ECAC Outreach Activities
ECAC attended 23rd AFCAC Plenary Session
Between 2 and 5 April the ECAC President Catalin
Radu and Executive Secretary Salvatore Sciacchitano
attended the 23rd Plenary Session of the African
Civil Aviation Commission, which took place in Accra,
Ghana. The President addressed the Assembly on
behalf of ECAC, underlining the good cooperation
there is between ECAC and AFCAC under the terms
of the Memorandum of Understanding signed 15
years ago.
The Plenary Session, which was attended by more
than 200 participants from many ICAO Member
States, was opened by the President of the ICAO
Council, Roberto Kobeh Gonzales.

ECAC Co - ordinating Committee


On 10 April there took place in Paris the 167th
meeting of the ECAC Co-ordinating Committee. At its
beginning Committee members had the opportunity
to meet the present ICAO Council Member for Nigeria
Benard Aliu, who will be standing for the position of
ICAO Council President when this becomes free later
this year. Mr Aliu was accompanied and introduced
by the new President of AFCAC Kwame Mamphey, who
spoke of the enduring importance of ECAC/AFCAC
relationship. Mr Aliu presented his views on the main
challenges facing ICAO, and answered questions about
how he would address them, if he was successful in
the Presidential election.
After the departure of Mr Aliu and the AFCAC
delegation, discussion amongst Co-ordinating
Committee members focused in particular on the
election later this year of a new ICAO Council and a
new ICAO Council President. Other matters which

came under review included implementation of


projects under the Special Projects Fund, followup to the discussion held at DGCA/61(SP) in Tbilisi
on the organisation of civil aviation in Europe, and
preparations for DGCA/140 on 7 May. Members
were also briefed by Rahul Bhalla, Chief of the Finance
Branch of ICAO, on key aspects of the International
Public Sector Accounting System methodology,
and the implications for ECAC of its adoption by the
organisation from the beginning of 2014.
Security
Workshop on Risk Management
From 10 to 12 April, the Instituto Nacional de Aviaao
Civil (INAC), Portugal, hosted an ECAC Workshop on
Risk Management in Aviation Security, in Lisbon. The
workshop brought
together
twentyfive
participants
and four speakers from sixteen
Member
States
and IATA. Under the
moderatorship of
Ms Carla Pinto (Portugal), participants reviewed the principles and
components of the risk management process, and
through case studies learnt how to incorporate risk
management principles into aviation security measures, with a particular focus on landside protection.
A practical exercise at Lisbon International Airport
offered participants the opportunity to undertake a
mock landside security vulnerability assessment.

ECAC President in Bosnia and Herzegovina


On 23 April Catalin Radu and Salvatore Sciacchitano met
in Banja Luka with Djordje Ratkovica, Director General
of Civil Aviation for Bosnia and Herzegovina. They
received briefings on the current situation with regard
to the countrys civil aviation sector, in particular with
regard to safety and security, and to implementation
of the Bosnia and Herzegovina Air Traffic Management
Project. Mr Radu underlined the importance of having
in place a sufficient number of properly-staffed aviation
regulators, in every functional area, and expressed
ECACs full support for Bosnia and Herzegovinas work in
this area. Later in the visit he and Mr Sciacchitano also
met in Sarajevo with the Minister for Communications
and Transport.

As part of the risk management process, ECACcertified vulnerability assessment teams conduct
vulnerability assessments on cyber threats, landside
security or insider threats at the request of Member

BPNA/2 Prague
Between 23 and
25 April, ECAC
held a Best Practices for National
Auditors (BPNA)
Level 2 course in
Prague, hosted by
the Czech Republic
Civil Aviation Authority.

This multilateral course was attended by participants
from Estonia, Finland, Lithuania, Turkey and the
Czech Republic. The BPNA/2 course builds on the
skills and knowledge participants have gained from
previous attendance at a BPNA/1 course, and
uses a combination of classroom presentations
and practical exercises at the airport to ensure
participants further develop their expertise in
aviation security auditing.
Environment
ANCAT/84
The 84th meeting of ANCAT, ECACs principal
environmental group, was held in Vienna on 23 and
24 April, under the Chairmanship of Philippe Langumier,
DGAC, France. This was Mr Langumiers final ANCAT
meeting before his retirement, and saw him thanked
warmly by participants for his 4 years chairmanship of
the group. The agenda fell into four main sections. The
first saw participants updated on ICAO/CAEP work,
including the presentation of a proposal by ANCATs
Modelling and Interdependencies Task Group (MITG)
for a durable organisational stucture for aviation
environmental modelling in Europe. The second section
was dedicated to a review of ECACs environmental
activity, and in particular the preparation of Europes
input to the coming ICAO Assembly, with an update on
developments in the ICAO High-Level Group on Climate
Change, in the ICAO SUSTAF group on alternative
fuels, and in relation to State Action Plans for
emissions reduction. Participants were also briefed
on the activities of the four ANCAT Task groups, MITG,
ENVIND (environmental indicators), AIRMOD (Aircraft
Noise Modelling), and the ad hoc group on light aircraft
built from kits. The third section of the meeting was
dedicated to updates on developments in other
forums, notably the EU, EUROCONTROL and EASA, and
the fourth comprised a special focus on noise, and
included in particular a presentation by Rolls Royce on
the UKs sustainable aviation noise roadmap.
Other
European preparation for the ICAO Assembly
Ahead of the 7 May meeting of Directors General at
which they were due to be considered, work on the
drafts, outlines and proposals for European papers
to be submitted to the next Assembly went forward
in various co-ordination groups co-chaired by ECAC
and the European Commission. A meeting of the
group developing Europes strategy in respect of
environmental market-based measures took place in
Brussels on 11 April, and meetings of that developing
the environmental papers themselves were held on 23
and 24 April in Vienna. The co-chairs of the safety coordination group finalised the draft safety papers and
proposals in a teleconference on 22 April, and held
another such teleconference four days later, this time
with the European members of the ICAO Air Navigation
Commission. The Steering Group of the European ATM

Co-ordination Group met twice in Brussels during


the month, on 12 and 30 April. The ad hoc group on
security will meet on 4 June with the objective of
finalising the European contribution to the Assembly.
Following the sixth Air Transport Conference in March,
the ad hoc group on economic issues will meet on
24 May to finalise a common European paper for the
Assembly on economic regulation.
International Air Law Seminar
On 17 April ECAC Deputy Executive Secretary Peter
Kirk addressed a seminar on European Union and
International Air Law, an event organised in Brussels
by the European Commission for participants
from the EUs southern and eastern neighbouring
countries, on the history, mission, constitution,
activities and working methods of ECAC, and its
place, changing over time, within the larger European
aviation institutional landscape.
General Aviation Manufacturers Association
On 19 April the ECAC Executive Secretary Salvatore
Sciacchitano and Deputy Executive Secretary Peter
Kirk had an introductory meeting in Paris with
the General Aviation Manufacturers Association
(GAMA), represented by its President and CEO Peter
Bunce, Senior Vice-President for Environmental
and International Affairs Ed Smith, and Director of
European and International Affairs Brian Davey. The
opportunity was taken to share views on a variety
of issues, and to explore the scope for a continuing
dialogue between ECAC and GAMA.
