General scope( li)itations and ai) of this guidance for notified *odies
The Construction Products Regulation (CPR) is based on the use o harmonised technical
s!eciications" and these oten re#uire the in$ol$ement o a conormit% assessment bod% to
demonstrate com!liance& 'uch bodies must be designated b% the (ember 'tates as notiied
bodies ()*s)& CPR +rticles ,3(11) and -- re#uire the ormation o a grou! o notiied bodies" and
that )*s should !artici!ate in its .or/& +rticle ,3(11) states that the notiied bod% 0shall a!!l% as
general guidance the administrati$e decisions and documents !roduced as a .or/ result o that
grou!1& The 2)*3CPR is the grou! reerred to b% +rticle ,3(11)&
This !osition !a!er contains guidance or notiied bodies ()*s) in$ol$ed in the assessment and
$eriication o constanc% o !erormance o construction !roducts or their 4PC to harmonised

rele$ant harmonised technical s!eciications& This !osition !a!er should not contradict nor e:tend
the sco!e o the .or/ and role o a )*" nor im!ose additional burdens on the manuacturer" be%ond
those laid do.n in the CPR and the rele$ant harmonised technical s!eciications&
This guidance should be considered $alid until guidance rom the Commission has changed on

It is recommended that CPR is left untranslated
The *R does not s!ecify the language to be used for the certificate, and so the certificate may be in any
language agreed bet%een the manufacture and NB" The manufacturer might require the certificate to be
in the language or the languages acce!ted in the /ember State+s, %here the !roduct is made a$ailable"
0o%e$er, the acronym 1*R2 is %idely recognized as standing for the onstruction *roducts Regulation,
and so for clarity it is recommended that the characters 1*R2 are left untranslated in the certificate
number"

CE marking method used if relevant for the technical specification
/any technical s!ecifications for structural !roducts s!ecify methods of determining !ro!erties relating to
the essential requirement for mechanical resistance and stability that include determination according to
the Eurocodes, as %ill be e3!lained in the !lanned EN guide" These are commonly described as
/ethod 4, /ethod 5 and /ethod 6 +sometimes subdi$ided into /ethod 6a and /ethod 6b," #f the
technical s!ecification !ermits more than one method, the certificate should ma7e clear %hich method+s,
the NB is certifying"

Coded format for place of production
The !lace+s, of !roduction of the !roduct should be identified for reasons of traceability" 0o%e$er, this
may be gi$en in a coded format" +These manufacturing !lant details may identify !articular !roduction
units, lines or facilities",

ommission Decisions ma7e clear that %hen !roducts are sub8ect to cumulati$e (9*, a NB is only
intended to certify the essential characteristics sub8ect to the rele$ant (9* systems" 0o%e$er, this may
not be e3!lained clearly in the (nne3 :( of a harmonised standard" #f a NB is certifying only certain
essential characteristics, it is recommended that the NB states these characteristics before the %ord
1!roduct2 or 1!roducts2" ;or e3am!le<
essential characteristic of reaction to fire for the product
Some !roducts combine certification of constancy of !erformance of the !roduct for reaction to fire %ith
certification of conformity of the factory !roduction control for other characteristics, in %hich case the NB
%ill need to %ord the certificate %ith great care to ensure it reflects accurately %hat is being certified" #n
difficult cases, the notified ;* certification body should consult the sector grou! concerned, %hich might
consider drafting a !osition !a!er that includes ad$ice on %ording to include in a certificate for the rele$ant
!roduct"
