Be it ordained %* t"e Go#erning Board o! t"e G"ana In#estment Fund !or E$ectronic
Communication t"at(
Section I. Purpose( It is a dut* o! t"e G"ana In#estment Fund !or E$ectronic Communication to
maintain c$ose 'or+ing re$ations"i&s %et'een t"e Fund t"e go#ernment and t"e citi,enr*)
Because t"e &ro%$ems o! t"e !und are com&$e- and %ecause understanding %et'een citi,ens and
t"e go#ernment and t"e Fund is increasing$* necessar* a se&arate de&artment o! t"e G"ana
In#estment !und !or E$ectronic Communication is re.uired to do t"ese t"ings(
i) In!orm GIFEC o!!icia$s on citi,en o&inion and citi,en suggestions !or GIFEC
o&erations)
ii) In!orm t"e &u%$ic c$ear$* on GIFEC !unctions and acti#ities)
iii) Promote greater citi,en &artici&ation in GIFEC &rogrammes)
i#) Pro#ide &ro!essiona$ s+i$$ in assisting GIFEC and coo&erating agencies in &romoting
t"e Fund/s outside interests)
#) Assist in maintaining a coo&erati#e s&irit and good mora$e among a$$ GIFEC o!!icia$s
and em&$o*ees and sta+e"o$ders
Section II. Creation and Functions: T"ere is "ere%* created a Communications Section to
&er!orm t"e !o$$o'ing s&eci!ic !unctions(
i) Conduct researc" as re.uired %* t"e Go#ernment t"e Board or de&artment "eads
and coo&erating agencies)
ii) Pre&are and !urnis" s&ecia$ re&orts '"ic" ma* %e re.uired %* t"e Go#ernment t"e
Board or de&artment "eads and coo&erating agencies)
iii) Create and maintain an in!ormation !i$e o! !acts and !igures on a$$ de&artments or
units o! GIFEC)
i#) Pre&are annua$ re&orts de&artmenta$ re&orts and ot"er re&orts)
#) Ser#e as a centra$ in!ormation source on GIFEC !or &u%$ic o!!icia$s and agencies0
coo&erate 'it" communit* organisations 1socia$ %usiness c"urc" sc"oo$s !raterna$2
see+ing in!ormation a%out GIFEC a!!airs and o&erations)
#i) Pre&are and disseminate in!ormation suita%$e !or t"e ne's&a&ers radio stations and

#ii) Coordinate &$ans and &u%$icit* !or s&onsored !esti#a$s &rogrammes and ot"er s&ecia$
e#ents inc$uding rece&tion o! o!!icia$ guests)

c"am%ers o! commerce and industria$ de#e$o&ment committees munici&a$ and
district assem%$ies and coo&erate 'it" suc" grou&s in t"e interest o! sound %usiness
industria$ and residentia$ de#e$o&ment o! t"e communit* in!ormation centres etc)
i-) Per!orm suc" ot"er !unctions3duties as ma* %e assigned %* t"e Board t"e
Administrator or aut"ori,ed %* go#ernment in +ee&ing 'it" t"e aims and o%4ecti#es
o! GIFEC)
Section III, Implementation: T"e Administrator 'it" t"e consent o! t"e Go#erning Board
s"a$$ a&&oint a &erson or &ersons '"o in t"e o&inion o! t"e a&&ointing o!!icia$s "as3"a#e
t"e necessar* education %ac+ground and s+i$$s to &er!orm t"e duties out$ined in Section II
as director o! t"e Communications De&artment) T"e duties s"a$$ inc$ude(
i) Se$ect &ersonne$ !or "is o!!ice a&&ro&riate to needs and %udget and su%4ect
to a&&ro#a$ o! t"e ma*or)
ii) Su&er#ise and contro$ t"e acti#ities o! t"e unit)

t"is ordinance)
