About the University

Tamil Nadu Open University (TNOU), the 1st State Open University and the 10th
Open University in the country, was established in 2002. This university aims at
benefitting the sections of people who have been deprived of and/or denied access
to higher education. The community of the deprived includes the destitute, the
physically challenged, the working men and women, the economically weaker and
marginalised people, and the drop-outs owing to various reasons. In nutshell, it aims
at reaching the hitherto unreached. Within a decade, since its existence, the TNOU
has remarkably catered to the learning needs of more than 5 lakh students with over
100 programmes, through 13 schools and 7 divisions. It has a well-knitted network of
student support services with 4 University Coordinating Centres (UCC), 152 Learning
Resource Centres (LRC), 165 Computer Programme Centres, 195 Community
Colleges, 10 General B.Ed. Programme Study Centres (PSC), 13 Special B.Ed.
Programme Study Centres, 9 Special Centres in Prisons, 33 Off-campus Centres,
3 Counselling and Psychotherapy Centres. In addition, the University has entered into
a MoU with EduKart for a Virtual Study Centre (VSC) facility.
School of Education
The TNOU offers Bachelor of Education (B.Ed.) programme in both English and
Tamil medium through distance mode for the in-service teachers. The 2 years
B.Ed. programme is approved by the National Council for Teacher Education (NCTE),
University Grants Commission Distance Education Bureau (UGC-DEB) and the
Government of Tamil Nadu. 1000 candidates are being admitted every year and
they pursue their degree course at the selected and approved 10 Programme Study
Centres (PSC) in various districts of Tamil Nadu and these PSCs are NCTE approved
colleges of education. Apart from that, the School of Education (SoE) offers M.Phil.
and Ph.D. research programmes in the regular mode (Part-time and Full-time),
adhering to the guidelines of the University Grants Commission since June, 2013.
The faculty of SoE are in constant touch with the latest developments in the field of
education as visualized by various National Commissions and Policies on Education
to become global centre of excellence. The SoE is regularly conducting International
and National level conferences, seminars and workshops in order to face with
confidence the challenges of education in the dynamic technological world.
A Glimpse of the Conference
Higher Education is a sub-system within the total education system in a country.
Higher Education contributes a major role in the national development, enriching
the human potential. At the same time, climbing on the pinnacles of higher
education and enjoying its benefit is not an easy task to achieve for a large number
of people in the country. The objectives of the national education system is the
attainment of competency of large majority of the people, appropriate skills and
desirable attitude that ensures establishment of a viable socio-economic base for
consolidating national freedom and advancement in the quickly progressing world.
Hence, the issue of excellence, equity and efficiency assume great importance in
higher education. Equity is complementary to social justice and has strong ethical
moral imperatives. Excellence in education is the context-bound concept about
quality of higher education. Efficiency has been perceived and measured in different
yardsticks. The efficiency of the higher education depends on the efficiency of the
higher educational institutions. Excellence, equity and efficiency are interlinked and
go hand-in-hand to the extent that one affects the other, in its positivity and negativity.
In the present education system, there are so many reasons challenging and thwarting
this smooth-sailing process.
To brace up a fight against these potential and emerging challenges, and standing
on the victory-stand with a winning pride is not going to be an ice-cream chewing for
many; rather a path of daunting challenges. In this context, active participation and
sharing their reflected and read-out insight thoughts in the international conference
would benefit teacher educators, researchers, policy-makers, students and all the
like-minded people aspiring to uphold the prestige of Indian higher education system
in par with international standards.
Our School of Education is proud of initiating and organizing this international
conference on Enhancing Excellence, Equity and Efficiency in Higher Education.

Call for Papers
The conference committee solicits research and conceptual paper presentations
that address the conference themes from diverse disciplinary, theoretical and
methodological perspectives. Academicians, Experts, Educational Administrators,
Teacher Educators, Educationalists, Teachers, Research Scholars, Students and
other interested persons are invited to submit their papers for presentation.
Guidelines to Authors
The authors should submit their manuscripts in English in single column as per the
following guidelines. Manuscripts must be original, unpublished, well organized, a
subject of interest and free from plagiarism. A quality and mistake-free language is
anticipated. Manuscripts submitted in other than the prescribed format will not be
accepted for publication. An exclusive special session would be arranged for those
who present their papers in Tamil, the Mother Tongue and they are requested to
submit their scripts in Bamini font.

The cover page should be placed at first separately including Title, Name
of the Author(s) and Institutional Affiliation. Each manuscript requires an abstract
of 150-200 words in a separate page. The abstracts should be informative,
comprehensive, succinctly summarize the major points of the paper, and the
authors summary and/or conclusions. Key words must appear after the abstract on
the same separate page and should not exceed 5 words. Papers without references
will not be reviewed. The papers in the reference list must be cited in the text in
alphabetical order in the APA format 6th edition.

The manuscript must be submitted only as word processed file to the organising
secretary as an email attachment to tnousoe@gmail.com. The Demand Draft should
be sent separately along with a hard copy of the email-sent article. No CD will be
accepted.
Publication
Articles will be shortlisted by peer-review process before the publication of
monograph with ISBN. The best 20 research papers will be published in the
Indian Streams Research Journal (Impact Factor: 2.15, ISSN: 2230-7850 and
Indian e-Journal on Teacher Education (ISSN: 2320 7566) free of cost. Papers
submitted after the last date will not be considered for publication. The papers of
participants who do not register before 31st October, 2014 would not be included
in the monograph.

Registration fee should be paid in the form of Demand Draft in favour of The Registrar,

Accommodation
No TA/DA will be provided. Conference kit, working lunch and refreshment will be
provided on the dates of the conference. Accommodation will be arranged only on
prior request and payment.

Location
Tamil Nadu Open University is situated in Anna Salai, Saidapet, Chennai. It is well-
connected through road and railways.
It is very near to Saidapet Bus Terminus and about 6 kms from Chennai Metropolitan
Bus Terminus (CMBT), Koyambedu, about 12 kms from Central Railway Station and
about 10 kms from Egmore Railway Station.
It is about 8 kms from Chennai International Airport.
Places to Visit
Chennai, the city situated at the Coromandel coast of Bay of Bengal is often recognized
as the Detroit of India and the Gateway of South. The fourth largest and one of the
prosperous cities of the country, Chennai is an attraction in itself. It is the capital
of the state Tamil Nadu, one of the four major metropolitan cities of India and fifth
most populous city of India. Previously this city was known as Madras. The city
has its own unique charm, which sets it aside from the rest of the big cities of the
country. The sightseeing tour around the ancient city of Chennai, will completely
sweep you off your feet. The picturesque beauty of the city includes beautifully carved
temples, serene beaches, colonial monuments such as Fort St. George, Freemasons
Hall, Senate House, Valluvar Kottam, Santhome Cathedral Basilica, Kabaleeswar
Temple, Kandaswamy Temple, Beaches like Marina, Covelong, Elliots Beach and
Mahabalipuram. Replete with airports, railways and diverse means of roadways, the
city of Chennai can be accessed from any corner of the world, easily and smoothly.
