Annual workplans of GNB-CPD Sector Groups 2012-2013
Introduction
At the request of the President, CPD TechSec asked, through NB-CPD/SGs-12/038, 24 August 2012, for each
sector group chairman to submit a few lines giving an annual workplan for their sector group, setting out in
particular:
position papers that the SG is currently working on;
position papers on which the SG intends to commence work during the next year or so;
The stage that SG expects each of these papers to have reached by end 2013.
This report gives the responses received, if necessary in a modified format for inclusion in this document,
together with a brief comment by CPD TechSec on whether the SG has been active during the past year.
1 SG01 Building finishes
1.1 Annual workplan of SG01 2012-2013
SG01 has not submitted a formal workplan, but at the meeting, 7 September 2012, it was proposed that future
work should be undertaken by working groups closely aligned to the relevant CEN TCs.
1.2 Activity of SG01
SG01 met 7 September 2012.
2 SG02 Cement, aggregates, mortar and ancillary products for
concrete
2.1 Annual workplan September 2012
At the SG02, meeting September 2012, the final two SG02 system 2+position papers (for Aggregates and for
the EN 1504 Products and systems for the repair of concrete structures) were revised in line with the other
approved SG02 position papers.
The above will be placed on CIRCA for consultation and approval by SG02 before sending to the CPD Tech
Sec for approval by the Advisory Group.

Mr Gruss, convenor of SG02/WG4 aggregates committee is leaving the industry and Ann Van Gucht of CRIC
Belgium was elected as his replacement.
It was discussed that all the SG02 position papers will need to be further amended in line with the CPR during
the early part of 2013 but there are not sufficient instructions yet received to commence the exercise.
Mr Rigg will attend the SG Officials meeting scheduled for 27 September 2012 and will keep SG02 informed
of developments and issues for Sector Groups necessary for the CPR, e.g. document changes, notification
requirements for notified bodies etc.
It was decided that the cement position paper will be nominated as the first SG02 one to be amended in line
with the CPR requirements and the others will follow.
2.2 Activity of SG02
The 16th SG02 plenary meeting was held on 6 September 2012 at BSI, London.
The next SG02 plenary meeting has been scheduled for 5 September 2013 in London but there is a possibility
that there may have to be special SG02 meetings scheduled in the interim period in order to consider the CPR
developments and to re-write the SG02 documents.
3 SG03 Chimneys and flues
3.1 Annual workplan 2012-2013
No annual workplan for SG03 for the period 2012-2013 has yet been submitted to CPD TechSec.
3.2 Activity of SG03 and its working groups
SG03 met 4 October 2012, in Paris. The next meeting is planned for 6 March 2013, in Berlin.
SG03/WG1 does not appear to have been active during the past year.
SG03/WG2 last met 24 September 2012.
3.3 Chairmanship of SG03
J ohannes Steiglechner was elected as the new Chairman. It was proposed and accepted that Prof. Renzo
Marchesi would be deputy chairman.
4 SG04 Circulation fixtures - workplan
4.1 Annual workplan October 2011
WG1 Lighting columns. A revision of the standard is expected in the next future. No action foreseen for the
moment.

WG2 Permanent vertical traffic signs & road marking. The publication of the revised standard (EN12899)
planned for spring next year will imply the need to produce a new version of the position paper.
WG3 Electrical and electronic signs. The WG works in very close cooperation with CEN. No need up to now
to produce a position paper because the suggestions of the WG went directly to CEN.
WG4 Road restraint systems. The WG has revised the PP to align it to the amendment to the standard (EN
1317) published in 2012. a "round robin" exercise will be carried out with the cooperation of CEN TC 226 on
test acceptance and certification decision. No new work until the new revision of EN 1317 becomes a draft.
WG5 Noise reducing systems. No action.
4.2 Activity of SG04 and its working groups
SG04 and its working groups usually meet on an annual basis (WGs in the morning and SG plenary in the
afternoon). The last meeting was 2 October 2012. The next plenary meeting is planned for 1 October 2013.
5 SG05 Cladding and curtain walling
5.1 Annual workplan 2012-2013
No annual workplan for SG05 for the period 2012-2013 has yet been submitted to CPD TechSec.
5.2 Activity of SG05
CPD TechSec is not aware of any activity by SG05 during the past year, or of any problems being raised for
the harmonized standard or ETAGs within its scope.
6 SG06 Doors and windows

Most of the SG06 Position Papers have been published. Except for the above mentioned Draft and Final Draft
Position Papers no new position papers are currently planned.
Possibly new proposals will be brought up in the next SG06 meeting on 28 November 2012.
6.2 Activity of SG06
SG06 met in 23 November 2011, and plans to meet again in 28 November 2012. It has also been active on
CIRCA, and six position papers have been published so far in 2012. SG06 has also been working with CPD
TechSec to draft proposals for the Commission on how to implement horizontal notification for noise
absorption.
7 SG07 Fixed fire-fighting systems
7.1 Annual workplan 2012-2013
No annual workplan for SG05 for the period 2012-2013 has yet been submitted to CPD TechSec.
7.2 Activity of SG07
SG07 has been active during the year, with a meeting 24 April 2012. The next meeting is planned for 15
November 2012.
7.3 Chairmanship of SG07
Ms Eman Mattie-Suleiman was elected as the new Chairman after the last meeting.

8 SG08 Fixings
8.1 Activity of SG08
SG08 has been inactive for some years, the chairman resigned November 2007, and there were no
nominations to succeed him. However, CPD TechSec is not aware of any problems arising from the sector.
All of the technical specifications within the scope of SG08 are ETAGs. CPD TechSec is trying to convene a
meeting to discuss the implications of the CPR, but no interest has been shown to date.
9 SG09 Glass
9.1 Activity and chairmanship of SG09
A new chairman volunteered for SG09, but then resigned after several months. CPD TechSec have received
a nomination to become the next chairman of SG09.
CPD TechSec is not aware of any recent activity by SG09.
10 SG10 Masonry
10.1 Annual workplan 2012-2013
No annual workplan for SG10 for the period 2012-2013 has yet been submitted to CPD TechSec.
10.2 Activity of SG10
SG10 has been active during the past year, with a meeting 21 & 22 May 2012. The next meeting of SG10 is
planned for 13 & 14 December 2012. The groups has also been active on CIRCA, and has published its 2
nd

position paper.
11 SG11 Membranes and geotextiles
11.1 Annual workplan 2012-2013
No annual workplan for SG11 for the period 2012-2013 has yet been submitted to CPD TechSec.
11.2 Activity of SG11
SG11 has been active during the past year, with its usual annual meeting 26 J une 2012.
The next meeting is planned for 12 J une 2013.

12 SG12 Pipes, tanks and related engineering products
12.1 Annual workplan 2012-2013
No annual workplan for SG12 for the period 2012-2013 has yet been submitted to CPD TechSec.
A position paper for small wastewater treatment systems for up to 50 PT according EN 12566-3 has been
scrutinized by CPD TechSec, and is now being reconsidered by the Working Group.
12.2 Activity of SG12
A proposed meeting of SG12 has been postponed, and is now expected to be held during March 2013. Its
WG2 met 12 & 13 December 2011 and again 17 & 18 September 2012.
13 SG13 Precast concrete products
13.1 Annual workplan 2012-2013
No annual workplan for SG13 for the period 2012-2013 has yet been submitted to CPD TechSec.
13.2 Activity of SG13
SG13 met on 13 October 2011, and again on 11 September 2012. The next meeting is planned for 7 & 8
March 2013 followed by another on 13 September 2013. CPD TechSec understands that it is intended to
reconsider their position paper in the light of the CPR, and what might be learned from the GNB Conference
on that Regulation.
14 SG14 Reinforcing and prestressing steel for concrete
14.1 Annual workplan 2012-2013
No annual workplan for SG14 for the period 2012-2013 has yet been submitted to CPD TechSec.
14.2 Activity of SG14
SG14 has not been active for some years. The key harmonized standard EN 10080 covering steel for the
reinforcement of concrete was published in the European Official J ournal of December 2005, but later
considered not to respond completely to some essential requirements and finally withdrawn from the list of the
reference standards for CE marking in 2007. The secretariat is awaiting progress on the citing of this
standard, and the development of the other standards within the scope of SG14, before it is considered
worthwhile to call a meeting.

15 SG15 Road construction products
15.1 Annual workplan 2012-2013
No annual workplan for SG15 for the period 2012-2013 has yet been submitted to CPD TechSec.
Three position papers are being revised / developed for the following standards:
EN 14733 (NB-CPD/SG15/06/027 rev5)
EN 12591, 13925 and 14023 (NB-CPD/SG15/07/036 rev3)
EN 12271 (NB-CPD/SG15/07/039rev3)
15.2 Activity of SG15
SG15 has been active during the past year, meeting 10 May 2012. The next meeting is planned for 31
J anuary 2013.
16 SG16 Structural bearings
16.1 Annual workplan 2012-2013
16.1.1 Position papers that SG16 is currently working on
We are working on a revision of one of our position papers dealing with the frequency of continuous
surveillance for elastomeric bearings. We have a good position paper and we have good experience with the
frequency given in that position paper, but some new NBs or their clients think that we have to improve the
position paper a little bit. We still try to get an information from the relevant CEN/TC 167 dealing with the
revision of the standard to work in the right direction. I hope we will get the information during a meeting in
September 2012.
16.1.2 Position papers on which the SG intends to commence work during the next
year or so
We hope not to need more position papers than we already have.
We started working in accordance with EN 15129, we got an informative document from UNI which will be
published in CIRCA, but it is not a position paper of the SG 16 itself.
16.1.3 The stage the SG expects each of these papers to have reached by end 2012
The end of 2013 is far away from today. The current plan is to finish the revision of EN 1337 series in 2015,so
I hope that we will withdraw most or even all of the existing position papers at that time, because all the things
dealt with in our position papers then should be included in the revised standards of the EN 1337 series. One
member of SG 16 is an active member of CEN/TC 167 dealing with the revision.

16.2 Activity of SG16
SG16 usually works electronically whilst holding few meetings. A new position paper was approved this year.
17 SG17 Structural metallic products
17.1 Annual workplan 2012-2013
No annual workplan for SG17 for the period 2012-2013 has yet been submitted to CPD TechSec.
17.2 Activity of SG17
SG17 has been active during the past year, meeting 8 November 2011 and 19 April 2012, and a position
paper was published in February 2012. The next meeting is planned for 21 November 2012.
18 SG18 Structural timber products
18.1 Annual workplan 2012-2013
No annual workplan for SG18 for the period 2012-2013 has yet been submitted to CPD TechSec.
The priority for the groups work is the timber grading standard.
18.2 Activity of SG18
SG18 has been active during the past year, meeting 13 March 2012. The next meeting is planned for 22
J anuary 2013.
19 SG19 Thermal insulation products
19.1 Annual workplan September 2012
The present workplan can be summarised as:
1 Exchange of information about new specifications under preparation in CEN and EOTA.
2 Collection of remarks and proposals for interpretation of specifications, this collection is set in the
document Questions/answers which is completed and updated at each meeting.
3 Transmission of this collection to CEN and EOTA for examination and confirmation.

19.2 Activity of SG19
SG19 has been active during the past year, meeting 19 September 2012. One position paper was approved
in October 2011, and another, together with a revision of an existing paper, early in 2012.
20 SG20 Wood-based panels
20.1 Annual workplan 2012-2013
20.2 Activity of SG20
SG20 has been active during the past year, having met 7 March 2012, with a further meeting planned for
13 November 2012. Mr Harald Schwab became the new chairman of the group in October 2011.
21 SG21 Building kits
21.1 Activity of SG21
The chairman of SG21 is no longer working full-time, and resigned after completing two full terms, and there
were no nominations to succeed her. All of the technical specifications within the scope of SG21 are ETAGs,
and CPD TechSec is not aware of any problems arising from the sector. CPD TechSec is trying to convene a
meeting to discuss the implications of the CPR, but no interest has been shown to date.
22 SH01 Dangerous substances
22.1 Annual workplan October 2012
The following items will be worked on by SH01 Dangerous Substances members during the next 12 months:
To finalise a programme for horizontal notification for dangerous substances under the CPR
To liaise with SH02 to ensure a consistent approach to horizontal notification
To monitor and review mandates from the product sector groups and identify the need for method
development or technical support
To contribute to/and review the work of CEN/TC351 with respect to new method development
To respond to technical enquiries from specific sector groups and issue guidance as appropriate
22.2 Activity of SH01
SH01 has been active during the past year, with meetings 18 J anuary 2012 and 10 J uly 2012. The next
meeting of SH01 is scheduled for 29 J anuary 2013. SH01 has also been working with CPD TechSec to draft
proposals for the Commission on how to implement horizontal notification for dangerous substances.

23 SH02 Fire
23.1 Annual workplan 2013
To exchange information about new fire specifications under preparation within CEN and EOTA;
To respond to technical requests concerning SG products and to assist with interpretation of
specifications;
To assist with interpretation of:
- Simplified Procedures and Appropriate Technical Documentation;
- Use of other facilities;
- Horizontal notification;
- Contents of Guidance papers that may need consideration post J uly 2013.
23.2 Activity of SH02
SH02 has been active during the past year, having met 11 October 2011 and 30 March 2012. The next
meeting is planned for 7 November. The group has also been active on CIRCA. SH02 has also been working
with CPD TechSec to draft proposals for the Commission on how to implement horizontal notification for fire
characteristics.
