Invitation for Bids (IFB) Loan No. and Title: 3096-PAK: Power Distribution Enhancement Investment Program, Tranche-IV Contract No. and Title: ADB-Tranche-IV-IESCO-01-2014 (ICB): Procurement of 132kV Grid Station Equipment Deadline for Submission of Bids: 28 October 2014; 11:00 hours 1. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Power Distribution Enhancement Investment Program, Tranche- IV and it intends to apply part of the proceeds of this loan to payments under the contract for Procurement of 132kV Grid Station Equipment. 2. The Islamabad Electric Supply Company Limited - IESCO (the Purchaser) now invites sealed Bids from eligible Bidders for the following Procurement in six lots. The bidder shall quote for the entire quantity of any lot. Package Lot Description of material I 132/11.5KV, 31.5/40MVA Power Transformers II 132kV Circuit Breakers and Isolators (Disconnectors) III 132kV Current Transformers and Lightening Arresters IV Control, Relay and 11kV Panels V Cables and Conductors 1 VI 132kV Grid Station Allied Material 3. International Competitive Bidding (ICB) will be conducted in accordance with ADBs Single Stage, One-Envelope procedure and is open to all Bidders from eligible source countries. 4. Bidders shall meet the following qualification requirements: (a) To be awarded a contract for any number of lots, the bidder must have at least five (5) years manufacturing or supplying experience of similar equipment with the same or higher rating and capacity. The equipment manufactured or supplied by the bidder, with the same or higher rating and capacity, must have three (3) years of successful continuous operational experience for at least 80% of the quantities to be procured under this tender. In case of JV, at least any one partner should fulfill the above mentioned experience pertaining to the individuals obligation(s) in respect of manufacturing or supplying as per JV agreement between the parties (draft JV agreement shall be provided with the bid). ADB-IESCO/TR-IV/ICB-01 2 (b) The bidder should have sound financial status. In order to determine the same the bidder shall provide its up-to-date financial statements i.e. audited balance sheet, income statement, and cash flow statements for the last three (3) years. The difference between current assets and current liabilities should be adequate enough for smooth execution of the subject contract and the bidders net worth calculated as a difference between total assets and total liabilities must be positive for last three years. In this context the bidder is required to fill in the relevant forms given in SectionIV of the bidding document and submit the same with the bid. 5. Interested eligible Bidders may obtain further information from Islamabad Electric Supply Company and inspect the Bidding Document at the address given below, from 9:00 am to 3:30 pm, Monday to Friday. 6. The Bidding Document, in the English language, may be purchased by interested bidders from 15 September, 2014, on the submission of a written application to the address below and upon payment of a non-refundable fee of Rs. 10,000 or US$ 100. The method of payment will be by cash / bank draft, from any scheduled bank of Pakistan or from an international bank having its branch in Pakistan, in favor of Islamabad Electric Supply Company, IESCO Headquarter, St. No. 40, G-7/4 Islamabad, Pakistan. The documents may be collected in person or may be sent by express airmail for an additional fee of Rs. 2,000 for domestic delivery or US$ 100 for overseas delivery. No liability will be accepted for loss or late delivery. 7. Bids must be delivered to the address below at or before 11:00 hours, on 28 October, 2014. All Bids must be accompanied by a Bid Security as described in the Bidding Document. Late bids shall be rejected. Bids will be opened in the presence of the Bidders representatives who choose to attend at the address below, immediately after bid submission deadline. 8. The Islamabad Electric Supply Company Limited will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids. 9. In the comparison of Bids, ADBs Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
