Kibera is the largest informal settlement in East Africa and holds a population of approximately 1
million

people located in 14 villages that are divided along 7 administrative locations. Kibera is
characterized by poor infrastructure and limited delivery of social services such as health care, la
enforcement, ater and sanitation and livelihood opportunities. !t is reported
"
that a large
proportion of cases of #$% in &airobi occur in Kibera ith residents citing rape, incest, child
defilement and abuse, sodomy and assault as the main forms. 'hese forms of (#$% are generally
characterized by underreporting to the extent that actual numbers of cases are estimated to be )

times those that are reported.
Although Kenya+s ne ",1, constitution re-uires the elimination of gender discrimination and all
forms of discrimination against omen, the government has not been able to guarantee the rights
of omen in Kenya, here domestic and sexual violence are endemic. (urvivors of sexual and
gender based violence .(#$%/ face serious challenges related to access to 0ustice and health
services, ith local authorities unresponsive to their needs and lo rates of reporting due to lac1 of
public confidence in these systems.
!n order to address these issues, this pro0ect aims to mitigate #ender $ased %iolence .#$%/ in
Kibera, &airobi by23
1./ (trengthening support systems and services delivery for #$% survivors through the one stop
shop platform.

!h) is the +ro#ect needed6 !hat +ro&$e2 is it e7+ected to so$'e6
#ender3$ased %iolence .#$%/ is a idespread and socially tolerated human rights violation
that ta1es the form of domestic violence, sexual and psychological abuse. !t is emerging as a
serious global health, human rights and development issue and it is a symptom of gender
ine-ualities

. According to <7= ",,", #$% is a serious cause of death and in0ury among omen
and children yet it is accepted by customs and thrives on impunity. #ender based violence .#$%/
occurs across all socioeconomic and cultural bac1grounds and in many societies, including Kenya,
omen are socialized to accept, tolerate, and even rationalize domestic violence and to remain
silent about such experiences .>immerman, 1884/.
#ender $ased %iolence is idespread in Kenya and especially Kibera
)
hich is highly populated
and is also characterized by poor infrastructure and limited delivery of social services such as
health care, la enforcement, ater and sanitation and livelihood opportunities. !t is a crime that
shoc1s and traumatizes the (urvivors and undermines their status in the community. According to
a (ituation and 4esponse Analysis conducted in ",,? by @&A!6(, it is estimated that every day,
omen are physically and sexually abused and raped in all social and ethnic groups in the country.
;ost of the gender violence cases are not reported to the authorities as survivors often face a lot
of obstacles in trying to bring the perpetrators to 0ustice. ;any of them are intimidated by cultural
attitudes and state inaction hile see1ing redress. (ome of the 1ey factors that perpetuate the
occurrence of #$% cases is the lo level of aareness among community members on the nature
of #$%, its prevalence, care and support resources available to survivors, public policy and las
regarding omen+s rights under the (exual =ffences Act A (=A .",,?/, and ho to overcome the
barriers to recognizing #$% as a problem that needs to be dealt ith.
#ender $ased %iolence also permeates all the sections of society and is also present in schools
hich can be considered mirrors of the society ithin hich they exist. 'he much ignored lin1
beteen the barriers to omen+s and girls+ ability to exercise their sexual and reproductive rights
and the persistent gender3based violence becomes clear in the education sector here violence
engaged in ithin schools is usually sexual abuse. #irls face the threat of multiple forms of
violence at school. 'his includes rape, sexual abuse, and sexualized touching or emotional abuse
in the form of threats of violence. #irls also encounter constant highly sexualized verbal
degradation in the school environment. 'hese forms of gender violence are largely committed by
other pupils and students and in some instances by teachers or other school employees. A report
by the 5enter for the (tudy of Adolescence .",,B/ indicates that 1,,,,, girls drop out of school
every year due to issues relating to pregnancy costing the government about ?,,,,,,,,, shillings
in asted resources targeted at Cree :rimary and subsidized secondary education. !n addition to
the stigma of early teen pregnancy adolescents ho drop out of school face challenges ith
access to reproductive health services and there is an increased ris1 of teenage mortality and
reproductive health complications stemming from procurement of unsafe abortions.
(exual violence being a serious health and human rights problem in Kenya ith adverse physical
and psychological conse-uences on the survivor has not only affected omen and girls, but also
men and boys. 'he post election violence experienced in ",,B folloing the disputed ",,7
presidential elections, that sa a ave of sexual abuse targeted at omen and girls, as perhaps

the clearest manifestation of the gravity of sexual violence in Kenya. (exual violence and its
attendant conse-uences threaten the attainment of global development goals espoused in the
;illenium 6evelopment #oals and national goals contained in vision ",*, and &ational 7ealth
(ector (trategic :lan !!, as it affects the health and ell being of the survivor. =f concern is the
emerging evidence orldide that sexual violence is an important ris1 factor contributing toards
vulnerability to 7!%9A!6(. 'he national plan for mainstreaming gender into the 7!%9A!6( strategic
plan for Kenya has identified sexual violence as an issue of concern in 7!% transmission,
particularly among adolescents. 'hese call for comprehensive measures to address issues of
sexual violence and more importantly meet the diverse and often complex needs of the survivors.
How do you know the need exists?
'he lac1 of a ell organized coordinated response to (#$% has been outlined by the #ender
5ommission in its #ender $ased %iolence Crameor1 as a challenge to addressing (#$%
?
. 'he
frameor1 provides that uncoordinated efforts beteen practitioners perpetuate challenges ith
access to services and delays in response. Curther the Kenya 6emographic (urvey ",,89",1,
and the &ational A!6( (trategic :lan ",,891,3 ",1"91* also outline challenges ith access to
0ustice and health services as factors that frustrate efforts to tac1le (#$%.
According to a situational analysis report compiled by A:7!A !!, it is estimated that there are over
1?,,,, rapes annually in Kenya ith a large proportion being that of children and omen and ith
ma0ority of these cases going unreported. 'he Kenya 6emographic 7ealth (urvey ",,891, found
that, 1 out of " girls and omen beteen the ages of 1) and 48 years had experienced some form
of physical, verbal9psychological or sexual violence.
!n addition, 54EA<+s extensive or1 on access to 0ustice through the outreach program in Kibera
has pointed out certain challenges lin1ing survivors of (#$% to the 0ustice system and to medical
facilities. According to a baseline survey carried out in Kibera by 54EA< in ",,8 on (#$% to
establish the level of the community aareness and attitudes toards (#$%, its extent, causes,
gaps in implementation and challenges faced by community members and la enforcement in
addressing the same, it as evident that hile over ?,D of the respondents ere aare of
different forms of (#$% such as defilement, rape, physical assault and sexual exploitation,
complacency around (#$% as high ith 77D of the respondents of the opinion that perpetrators
of offences such as attempted rape9defilement should not be formally charged. Curthermore, 1?D
approve of sexual relationships ith minors .belo 1B years/, hile an additional 1?D ere of the ,
vie that offences such as incest ere not necessarily against the la.
'he survey also highlighted different attitudes toards (#$% ith 7?D of the men and ?7D of the
omen respondents of the opinion that omen are to blame for rape and sexual assault because
of their dressing hile ""D of respondents said that sexual relations ith girls under 1B years is
not a big issue as long as the person is illing. Curthermore, *,D ere of the opinion that Cemale
#enital ;utilation should be left to those ho ant to practice it including children. %iolence ithin
the family as also seen as acceptable if the oman or man misbehaves and 4BD of the men and
4"D of the omen agreed that omen should be beaten.

!hat change is this initiati'e intended to achie'e and for who26 8 i.e. how will it chane
lives? !ive practical examples
'his pro0ect intends to promote the rights of omen by achieving the folloing changes:
1. Ensuring strengthened and responsive legal aid and #$% treatment services as a result of
the integrated one stop shop platform.
". !ncreasing synergy beteen providers of legal aid and #$% treatment services in Kibera
through the one stop shop platform.
*. Ensuring that mitigation of, response to and treatment of (#$% is prioritized amongst
providers of legal aid, health and advocacy groups in Kibera.
4. !ncreasing aareness and access to legal aid and health services for girls and omen
survivors of (#$% in Kibera and therefore contributing to overall improvement in ell being
for #$% survivors.

54EA< ill see1 to reinforce and strengthen the one stop shop platform and raise
aareness on the existence of the platform and the services available under the same. 'he
folloing activities ill hence be conducted2
54EA< ill conduct a three days capacity building training for the ? service providers under
the one stop shop platform and the case managers on (exual Assault Corensic Examination
.(ACE/. 'he training ill be held at the beginning of the pro0ect and ill entail an in depth coverage
of ho to help (#$% survivors effectively through the different service providers.
54EA< ill also conduct a follo3up (ACE training to the earlier trained participants and
provide an avenue for sharing experiences beteen the different service providers. 'he follo3up
training ill be held at the middle of the pro0ect period.
54EA< shall also organize and conduct -uarterly debriefing sessions for the case managers
hich ill be facilitated by a professional counsellor. 'he debriefings ill be held at both individual
and group level. 'his ill help case managers be able to debrief and share their experiences of
handling the different #$% cases.

54EA< ill popularize the one stop shop platform and the use of frontline (;(, through the
!nformative, Education and 5ommunication .!E5/ materials hich ill be distributed to men,
omen and school children during the community forums, chief+s barazaas and school forums
hich are facilitated by the case managers based at 54EA<+s outreach office and ho
conduct aareness on (#$% through community forums, school forums and chief barazaas.
'he case managers provide a holistic referral service to legal, medical and psychosocial
providers for omen victims of (#$% in Kibera. 'he platform in partnerships ith
organizations such as ;edecins (ans Crontieres .;(C/, Amref Kenya, Kilimani :olice station
and Kenyatta 7ospital ill offer an integrated response to the needs of omen and girls victims
of (#$% in Kibera. As a result of this platform, omen in Kibera ill be able to access a
holistic referral service through 54EA<+s case managers and its partners above mentioned.
'he !E5 materials produced shall includeE '3 (hirts, (tic1ers and 5alendars.
!n terms of radio shos, 54EA< already has an ongoing relationship ith :amo0a C; and this
ill enable 54EA< to popularize the one stop platform through community radio in Kibera. A
partnership ith #hetto C; radio, one of the most popular community radios ithin &airobi ill
also be established. 'o maintain and ensure that these poerful messages are maintained
and that they contribute to community dialogue, discussions on the !E5 messages ill be done
during the radio shos and at the same time engage the community listeners in dialogue by
them as1ing -uestions and giving suggestions or contributions based on the messages. A
combination of these tools ill create channel for direct communication ith community
members on (#$% issues and serve as a complaint mechanism here information received
on (#$% can be acted upon immediately4

analyze trends in reporting of (#$% cases and challenges ith access to 0ustice and medical
services. 'he reluctance by abused omen to report cases to police as a result of the harassment
and intimidating environment at police stations coupled ith the frustration in procuring medical
services because of expense and distance, informed 54EA<+s thin1ing around establishment of a
one stop shop platform that aims to bring services closer to survivors of (#$% in Kibera.

been involved in settin up this project and how will they be involved in the actual
operation of the project?
54EA< carried out a baseline survey on the implementation of the sexual offences act in Kibera
in ",,8 and the findings outlined challenges ith access to 0ustice in Kibera. !n addition 54EA<
carries out regular community or1shops through the case managers and the deliberations ith
community members in these forums highlight a need to improve access to 0ustice for survivors of
violence. 'his is also reinforced by the many re-uests received in the outreach office from
organized groups in Kibera, as1ing for more training on (#$%.

54EA<+s contribution to the pro0ect is in the form of its human resource23 the legal officer
contributes time to offer legal aid and representation to survivors of violence ithin the one stop
shop platform. !n addition the communication officer together ith the programme officer
participates in the development of the !E5 materials. 'he programme officer also monitors the
effective implementation of community forums and case management by the case managers.
0hat will happen to this project when the rant comes to an end? 0ill it need further

=nce the pro0ect comes to an end it is envisioned that the coordination of the one stop shop
platform ill be handed over to either one of the pro bono layers ithin the ongoing &ational

the #ender %iolence 4ecovery 5entre+s at &airobi <omen+s 7ospital or the Kenyatta 7ospital or
finally be situated at a community based organization in Kibera.
