feasibility stage. $he PD$ shall assess hether
options are practical based upon their 4noledge of
analysis8 their experience and sound engineering
judgment. Appropriate external specialists shall be
appointed and consulted as considered necessary by
the PD$.
II. II. >ayout and (asic Design of Structures
#ngineering objectives are! Provide sufficient
engineering input and analysis to enable
progress to the $ender Stage of $he Project.
$he input necessary is dependant upon the
procurement strategy adopted for the project
and the level of certainty re'uired on project
price.
$o main options for procurement should be

In this situation the *ain "ontractor appointed
for the project is responsible for design and
construction of the project.
It is therefore essential that the "lient provide
sufficiently detailed documentation to define
fully the "lient/s &e'uirements prior to
inviting tenders.
It should be noted that changes in "lient/s
&e'uirements after acceptance of the *ain
"ontractor/s $ender shall li4ely result in
additional cost from that tendered.
Dependent upon the scale and nature of the
project the pac4age entitled "lient/s
&e'uirements may include the folloing!

documentation.
)nder the terms of the "ontract the

the basic design. 7e is also re'uired
to perform any further tests that he
considers necessary to underta4e
the design and construction of the

appointed by the "lient ta4e responsibility for
the design of the project on behalf of the
"lient.
$he "ontractor/s responsibility is to construct
the or4s in accordance ith the Draings and
Specifications provided to him by the "lient/s
"onsultant.
In this type of contract8 the appointed
"onsultants ould prepare detail design of the
or4s. $he tender pac4age ould include!

nature of input ill be related to the procurement
option as described above.
D. legal team shall provide assistance to P* 2
PD$ by provision of the 3orm of $ender and
"onditions of "ontract. In many cases these ill
be "lient standard documents re'uiring little
amendment. 7oever the situation may be
anticipated that the other party to the contract
may refuse to accept terms or may suggest
amendments to terms. D. >egal team must be
consulted in such situations.
In all cases P* 2 PD$ ill underta4e the

Arrange and coordinate access for tenderers
to inspect the site and carry out their on
investigations
#valuate tenders and ma4e recommendations
relating to technical 'uality of submission
and financial proposal.

$his stage should be considered as the period of
maintenance under the .or4s "ontractor/s
"ontract. Such period ould commence on
acceptance that the or4s have been completed.

$he P* 2 PD$ ould issue "ertificate that any
defects discovered have been rectified.
3inancial "ompletion
$he P* 2 PD$ ould prepare and issue draft
calculations in relation to final payments and
ould issue for approval to the .or4s "ontractor
and to the "lient.
$he P* 2 PD$ ould prepare and issue the
"ompletion &eport and "ompletion Documents.
