1. PRE-COMMISSIONING CHECKLIST AND TEST

Prior to commissioning, the service provider of the GCPV systems must perform the pre-commissioning
checks.

This activity shall be conducted by the competent persons as stated at the end of the checklist, whilst
adhering to the relevant laws and regulations.

A certified true copy of the completed pre-commissioning checklist and test results must be submitted
to SEDA and Distribution Licensee (DL) for application of Testing and Commissioning.

During the pre-commissioning checks, the GCPV systems shall not be engaged to the grid. All checks
during pre-commissioning are done visually.

The pre-commissioning checks consist the following (mandatory minimum):

4. Checklist for DC Junction Box or String Monitoring Box
5. Checklist for Earthing & Lightning Arrestor

vi. Inverter incoming/outgoing cables are properly tagged

vii. Inverter incoming/outgoing cables are properly connected as per drawing

viii. The connections for phase sequence L1, L2, L3 and N (for three-phase inverter)
and L and N (for single phase inverter) are in correct order

ix. Inverter for outdoor use should have an IP rating of IP65

x. Gap maintained between power cables and signal cables routing as per
design document

xi. The auxiliary power cables are connected properly

xii. All cable terminations are done properly

xiii. Proper labelling of all the cables and components are done

xiv. Inverter factory settings are as per SEDA guideline
(Check the factory test certificates for anti-islanding time, THD, DC Injection,
Operating Voltage Range & change in voltage for different solar irradiance)

solar irradiance, ambient temperature and wind speed

x. Monitored data for system monitoring must comprise at least: module
temperature and electrical parameters such as DC voltages and currents for
each string; AC voltages and current from each inverter

xi. All weather monitoring system data are sampled at one-minute intervals

xii. All CCTV images are sampled continuously

xiii. All sensors are accompanied with test certificates and relevant documents

2. TESTING AND COMMISSIONING CHECKLIST

This activity shall be conducted by competent persons as stated at the end of the checklist whilst
adhering to the provisions of all relevant laws and regulations.

After completion of all visual inspections from the checklist, the service provider must perform
commissioning tests to ensure all inter-connections of the components are satisfactory.


The commissioning test comprises the following:
1. Information about PV module
2. Information about PV array
3. Information about cable and wiring
4. Information about inverter
5. Information about Array Junction Box/String Monitoring Box
6. Information about AC Distribution Box
7. Information about Weather Monitoring Station and PV Monitoring System
8. Cable insulation test
9. String fuse continuity and String open circuit voltage test
10. Isolation device functional test
11. Inverter functional test
12. DC Current test
13. Acceptance test

Conditions:
1. All tests must be done in sequence.
2. If a test fails, the next test shall not be performed.
3. Failure of any test nullifies the entire Testing and Commissioning.
4. The Weather Monitoring Station and PV Monitoring System shall be provided, installed and
maintained by the FIAH for the entire duration of the Deed in Approval.

3. RELIABILITY RUN TEST

This activity shall be conducted by the competent persons as stated at the end of the checklist whilst
adhering to the provisions of all relevant laws and regulations.

Upon successful completion of testing and commissioning, two sets of tests need to be carried out.

A. Inverter Site Tests
The impact of the inverters to the grid is tested by carrying out the Inverter Site Tests. For tests
requiring continuous monitoring like Voltage Fluctuation, the tests must be carried out for a
minimum of six (6) hours during maximum solar radiation hours. For instantaneous tests, the solar
radiation should be at least 500 W/m
2
during the test, except for the power factor test which
needs to be carried out at both low and high solar radiation levels. The Inverter Site Tests are as
below:
1. Power Factor Test
2. Harmonics Test
3. Voltage Fluctuation Test
4. Flicker Test
5. DC Current Injection Test
6. Anti-islanding Test

B. Performance Ratio (PR) test
The reliability of the system is tested by using the Performance Ratio Test. During this test, the
following real time parameters must be sampled at one-minute intervals for AT LEAST SEVEN
consecutive days:
1. Solar irradiance
2. Ambient temperature
3. Module temperature
4. Wind speed
5. DC voltage of each string
6. DC current of each string
7. AC voltage from each inverter
8. AC current from each inverter
