General requirements for OHTLs - S23101E1 17.9.2012 1 General requirements for overhead lines 2 General design requirements for overhead lines 1 General requirements for overhead lines The construction of overhead transmission lines including other works specified in the Contract program shall be carried out according to the design requirements, material and quality standards and work methods of this specification. Prior to construction the Client has contracted out the general design of transmission line. The results of this work are presented in the set of project specific General Design Documents (further referred as GDD) being part of the Tender documents. Survey of the transmission line route and support spotting are presented as a part of GDD and also the number of supports is defined. Support places are fixed and whenever changes to support spotting are needed those shall be documented with relevant calculations and drawings and presented to the Client for acceptance. The longitudinal profile is drawn in scale 1:200 in the vertical and in scale 1:2000 in the horizontal direction. The route map is drawn in scale 1:2000 covering 50 m on both sides of the longitudinal line. When the side slope is more than 1:25, the difference is shown at the distances of 6 m (110 kV) and 10 m (400 kV) (left and right sides) from the longitudinal profile. The Contractor shall verify correctness of the support spotting and make profile check survey, when needed. Length of the supports and possibly supports with leg length difference are shown also in support list. Design of leg difference is tentative. The Contractor shall be fully responsible for correctness and suitability of all design including preliminary design made by the Client, and all design shall comply with this specification, laws and regulations. All design calculations and drawings shall be submitted to the Client for approval. 2 General design requirements for overhead lines The line must be designed and constructed according to the provisions and laws valid in Finland for 50 years effective service period. The design principles of overhead lines are shown in European Standard SFS-EN 50341-1 Overhead electrical lines exceeding AC 45 kV , Part 1: General requirements - Common specifications and SFS-EN 50341-3-7 Overhead electrical lines exceeding AC 45 kV, Part 3-7: National Normative Aspects (NNA) for Finland. Further on in this Specification is used as a reference to EN 50341 both a.m. parts of the standard and all standards referred in and related to them. If the standards give inconsistent information, the precedence shall be as follows: Uniform European standards (SFS-EN standards) SFS standards corresponding to IEC standards IEC standards and publications of the CEE Other SFS standards In the absence of international standards or SFS standards, the standards of the manufacturer's country, if there is no conflict with the SFS 6001 and SFS 6002 In all cases, the Contractor shall inform the Client in the Tender which standards are followed for the materials, workmanship and tests. If standards are not written in Finnish or English, the Contractor shall make available copies of Finnish or English translation. If the design carried out by the Contractor needs communication with the authorities or technical permissions for railway crossings, waterway crossings or high support for example, these are included in Contractor's work. All permanent permissions, contracts and completion notices shall be applied in the name of the Client. The Contractor is responsible to correct free of charge any design mistakes or faults, which are found during the construction. In all respects, the generally accepted requirements and commonly recognised good practice for first-class design are to be adhered to. Each part of the overhead line to be supplied by the Contractor shall be of such construction and design as to ensure long and continuous service with high economy and low maintenance costs during the entire service life (50 years) of the line.
