrangement for physically handicapped
persons, so that, they also can visit the puja pandel in a hassle free way.
29) It is requested to the Puja Committee to abide by the guideline of Pollution Control
Board, CESC, West Bengal Fire Service & Kolkata Police in addition to the above
conditions.

31) As per the orders of the Honble High Court, Kolkata the following guidelines should
strictly be followed by the puja organizers while constructing Durga Puja, Laxmi Puja
and Kali Puja Pandels :
a) In case of 15ft. wide roads, 4ft. passage must be kept free.
b) In case of 15ft. to 30 ft. wide roads, 6ft. passage must be kept free.
c) In case of roads wider than 30 ft., 10 ft. passage must be kept free.
d) 4ft wide area must be kept free on all four sides of a house, walls of a premises or any
type of permanent construction area.
e) The height of the super structure of the Pandels must not be more than 40 ft. in any case.
f) The Entry and Exist Gates of the Pandels must be made in such a way that instant
measures can be taken freely in case of fire hazards or any other exigency.
g) The minimum width of Entry & Exit Gates must be 12/14 ft.
h) The Entry Gate of the Padels must be made in such a way that the Fire tenders can enter
easily without any hindrance.
i) There must not be any fire or cooking arrangement within the range of 200 gauges from
the main Pandel.
j) Sufficient quantities of water, buckets full of sand and fire extinguishers must be kept
stand by.

k) Only permitted materials must be used in constructing the Pandels.
32) Permission is being given subject to compliance of the above conditions failing which
penal action will be taken against you.

M. ARRANGEMENT DURING PUJA HOLIDAYS BY BOROUGH
EXECUTIVE ENGINEERS
The following actions are proposed to be taken up by the Bor. Ex.Engrs. during Puja Holidays
1. During the days of Durga Puja Festivals i.e. from 13.10.10 to 19.10.10, Borough Offices will
have to be kept open for 24 hours of a day. Executive Engineers may be allowed to depute @
6 labours per Borough for Borough-I to X offices both for underground sewer, Nikashi &
P.R. Mazdoor in each shift of 8 hours including one Sarkar, one Sub.Asstt.Engineer and one
Asstt. Engineer for three shifts i.e. round the clock. Executive Engineers will also have to be
made available for 24 hours for monitoring their offices. One hired lorry is to be deployed in
Borough Offices for discharging essential duties. In case of units i.e. of Borough-XI to
Borough-XV offices will have to be kept open for 24 hours with deployment of one Assistant
Engineer, one Sub Assistant Engineer and one Supervisor (where available) in three shifts.
They will arrange to engage contractor if at all required to attend emergency problem on
intimation to respective Dy.CE(C) s. One peon/security person/D category staff in each shift
may be deployed in Borough Offices. Bor. Ex. Engrs. in turn will prepare a roster duty chart
in consultation with the SAE & AE and will send a copy to theOSD(C) /(Dy. CE(C.),
undersigned and Control room.
2. Borough Ex. Engineer will deploy two(2) nos. SCM/PSM/GPM mazdoor at each ward office
including one PSM sarkar to remove the house drainage chock age in the morning shift i.e.
from 8am to 3 pm on 13.10.10 to 19.10.10 at Bor. I to X where departmental mazdoor exist.
3. OSD(C)/Dy.C.Es shall monitor the Boroughs in their respective control in regular manner
and shall inform D.G. (C) time to time if any situations demand immediate attention. They
will also visit Bor. Offices during these puja holidays and will also keep close liaison with
Bor. Ex.Engrs. in their respective jurisdiction.
4. OSD(C)/Dy. Chief Engineers will be posted in Control Room as per Mpl. Commrs Circular
No. 30 of 2010-11. They will use their inspection car during these festival days for
attending emergent works if required. They will also visit Borough Offices besides their duty
in the time of Control Room. They will also keep close liaison with Borough Executive
Engineers in their respective jurisdiction.
5. All portable pumps already deployed, one hired lorry & one inspection vehicle should be
kept in the Borough Offices to attend water logging problem and other problems if arises
during these festival days. Besides this, Executive Engineers may have to arrange additional
pumps if required for excess rain. Pump suppliers should be contacted immediately in case of
excessive shower causing water logging.
6. No leave will be granted to any of the engineering staff & officers under the control of
Borough Engineers until & unless specially granted.
7. Footpath repairing works are to be completed before 8.10.10. All Brough Engineer. will take
responsibility for removal of spoil upto 10.10.10 for their work.
8. For mobility of the officers on duty, Inspection Cars attached to DG(C), OSD(C), Dy.CE(C),
and Borough Engineers will be made available for 24 hours.

9. Executive Engineers & Dy.CE (Civil), OSD(C), should be available for 24 hours either in
mobile phone or in land phone of residence or of office.
10. Dy.CEs/ OSD(C), shall also keep liaison with the Control Room so as to receive messages if
any from any source to attend the same without delay.
11. Borough Ex.Engrs. will keep some M.H./L.H./G.P. covers & frames at Borough offices to fix
as and when required including arrangement for deployment of contractor for such activity.

The proposed arrangement during Puja holidays may kindly be approved. Approval is
also solicited for deployment of hired inspection cars as detailed above with withdrawal of fuel
as per approved quantity. D.G.(C) will monitor entire Boroughs activity during Puja holidays as
and when required.

meet untoward happening like untoward happening like unauthorized construction and

It may further be noted that the Executive Engineer concerned shall be the Nodal Officer to
take all action while discharging their duties the said hour during daytime in the Building
Department of KMC. However, in case of any emergency D.G. (B)-II may be contacted
immediately as a supervisory controller during the said period.

However, the duties of the control room in the night shall be continued during such holiday
period as already circulated.
