0he Asian *uman Rights Commission is concerned on the arbitrary arrest o Dr
Chandra Kant Raut at 2:#3 P1 on #$ "eptember &'#( by the 1orang Police6

Doctor Raut holds a PhD rom the Cambridge University% UK and wor,ed as a scientist
in the U"A prior to returning to Nepal to advocate or the rights o the 1adheshis% the
native and indigenous people o the southern plains6 *e has been advocating or
reedom o 1adhesh through peaceul and non=violent means in the capacity o
Central Coordinator o the Alliance or Independent 1adhesh !AI1.6
AI1 has been recently conducting interaction programs targeted mainly at raising
awareness about the history as well as the current political scenario o 1adhesh6 0hey
have been conducting these inormal programs in various districts o Nepal or the last
one month% and the participants attend the programs usually by invitation=only6 8ut in
many programs% oicers rom the Nepal Police and Investigation Department !and in
one program even army stas. were present% to which Dr Raut and his organisation
did not ob>ect and continued their program6 *owever% on #'th "eptember &'#(% in
8ardiya district% police personnel intervened in their program and as,ed the organisers
to stop that raising ear and panic among the participants6 +ater the police 5uestioned
several participants6 0hey even went to their homes% and reportedly attempted to
harass them6
Ac,nowledging that everyone has the rights to reedom o speech% movement% peaceul
assembly and association are the undamental rights o all human beings everywhere%
as also mandated by the United Nations Universal Declaration o *uman Rights% o
which Nepal is a signatory% we e?pect ac,nowledgement and assurance o our rights
rom the state and its agencies6
0he A*RC urges the government o Nepal to immediately release Dr Chandra Kant
Raut and "atyanarayan 1andal6 0he A*RC is worried about the physical saety o Dr
Raut and 1r 1andal6 0he A*RC ears possible torture% harassment and other ill
treatment during their arbitrary arrest by the 1orang Police6
