REGULATION ON THE CONTROL OF WATER LOSSES IN
POTABLE WATER SUPPLY AND DISTRIBUTION SYSTEMS

SECTION ONE
Goal, Scope, Basis and Definitions

Goal

ARTICLE 1 (1) The goal of this Regulation is to define the methods and principles regarding the control of
drinking-consumption water supply and distribution systems for effective use and waste-prevention of the drinking-
consumption water.

Scope

ARTICLE 2 (1) This regulation comprises methods and principles in order to instruct and popularize the
services and works related to water supply to protect the water resources; and duties and responsibilities of water
utilities in order to minimize the water loss along with water supply, storage, transmission, distribution and
consumption.

Basis

ARTICLE 3 (1) This Regulation is prepared with reference to the 2nd, 9th and 26th articles of the decree
law regarding the Organisation and Functions of Ministry of Forestry and Water Works dated 29/6/2011 and
numbered 645.

Definitions

ARTICLE 4 The notions mentioned in this Regulation refer to the definitions presented below:
a) Active leakage control: Control and detection works conducted with various technological devices on
pipes, pipe fittings, reservoirs and other engineering structures in water supply and distribution systems in
order to detect water losses in the formof leakage,
b) Sub-region: Each network division; designed independently fromeach other at design stage or separated
by valves and/or plugs on the water distribution network, fed by one or several points where
measurements take place at each, including building connections in a definite number, physically
separated fromeach other and operating independently,
c) Ministry: Ministry of Forestry and Water Works,
d) GIS: Geographical information systems,
e) Unbilled subscriber: Subscribers whose consumption is measured by Administration without receiving
any consumption payment,
f) Physical water losses: Water losses which formas a consequence of breaks or fractures in the pipes and
pipe fittings, failures taking place at pipe inlets and subscriber connection nodes, leakages or spills taking
place before the consumer-meters in the service reservoirs,
g) Non-revenue water: The difference between the water supplied to the system partially or as a whole and
billed-authorized water consumption.
h) Drinking-consumption water: The water used generally for drinking, cooking, cleaning and other
domestic purposes with preparation, processing, storing and marketing of foodstuffs and other human-
consumption-oriented products without taking into account of its origin, either drawn fromits natural
spring or fromthe network in the raw or treated form, satisfying the parameter values in Regulation on
Water Used for Human Consumption Purposes Annex-1 and not marketed commercially,
i) Drinking water supply and distribution system: A systemthat comprises either one or more of the units as
water intake, transmission line, treatment facility, pumping stations, reservoir and distribution network

with the purpose of transmission of the drinking and consumption waters to the consumers,
j) Administration: Water and waste water utilities in Metropolitan Municipalities and Municipalities in
other places,
k) Administrative water losses: Water losses due to metering and meter-reading errors with recording errors
and unauthorised consumption,
l) Authorised consumption: Billed and/or unbilled water amount used by a registered user,
m) Unauthorised consumption: Amount of illegitimate water used without the knowledge of Administration
via unauthorised connections and interfering the meters,
n) Critical point: Entry points to the network and sub-region with the points where maximumand minimum
pressures will form,
o) Optimumoperation pressure: Operation pressure interval that does not exceed 60 m water level range and
where subscribers can easily receive water at high points,
p) SCADA: Supervisory control and data acquisition,
q) System: Drinking water supply and distribution system,
r) Water Balance: Measuring and calculation processes used for designation of the water loss in the drinking
water system, which are founded on the principle that water given to the network must be equal to the
summation of the water consumed and lost in the system,
s) Network: Distribution network composed of pipes and hardware members distributing water to the
consumption places for the purpose of human-oriented consumption.


SECTION TWO
Management of Drinking-Consumption Water Supply and Distribution Systems
and Reduction of Water Losses

Principles

ARTICLE 5 (1) In the management of drinking-consumption water supply and distribution systems, the
following principal aspects should be under consideration;
a) Continuous volume and discharge measurement of the water supplied fromthe source and given to the
drinking-consumption water systemwith appropriate devices at the inlet of every building connection,
b) Continuous measurement and observation of water pressures at critical points of the drinking-consumption
water system,
c) Digitalisation of the layouts of the drinking-consumption water supply and distribution network and
formation of their GIS database,
d) Establishment of the observation systems (SCADA, etc.) as approved by the Administration,
e) Structuring of main pressure zone and sub-regions in the system.

(2) In the reduction of water losses, the following principal aspects should be fullfilled:
a) Designation of yearly water balance;
1) Determination of water production,
2) Determination of authorised consumption,
3) Determination of physical and administrative water losses,
4) Determination of non-revenue water amount
b) Prevention of water losses;
1) Prevention of unauthorised consumption,
2) Provision of optimumoperation pressure with an effective pressure management in the network,
3) Realisation of the technically suitable maintenance works at points where physical losses detected,
4) Periodical execution of network maintenance and renewal,
5) Realisation of technical and administrative capacity capable of physical loss detection.

Management of drinking water supply and distribution systems

ARTICLE 6 (1) Administrations undertake the following activities in scope of the management of drinking
and consumption water supply and distribution systems:
a) Monitor and evaluate water consumption and costs and report to the Ministry each year until the end of
the following February.
b) Designate water and budget needs, prepare benefit and cost analyses and include loss-reduction methods

in their strategic plans.
c) Realise the purchase, erection and effective operation of the metering devices necessary for the
fulfillment of the required measurements in the system.
d) Designate and execute the arrangements that can be made in the system.
e) Analyse, in the existing systems, the applicability of the water management (forming sub-regions,
pressure management, etc.) and observation systems (SCADA, etc.) presented in the Technical Procedure
Communication to be released with reference to the current Regulation.
f) Ensure the fulfillment of the commands of the current Regulation fromthe beginning of the design phase
in new projects.
g) Formthe technical and administrative teamthat can detect the physical losses and provide the necessary
equipment.

Precautions to be taken to reduce water losses

ARTICLE 7 (1) Administrations shall apply the methods presented in the Technical Procedure
Communication to be released with reference to the current Regulation to avoid the administrative and physical water
losses in drinking-consumption supply and distribution systems and for the monitoring and control of the system.
(2) Administrations shall perform the control and maintenance applications to reduce the losses and system
rehabilitations to diminish failures in drinking-consumption water systems on time.
(3) In the reduction of water losses in the operation of existing drinking-consumption water systems and in the
design, construction, rehabilitation and modernization works of new systems, the measures enumerated below are to
be applied with priority by the related administrations:
a) Drinking-consumption water supply and distribution systemshould be designed in a way that water losses
are minimized in economical terms and its construction is realized in accordance with the regulations and instructions
designated by the authorized institutions.
b) Structuring of GIS database, digitalization of the existing data for database entry and regular update of the
database are assured by the water utilities of the Metropolitan and Province Municipalities.
c) Drinking-consumption water systems are designed to consider the main pressure zone and its sub-regions in
the design phase.
d) Preparation of hydraulic models of existing systems and formation of main pressure zone and sub-regions,
in the case of necessity, are ensured by the water utilities of Metropolitan and Province Municipalities.
e) Realisation of engineering supervision and controls is fulfilled during the construction of drinking water
systems.
f) Operation and control devices (discharge and water pressure measurement members, etc.) required for
overseeing water losses are taken into consideration during the design, construction and operation phases of drinking
water systems.
g) Pressure management of the system, continuous pressure measurement at critical points, reduction of the
maximumhydrostatic pressure from80 mto 60 min appropriate topographical locations, installation of pressure
reducer/regulator valves and connection lines in this scope are to be fulfilled.
h) Selection, purchase and erection of proper materials are provided at design, construction and operation
stages of drinking-consumption water systems for water loss reduction.
i) Minimisation of water losses is ensured in existing systems by conduction of controls.
j) Coordination of the water distribution network with the construction, maintenance and repair works of the
infrastructure facilities performed by other public institutions and organisations is ensured.
k) Horizontal and vertical positioning of the lines of all infrastructure facilities in the roads and streets is
provided in agreement with the standards.
l) Active leakage control is performed with continuous observation, maintenance and repair works.

Detection of water losses

ARTICLE 8 (1) Related administrations are responsible for designation of the water balances and water loss
amounts for the sake of water monitoring in drinking water supply and distribution systems. The following services
are performed in this scope:
a) The volume and discharge of the water entering the systemare continuously measured and gathered data
are stored in digital form. Continuous measurement devices are installed to the required places in this
scope.
b) Amount of authorised consumption in the network is designated; the following tasks are undertaken in
this scope:

1) Subscription of all consumption nodes and installation of water meters with suitable diameter and
features, which are in concordance with the consumption profile, at all subscription points including
unbilled subscribers are ensured.
2) All meters, including the unbilled ones, are read on a regular basis.
3) Regular maintenance and calibration or replacement of all meters; replacement of meters which have low
precision, lost precision and are over 10 years old with those having higher precision and in agreement
with the water quality, usage purpose and the days technology.
c) Physical water losses in the systemare designated based on the procedures given in the Technical
Procedure Communication to be released as per the current Regulation.
d) Water loss rate is determined before the initiation of the works in the systems to be rehabilitated and
reduction in the water loss is observed concurrently with the rehabilitation works.

Reduction of water losses

ARTICLE 9 (1) Administrations are obliged to reduce water loss ratios to maximum30% in 5 years,
maximum25% in the succeeding 4 years in metropolitan and province municipalities; and maximum30% in 9 years,
maximum25% in the succeeding 5 years for other municipalities fromthe validity date of this Regulation. In this
scope, necessary services are conducted in accordance with the methods given in the Technical Procedure
Communication to be released in accordance with this Regulation.


SECTION THREE
Miscellaneous and Concluding Provisions

Duty to give information

ARTICLE 10 (1) Administrations submit the report in written, the formof which is given in Annex-1, to the
Ministry in 3 month time following the validity date of the current Regulation and until the end of February in each
succeeding year.
(2) Administrations are under the responsibility of providing all of the information and documents asked by
the Ministry correctly and completely to be utilized in the in situ investigations to be conducted for checking the
correctness of the information provided in the report besides providing convenience throughout the investigations.
(3) Administrations are under the responsibility of disseminating their annual reports on the internet after
submission of the reports to the Ministry.

Responsibility

ARTICLE 11 (1) Those failing to satisfy the obligations indicated in this Regulation are responsible
according to the Law about the Establishment and Duties of stanbul Water and Waste Water Utility General
Directorate dated 20/11/1981 and numbered 2560 and other affiliated legislations.
(2) In scope of this Regulation, services conducted for the control of the water losses in drinking water supply
and distribution systems are supervised by the related institutions and organisations in the framework of related
legislation and sanctions are imposed if necessary.
(3) Administrations are under the responsibility to provide services for the sake of water loss reduction in their
strategic plans.

Validity

ARTICLE 12 (1) This Regulation is valid after published.

Execution

ARTICLE 13 (1) The provisions of this Regulation are executed by Ministry of Forestry and Water Works.
