India's state run international trading company Metals and Minerals Trading Corporation (MMTC) has invited
tenders from overseas sellers for purchasing another 10,000 tons of 25% broken white rice for delivery at the
Food Corporation of India (FCI) godowns in the North-Eastern state of Mizoram, according to a bid notice
posted on its website.
The MMTC is seeking delivery of the rice between October 15 - November 15, 2014. According to the bid
notice, the participants should submit their bids in terms of euro/ton and minimum quantity to be offered is
5,000 tons.
Last date for submitting bids is September 13, 2014 and the bidders are required to specify country of origin for
the quantity to be supplied.
Another state-run trader STCI has also invited tenders to purchase 10,000 tons of 25% broken white rice for
delivery in another North-Eastern state Manipur.
India has around 21.65 million tons (including a milled equivalent of about 6.65 million tons of paddy) of rice
in its central pool, much above the required buffer norm of around 11.8 million tons during this part of the year.
Despite having sufficient rice stocks, the Food Corporation of India (FCI) has decided to import rice due to
likely transportation disruptions from the proposed railway conversion works on a 220-kilometer line between
Assam and Tripura.

The State Trading Corporation of India (STCI) has invited tenders from overseas sellers for purchasing 10,000
tons of 25% broken white rice for delivery at the Food Corporation of India (FCI) godowns in the North-Eastern
state of Manipur, according to a bid notice posted on its website.
The STCI is seeking delivery of the rice between October 15 - November 15, 2014. According to the bid notice,

India, the world's second largest rice producer and exporter, has sufficient rice stocks in its central pool. But is
importing rice due to due to the transportation disruptions to be caused by proposed railway conversion works
on the 220-kilometer Lumding (Assam)-Badarpur-Agartala (Tripura) line. The line is said to connect the North-
Eastern States Manipur and Mizoram to the rest of the country.
Indias rice stocks in the central pool as of September 1, 2014 were about 21.65 million tons (including a milled
equivalent of about 6.65 million tons of paddy), down about 18% from about 26.604 million tons recorded
during the same time last year, according to data from the Food Corporation of India (FCI). The stocks are
much above the required buffer norm of around 11.8 million tons for this time of the year.

Indian Corporates Respond to Rice Bucket
Challenge

The Rice Bucket Challenge seems to have caught the
imagination of not just individuals and celebrities but
campuses and corporates as well. Across the globe, several
firms have taken up the challenge. However, the zeal to
donate rice was much more evident in the south Indian state
of Kerala.Known as God's Own Country to many a world
traveller, the land of swaying palms, mesmerizing backwaters,
tantalizing seafood and ethnic Indian flavours, the state has
responded wholeheartedly to the call for rice.The state's IT
companies housed at the Technopark (an earmarked area for
Information Technology firms to set up their office
complexes) came together for the Rice Bucket Challenge
recently. The employees collected a ton of rice and donated it
to 25 tribal families.
Infopark Chief Executive Officer (CEO) Hrishikesh Nair termed rice bucket challenge as a novel method to
help the needy. Prominent Indian English newspapers like The Hindu Businessline reported about the event
extensively.

India rice sellers lowered most of their quotes by about $5 - $15 per ton today. Pakistan rice sellers lowered
their quotes for broken rice by about $5 per ton to around $330 - $340 per ton. Other Asia sellers kept their
quotes mostly unchanged.
5% Broken Rice
Thailand 5% rice is quoted at around $425 - $435 per ton, about $25 per ton discount to Vietnam 5% rice
quoted at around $450 - $460 per ton. India 5% rice is quoted at around $435 - $445 per ton, down about $5 per
ton from yesterday and around $15 per ton premium on Pakistan 5% rice quoted at around $420 - $430 per ton.
25% Broken Rice
Thailand 25% rice was last quoted at around $350 - $360 per ton, about $55 per ton discount to Vietnam 25%
rice quoted at around $405 - $415 per ton. India 25% rice is quoted at around $390 - $400 per ton, about $20
per ton premium on Pakistan 25% rice quoted at around $370 - $380 per ton.
Parboiled Rice
Thailand parboiled rice is quoted at around $430 - $440 per ton. India parboiled rice is quoted at around $420 -
$430 per ton, down about $10 per ton from yesterday and about $20 per ton discount to Pakistan parboiled rice
last quoted at around $440 - $450 per ton.
100% Broken Rice
Thailand broken rice, A1 Super, was last quoted at around $310 - $320 per ton, about $30 per ton discount to
Vietnam broken rice quoted at around $340 - $350 per ton. India broken sortexed rice is quoted at around $330
- $340 per ton, down about $15 per ton from yesterday and on par with Pakistan broken sortexed rice quoted at
around $330 - $340 per ton, down about $5 per ton from yesterday.

Guyana Hopes to Clinch 120,000 Ton Rice Export
Deal with Ghana

Guyana is seeking to clinch a 120,000 ton rice export deal with Ghana, according to local sources.
Guyana's Agriculture Minister disclosed at a press
conference on Saturday that the government was
negotiating with an Africa country over exporting 10,000
tons of rice a month for one year, but did not specify the
country's name. Local sources say the Guyana government
has sent some samples of 5 - 25% broken rice to Ghana and
are awaiting their response. The Deputy General Manager
of the Guyana Rice Development Board (GRDB) told local
sources that both countries are negotiating over the deal are
they are trying to work-out the large-scale African market
at competitive prices. He however did not hint at probable
prices. He also noted that some West African countries have also expressed interest in buying Guyana rice.
Guyana, which is expecting a record harvest of around 614,000 tons in 2014 is targeting to export around
461,000 tons. The South American country exports about 70% of its annual rice production and has been in
search of lucrative destinations for its rice exports. Last month, Guyana has signed a five-year rice export deal
with Panama to supply 5,000 tons of rice per month beginning September to Panama.Guyana produced around
535,000 tons of rice and exported around 395,000 tons in 2013, according to the Agriculture Minister.
Venezuela, Haiti, Belize, Panama and few European countries are some of its traditional export destinations.
USDA estimates the country to produce 536,000 tons of milled rice in the MY 2014-15 (January 2014 -
December 2014) and export about 400,000 tons. The country's consumption needs during the year are estimated
at 130,000 tons. The UN's Food and Agriculture Organization (FAO) estimates Guyana to produce 570,000 tons
of milled rice and export around 460,000 tons in 2014.

Oryza U.S. Rough Rice Recap - Little Trading as
Buyers and Sellers

The U.S. cash market was muted today as both buyers and sellers remain firm and are waiting for prices to
improve. There are reports of field yields in some areas falling below what some farmers had anticipated;
however, it is still too early to tell if that will be the trend.As of today, most offers could be seen near $13.00-
$13.33 per cwt fob farm (about $287-$294 per ton) while bids unchanged around $12.50-$13.00 per cwt (about
$276-$287 per ton) for September-October delivery; however, there were no trades reported.

Philippines to Import 500,000 Tons of Rice through
G2G Deal

The National Food Authority (NFA) of the Philippines is considering to import 500,000 tons of rice through a
government-to-government (G2G) deal, according to local sources.The NFA has rejected all bids in a tender on
August 27, 2014 as the prices received were higher than their budgeted price of around $456.6 per ton. The
Philippines invited bids to import 500,000 tons of 5% broken rice.
The Presidential Assistant on Food Security and Agriculture Modernization told local sources that the NFA
Council has given its nod to import rice through direct purchase from a foreign government. He noted that the
NFA had sent invitations to Cambodia, Thailand and Vietnam to offer their prices. He added that the offers
would be made public by Monday, September 15.The Philippines government has decided to import additional
500,000 tons apart from the 800,000 tons imported in March 2014 in order to replenish NFA stocks following
the its decision to flood the market with cheap rice as well as to curb price hikes. The Philippines is expected to
import over 2 million tons of rice this year at zero-percent duty. Additionally, the private sector can import
around 350,000 tons at 40% duty under WTO quota.
USDA estimates the Philippines will import around 1.45 million tons of rice in 2014, including around 250,000
tons of unofficial rice imports, and the UNs Food and Agriculture Organization estimates the country to import
around 1.2 million tons of rice in 2014.

Futures Unchanged as Market Remains Dull ahead
of Large Harvest

Chicago rough rice futures for Nov delivery are seen unchanged at $12.445 per cwt (about $274 per ton) ahead
of floor trading in Chicago. The other grains are seen trading lower this morning: soybeans are currently seen
0.5% lower, wheat is listed about 0.8% lower and corn is noted about 0.8% lower. U.S. stock-index futures
fluctuated on Tuesday, with Apple helping lift Nasdaq 100 futures ahead of the consumer-technology
company's anticipated debut of a smartwatch. The National Federation of Independent Business said its index of

small-business optimism edged higher last month, with more owners expecting conditions to improve in coming

Outside of the U.S., the European Commission announced that Google would have to make more concessions
to settle a four-year probe into alleged violation of European competition rules. Europe formally adopted a
package of new sanctions against Russia late on Monday, but said their enforcement would be delayed to assess
the sustainability of the cease-fire in Ukraine. US stock indexes are currently seen 0.2% lower. Gold is currently
trading about 0.1% higher, crude oil is seen trading about 0.7% higher, and the U.S. dollar is currently trading
about 0.2% higher at 8:45am Chicago time.

Thailand Academicians Condemn Use of TDRI Rice
Research Report as Evidence by NACC

Academicians at the Thailand Development Research Institute (TDRI) have
condemned the National Anti-Corruption Commission's (NACC) act of citing a
TDRI rice research report as evidence in its investigations against the former Prime
Minister (PM), according to local sources. One of the authors of the rice research
report commented in his facebook page that the NACC being a responsible
organization involved in preventing corruption cannot use an academic work to
support its investigation purposes.He stated that though both TDRI and NACC are
referring to the same rice pledging scheme, the purpose of academic studies differs
from that of NACC investigation. While the TDRI strives to highlight problematic
issues within the policy framework, the NACC's duty is to find evidence of guilt of
corruption or negligence, he added.The author also noted that academic reports
may use some statistics to prove an assumption, these cannot be used by the NACC
to take legal action against anybody. He said the NACC should rather investigate
punish the guilty.
The Office of the Attorney General halted prosecution of the ex-PM saying it needs more evidences charges
against her. The NACC is entrusted with gathering more evidences to prove that she ignored warnings against
misdealing in the controversial rice pledging scheme, which brought losses of about 500 billion baht (around
