1 EXECUTIVE SUMMARY

PETROM have issued a reimbursable engineering contract to WorleyParsons to provide
a Front End Engineering Design (FEED) and EPC ITT documentation for the Central and
East Region OSPS Facilities consisting of 284 Parks contained within 23 Projects (22 in
Central Region and 1 in the East). In addition, Pre-feasibility Studies leading to future
FEED design work are to be carried out on 92 Parks (contained within 15 Projects) for
the Western Region as well as for 45 Tank Farms in the three regions (2 in the Eastern
Region; 38 in the Central Region; and 5 in the Western Region).

1.1 Project Outline

The Project Scope is comprised of the modernisation or abandonment of existing Park
facilities. Modernisation consists of complete replacement of the existing Park facilities,
sized to present production capacities. The Park facilities will be designed to be of
modular construction, the modules to consist of PETROM design for manifold only
(PMAN) or one of five metering point (MP) designs as put forward by PETROM.
In addition, there are five Metering Point Production (MPP) designs covering 20 Park
facilities in the Central and East Regions that are to be evaluated for abandonment,
modernising, upsizing or downsizing in addition to others in the Eastern Region that are
to be identified. Given the size and complexity of these facilities, only partial
modularisation is expected.
Work on the West Region Parks will culminate in a Pre-feasibility Study following a
detailed data gathering exercise and verification of the same. There are 92 Parks
contained in 15 Projects that will be assessed for upgrade or abandonment.
The 45 Tank Farms are to be examined for upsizing, downsizing, modernisation or
abandonment and will also culminate as a Pre-feasibility Study.
The scope of work begins at the manifold inlet to the Park facilities and continues
through to the delivery points of the Tank Farms or MPPs; i.e. pipelines and wellheads
upstream of the manifolds upstream are not considered. However, interconnecting and
delivery pipelines will have to be considered in the overall assessment of the project.

2 SCOPE

This specification defines the minimum requirements for loads (forces and moments)
resulting from external pipework/piping system, to be allowed in the design of the
equipment process nozzles.
Unless otherwise indicated during the execution of the contract, the Purchaser/ EPC
Contractor will use these loads as the basis for the design and pipe routing.
The Supplier to note that the loads used in the design of his equipment shall be equal or
greater than those referenced in this specification.


2.1 Definitions
The Contractor is the party who carries out all or part of the design, engineering,
procurement, construction (EPC), commission or management of the project, or
operation or maintenance of a facility.

The Manufacturer/Supplier/ Vendor is the party who manufactures or supplies
equipment and services specified by the Contractor / Purchaser/ Company

The Company is the party who owns and operates the equipment.

The Purchaser is the party which buys the equipment and its auxiliaries for its own
use or as an agent for the owner.

The Inspection Authority is the party appointed by the COMPANY to ensure that
the equipment supplied conforms to the requirements of the Specification.

The word shall indicates a requirement.

The word should indicates a recommendation.

3 REGULATIONS, STANDARDS , CODES AND SPECIFICATIONS

All work specified shall be in accordance with the applicable sections of the latest
editions of the Regulations, Codes and Standards (and their current amendments), listed
below or referenced in this specification, except where modified or supplemented by
requirements noted in this specification.

3.1 Units
The S.I. (System International) system of units shall be used as the official units
throughout all documentations with the exceptions as shown on data sheets and piping
specifications.

In general, the order of precedence for all design work shall be:

In the event of any conflict arising between the referenced documents, laws, codes and
standards, the more stringent shall be applied. Any deviation from the referenced
documents, laws, codes and standards shall obtain written approval from COMPANY.

4 ALLOWABLE LOADS

4.1 Pressure Vessels
This section defines the allowable piping loads acting on nozzles of process vessels (i.e.
columns, drums etc.), shell and tube heat exchangers.
The values in table 1 apply to the equipment of 150#and 300#pressure rating up to a
metal design temperature of 100C.
For the design temperatures (Td) between 100C and 250C, the tabulated values shall
be multiplied by (Td-20)/80. When the equipment pressure rating is 600#and above, the
values in Table 1 shall also be multiplied by a factor of 1.4.
When the equipment design pressure does not exceed 7.0 bar g the values in table 1
shall be multiplied by a factor of 0.8.
For design temperatures above 250C, the allowable nozzle loads shall be subject to
agreement between the Purchaser and the Supplier.
The loads defined in Table 1 shall be considered acting simultaneously with the design
pressure. Use of loads greater than listed in Table 1 shall be subject to agreement
between the Purchaser and the Supplier.

4.2 Compressors
Piping terminals and/or compressor nozzles at the edge of the compressor skid shall be
capable of withstanding loadings of 3 x NEMA SM23 (Clause 8.4.6).
Within the compressor skid package, nozzle loads acting upon the compressor housing
to be to suppliers standard and nozzle loads at compressor bottles attached directly to
the compressor shall be twice those supplier standard loads.

4.3 Pumps
For horizontal centrifugal pumps (both API 610 and non-API pumps) the loads on
nozzles of DN400 or less shall comply with the load criteria of 2xAPI 610 /SR EN ISO
13709 (Clause 5.5.3; Table 4). For nozzle size DN450 and larger, manufactures
standard shall be applied.
Forces and moments for vertical in-line pumps shall comply with the load criteria of 3x
API 610 /SR EN ISO 13709 (Clause 5.5.3; Table 4).

For positive displacement rotary pumps the loads on nozzles (of DN400 or less) shall
comply with the load criteria of 2 x API 676 (Section 2.4; amended 1999).

4.4 Air Coolers
Allowable loads acting on air-cooled heat exchanger header nozzles shall be 2 x those
specified in API 661 / ISO 13706 (Clause 7.1.10; Table 4) as a minimum.
On air-cooled heat exchangers rated higher than 300#, the loads shall be subject to
agreement between the Purchaser and the Supplier.

4.5 Equipment Packages
For Packaged Units, the Supplier shall ensure that the defined loads can be tolerated by
those terminal nozzles to which the Purchasers pipework will connect.
For equipment nozzles within the package (i.e. those which are piped by the supplier to
other nozzles in the same unit), responsibility lies with the supplier to ensure that no
equipment inside the package is over-stressed due to pipework loadings.
For nozzles terminating at a skid edge, the allowable nozzle loads shall be as those for
pressure vessels (see section 4.1 above).
For nozzles within a package, where termination is at an item of equipment (e.g. at a
vessel or a pump), the maximum allowable nozzle loads shall be as defined in the
appropriate Section 4.1 to 4.4 above.

4.6 Other Equipment
For items of equipment not mentioned herein, the allowable nozzle loads shall be subject
to agreement between Purchaser and Supplier.

5 COMPLIANCE
Suppliers shall confirm during quotation stage compliance with the forces and moments
stated in this specification.
Agreed loads shall remain fixed and firm and shall not be subject to alteration.
The nozzle loads for which the equipment has been designed shall be shown in the
suppliers drawings.
