Speech of President Ollanta Humala Tasso in the UN General Assembly

closing session.

Mister General Secretariat of the United Nations, Heads of State and
Government, I want to thank the General Secretariat and his work-team
for inviting me to participate in the closing act of the UN climate Summit.
As you all know it is Perus turn to host and preside the COP20, which will
take place in Lima from December 1 to 12, this year. I can already
anticipate that this Climate Summit would have meant a significant boost
to the multilateral negotiation process, which common goal is not to
surpass 1.5 or 2 degrees Celsius of average temperature increase in our
planet. In order to firmly move forward towards this objective, as you all
know, the Lima Conference shall have several significant results:
First, the COP20 shall produce a clear and coherent document of the new
climate agreement to be signed in 2015. It shall also approve the rules for
submitting and registering the National contributions of all our countries.
We expect that the first capitalization of the Green Climate Fund will be
affirmed in Lima Conference, and that many countries will decide to ratify
the Doha Amendment to the Kyoto Protocol, as it has been recently
ratified by Peru.
Furthermore, we expect significant progress in the Convention
mechanisms to increase and assure climate financing, we expect to
approve the national adaptation plans, to encourage effective technology
transfer and capacity-building and to support effective programs for forest
management, among others.
We also trust that the COP20 will decide on measures to increase
mitigation, adaptation and financing actions in the run-up to the 2020,
which will boost confidence in the fact that the climate change solutions
are possible.

It is our hope that the greatest alliance for climate and development will
start being built in the Lima Conference. Such Alliance shall enable signing
a new climate agreement in 2015, recognizing the historical and different
responsibilities of our countries; enabling economic growth and fighting
against inequality and poverty; assuring financial and technological
support; modifying our urban practices and industrial processes, as to
encourage investment and competitiveness of low-carbon economies,
incorporating the contributions of subnational actors, citizen
organizations, entrepreneurial sectors and unions. Any of them can
achieve results but together we will be able to achieve more. Therefore, I
invite you to actively participate in the COP20, to be held from December
1 to 12 in Lima, Peru, epicenter of the Inca Empire and capital of good
gastronomy. We shall not forget that alone we may progress fast, but
together we will achieve further and better progress.
