Agenda 1 Status of Registration
of Births and Deaths:
The Deputy Chief Registrar explained about the
(1) Involving Angana- methodology followed to assess the level of
wadi workers and reporting and recording efficiency as per the
ANMs in the guidelines of the Registrar General of Census.
registration process: For the year 2007 the level of registration of
births was 91% and the level of registration of
deaths was 94% as against 87% and 95% for
births and deaths respectively in the year 2006.
In the rural areas the main problem for
registration of births and deaths was that the
Village Accountants who are the registrars at
the village level are often not available. After
discussions it was decided that the best way to
overcome the problem was to avail of the
services of Anganawadi workers, ANMs and
ASHA workers (where there are no
Anganawadi workers and ANMs) to give
information to the Village Accountants of birth
and death events. If this is to be achieved the
ANMs and Anganawadi workers have to
supplied with the printed forms and given
training regularly with regard to the
significance of the Civil Registration System
(CRS) and the manner of filling up of the
forms. The Taluk Level Coordination
Committee (TLCC) and the District Level
Coordination Committee (DLCC) should decide
the dates every month when the Village
Accountants should be present in the villages
and register the births and deaths on the basis of
the information and filled in forms given to
them by the ANMs or Anganawadi workers.
The functioning of the Anganawadi workers
and ANMs with regard to the Civil Registration
System should be discussed and reviewed in the
sectoral level meetings held by the Child
Development Project Officer (CDPO) at the
PHC every month and the problems if any
should be placed before the TLCC and the
DLCC.

The Village Accountants will however


continue to register births and deaths on the
basis of information given to them by parents,
etc and, as registrars, they are ultimately
responsible for the proper registration and
reporting of births and deaths.

2. Classification of districts by performance


in CRS:
The Chairman expressed surprise that
Udupi, Chickmagalur, Bangalore Rural and
Bangalore Urban districts had been classified as
districts where the level of registration of births
and deaths as well as the reporting was poor.
On the other hand, certain districts in North
Karnataka which otherwise fared poorly on all
parameters are shown as doing reasonably well
in the CRS. After discussion it was felt that this
was probably due to applying the State average
of the Sample Registration Scheme (SRS)
figures of births and deaths uniformly across
the State. Since the birth and death rates in
Udupi, Chickmagalur, etc were less than the
State average, the figures registered and
reported would also be less. It may therefore
not be correct to label the implementation of the
CRS as ‘poor’ in districts such as Udupi. On
the other hand, it is necessary for the
Directorate of Economics and Statistics to
analyse the statistical data which they collect
and do sample checks wherever necessary to
corroborate. It was decided that the Directorate
of Economics and Statistics should do a study
of the CRS in Udupi district in order to check
whether all the birth and death events are
recorded and reported. The manner in which
this recording and reporting is done should also
be studied.
