The purpose of the Procedure for Handling Hazardous Wastes is to guide
operating personnel for proper handling and management of hazardous
waste generated at ITPS.

In Charge, Environment Cell is responsile for implementation of this
procedure so as to ensure safe and efficient operation of the s!stem.
Presentl! ITPS is handling the following hazardous wastes

*uricants are used in oiler % turine au+iliar! e,uipments, -sh Handling
% -sh )ec!cling Plant e,uipments, Coal Handling Plant e,uipments, Water
Treatment Plant e,uipments, Wor.shop e,uipments, /&) e,uipments etc.
for various lurication purposes.

(atteries are used for "PS s!stem located at "nit I1II (atter! )oom,
Switch!ard (atter! )oom, CHP (atter! )oom, /&) (atter! )oom and
-utomoiles of -uto (ase &arage.
)esin is used in Ion E+change process of Water Treatment Plant.
-S per annual udget, luricants #$il % &rease', (atteries and )esin are
procured ! Warehouse and .ept at designated place. Hazardous wastes
generated from various areas are handled as follows.

-s and when re,uired ! "ser 2epartment, luricants are issued from
Warehouse to the user department through E)P s!stem. The inventor! issue
details are maintained ! /aintenance Planning 2epartment #/TP'. The
luricants #oil % grease' received ! user department are stored in the
designated shed for storing fresh luricants as per capacit! of the shed. Such
storage sheds are located in main plant area #in front of ESP control room 0
facing towards WTP', -sh Handling Plant area #in front of -sh Handling
Control )oom', Wor.shop, CHP #near maintenance uilding', /&)
wor.shop #near car shed', Turine area #near dirt! oil tan.'. 2etailed
locations are shown in Plot Plan enclosed.
-fter overhauling 1servicing of an! e,uipment, the used luricants so
generated are collected in empt! arrels. Each arrel capacit! is
appro+imatel! 344 liters. The arrels containing used luricants are .ept in
respective transit luricant storage shed in the area demarcated for storage of
used oil. 2uring normal running of the e,uipment user department utilizes
fresh luricants as a ma.e up through routine chec. up of the e,uipments.

&rease used for mill greasing s!stem is collected and .ept in empt! arrels,
which are .ept in waste oil section of the transit storage shed of user
department.
2uring the course of plant operation, if an! anormal situation occurs, which
demands use of unplanned luricants ! an! e,uipment li.e transformer,
paddle feeder, stac.er reclaimer etc., the same is drawn from Warehouse !
respective user department for emergenc! maintenance of the e,uipments.
-fter emergenc! maintenance the used luricants so generated are
immediatel! returned to the Warehouse in arrels.
The filled arrels of used luricants are returned to Warehouse ! respective
departments on ,uarterl!1half !earl! asis depending on ,uantit! of used
luricants generated from respective areas.
In Wor.shop the used oils are generated onl! once in a !ear which are
reused for lurication of e,uipments.

Two oil traps have een provided inside plant located at (oiler -rea and
Transformer -rea to trap the waste oil from industrial effluents
generated from plant. The trapped waste oil is collected in closed
arrels during cleaning of the oil traps. -s per approval of $PC(
waste oil can e disposed over coal stac. in coal !ard.

-s per re,uirement of the user department the new atteries are issued from
Warehouse through E)P s!stem. The atteries issued from Warehouse are
immediatel! replaced. "sed atteries so generated are .ept in the respective

atter! rooms. These used atteries are returned to Warehouse on half
!earl!1 !earl! asis.
SPEN# RESN
Spent resins generated from 2/ Plant from time to time are collected in
closed arrels, which are .ept inside 2/ Plant uilding.
DSPOSA" OF HA(ARDO%S 'AS#ES
Hazardous wastes of ITPS comprising of used luricants, used atteries and
spent resin are sold to authorized rec!clers on a regular asis ! Warehouse
Team. Warehouse Team has authorization from SPC(, $rissa for handling
hazardous wastes as per the schedule given elow with following special
conditions.
The inventor! of hazardous wastes is maintained ! user department in the
6ormat E/. 71 8 960' and documented in the )ecords E). :18110 to E).
:181103 ! respective departments handling hazardous wastes.

5. The authorization shall e in force for a period of 6ive !ears from the
date of issue.
7. The authorization is suAect to the conditions stated elow and to such
conditions as ma! e specified in the rules for the time eing in force
under the Environment #Protection' -ct, 0=8;.
#ERMS AND &OND#ONS OF A%#HORSA#ON

0. The authorization shall compl! with the provisions of the Environment
#Protection' -ct, 0=8; and the rules made there under.
3. The authorization or its renewal shall e produced for inspection at the
re,uest of an officer authorized ! the State Pollution Control (oard.
5. The person authorized shall not rent, lend, sell, transfer or otherwise
transport the hazardous waste without otaining prior permission of the
State Pollution Control (oard.
7. -n! authorized change in personnel, e,uipment as wor.ing conditions as
mentioned in the application ! the person authorized shall constitute a
reach of this authorization.

:. It is the dut! of the authorized person to ta.e prior permission of the State
Pollution Control (oard to close down the facilit!.
;. -n application for the renewal of an authorization shall e made as laid
down in )ule :#;' #ii'.
<. The occupier of the facilit! for collection reception, treatment, storage,
transport and disposal shall maintain records of such operations in 6orm

8. The occupier1operator of the facilit! for collection, reception, treatment,
storage, transport and disposal shall send annual returns to the State
Pollution Control (oard in 6orm 7 #)ule =#3'.
=. Where an accident occurs of the facilit! or on a hazardous waste site or
during transportation of hazardous waste, the occupier or operation shall
report immediatel! to the State Pollution Control (oard aout the
accident in 6orm : #See )ule 04'.
04.The occupier1operator of facilit! shall appl! for renewal of authorization
efore 7 months from the date of e+pir! of the letter of authorization in
6orm9I with ade,uate fees.
00. The hazardous waste disposal site shall e properl! fenced and suitale
notice with warning shall e displa!ed.
03.The hazardous waste disposal site shall e done in such a manner so that
ground water, surface water or amient air shall not e deteriorated.
05.In case of an! alteration in process of collection, reception, treatment,
transport, storage and disposal of hazardous waste, the industr! shall
immediatel! appl! to the (oard in 6orm9I for fresh authorization.
07.The State Pollution Control (oard reserves the right to modif!, revo.e or
review the authorization.

0:.The occupier or operator of a facilit! shall ensure pac.aging, laeling and
transport of hazardous waste as specified in )ule <.

and disposal of hazardous waste, the occupier, transporter and operator

0. The used oil shall e collected properl! in arrels so that these shall not
e an! spillages % lea.ages from arrels. The storage !ard of the used oil
arrels shall e provided with a covered shed. "nder no circumstances
the used oil shall e stored in open or disposed off on land.
3. The used atteries shall e stored on impervious floor under shed.
5. The used oil1atteries shall e sold if re,uired, to genuine reprocessors
having authorization from concerned State Pollution Control (oard and
also registered with /inistr! of Environment % 6orest, &ovt. of India as
reprocessor of used oil1atteries. Cop! of such authorization
letter1registration certificate shall e sumitted to this (oard efore
selling1auctioning.
7. $il! sludge generated during the cleaning of oil storage tan.s and catch
pits of storage tan.s shall e disposed off in impervious lined pit. This
arrangement shall e made within three months from the date of issue of
this authorization. - detail proposal to this effect shall e sumitted to
this (oard within one month from the date of issue of this order. "nder
no circumstances these waste shall e stored in open or disposed off on
land.

:. Spent resin from 2/ plant shall e disposed off in impervious lined pit.
This arrangement shall e made within three month from the date of issue
of this authorization. - detail proposal to this effect shall e sumitted to
this (oard within one month from the date of issue of this order. "nder
no circumstances these waste shall e disposed off on land or mi+ed with
other waste.
