Dear 48th District Candidates, I pose the following questions to you in writing, for your immediate
attention. Within the next several days I will also appear in person to capture your video responses to
the same questions. I will allocate two (2) minutes of video response for each question, and you may
feel free to use as much space as necessary to address the written questions. Please provide your
responses at this email address (kingcast955@icloud.com) on or before the Close of Business, 29 July
2014.

1. Right now you have what is basically a Court-ordered unfunded mandate for education. What are
your specific plans to address the funding mandate set forth by McCleary?

I believe the correct response to McCleary is to make education a priority in our general
budget. Any excess revenues should be diverted to education before any other
expenditures.

All new dollars spent on eduction should have a clear purpose. The first priority should
be to cover actual costs of required non-employee related costs. The econd should be
student service expansions as defined by lawmakers. The third priority should be
those expenditures necessary to shift to outcome based funding. what are we getting in
return for the money we are spending?

We must trade ineffective expenditures for effective expenditures as follows:

Revise compensation to de-emphasize credentials and longevity and emphasize
hours of service, difficult work, hard to fill positions and effectiveness.
Move emphasis away from funding extraordinary job benefits and toward
services and effectiveness.
Make tenure based upon continued effectiveness rather than longevity
Create incentives to contract for services competitively
Redefine the employee work year to include all work and expectations
We must remove pressure to divert fund from services to employee gains by prohibiting
local bargaining on issues of wage and benefit enhancements from levy funds for state-
funded employees. We must assure transparency regarding actual uses of levy fund
and state funds intended for non-employee related costs. Additionally, we can not
continue base policy on inaccurate assumptions.

In conclusion, I will respond to McCleary by increasing transparency and accountability
and by encouraging parental choice and options. As the justices ruled "Pouring money
into an outmoded system will not succeed." Merely increasing taxes on individuals and
small business to cover education budget shortfalls or general budgets shortfalls can not
be our "go to" response. This problem demands a significantly more sophisticated
response. I believe that the 48th district is in the position to lead an education revolution
and I plan to facilitate that conversation.

We must expand options in education services and parental choice and there are many
working models through out the nation and state to use as examples. Competition and
free enterprise encourages efficiency and excellence. We must decrease the
monopolistic power of the labor unions as their efforts do not necessarily benefit
teachers or students.

2. What is your position on income and sales taxes. Are you in favor of regressive or progressive taxes
and what would changes would you advocate for during your term?

I am not in support of tax increases of any name or sort, though I would suggest
reevaluating the current discretionary exemptions granted to businesses. I would seek to
make sure they are fair and do not disproportionately benefit businesses that have more
ability to influence policy and legislation.

Families in my district are struggling to recover from the recent recession and economic
growth is anemic. Families cannot arbitrarily increase their incomes and the government
should not be able to either.

Raising taxes should be the option of last resort. I will do my best to resist any efforts to
raise taxes on small business or individuals and will start the conversation regarding a
B&O tax decrease and simplification. The B&O is a regressive tax imposed on
businesses before they realize a profit. It can be a significant burden to start ups and
young businesses. Relieving this burden is a step toward encouraging
business growth and development.

Further, we must enforce the laws already in place to maximize tax revenues legitimately
owed to the state. For example, counties have lost potentially millions in revenue as a
consequence of banks avoiding recording fees as evidenced by countries audits in other
states. Further, in some cases the banks are avoiding property taxes on homes
reclaimed via foreclosures in our state. We must accurately address this issue.

We must empower individuals and small business to grow and prosper through policy
that eliminates unnecessary regulation and unfair taxation and the natural effect will be
higher wages and increased revenues for all levels of government with out arbitrarily
increasing taxes.

It is my duty as senator to represent the interests of citizens in my district. My run for
office IS a response to the pleas I have heard over the last four years. Our tax system
must be fair and not disproportionately benefit only those with the resources to influence
politics.

3. There have been legal decisions throughout the country -- including the Nancy Becker vs.
MERSCORP case in Pennsylvania decided this summer -- that indicate that the MERS recording
system has robbed counties of millions of dollars in recording fees. Do you believe that area recording
offices should be conducting audits in order to go after some of this money?

Absolutely

4. What role do you believe that the mortgage and housing crisis has had on Seattle area economy?

Real estate was one of our largest industries and effect a laundry list of other industries.
To discuss budgets with our aggressively making efforts to restore the integrity of this
industry is futile. Growth in this area is anemic at best and mis-trust in the financial
services industry is a barrier to growth.

One of my chief concerns will be to sponsor legislation that strengthens the WA FFA and
afford homeowners greater access to justice. It is in keeping with the interests of not
only the public but the state to restore the integrity of the system. We must work to
recover losses via greater access to justice and audits of country records to reclaim lost
recording fees.

No homeowner should ever be incited to default and then be denied a modification only
to be foreclosed upon using arguably inaccurate or fraudulent documents. In my
capacity as State Senator I will work to empower homeowners against this practice
using what ever means I have at my disposal.

I should add, that I am NOT an enemy of the banks. Banks sell loans. In the end, if we
can restore the integrity of the system and trust in the banks, they will increase their
opportunity to sell more loans. That is my goal and it is in keeping with the interests of
banks, homeowners, the state its self.
