&hortly after Independence the )overnment of
India decided, following a suggestion by $ate &ir
*+ ,+ -ose of the planning commission, that India
should be independent of imported commercial
e.plosives+ /ith the objective of setting up an
industry to supply these e.plosives, the
government approached the Imperial chemical
industries 0I,I1 $td+, $ondon for technical
assistance+
mission was sent out to India from I,I, Nobel
division, and )aslow, &cotland in 2343 with the
objective of assessing the technical problems
associated with setting up such a manufacturing
unit in India+ The mission traveled over 25+555
miles by air and 6,555 miles by road visiting
various sites, suppliers of raw materials and
government authorities+ mong the sites visited
were -angalore in &outh, 7alyan in -ombay
region, *abalpore, 7anpur, and sansole, &indhri,
8anchi and )omia in the -ihar9 -engal region+
%ther matters that were studied were the labor
position and communication system in various
places+
The site at )omia was suggested by Directorate
of industries and was the one eventually chosen+
-E
This site was chosen because of various favorable
conditions:
If map of India is divided into three it is seen
that 6;< of the= west and ;the remaining >;<
in the north9east thus, for most e total
e.plosives consumption occurs in the south,
25< in the north efcient distribution system,
the enterprise should be located in the north =
east section of the country+
The largest customer for commercial
e.plosives is the coal mining industry+ )omia
lies in the western end of -ihar = -engal
coal?elds+ These deposits occur the sallow
basins, and the future development is to the
west of )omia+ 'ast opencast mining sites are
already worked there+ Thus )omia was, as
situated in the center of the largest coal?eld
of the country+

$ooking at the map of India again, the sources
of raw material for the !.plosives Industry
may be seen+ Nitrocotton is obtained from
ruvankadu %rdinance @actory in the south,
mononitrototoluene and the cotton for safety
fuse from the -ombay region+ The vast
majority of the remaining reAuirements can
be obtained from the -ihar = -engal region,
however, and include glycerin, alcohol,
sodium carbonate, common salt, wood meal
for e.plosives and jute, cotton and potassium
nitrate for safety fuse, #acking material such
as paper, wa. and wooden cases are also
-=
obtainable in the area+ bout ;5 miles away,
liAuid ammonia is freely available at the sindri
fertiliBer factory and this is brought to )omia
in a special Ceet of rail tankers+
)omia site is very well suited for water and
power, being valley ,orporation and about D
miles from the huge -okaro about 25 miles
downstream from 7onar dam of the Damodar
Thermal #ower &tation = $argest in sia+
/ater is drawn from 7onar 8iver to the
factory point about 6 miles distant+
,ommunication is very good at )omia site,
the factory being about one mile from )omia
village on the -arkakana loop of the eastern
railway and about 65 miles from the grand
Trunk road linking ,alcutta to Delhi+
n adeAuate supply of unskilled labor e.isted
around the site and skilled labor were recruit
able from the nearby industrial belt of -ihar+
@ollowing the missionEs report, further
discussions took place between I,I and the
government+ Initially the government had
envisaged a 255< public sector enterprise
but lack of foreign e.change and other factors
eventually lead to this being modi?ed+ %n ;
Th
November 23;F, an greement was signed
between the government and ,I, setting up
Indian !.plosives $imited with 65<
government capital and G5< I,I capital+ The
-oard consisted of ?ve I,I and one
government director+

-<
ccess to the site was obtained in *uly 23;;,
building commenced in %ctober 23;; and the
factory was completed in three years+ The
#resident of India, Dr, 8ajendra #rasad,
inaugurated the factory on ;th November 23;G+
In *une 2333, I,I transferred its e.plosives

CAE TUDY
This company is one of the leading organi>ations in the field of semi
conductors. Its offices and design N manufacturing units are spread across all
the continents. It holds an employee base of nearly 55,000 people worldwide.
Fith its head office in ?urope, this organi>ation was established
appro#imately (5 years ago.
*spiring to be among the top 3 leaders in this field, this organi>ation, moved
once from position P 0 to position P 5 in (010, but later slipped to position P '
by (01(.
In an attempt to 4eep its innovation on the fore front, this organi>ation has set
up learning and people development, as part of its Human Besources team,
at every maQor location. This team constantly pursues technical training, soft
s4ills training and events in association with industry, with an obQective to
inculcate innovation and creativity from its employees.
*n important highlight of this organi>ation is that its employees are filing a
large number of patents and are thus seen as best brains. !uch people are
well rewarded by the management. * full fledged department is set at each
maQor location to support patent filing related matters.
!ince the products of this organi>ation are selling .uite well across industry,
the cash flow is .uite reasonable. This enables the managers to hire talented
people, pay good salaries and facilitate best office infrastructure, transport,
recreation and catering for its employees. 6uring the toughest of economic
situations faced by the entire world in (00', this organi>ation did not get
impacted much. Though, at that time, there was no salary increment for
senior managers, the Qunior people, however received certain salary hi4e.
!imilar was the case with its annual bonus.
C-
13. *lthough this organi>ation has high focus on semi conductors, it is yet to
prove a proactive approach towards innovative products. *s and when
other similar organi>ations step up to an innovation in semi conductors,
this particular organi>ation reacts to produce the same. Then, it wor4s up
to match what is already flooded into the mar4et by the competitors.
Beacting fast, some people are sent abroad to gather 4now how on the
latest technology, products with latest technology are bought from the
mar4et and researched thru reverse engineering. /eople are pushed to
design so called Runi.ueS products. High cost tech trainers are brought in
to provide a .uic4 training on the latest.
*ll this done, the competitors stay ahead. This story 4eeps repeating.
?very such reaction is used to capture some lessons learntT and
programme build to avoid that rush. *nd when the people are cooling their
heels from a run up to new product in the mar4etT the competition brings
up another surprise, before the newly RinventedS programme are yet to see
the light of the day.
* re.uest to figure out the root cause of this rat race was permitted by the
management. This medium permitted was to interview people and gather
their thoughts and reasons for this nonstop Qugglery. 6uring the given time
frame, nearly 20 people were as4ed to share their views on the lac4 of
proactive innovation. The roles of such people varied from directors, senior
managers, team leaders to developers. They were also re.uested to share,
what could be done in order to ma4e practical innovation a passion in the
employees. !ome chose to spea4 up and let their thought be noted downT
other preferred to thin4 thru in a relatively peaceful time and send their views
over email.
The collection had one most prominent matter, share in different words and
phrases by most of the participants to this survey. That was shortage of timely
orientation and training to upcoming technology. !uch a orientation and
C+
trainings e#istT though could be brought from developed countries at a high
cost. !ince, most of such innovation oriented programme from developed
countries face the ris4 of being impractical or not cost effectiveT the ris4
associated with investing money in Rstill under researchS orientation or training
is also high. The only safe way, thus, is to wait and watch the new research to
give industry viable results.
12. This is e#actly when the competition ta4es a leapT they ris4 their money,
effort and time in such under research orientation and training from high
cost scientists from developed countriesT either by sending their cream
people for few months there or by invent the e#perts to their organi>ations
for in house debriefing and on the Qob learning sessions. %ot that
everything goes on successfullyT .uite a few of such research goes into
thin air. &ut that is the nature of ris4.
The summary of the findings from the survey participants was accepted
positively by the top management, though with some difficulty. &ecause it
meant a full turn in the current approachT as4ed for big ris4 ta4ing approach
and changing mindsets.
?ventually, the management has considered to share a part of its annual
budget for investing in proactive under research technology orientation and
training from scientists from developed countries. In order to communicate
this change in approach and attempting to motivate people, the recently held
.uarterly communication meeting for its employees worldwide, the chairman
of the organi>ation, in ?urope, announced the radical approach.
* post activity smaller survey from the initial set of 20 people, found that
everyone is now loo4ing forward to Qumping onto the fast trac4 and hoping to
see the organi>ation in the league of top 3 internally, in a matter of couple of
years.
