0 INTRODUCTION

0.1 GENERAL

This ETIHAD airways cargo services manual (CSM) is a comprehensive manual which
conforms to all applicable laws, policies, rules, regulations, instructions, procedures and
guidance for each aspect of cargo acceptance and handling including the National Civil
Aviation Security Program. It is designed to enable ETIHAD Airways cargo staff, appointed
Cargo Handlers and General Sales and Services Agents to correctly and safely meet their
obligations under the various ETIHAD Airways industry modal rules and regulatory
requirements. All copyrights to the Cargo Services Manual are exclusively owned
by the author ETIHAD Airways

This manual defines all the requirements and procedures related to conditions of carriage
for general cargo, live animals, dangerous goods, valuable cargo, mail, perishable and other
special cargo.

All employees shall be familiar with the laws, policies, rules, regulations, instructions and
procedures; and content of this manual relevant to the performance of their duties. They
shall operate in accordance with these laws, policies, rules, regulations, instructions and
procedures contained in the CSM. The CSM should be followed in the states in which
operations are conducted and which are relevant to the performance of their duties.

The Cargo Services Manual is accessible through the medium of the ETIHAD Airways
Crystal Cargo interactive website www.crystalcargo.ae in order to meet users
requirements that combines an easy to use platform for functionality, speed, convenience
and transparency.

No person or company may distribute separate parts of the Cargo Services Manual
without written permission of the copyright owner.

The Cargo services Manual may not be distributed inside of any other software
package without written permission of the copyright owner.

You may not use, copy, emulate, clone, rent, lease, sell, modify, decompile, disassemble,
otherwise reverse engineer, or transfer the license program, or any subset of the licensed
program, except as provided in this agreement. Any such unauthorized use shall result in
immediate and automatic termination of this license and may result in criminal and/or civil
prosecution. All rights not expressly granted here are reserved by ETIHAD Airways.

Installing and using the Cargo Services Manual signifies acceptance of these terms and

0.1.1 Jurisdiction of the CSM

Binding Instruction

The ETIHAD Cargo Services Manual (CSM) and appendixes is the binding instruction for
the cargo operations including handling of ETIHAD cargo.


0.1.2 LEGAL REQUIREMENTS

Air operators (airlines) shall be legally authorized. The basis for this authorization is the
GCAA which, amongst other subjects, determines the responsibilities for flight safety within
an airline. Details are regulated in the Civil Aviation Requirements (CAR-OPS 1) which have
agreed upon common, comprehensive and detailed aviation requirements with a view to:

facilitate acceptance of maintenance activities carried out in other countries
standardize commercial air transport operations
facilitate export and import of aviation products.


0.1.3 CARRIER LIABILITY
In accordance with the Warsaw Convention, the Hague Protocol, the Montreal Protocol No.
4, or appropriate National laws, the outline of the carriers liability is as follows:

a) the carrier is only liable for damage to, loss or delay of cargo if caused by negligence
of the carrier or its agents, and provided there has been no contributory negligence of
the shipper, or consignee
b) the carrier is not liable for damage to, loss or delay of cargo if it is able to prove that
such damage, loss or delay was caused by:
a. compliance with laws, governmental regulations, customs requirements,
customs requirements;
b. negligent pilotage or negligence in handling of aircraft or in navigation.;
c. occurrences which the carrier cannot foresee over which it has no control;
and provided that the carrier and its agents are able to prove that they have
taken all necessary measures to avoid the damage, or that they were unable
to do so
c) When issuing AWBs, covering cargo to be carried by other carriers, ETIHAD does so
only as sales agent and cannot be held responsible for damage to, loss or delay which
may occur while the shipment is in the care of such other carrier


0.1.3.1 Duration of Liability

ETIHAD Airways liability extends over that period only during which shipments are in the
physical possession of EY or its handling agents.

0.1.4 BASIS OF AIR TRANSPORTATION

One of ICAO's primary activities is standardization and establishment of international
standards, recommended practices and procedures. Currently,188 countries are listed as
Contracting States. After an International Standard is adopted, it is put into effect by each
ICAO Contracting State in its own territories such as:

1. to ensure safety of flight in international air navigation;
2. to provide safe, regular, efficient and economical air transport;
3. to ensure that the rights of contracting states are fully respected and that every
contracting state has a fair opportunity to operate international airlines.


0.1.5 NATIONAL LAWS
In cases where the Warsaw Convention has no bearing e.g.:

a) for all domestic carriage within the territory of one single country even though the
government of that country is a party to the Warsaw Convention, provided however, that
there is no stopping place (trans-shipment) in another country;
b) for all international carriage, originating or terminating in countries whose governments
have not ratified the Warsaw Convention.
c) For all legal matters not (or insufficiently) regulated in the Warsaw Convention.

0.1.6 THE INTERNATIONAL AIR TRANSPORT ASSOCIATION (IATA)
The International Air Transport Association (IATA) is an organization of international and
domestic airlines who are party to the rules and regulations relating to;

i) safe, regular and economical air transportation
ii) coordinated fares and cargo rates
iii) Operation, traffic, technical, financial, medical, legal and handling procedures
iv) Cooperation with ICAO and other international organizations
v) Conditions of contract (IATA) Resolution 600b II)


0.1.7 CONDITIONS OF CONTRACT
The conditions of contract on the reverse side of the Air Waybill are introduced, interpret
and supplement the existing and binding rules and regulations stipulated by the Warsaw
Protocol and/or national laws.


0.1.8 GENERAL CONDITIONS OF CARRIAGE

ETIHAD Airways Conditions of carriage for cargo may be obtained from ETIHAD Airways
Cargo Claims Unit, Abu Dhabi.


0.1.9 CARGO AND MAIL SECURITY
Cargo and Mail consignments transported by air on the services of ETIHAD Airways PJ SC
are subject to the rules and standards issued by ETIHAD Airways Crystal Cargo

Management and company Security Department which may be more restrictive than those
of other carriers and/local authorities.

These rules are mainly based on Regulations issued by the United Arab Emirate NASP,
United Arab Emirate General Civil Aviation Authority, International Civil Aviation
Organization (ICAO), International Air Transport Association (IATA), and Convention on
International Trade in Endangered Species of Wild Fauna and Flora (CITES) and the Office
International des Epizooties (OIE).


0.1.10 THIRD PARTY RELATIONSHIP

IATA Cargo Agency resolutions 801, 801a, 803, 805, 807, 809 and 813 contain the
regulations governing carrier and cargo agency.

This CARGO SERVICES MANUAL defines all non type-related operational policies,
procedures, instructions and guidance necessary for company cargo operations personnel to
perform their duty and needed for a safe operation.

The GOM (Ground Operations Manual) is referred to within the CSM providing additional
operational information needed to support Cargo Services.

0.1.12 CRYSTAL CARGO BULLETIN (CCB)

The Crystal Cargo Bulletins are issued through Ground Services, the contents of which are
to be treated as current policy. The content covers above wing operations including:

Cargo Operations
Cargo Handling
Cargo Reservations

If the content of the CCB`s conflict with this CSM in anyway the CCB shall be followed. The
CCB`s are numbered and uploaded on to the ETIHAD Intranet and Crystal Cargo Website.
See Chapter 0.5 Distribution.


0.1.12.1 CCB Distribution List

Cargo Sales and Operations is responsible for maintaining the CCB Distribution list within
the ETIHAD G Drive to include current Cargo Operations and Sales

If any emails from the CCB Distribution List are deliver unsuccessfully, the sender from
Ground Services to forward via email to the Cargo DM (cargo duty manager group address)
to advise and request new email address for re-sending. Once the correct email address
has been received from Cargo DM, the Ground Services originator shall send retuned email
CCB to new address.

Cargo DM shall update the CCB Distribution List within the G Drive with current email
addresses, revision date and Cargo DM name.

0.1.13 TERMS AND DEFINITIONS

0.1.13.1 General

When used in this and other manuals of the CSM, the following terms have the meaning as
explained below:

" Shall" Or an action verb in the imperative sense, means, that the application
of a rule, procedure or provision is mandatory.

" Should" Means that the application of a procedure or provision is
recommended.

" May" Means that the application of a procedure or provision is optional.


0.1.13.2 Applicability of Terms

For brevity the pronoun "he" is used throughout the manual and means any person who is
addressed irrespective of gender.


0.1.14 NUMBERING

The numbering of the CSM is as follows:

Sections are numbered with one digit (4)
Subsections are numbered with two digits (4.1)
Paragraphs are numbered with three digits (4.1.1)

0.2 SYSTEM OF AMENDMENT AND REVISION

0.2.1 RESPONSIBILITY

The Post Holder Ground Operations is responsible for the contents and the issuance of the
CSM including revisions. Editing is delegated to Ground Operations Administration via
approval from Crystal Cargo Duty Manager.


0.2.2 PUBLICATION

0.2.2.1 General

The format and standards which control the structure and preparation of the CSM will be
administrated and controlled by the Ground Operations Administration with the concurrence
of the Post Holder Ground Operations.

The content within the CSM is presented in a functional useable format for all parties
concern with Ground Operations.

A consistent format and page structure will be utilized throughout the CSM. It shall contain a
title page, table of contents, list of effective pages, revision page, and, if applicable, a
temporary bulletin section with appropriate effectively list.

This Manual is divided into consecutively numbered chapters plus appendixes. Each
chapter may be broken down further into sections and subsections. The first page of each
section shall begin with page 1, and be numbered consecutively thereafter. Each page
includes the name of the chapter and in the upper right-hand corner the number of the
chapter/section, a page number and the effective date.

Any revision within a section requiring additional pages will necessitate section revision and
renumbering.

If a revision affects only one side of the sheet, the effective date will be changed on the
affected side only.

Complete section deletions will be identified by a blank page with section/page notifier and
the words "INTENTIONALLY LEFT BLANK" printed on the page or with the word -open-
in case of subsection deletion.

Every Chapter has a remark END OF CHAPTER printed of the end of the last page of
each chapter. This remark identifies the last page and in case it is missing, the chapter /
manual is not complete.

CSM is distributed as per chapter 0.5


0.2.2.2 Publication Cycles

The CSM is revised annually and as deemed necessary. Dead-line for acceptance of
proposals for amendments / revisions is three (3) weeks in advance.
Temporary Revisions (TR) may be issued between the publication cycles.

0.2.2.3 Personnel Responsibility

Manuals remain property of ETIHAD and are lent to its employees. Each CSM is individually
numbered with the holders title or company name. In the event of an holder transfer or a
termination of contract the manual shall be handed over to the local ETIHAD Operational
Office.


0.2.2.4 Copyright

No part of this manual may be reproduced without the written permission of ETIHAD.


0.2.3 AMENDMENTS AND REVISIONS

Handwritten amendments and revisions are not permitted.


0.2.3.1 List of Effective Pages

At each revision date, the list of effective pages will be updated. Each holder of a manual is
responsible for correct insertion of the revised pages and for the complete contents
according to the distribution schedule. The manual holder is responsible for checking that all
sheets mentioned in the list of effective pages have been received.


0.2.3.2 Record of Amendments

All Revisions are numbered and issued with a date of the revision. The Record of
Amendments shall be updated with the Revision Number, Date filed into the CSM, and
signed by the manual holder.


0.2.3.3 Revisions

Each revised item on a page is indicated by a vertical line in the outside margin adjacent to
the revised information: e.g.


A deletion is indicated by an arrow pointing outward: e.g.


0.2.3.4 Temporary Revision / Publication

A temporary revision or supplementary information, instruction or directive will be published,
when the content:

is of a temporary nature
requires immediate publication prior to a standard amendment
is miscellaneous in character
is too voluminous to be incorporated into a manual,

TRs shall overrule the permanent content of the CSM as long as they remain valid.

Temporary Revisions (TR)


The TR communicates any changes to the content of the CSM, which require immediate
output of information, between CSM revision cycles. TR(s) will be yellow and issued as and
when required.

TR indicates the chapter, the title and the word Temporary Revision, the page number,
revision number with the letters TR (Temporary Revision) and the date. The electronic
publications include a vertical bar in line with the text that indicates any changes.


0.2.3.5 Retention, Identification and disposal of Obsolete Documents

Obsolete parts of the Cargo Services Manual are to be replaced by the listed owner upon
receipt of new revisions and temperately revisions.


0.3 PREAMBLE

In order to comply with the requirements of U.A.E. CAR/J AR-OPS, the following statements
are fulfilled:

The Accountable Manager is responsible that the operations are in full compliance with the
regulations.

The Cargo Services Manual is prepared to the best knowledge of the management and the
Post Holders of ETIHAD.

The structure of the operations manual corresponds to the requirements of UAE CAR/J AR-
OPS Subpart P, except where clearly marked, referenced and approved/accepted by the
authority.

The Accountable Manager and the Post Holder Ground Operations, declare to understand
the content of the operations manual and this preamble and to comply with it.

0.4 SAFETY ADVICE

Some actions are likely to result in personal injuries or in damage to load or aircraft. Directly
above these dangerous actions you will find a safety advice with information how to work
safely.

Note that the absence of a safety advice does not mean that there are no risks of injuries or
damages! All actions on the ramp and around the aircraft shall be done with special
attention and caution.

Danger: Here you will find detailed information about the risk. The word Danger

means that the risk may cause serious injuries or even death.

Warning: Here you will find detailed information about the risk. The word Warning
means that the risk may cause injuries or serious damages to aircraft, equipment
and load.

Caution: Here you will find detailed information about the risk. The word Caution
means that the risk may cause damages to aircraft, equipment and load.
The safety advice Caution is only used in some oases, when experience has
shown, that the risk is not obvious or frequently leads to damages.


0.5 DISTRIBUTION

The current CSM including temporary revisions and CCBs shall be available 24/7 via:

1. ETIHAD Intranet for ETIHAD staff
2. Crystal Cargo Website Appointed Cargo handling/sales agents

The Ground Services Office controls current and new revisions to the CSM which will be
uploaded on to both the Intranet and website in consultation with Crystal Cargo.

0.5.1 EXTERNAL DISTRIBUTION

Process
GSA/GHA must have access to the website in order to view the manual under a specific
user name and a password.

Registration Steps:

Step 1: Cargo web Supervisor in Abu Dhabi will contact the GSA/GHA personally after
taking their contact details from:

Cargo Sales dept to contact the new GSA
Cargo Contracts & Services Manager to contact the new GHA

Step 2: As following are the steps which should be done by the web Supervisor.

Feed the registration form with the contact details & one common email address of
each GSA/GHA (www.crystalcargo.ae )

Automatic email will be sent to the Supervisor email address of the web (
CargoSupport@etihad.ae ) to inform him about the new subscription

Web Supervisor will create a separate user code in Cargo reservation system for
both GHA/GSA

When authorization is set by Cargo Supervisor, GHA/GSA will receive automatic
email (the entered one in the registration form) with the log-in details where they can
access Cargo Services Manual. Access to CSM shall be promulgated to all cargo
operational staff in operational areas. In addition, a printed copy CSM (hard copy)
shall be printed and maintained at each cargo operational area.

After Log in successful
All the agents have to read this license page and either accepts to download the software.

0.6 PROPOSAL ON MANUAL IMPROVEMENTS

To continually improve the quality of the manual, any
proposal to improve the manual is appreciated.
CSM Change Request (CRF-CSM) form can be accessed
on line via www.crystalcargo.ae under publications.
A change request initiates a multi-step in-house
documentation amendment process. Every
employee shall use the form to identify and forward
incorrect, missing, confusing, duplicated or misinterpreted
content of any operational documentation.
Upon receiving CSM Change Requests, Manager Cargo
Standards & Compliance will review with the applicable
Ground Services and Cargo Management to assess
possible changes to the manual. If the proposed change is
not accepted an email will be forwarded to the originator
with the reasons for rejecting the change. Shall the change
be accepted a TR will be released with the new changes.

0.7 GENERAL INFORMATION

0.7.4 CONDITIONS OF CONTRACT

The conditions of contract on the reverse side of the Air Waybill are introduced, interpret
and supplement the existing and binding rules and regulations stipulated by the Warsaw
Protocol and/or national laws.

0.7.5 GENERAL CONDITIONS OF CARRIAGE

ETIHAD Airways Conditions of carriage for cargo may be obtained from ETIHAD Airways
Cargo Claims Unit, Abu Dhabi.

0.7.6 NON-IATA AGENTS (OTHER FORWARDING AGENTS)

Non-IATA freight forwarders perform the same business as IATA Cargo Agents. These
freight forwarders deliver their cargo to the carrier either under special arrangement or the
same conditions as private shippers.

0.7.7 IATA CARGO AGENTS

An agent approved by IATA and registered in the IATA Cargo Agency List. This listing
enables the agent, upon authorization of the IATA carrier, to receive shipments, execute Air
Waybills and collect charges on the carriers behalf.

0.8 LIABILITY

In accordance with the Warsaw Convention, the Hague Protocol, the Montreal
Protocol No. 4, or appropriate National laws, the outline of the carriers liability is as
follows:

a) the carrier is only liable for damage to, loss or delay of cargo if caused by
negligence of the carrier or its agents, and provided there has been no
contributory negligence of the shipper, or consignee.
b) the carrier is not liable for damage to, loss or delay of cargo if it is able to
prove that such damage, loss or delay was caused by:
i. compliance with laws, governmental regulations, customs
requirements, customs requirements;
ii. negligent pilotage or negligence in handling of aircraft or in
navigation.;
iii. occurrences which the carrier cannot foresee over which it has no
control; and provided that the carrier and its agents are able to
prove that they have taken all necessary measures to avoid the
dam- age, or that they were unable to do so.
c) When issuing AWBs, covering cargo to be carried by other carriers,
ETIHAD Airways does so only as sales agent and cannot be held
responsible for damage to, loss or delay which may occur while the
shipment is in the care of such other carrier.

Duration of Liability

ETIHAD Airways liability extends over that period only during which shipments are
in the physical possession of EY or its handling agents.
