lished at Bhopal. He hoped that MP

ent-day lifestyle this disease is caused
in tender age also. In the course of
lifestyle, information should also be
given about prevention, awareness
and treatment. Yoga, exercise, disci-
pline and food habits should be includ-
ed in it. Cardiac emergency arrange-
ments should be made from tahsil to
primary health centre level. He said
that eco machine should be available
at every district headquarters. On
Union Minister Kumars suggestions,
Chief Minister Chauhan said that a
course on better lifestyle will be intro-
duced in MP from next academic ses-
sion. He said that major health insti-
tutions will be encouraged to come to
MP. Healthcare will be focused in the
Global Investors Summit to be held in
October. He said that body is neces-
sary to perform all duties and respon-
sibilities. Therefore, it should be fit.

Kusum Mahdele has praised Central
schemes like National Kamadhenu
Breeding Centre and Nation Gokul
Mission for preservation, promotion and
development of indigenous species and
urged to established at least one National
Kamadhenu Breeding Centre in MP. She
also urged for necessary Central assis-
tance for cow-sanctuary established in
Susner tahsil of Agar-Malwa district. Su
Mahdele was addressing a conference of
states Animal Husbandry, Dairy
Development and Fisheries Development
Ministers chaired by Union Agriculture
Minister Radhamohan Singh at
National Agriculutre Science Institute in
New Delhi today.
Mahdele suggested to increase num-
ber of cattle from 10 to 25 under Dairy
Entrepreneur Development Scheme and
unit cost prescribed by NABARD from Rs.
5 lakh to 15 lakh. She said that this will
encourage trained unemployed youths to
adopt dairy development. Expressing con-
cern over adulteration in milk and milk
products, Su Mahdele urged to ensure
strict action to prevent this by amending
Food Security and Standards Act.
Referring to report of National
Farmers Commission, Minister Su
Mahdele urged to provide loans at 7 per-
cent to cattle breeders, dairies and fish-
farmers like that for agriculture and pro-
vide tax exemptions. She said that an
information system should be evolved for
spread of information about animal hus-
bandry and fisheries on the lines of agri-
culture. She drew attention towards prac-
tical problems being faced in implementa-
tion of National Pashudhan Mission and
remove them.

Breeding Centre in MP
Thousands of crores to be invested in MP in petro chemical and gas-based industries
Chief Minister Shivraj Singh Chauhan has
urged the Central Government to make
MP Petro Chemical and Petroleum
Investment Region (PCPIR) for
establishment of gas-based indus-
tries. It will attract investment
worth over Rs. 2 lakh crore. MP
will become a belt of petro chemi-
cal industries with this region
spread over hundreds of kilome-
ters. With investment of thousands
of crore rupees, fertilisers, petro
chemical, plastic, pharma etc. indus-
tries will be established in this belt. For
sanction to such ambitious projects, Chauhan
held discussions with Union Minister for Chemicals
and Fertilisers. Consenting to MPs appeal, Ananth
Kumar informed that Union Finance Ministry has provi-
sioned Rs. 10 thousand crore for laying gas pipeline in this
years budget. The new pipeline will go from Vellawaram
in Andhra Pradesh to Surat in Gujarat. In between, MPs
districts Chhindwara, Jabalpur, Ujjain,
Dewas, Jhabua etc are proposed. The
state already has Hajira-Jagdishpur
pipeline. National Fertilisers
Limiteds plant is situated on the
same pipeline at Vijaynagar in
Guna district. Other industries
may also be based on this
pipeline. About Chief Ministers
PSPIR proposal, Ananth Kumar
said that gas pipeline terminal,
refinery, tracking unit, fertiliser
factory, gas-based power plants,
petro chemical industries and pharma-
ceutical industries vast area will be devel-
oped in MP. Besides, Ananth Kumar also talked
about setting up National Institute of Pharmacy
Education at Bhopal and possibility of expansion of
Central Institute of Plastic Engineering and Technoloyg.
Ananth Kumar said that prospects for expansion of petro
chemical industries are immense in Central India.
Govt sanctions funds for trafficked victims and their kin
Ministry of railways has
asked South East Central
Railway (SECR) to expedite
second phase of construction of
Jagdalpur-Dallirajhara and
Rowghat railway line, an
ambitious project pending for
nearly three decades since the
time of undivided MP. The
project costing up to Rs 3,500
crore will facilitate easy move-
ment of iron ore and could trig-
ger development activities in
the mineral rich areas of tribal
Bastar region.
SECR deputy general
manager RK Agrawal told that
Rs 654 crore Jagdalpur-
Raoghat project is a joint ven-
ture of Railways, state govern-
ment and National Mineral
Development Corporation
(NMDC).
He said at present the
work of construction of line
from Dallirajhara to Raoghat,
a joint venture project of
Railways, state government
and Steel Authority of India
(SAIL), is underway. "Now the
ministry has initiated steps to
start construction of second
phase project so that it could
go simultaneously with the
first phase of the project," he
added.
Agrawal said SECR has
written to district forest officer
Narayanpur and Bastar collec-
tor for land acquisition while
other steps were being taken
to float tenders. "Maoist prob-
lem in the 140km stretch is
much less as compared to that
of Dallirajhara to Rowghat.
The work could begin by next
year," he added. Rowghat
mines are crucial for iron ore
needs of public sector Bhilai
Steel Plant, owned by SAIL,
which sources iron-ore from
Dallirajhara mines. As iron
reserves at Dallirajhara is fast
depleting, SAIL decided to
develop a mine in Naxalite-
affected area of Rowghat to
produce iron ore of about 7MT.
The new mining project
involves extensive deforesta-
tion in an area of over 2,030
hectares in Kanker and
Narayanpur districts, both
Naxalite hotbeds. The new
railway line will thus pass
through dense Maoist zones of
Bastar region. Being a Maoist
insurgent patch, need for secu-
rity personnel was a must for
which Railway has asked the
state government to bear
expenses of security deploy-
ment.
Chhattisgarh government
had earlier said it can't spare
out the security for the project,
but later in a recent meeting it
was decided that Central
Reserve Police Force (CRPF),
Border Security Force (BSF)
and the Chhattisgarh Armed
Police will be deployed.
SECR officials said
Railway Board also directed to
consider the project as top pri-
ority and has also set deadline
to introduce train services for
passengers from Dallirajahara
to Dondi.
Work on first phase of pro-
posed project of 235km-long
rail line is underway from
Dallirajhara to Rowghat and
railway services between 0-
17km from Dallirahara to
Dondi may begin from
February 2015.
Rowghat project has been
in news for it witnessed
threats from Maoists and
protests by local tribals over
land acquisition, resettlement,
rehabilitation and deforesta-
tion. Maoists have repeatedly
stated that they would
attempt to disrupt the project.

In an attempt to streamline
rescue of trafficked victims from
other states, department of
women and child development
(DWCD) has sanctioned an annu-
al amount of Rs 62 lakh to all dis-
tricts in Chhattisgarh. Police res-
cue team had been finding it very
difficult to bear expenses for trav-
el, stay and rescue of trafficked
victims and their families due to
which there were delays in rescue
operation. Officials at DWCD said
that the amount will now be used
by rescue teams that travel to
Delhi, Punjab, Haryana, Mumbai,
Rajasthan and Andhra Pradesh
with victims' family members.
The department had approved
same amount last year but the
budget couldn't be used and it
lapsed due to lack of circulation of
information and cash. Moreover,
police officials also complained
that processing and sanctioning
was a tedious process, which
wasted time in emergency."There
are many instances when police
team didn't go at all to rescue vic-
tims owing to lack of funds and
resources. However, the budget
has been sanctioned now," a CID
official (child cell) said.He added
that each district gets an amount
of more than Rs 10 lakh while
there are many which do not wit-
ness trafficking. However, cases
of bonded labour are in abun-
dance. "Hence, the amount can
also be utilized for rescuing bond-
ed labours from other states," he
said. District planning officer
would be liable for facilitating the
amount after verification and will
be expected to give details of
monthly expenses to DWCD, said
the sanctioned letter."Taking
another step towards curbing
human trafficking in state after
introducing Placement Agency
Regulation Act and providing
relief amount to trafficked vic-
tims, this budget will help effec-
tive functioning and rescuing of
victims from different states," the
official said.

interact with people and win their confi-
dence so that people may convey their
grievances to them without any hesita-
tion. Chief Minister said that the offi-
cers should develop a good work-culture
in their respective areas. Sitting in
headquarters and redressing files is not
the only duty of IAS officers; rather they
should go for frequent visits to rural
areas for interacting with the public.

Singh Chauhan has said that
constant efforts are being made
to further improve crop insur-
ance scheme in the interest of
farmers. For his, dialogue is
being held with Centre.
Chauhan was launching distri-
bution of certificates for crop
insurance claim amount in the
state from Nasrullahganj in
Sehore district today. As a token,
he gave away certificates to 50
farmers. In Sehore district, cer-
tificates worth Rs. 296 crore 50
lakh will be given to farmers.
For the first time in the history
of MP, crop insurance claim
amount worth Rs. 2,167 crore 43
lakh is being distributed to 14
lakh 20 thousand 602 farmers of
34 districts. For the first time in
the country, MP government had
distributed Rs. 12 thousand 345
crore from its own resources to
over 1.50 crore farmers for losses
due to hailstorm and frost in
year 2013-14, bonus on procure-
ment and various subsidies. The
amount was deposited directly
in the bank accounts of most of
farmers. It is noteworthy that
claims of Rs. 2,187 crore were
sanctioned for 14 lakh 21 thou-
sand farmers of MP under
National Agriculture Insurance
Scheme. As a result of constant
efforts of Chief Minister
Shivraj Singh Chauhan, states
farmers have got the biggest
ever amount against crop insur-
ance claims in the history of the
state. Since start of the scheme
in 1999 till year 2013 only Rs.
2000 crore was paid under the
insurance scheme whereas now
Rs. 2,187 crore is being paid
under Kharif-2013.

The Chief Minister said that
beginning has been made today
to distribute crop insurance
schemes certificates to farmers.

till September 20. Addressing
farmers, the Chief Minister said
that making agriculture prof-
itable is state governments top
priority. In the series, Krishi
Mahotsav will be held from
September 25 to October 20 in
the state. During the period,
farmers will be given benefits of
various schemes and acquainted
with latest farming techniques.
Farmers selected under Kisan
Tirth Yojana will be taken on
tours to apprise them of
advanced methods of farming.
VAT on agricultural
implements abolished in state
Chauhan urged farmers to
increase production of flowers
and fruits and adopt new tech-
niques of farming. He said that
VAT on agricultural implements
has been abolished. More benefi-
cial measures will be taken in
future. He said that agriculture
is being made more profitable by
effecting basic changes in farm-
ing system. He administered a
pledge to farmers to cooperate
actively in this. In-charge of the
district, Rampal Singh said that
decisions taken in the interest of
farmers in the state are being
talked about in the country. Local
leader Guruprasad Sharma also
spoke on the occasion.

(DGP) of the state. Sinh is an officer of
1980 batch of Indian Police Service
(IPS). The home department of Madhya
Pradesh government has issued the
order in this regard on Thursday.
According to the order, Sinh will
assume his duty as OSD from Friday.
When the present DGP Nandan Dube
retires on September 30, Surendra Sinh
will become DGP.
Nandan Dube served for more than
two years as state police chief. Of late,
it had been clear that Sinh would
become the state police chief on Nandan
Dube's retirement. Firstly, Sinh was
among the seniormost officers. In fact,
he was in contention even when Dube
had assumed charge as DGP in 2012.
Also, sometime back the home min-
ister Babulal Gaur had hinted publicly
that Sinh will be the next DGP.
Surendra Sinh has held important
posts in the past. Till recently, he was
posted as director general (DG) Jail.
Before that he has held the post of ADG
administration. He was posted as IG,
Bhopal over a decade ago. Meanwhile,
the outgoing DGP Nandan Dube has
said the biggest challenge for him was
lack of human resource in police
department.
MP police needs over 21,000 fresh
recruitment of policemen and officials
for its proper functioning. All the police-
men and police officers, who are work-
ing on field, are under heavy work pres-
sure. They have to work about 16-18
hours daily, as of now. Dube said that in
such a situation, you can't expect better
quality work than they are doing now.
If one policeman or police officer
works for eight hours daily, he would
give better quality work than what he is
doing now. There are several posts of
DSPs and Inspectors vacant in our var-
ious investigating agencies including
CID, EOW, Lokayukta and others. We
had sent a proposal to home depart-
ment for 21,000 new recruitments of
policemen and officers. As of now,
16,000 posts have been sanctioned and
sanction to 5,000 more is still pending,
added Dube.

student bagging highest pack-
age of Rs 38.5 lakh in

slavery, flesh trade, forced mar-
riage, needs extensive knowledge
and follow-ups about laws and

rights, said experts.

speaker, sensitized investigating
officers and police inspectors about
their respective police stations,
anti-human trafficking units,
stakeholders and Childline about
the right method of investigation.
"It becomes difficult when a
minor has to be rescued from other
state without having any back-
ground about the trafficked victim.
Connecting with local police,
stakeholders, Childline or NGOs
of a particular place, helps track
the victim easily. There is certain
procedure that has to be followed
to make the case stronger, which
leads to increase in conviction
rate," Ravikant said.
Role of stakeholders and child
welfare committees were dis-
cussed in dealing with complicated
cases of rescuing minor children
from other states. Many police offi-
cers admitted that there was a lot
to be done in Chhattisgarh for
enforcement and awareness about
human trafficking.

to counter Maoist movement

is the new strategy being adopted by the
NDA government to counter the armed
Maoist movement after recent intelligence
reports indicated that the number of local
militia has been increasing in the Red
zones.
Realising that aggressive security
operations are not providing the desired
results, the Ministry of Home Affairs has
prepared a new policy that focuses on woo-
ing tribals and winning their confidence
since that would be a big setback for
Maoists who use local residents to their
advantage. "We are in the process of devis-
ing a strategy that will win the hearts and
minds of tribals. A roadmap is being pre-
pared to ensure greater development in
the interiors of areas affected by violence,"
a Home Ministry official said.
An intelligence report prepared with
information provided by Kukkala
Ravinder alias Arjun, a Maoist military
commander who surrendered last month,
provides an insight into the growing local
support for the Maoists due to lack of
development in areas like Abujmarh in
Chhattisgarh. "Difficult terrain, lack of
connectivity and communication facilities
as well as lesser presence of security forces
and support from villagers favour the
selection of the area as a shelter for top
leadership," the report based on
Ravinder's revelations, states. The report
further says that Abujmarh is a refuge for
top Maoist leader Ganapati. Union Home
Minister Rajnath Singh recently told
mediapersons that a new policy to counter
Left wing extremism had been prepared
and would be given final shape soon. As
part of the new strategy, the Centre has
already given a push to a project to install
mobile phone towers in Maoist-hit areas
that has been pending for some time. The
work to install 2,199 mobile towers to
improve communication has begun,
sources said. In the past, development
work was derailed by the cadres who
attacked workers building roads or other
infrastructure, as a result of which con-
tractors left projects midway. The sources
said anti-Maoist operations will not take a
backseat, but security forces will be asked
to differentiate between cadres and local
residents. There is a plan to send at least
10 more battalions to the Maoist strong-
holds to facilitate heavy deployment at
construction sites. They added that there
is also a plan to sensitize security forces in
dealing with locals.
"New standard operating procedures
will be put in place. The forces need to
change their image among the locals and
present a more humane side," a Home
Ministry official said. With the recent suc-
cess in getting some Maoist leaders to sur-
render, the government is looking to con-
tinue efforts to ensure that more rebels
leave the armed movement. In the past
three months, 142 Maoists have surren-
dered in various parts of the country.

facilitating established and to-be-estab-
lished industries in the state will prove to be
a milestone for success of Global Investors
Summit scheduled from October 8 to 10 at
Indore.
AJoint Working Group to be coordinated
by Chief Secretary Anthony de Sa has been
set up with officers of Union Ministry of
Chemicals & Fertilisers, Ministry of Steel;
and Ministry of Petroleum and Natural Gas.
The group will hold its meeting at Bhopal on
September 30. Representatives of SAIL and
GAIL are also included in the group.
Discussions on piped cooking gas in
Bhopals homes: The meeting also confab-
ulated on piped cooking gas supply in
Bhopals homes and establishment of fer-
tiliser plants in Madhya Pradesh, steel
plant, national level pharmacy education &
research institute, increasing production of
Bina-Oman refinery, increasing annual
capacity of plastic science-related training
institute from 4000 to 7000 and establish-
ment of polymer park. It is noteworthy that
cent percent students of plastic science-
related training institute get jobs. The meet-
ing decided to increase capacity of Bina oil
refinery in the first phase from 6000 to 8000
MMTPA for easy availability of petro chemi-
cals in Madhya Pradesh. It will accelerate
pace of industrialisation in the state.
Bhopal to have NIPER: The meeting
considered establishment of National
Institute of Pharmaceutical Education and
Research (NIPER) at Bhopal on the lines of
IIT. Land for it being selected at Bhopal. In
view of Madhya Pradeshs record 24.99 per-
cent agriculture growth rate, the meeting
stressed the need for establishing a fertiliser
plant in the state.
In this direction, GAIL has decided to
establish a gas-based fertiliser plant from
Surat-Paradeep gas pipeline in Jabalpur.
The meeting directed SAIL to ensure suit-
able action for establishment of a steel plant
at Chhatarpur in view of availability of qual-
ity iron ore there. A polymer park was also
proposed to be set up near Gwalior. The best
quality manganese in the world is found in
Balaghat district. The meeting stressed the
need for increasing its production and value
addition.

website. Later, he will
send a SMS in prescribed
format to 56161. On
receipt of SMS, concern-

efforts to raise voice of Dalits in modern India by Dr. Bhim Rao Ambedkar
need to be consolidated through unity. He said that upliftment of dalits can
be ensured only through power. The Minister of State was addressing a sym-
posium Daliton Ki Dasha Evam Disha Ek Vimarsh at Ravindra Bhavan
here today. Shri Arya said that scheduled castes have adequate ability and
possibility to move forward. Only united efforts of government and society
are needed in this direction. Whereas the government is making efforts for
educational, economic and social upliftment of the community, its members
should also come forward for this. Shri Lal Singh Arya said that educated
section of scheduled castes should come forward to save the community from
evils like illiteracy and addiction. He said that it is the need of the hour that
every educated scheduled caste person takes responsibility for educating one
illiterate SC person.

and areas under our control. No one,

This is the first thing we need to
understand about their intentions.
They want to change the status quo,
while we want to preserve it.
And, what do the Chinese want?
The Chinese want several things: any-
one who is willing to accept Chinese
supremacy will be showered with their
generosity. They want control of the
South China Sea and all the sea
routes. This brings them in conflict
with almost the whole of Asia, but hav-
ing the whole world for your enemy
does not deter them. They believe they
have the power to enforce their writ.
This is why they will do almost any-
thing to prevent a Japan-India-
Vietnam power axis from forming.
In the Indian subcontinent, they
want three things from us: more areas
in Ladakh so that their roads to the
Indian Ocean via Pakistan-occupied
Jammu & Kashmir, and to Tibet have
greater defensible depth (this is why
they want India out of Siachen, and
they are using Pakistan to propel this
idea of demilitarising Siachen). They
also want Tawang - which houses the
second most important Tibetan
monastery - and more of Arunachal
Pradesh, maybe all of it. Overall, they
want India to play by Chinese rules. It
is to put pressure on India to settle the
border on Chinese terms that they are
doing big infrastructure deals with
Nepal, Sri Lanka, Bangladesh and
even Myanmar and Maldives.

Prime Minister Narendra Modis efforts to bring up the Ladakh border incursions with
Chinese President Xi Jinping is unlikely to make much of a difference to what the Chinese
have been doing so far. When Modi said we need an understanding to maintain peace and
tranquillity on the border, Jinping merely noted that there may be some incidents as the area
is not clearly demarcated. He also made a vague reference to resolve the issue at an early date.

New Delhi: The sub-mis-
sion under National Livestock
Mission on fodder and feed
development will try to
address the problems of scarci-
ty of animal feed resources, in
order to give a push to the live-
stock sector, making it an eco-
nomically viable enterprise for
the country, and also to har-
ness its export potential.
This was stated by the
Union Minister of Agriculture,
Radha Mohan Singh while he
was speaking at the
Conference of State Ministers
of animal husbandry, dairying
and fisheries here recently.
He said the National
Livestock Mission (NLM) was
launched in FY 2014-15 to
ensure quantitative and quali-
tative improvement in live-
stock production systems and
capacity building of all stake-
holders. However, he said that
the biggest impediment to
growth of dairy and livestock
productivity is the large-scale
prevalence of animal diseases
like FMD, PPR, Brucellosis,
Avian Influenza etc, which
adversely affect productivity.
Taking into account the fact
that effective control of a num-
ber of animal diseases requires
national strategy; the existing
scheme of livestock health has
been strengthened. Foot and
Mouth Disease Control
Programme (FMD-CP) which
was under implementation in
221 districts since August,
2010, was extended to all the
remaining districts of UP and
all the districts of Rajasthan
during 2013-14 thus covering
313 districts as of now. It has
been decided that FMD-CP
will be extended to whole of
India during 12th Plan subject
to availability of funds and
vaccine, the Minister
informed. The Minister also
said that increase in milk pro-
duction has to be achieved by
increasing productivity of the
milch animals rather than
increase in the number of ani-
mals. In order to encourage
farmers to produce more milk,
effective system of milk collec-
tion has to be ensured so that
the farmer is assured of selling
his produce at a profitable
price which can be ensured by
putting in place an effective
procurement system, connect-
ing milk producers. Singh also
said steps are needed to reduce
wastage of milk by expanding
the cold chain infrastructure
in the rural areas to collect and
preserve milk till such time it
is collected for sale or taken for
processing. Systematic plan-
ning has to be done for location
of bulk milk coolers so that
farmers from neighbouring vil-
lages can easily access them.
He informed that
Rashtriya Gokul Mission has
been initiated by the
Department with an aim to
conserve and develop indige-
nous breeds in a focused and
scientific manner. Rashtriya
Gokul Mission is a focused
project under National
Programme for Bovine
Breeding and Dairy
Development, with an outlay
of Rs 500 crore during the 12th
Five Year Plan. During 2014-
15, Rs 150.00 crore has been
allocated for development,
preservation and conservation
of indigenous breeds.
Push to livestock sector: Govt to address
problem of scarcity of cattle feed
Any sectors success depends on its infra-
structure. The current decade is witness to
unprecedented transformation and implemen-
tation of new projects. Under the leadership of
Chief Minister Shivraj Singh Chauhan, prior-
ity and importance is being attached to states
industrial infrastructure development, which
has resulted in maximum investment by
domestic and foreign investors in the state dur-
ing this decade. During the period, Rs. 745.21
crore were spent on industrial infrastructure
development in the state.
27 new industrial
zones being
established
A scheme has been sanctioned to establish
fully equipped industrial zones on 7675
hectares at 27 places in the state at a cost of Rs.
3022 crore during the 12th Five-Year Plan
period. Its beginning has been made with com-
pletion of Crystal IT Park at Indore costing Rs.
99 crore 21 lakh. Works costing Rs. 375 crore
are underway on 1038 hectares in 12 industri-
al zones including Acharpura, Bangroda,
Jambar Bagri, Rudhi-Bhavsingpura, Ujjayani,
Sirsoda, Nemawar, Sitapur (Pahadi),
Readymade Garment Park Gadaipura,
Amkuhi, Bhoorkal, Khapa and Umaria
Dungaria. Besides, 6 industrial areas including
Apparel and Pharma Cluster Tajpur, Maihar,
Sitapur (Pahadi) (phases 2), Namkeen Cluster
and Babai costing Rs. 240 are in the tender
process. For the first time in the state, infra-
structure upgradation project costing Rs. 481
crore has been sanctioned for 7556 hectares in
13 existing industrial zones by the cabinet dur-
ing 2012-14. Land development works costing
Rs. 351 crore 57 lakh have been started on
4441.89 hectares in 7 industrial areas includ-
ing Mandideep, Govindpura, Pithampur, Polo
Ground Sanwer Road and Siddhgawan and
Maharajpur. Tenders have been invited for
works costing Rs. 129 crore for infrastructure
development works in 314 hectares in 6 other
industrial areas Malanpur, Maneri, Richhai,
Satna, Puraina and Dewas. In the state, indus-
trial infrastructure development works are
undertaken by offices of Audyogik Kendra
Vikas Nigam at Indore, Gwalior, Bhopal,
Jabalpur and Rewa.

27 new industrial
centres being
developed in state
: In an effort to enhance the tourism sector, the Ministry of
Tourism has identified 50 tourist circuits across the country such
as cruise tourism for Goa and core Buddhist circuit for develop-
ment, among others. It has also included pilgrimage circuits like
Varanasi Ghat which will help augment the initiative undertak-
en to reinstate the sanctity and development of the holy city.
This was disclosed by Minister of State for Tourism and
Culture, pad Yesso Naik during an interactive meeting organized
by the Confederation of India Industry (CII) in Goa recently. In
order to attract a large number of foreign tourists, India will be
positioned as a global brand by making travel hassle free and
user friendly through implementation of e-visa. The system will
be introduced in a phased manner at nine airports in the country
including Goa very shortly, he said.
On the other hand, Co-Chair of CII National Committee on
Tourism, Arjun Sharma emphasized that for India, to achieve its
goal of attracting 12 million foreign tourists annually, and to com-
bat issues pertaining to taxation, visa, infrastructure and other
concerns, the government and private sectors need to collaborate
and work together to achieve the set targets and help India
become a major tourist destination. CII suggested the creation of
an empowered National Tourism Board comprising of the govern-
ment, public and private players who can work in partnership.
These included activities like step by step approach and deliber-
ation over the existing suggestions of cost of visa and its link to
reciprocity, simplifying visa form and procedures, improvements
in visa processes, exempting hotels and tour operators from serv-
ice tax on foreign exchange earnings. This will help alleviating
the problem of multiplicity of taxes at various levels and will help
the sector prosper and become a major foreign exchange earner
for India, it said. The federation also suggested the creation of a
task force on cleanliness and security and engage ex-servicemen
who can provide insights to make an impact. Also, commercial
tourist vehicles can make use of smart cards to facilitate seam-
less travel through state borders.

The most powerful predictor of
poverty in India is surprising. It
isn't caste. And it isn't illiteracy. It
is landlessness. More than 2 crore
poor rural families across India
own no land, and millions more
lack legal rights to the land they
work and live on.
Landlessness contributes to
many of the social ills associated
with poverty: malnutrition, illiter-
acy, conflict, child marriage, and
women's disenfranchisement. It
thus casts a shadow over the
prospects of both individual fami-
lies and the nation. Landless dont
get the benefit of many govern-
ment schemes and they are also
not entitled to get compensation in
case of crop failure as they dont
legally own the land they culticate.
So who are the landless? For
the most part, India's rural land-
less are day laborers and tenant
farmers. Demographically, the
landless population spans ethnic
groups, age, and geographic loca-
tion. The rural landless work for a
variety of employers, from individ-
ual landlords to large corporate
farms, and usually have no way to
escape grinding poverty. Neither
do their children: rootless families
often migrate with the seasons,
keeping their children out of school
and in the fields to supplement
family income.
A second landless group, farm-
ers who tend and live on small
plots of land that they do not offi-
cially own, is no better off. Studies
show that there are tens of mil-
lions such farmers who lack legal
ownership of their plots. Many of
India's tribal communities, for
example, have worked on the same
farmland for decades but lack a
secure title. Accordingly, many of
them are hesitant to make long-
term investments in their land.
Costly projects, such as planting
trees or building a well, a green-
house, or a permanent residence,
are unthinkable because these
farmers cannot be sure they will be
around to reap the benefits. Such
farmers are doubly challenged.
Without a legal title, they often
cannot obtain government credit or
enroll in poverty alleviation or
agricultural extension programs --
state initiatives that are meant to
help them. Avariety of studies cap-
ture some of the potential benefits
of secure land rights, such as a 60
percent increase in agricultural
production and a 150 percent
increase in family income. The
impact on women is particularly
dramatic. A study in Kerala, India,
found that when women have legal
control over land they are seven
times less likely to experience
domestic violence.
Over 2 crore landless families
fail to benefit from govt schemes
On a summer afternoon in July
2013, Rupa and Laxmi, both 22,
stood huddled quietly at one cor-
ner of the sprawling lawns of the
supreme court of India, under the
shade of a mango tree. They were
waiting for the outcome of a pub-
lic interest litiga-
tion (PIL) that
Laxmi had
filed. Both
women had
survived acid
attacks:
Laxmi
was
attacked in 2005, Rupa in 2008.
The PIL sought a ban on the sale
of the toxic liquid.
That day ended on a happy
note: thanks to the PIL and
relentless prodding by the courts,
the central government said it
would treat acid as a poison and
apply the Poisons Act 1919 to reg-
ulate its sale. The reclassifi-
cation meant that shops
would need a licence to sell
acid, buyers
would
have to submit a photo identity
card, and sales were banned to
anyone under 18. There was a
flurry of media reporting on the
case and the states promised to do
their bit for survivors. Over the
past 12 months, Laxmi has
become a celebrity of sorts: she
has received national and interna-
tional prizes, including the
International
Women of Courage
Award,
presented by US first lady
Michelle Obama. She frequently
takes part in talk shows on
womens issues and recently, she
and four others, including Rupa,
modelled for a photo campaign
against acid attacks.
Unfortunately, little has changed
on the ground due to the tardy
implementation of the new laws
by the states. Few have taken
notice of the sales restric-
tions or paid survivors
compensation, which is
mandatory under a par-
liamentary law passed
in April 2013. Acid is
still widely available in
markets. The result
has been a continu-
ance of acid attacks
against women and
men. In July, the
Supreme Court once
again expressed concern
over the growing number
of attacks and repri-
manded states for
their lax
response.
According to Stop
Acid Attacks (SAA), a group based
in Delhi that works with survivors
and has collected data on the
crime, most attacks in India are
against women aged between 21
and 30 (76%); 83% of attacks hap-
pen in public places; 70% of vic-
tims are women; 75% of the sur-
vivors have 21-40% burns; and
many attacks occur because
women have rejected mens
advances (51%). The National
Crime Records Bureau has begun
to record attacks but the data is
not comprehensive; it estimates
that there are up to 1,000 attacks
a year. According to SAA, the cen-
tre has received more than 200
reports of attacks since January
2013, although it suspects that
the real number is much higher.
There has been no concerted
effort to stop acid sale. Its freely
available even in Delhi, says
Ashish Shukla, a member of SAA.
We could never meet the [previ-
ous] home minister. Even the new
minister does not seem to have
time for us. Regimes change but
the attitude towards these crimes
doesnt.

minister Manmohan Singh, who
was often ridiculed for not using
his voice box despite number of
charges against him with regard to
high corruption in his government,
now needs to break his silence.
The latest assault has come
from former Comptroller and
Auditor General of India Vinod Rai
who, in an interview, alleged that
former PM Manmohan Singh was
fully aware of the 2G and the coal
block allocation scams in his gov-
ernment, but had turned a blind
eye to it, choosing to do nothing
when he could have changed the
course of things by putting his foot
down.
There is no word from Singh.
But as things stand today, Singh
finds himself pushed into a corner
where speaking out would be as
damaging as not speaking -- both
to him and whatever is left of his
image, as well as to the Congress
and party chief Sonia Gandhi,
without whose direct or indirect
knowledge he could not have pro-
ceeded or closed his eyes to what-
ever was happening in his govern-
ment.
Curiously, the entire Congress
party has sprung up, not so much
to defend the former prime minis-
ter but to rubbish Rais state-
ments. This is due to the unstated
attempt to prevent the fires that
are closing in on the former prime
minister from spreading to 10
Janpath -- a synonym for Sonia --
who too could not but have been
aware of what was happening in
the corridors of power. The first
and preeminent article in the
Congressmans behaviour is to pro-
tect the fountainhead in the party-
-in this case, Soniabecause on its
existence depends their own sur-
vival. This is perhaps one of the
three major reasons why Singh
may continue with his silence.
Cynics would interpret this as his
way of saying thank you to the
Congress president for making
him the prime minister for 10
years. Never mind the fact that he
stepped into South Bloc in 2004 as
an icon of the middle classes, and
went out in 2014 as a failed leader,
his personal integrity severely
compromised by his failure to pre-
vent corruption that bled the
exchequer and debilitated the gov-
ernment.
The Congress, like Sonia, had
to pay a heavy political price for
failing to intervene. But for every
reason on why Singh may not
want to break his silence there are
equally compelling reasons why he
should, and must.

expectations, Samajwadi Party
staged a remarkable comeback in
the state. Terming the party per-
formance as defeat of communal
forces, an upbeat CM Akhilesh
Yadav said, "People of the state
have given a befitting reply to the
communal forces and have
expressed intention that they need
harmony and brotherhood."
The Chief Minister thanked
people of the state for "failing" the
communal powers. "Communal
forces tried to gain mileage by
spreading hatred, but the people
by their power of vote defeated
them," he added. Akhilesh said
the SP Government in the state
only concentrates on development
works and has been working in
this direction from day one and
after by-polls it would continue to
work more responsibly. We want
to thank the people that at such a
time, they have supported the
Samajwadis and the direction in
which the SP wants to take the
state," Akhilesh said.
Facing reverses in some seats
in the Assembly bypolls, the BJP
said the results in some places
were not according to its expecta-
tions and people voted on local
issues. "We have won in many
places and at some place; the
results have been not up to our
expectations. These by-polls have
been fought over local issues and
in places where the state govern-
ments have full majority," BJP
spokesperson Shahnawaz Hussain
said in Lucknow.
Sheila Dixits comment on formation of Delhi

views on the stalemate in Delhi.

Mohammed Khan is not reluctant to
come out in the open. "If they (BJP)
think they can form the government,
they must prove their majority and
end the confusion," said Khan. This
comes as a shot in the arm for the
pro-Sheila lobby which has been
maintaining that she had only voiced
the concerns of sitting MLAs. With
some MLAs openly backing the three-
time chief minister of Delhi, the dis-
connect between the party high com-
mand and the MLAs on this tricky
issue is clear. Even though a few sen-
ior leaders agree with the feelings of
their MLAs, the high command has
so far maintained that since no party
has a clear majority, there should be
fresh elections in the state. Senior
party leaders were seen distancing
themselves from Sheilas statement,
but all that is changing fast.
"If we could have the AAP forming
a minority government, then the BJP
can also be given a chance," said
Naseeb Singh, former MLA and now
All India Congress Committee (AICC)
secretary. The silence of two MLAs,
Devendra Yadav and veteran leader
Jaikishan, on the matter is being
seen as support to the no-election

Incheon Asian Games: Qatar forfeit
basketball game in hijab row
Incheon: The
Qatar women`s
basketball team
refused to play
in their Asian
Games group
match against
Mongolia on Wednesday after being refused permis-
sion to wear the hijab.
A spokesperson for the Incheon Asian Games
(IAGOC) said the players had been asked to remove
the Islamic scarf before the game at Hwaseong
Sports Complex but had refused. "As far as I know
it`s an issue of the international
basketball federation, not the
Asian Games," the official told
Reuters. According to
International Basketball
Federation regulation 4.4.2,
among the items that are prohib-
ited on court are: "Headgear, hair
accessories and jewellery".
Qatari player Amal Mohamed
A Mohamed said they had been
assured they would be able to
wear the hijab before they came
to the Games in South Korea.
"Before attending the Asian
Games, we were told that we
would be able to participate in
matches by wearing a hijab," she
said. "However, the organisers of the Asian Games
said to us that players with the hijab cannot play
todays match. "Since we cant take that off to take
part in the match because of our religion, we just for-
feited the match with Mongolia." Mohamed was con-
fused about why the scarf had been banned.
"I just dont understand why were not allowed to
play with the hijab. I dont think the hijab is danger-
ous, and negatively influences the match or other
players. "Weve attended many international compe-
titions in Indonesia and China. Therefore, we will not
attend any games in this Asian Games unless the
officials change their decision."

young bowler Akshar Patel for coming good when the
team needed it the most, saying that the tailender's
knock enabled Kings XI Punjab to defeat Barbados

Main Hoon Rajinikanth.
He said the film might
defame him and upset
his large fan base. In his
petition, Rajinikanth
said he has never
endorsed any film or
product using his name
as it might mislead his

interim stay on the
release of the film with
the title and content.
"Rajinikanths acting,

tributed to his mass pop-
ularity, which he has
attained over the years
through his larger-than-
life appearances, signa-
ture dialogue delivery
and age-defying stunts
in his films," read the
petition. "Rajinikanths
popularity is likely to
mislead his fans into
believing that Main
Hoon Rajinikanth has
been approved by him. It
is to prevent such hyste-
ria and confusion among
public, he has always
chosen to stay away from
endorsing any film or
product," said the peti-

Health Ministry to take up anti-noise pollution initiatives

Minister, has stressed the need for
enforcing statutory standards prescribed by
the Central Pollution Control Board (CPCB)
and directives issues by the Supreme Court
to prevent noise pollution. Globally, noise
has emerged as the single biggest cause of
disability in the workplace.
Successive governments have skirted
the real issue by addressing the noise men-
ace as just another nuisance. Our delaying
of a specific legislation is part of a larger
mistake of not providing for adequate envi-
ronmental safeguards before embarking on
rapid industrialisation, the Minister said
while inaugurating the 13th annual confer-
ence of the Association of Otolaryngologists
of India (AOI), Kerala branch, in
Perinthalmana in north Kerala today.
Health Minister, Kerala, V. S. Sivakumar
was also present during the function. More
than 700 specialists attended the event.
Describing noise pollution as a modern
plague, Dr Harsh Vardhan lauded Kerala
chapter of AOI for being at the forefront of
the National Initiative for Safe Sound
(NISS). It is a welcome development to see
ear-nose-throat (ENT) specialists like myself
ending the silence over noise pollution.
The high level of awareness among people in
the state on the issue is due in the most part
to the awareness campaigns undertaken
over several years by AOI, he remarked.
Dr Harsh Vardhan said, As profession-
als you encounter daily the effects of noise
pollution on patients. I remember in my
early years in ENT practice, it was relative-
ly uncommon to have a patient with hearing
adverse impact, but in recent years even
youngsters have started coming with
impairment caused by noise hazard. Dr
Harsh Vardhan announced that he is in the
process of constituting a high-level expert
group to recommend standards of accept-
ability of environmental sound levels. The
Ministry would make them the basis of a
new legislation, he stated. The only instru-
ment with law enforcers at present, the
Noise Pollution (Regulation & Control)
Rules, 2000, developed by CPCB is supposed
to be enforced by local police units all over
India. But there is little public awareness
about them, the Health Minister noted.
Another initiative was the setting up of
the countrys first and till date only
Department of Environmental and
Occupational Health at New Delhis
Maulana Azad Medical College. A concept to
set up one such department in each new
upcoming AIIMS of the country is now being
considered for implementation, the Health
Minister said.

Production of most of Kharif
crops likely to decline

Estimates for 2014-15, area
coverage under most of the crops
during current kharif season has
declined due to delayed/deficient
rainfall. Erratic rainfall and dry
spells in several parts of the coun-
try have also impacted productivi-
ty of crops. Due to lower area cov-
erage and productivity, production
of most of the crops is expected to
be lower than their record produc-
tion levels achieved during the last
year.
However, these are prelimi-
nary estimates and do not take
into account the positive impact of
rainfall of September 2014. Also,
as per past experience, the first
advance estimates reported by
states are generally conservative
and subsequently undergo upward
revision. Total production of Kharif
Foodgrains is estimated at 120.27
million tonnes which is lower by
8.97 million tonnes as compared to
record production of 129.24 million
tonnes of foodgrains achieved dur-
ing Kharif 2013-14.
Production of kharif Rice esti-
mated at 88.02 million tonnes,
though lower by 3.67 million
tonnes as compared to last years
record production of 91.69 million
tonnes, is higher by 1.34 million
tonnes than its 5 years average
production. Delayed arrival of
monsoon impacted sowing of
Jowar, Bajra and Maize in some
major States such as Andhra
Pradesh, Gujrat, Karanataka,
Maharashtra and Rajasthan, lead-
ing to significant decline of 18.56
lakh hectares in the overall area
under kharif Coarse Cereals than
the last year. Decline in area has
adversely affected production of
above crops, leading to decline in
the total production of kharif
Coarse Cereals, which is estimated
to be lower at 27.05 million tonnes
as compared to 31.53 million
tonnes during 2013-14. Decline in
area under Tur and Moong has
also affected production of Kharif
Pulses which is estimated at 5.20
million tonnes as against their pro-
duction of 6.02 million tonnes dur-
ing Kharif 2013-14.
Among Oilseeds, on account of
decline in area and productivity in
Gujarat, total production of
Groundnut in the country has suf-
fered considerably and declined to
5.02 million tonnes as compared to
its record production of 7.81 mil-
lion tonnes during 2013-14.
Production of Soyabean estimated
at 11.82 million tonnes is also
marginally lower than the last
year. Due to setback in the pro-
duction of above two major
Oilseeds, total production of
kharif Oilseeds is expected to
decline to 19.66 million tonnes i.e.
2.75 million tonnes lower than
their record production of 22.41
million tonnes achieved during
Kharif 2013-14.
Production of Sugarcane esti-
mated at 342.79 million tonnes,
though lower by 7.23 million
tonnes than the last year, is higher
by 5.40 million tonnes than its
average production. Production of
Cotton estimates at 34.62 million
bales (of 170 kg each) is also lower
by 1.97 million bales than its
record production of 36.59 million
bales during 2013-14 but higher by
2.02 million bales than the average
production.
Production of Jute estimated
at 10.87 million bales (of 180 kg
each) is also marginally lower than
its last years production but high-
er than the average production of
last five years.
