KILL THE CRITTERS, NOT THE CREW
0 little knowledge can e a dangerous thing, as the crew of a general cargo vessel
discovered during the discharge of a fumigated cargo!
NARRATIVE
*ulk grain cargoes are often fumigated to prevent insect infestation! In this case, the
mai1e cargo was fumigated y placing ags of aluminium phosphide fumigant on top of
the cargo!
0 consultant surveyor oarded the vessel! Initially, the level of phosphine gas was too
high, ut after natural venting the level had reduced sufficiently enaling the surveyor to
confirm that the cargo was safe for discharge!
"he vessel then erthed and cargo discharge commenced! "he ags of fumigant were
removed and put ne/t to the holds ut others were discharged into a shore hopper! When
the ags were eventually seen in the hopper, a stevedore attempted to remove them! 0t
least one of the ags urst open and the fumigant spilled onto the ground! "he area
around the spill was cordoned off and the emergency services were alerted! "he fumigant
ags ne/t to the holds were put into plastic ags on the main deck, ut these soon started
to smoke! 0s the smoke increased in density, the crew evacuated from the vessel!
Several of the crew and a stevedore were taken to hospital, ut fortunately noody was
in2ured! "he fumigant ags were disposed of y a 3ualified fumigator, although not all of
the ags were accounted for and therefore some might have entered the food chain! It
took the fumigator five days of forced ventilation to reduce the gas levels to normal!
LESSONS
% 4umigants are dangerous if not handled correctly and appropriate precautions are not
taken! "herefore, where possile, all fumigant residues should e removed from the
cargo holds y a 3ualified fumigator efore cargo discharge commences!
% When a vessel is carrying fumigated cargo, the safety of its crew is paramount! Its the
little critters that need to e eliminated, not the deck crew5 (asters and crews must follow
the instructions provided y the fumigator on loading!
% 6iven the potential harm to stevedores and other shore%side workers posed y
fumigants, any port accepting fumigated grain cargoes, even as a .one%off,. needs to have
developed and implemented procedures to make sure the discharges run smoothly!
