CONSTITUTION

of the
GRAYSON HIGH SCHOOL STUDENT COUNCIL

PREAMBLE
We, the students of Grayson High School, in order to develop democratic ideals; teach respect
for law and order; maintain the highest standards of cooperation, loyalty, and school spirit;
promote acceptance of all people at school; maintain positive communication and relationships
with faculty and administration; acts as liaison of student opinion; stimulate interests in all
worthwhile school activities; promote practices of good citizenship through active participation
in the coordination of student affairs of our school; do establish this Constitution for the Student
Council of Grayson High School.

ARTICLE I: Investiture
Section 1: The name of this organization shall be the Student Council of Grayson High
School. This organization shall hereby be referred to as the Student Council
(StudCo).
Section 2: The ultimate purpose of this organization is to govern the activities detailed in
the mission statement and preamble while abiding to the terms stipulated in the
Grayson High School Student Handbook.
Section 3: The Student Council is affiliated with the Georgia Association of Student
Councils (GASC), the Southern Association of Student Councils (SASC), and
the National Association of Student Councils (NASC).

ARTICLE II: Authority
Section 1: All power and authority of the Student Council are designated by the Executive
Board, the Advisors, and the Principal of Grayson High School.
Section 2: All major policy actions of the Student Council must be approved by the
Advisors and the Executive Board.
Section 3: The Executive Board shall exercise general control of the Student Council and
coordinate the activities of the organization in conjunction with the Advisors.
This board will be responsible to the School Administration.

ARTICLE III: Membership
Section 1: Every member of the Student Council must be a student in good standing with
the administration (has no history of OSS and has not served ISS in the past
school year), be academically eligible (3.0 GPA), be willing to adhere to the
attendance policy, and be willing and able to perform the duties of office.
Section 2: There shall be a maximum of 20 elected representatives of every class.
Section 3: If it becomes necessary to replace any position above Class Representative of
the Student Council, then an in-council election will be held. If a presidency is
vacated, the vice president will become president, and an election is conducted
for a new vice president. Replacements must meet the qualifications of that
office.
Section 4: APPOINTED MEMBERSHIP
There shall be a maximum of 2 appointed positions. To hold an appointed
position, you must be nominated by the President and confirmed by a two-thirds
(2/3
rd
) vote of the Executive Board. Appointed positions cannot vote.
Section 5: HONORARY MEMBERSHIP
Any student who serves as a GASC, SASC, or NASC officer shall be granted
honorary membership on the Student Council. The student representative(s) will
be member(s) of the Executive Board. The representative(s) do not have to run
in the general election.
Section 6: The duties of members are as follows:
1. Bring class wishes and suggestions to Student Council meetings
2. Represent Student Council to the rest of the school
3. Participate in all Student Council functions.
4. Meet point requirements for attendance at meetings and events each
semester.
5. Perform any special duties as assigned by the President or Executive
Board.

ARTICLE IV: Attendance
Section 1: Attendance to all meetings and events will be monitored on a point system
determined by the Executive Board.
Section 2: You may turn in acceptable excuses for missing meetings or events. Acceptable
excuses include illness or family emergency, preplanned trip, school related
absence, and work. All excuses must be written and signed by a parent or
employer.
Section 3: If you miss many events due to a long illness or some other long lasting
circumstance, a written letter of appeal explaining the situation should be
submitted to the Advisor.
Section 4: If you are removed from Student Council due to attendance or failure to follow
school or Student Council rules and policies, you will not be allowed to
participate in any more Student Council activities for the remainder of that year.
You will also lose the opportunity to run for an elected office the following year.
Section 5: Seniors who have met attendance requirements during the last quarter of their
senior year will be given a cord for graduation. Seniors that have previously
been on probation must have made up missed hours plus hours during the last
quarter before receiving a cord. Students that served on Student Council and met
attendance requirements for two years, but were not reelected for their senior
year, may also receive a cord if requested several months in advance.
Section 6: Executive Board members who have met their responsibilities for the year may
receive one Executive Board cord for the year of their service. Executive Board
members may have a maximum of one cord.

ARTICLE V: Officers
Section 1: The organization will consist of a faculty member residing as the advisor and
moderator, President, Secretary, Parliamentarian, Treasurer, Webmaster, Class
Officers, Class Representatives, and other positions as deemed appropriate by a
two-thirds (2/3
rd
) vote of the Executive Board. The presiding principal of
Grayson High School prevails over the entire Student Council.
Section 2: EXECUTIVE BOARD
A: The Executive Board is made up of at minimum the President, Secretary,
Parliamentarian, Treasurer, and Webmaster. The Executive Board may not
consist of more than 21 members.
B: The duties of Executive Board Members are as follows:
1. Discuss and oversee all events in which Student Council will participate.
2. Make any decisions that cannot be brought before the entire Student
Council.
3. Plan and run the annual retreat and/or lock-in.
4. Attend Executive Board Meetings.
C: The Executive Board shall serve as the Judicial Panel, with the President and
Advisors as co-chairs. Council members in jeopardy of being removed from the
Student Council or Executive Board will be able to attend their own hearing and
speak on their own behalf before the Judicial Panel votes. Judicial hearings are
closed sessions and cannot be discussed.
D: The Executive Board will annually review and set the policies of the Student
Council, including duties of the officers.

ARTICLE VI: Elections
Section 1: In order to run for a position as a member of the Student Council, students must
meet the criteria listed in Article II, Section 1.
Section 2: Students will have to complete a candidate questionnaire and collect
recommendations from their current teachers and 30 student signatures. Students
will campaign to be elected by the student body. The students will receive scores
for the three components of the election process (election, questionnaire,
recommendations). The Vote makes up 50% of the total score, the Questionnaire
25%, and the Recommendations 25%. The students with the highest scores will
be selected for the Student Council.
Section 3: The Student Body President must be a rising senior that has at least two years of
General Council experience or one year of Executive Board experience. The
student MUST be on Grayson campus for a full day during his/her term.
Section 4: Four equally weighted criteria will be used to select the President:
Recommendations, Student Body Vote, Student Council Vote, and Interview.
Section 5: Executive Board elections are based on two equally weighted criteria: Student
Council Vote and Interview.
Section 6: Elections for any position on the Executive Board must have a quorum and be
held on the same day of the week as meetings were during the previous Student
Council year.

ARTICLE VII: Meetings
Section 1: General Council Meetings may be called by the President or the Advisor. There
will be at least one General Council Meeting per month. An Advisor must be
present at all General Council Meetings.
Section 2: A quorum is defined as 50% of the voting body. Before a vote can be taken, a
quorum must be present. The President shall vote only on the case of a tie.


ARTICLE VIII: Parliamentary Authority
Section 1: On all parliamentary questions not specified in this Constitution, Roberts Rules
of Order shall be the final authority.

ARTICLE IX: Amendments
Section 1: Any student, teacher, or administrator may submit an amendment to the
Constitution. For a student other than a member of the Student Council to
submit an amendment, 50 signatures consisting of students and/or teachers are
required.
Section 2: The Constitution may be amended by a two-thirds (2/3
rd
) vote of the total
membership of the Student Council.
