SUBPART A: GENERAL
2.001 APPLI CABILI TY
(a) This Part prescribes the requirements of Vietnam for the registration and marking of civil aircraft.
(b) This Part is applicable to owners, leasees and operators of aircraft registered in Vietnam.
(c) This Part does not apply to
(1) Meterological pilot balloons used exclusively for meterorological purposes. or
(2) Unmanned free balloons without a payload.
2.003 DEFINI TIONS
(a) In addition to the definitions contained in Part 1 of these regulations, the following definitions specifically
apply to the registration of aircraft:
Note: Additional aviation-related terms are defined in Part 1 of these regulations.
(1) Airship. A power-driven lighter-than-air aircraft.
(2) Balloon. A non-power-driven lighter-than-air aircraft.
(3) Common mark. A mark assigned by the International Civil Aviation Organization to the common mark
registering Authority registering aircraft of an international operating agency on other than a national
basis. (All aircraft of an international operating agency which are registered on other than a national
basis will bear the same common mark.)
(4) Common mark registering authority. The Authority maintaining the non-national register or, where
appropriate, the part thereof, in which aircraft of an international operating agency are registered.
(5) Fireproof material. A material capable of withstanding heat as well as or better than steel when the
dimensions in both cases are appropriate for the specific purpose.
(6) Glider. A non-power-driven heavier-than-air aircraft, deriving its lift in flight chiefly from aerodynamic
reactions on surfaces which remain fixed under given conditions of flight.
(7) Gyroplane. A heavier-than-air aircraft supported in flight by the reactions of the air on one or more
rotors which rotate freely on substantially vertical axes.
(8) Heavier-than-air aircraft. Any aircraft deriving its lift in flight chiefly from aerodynamic forces.
(9) Helicopter. A heavier-than-air aircraft supported in flight chiefly by the reactions of the air on one or
more power-driven rotors on substantially vertical axes.
(10) International operating agency. An agency of the kind contemplated in Article 77 of the Convention.
(11) Lighter-than-air aircraft. Any aircraft supported chiefly by its buoyancy in the air.
(12) Ornithopter. A heavier-than-air aircraft supported in flight chiefly by the reactions of the air on planes
to which a flapping motion is imparted.
(13) Rotorcraft. A power-driven heavier-than-air aircraft supported in flight by the reactions of the air on
one or more rotors.
(14) State of Registry. The State on whose register the aircraft is entered.
2.005 ACRONYMS

SUBPART B: REGI STRATI ON REQUI REMENTS
2.010 GENERAL
(a) No person may operate a civil aircraft that is eligible for registration under the laws of Vietnam unless
(1) It has been registered by its owner, and

(2) The Authority has issued a Certificate of Aircraft Registration for that aircraft which shall be carried
aboard that aircraft for all operations.
(b) The Authority maintains a current register showing, for each aircraft registered in Vietnam, the information
included in the Certificate of Registration.
(c) Vietnam is the State of Registry for each aircraft included in that active register.
(d) The Authority maintains a separate register of unmanned free balloons that contains the date, time and
location of release, the type of balloon and the name of the operator.
2.013 REGI STRATI ON ELI GI BI LITY
(a) An aircraft is eligible for registration if it is
(1) Owned by a natural citizen, an individual citizen of a foreign State who is lawfully admitted for
permanent residence in Vietnam, a corporation lawfully organized and doing business under the laws
of Vietnam, or a government entity of Vietnam; and
(2) Not registered under the laws of any foreign country.
2.015 APPLICATION
(a) A person who wishes to register an aircraft in Vietnam must submit an application for aircraft registration to
the Authority in a form and manner acceptable to the Authority. Each application shall
(1) Certify as to citizenship;
(2) Show evidence identifying ownership; and
(3) Be signed in ink.
(b) The fee provided for by law will be submitted for processing as prescribed by the Authority.
(c) Upon an applicant meeting all requirements for registration, a Certificate of Aircraft Registration will be
issued by the Authority.
2.017 ASSIGNMENT OF REGI STRATION MARKS
(a) The marks assigned to a specific aircraft shall consist of a group of characters, including
(1) A registration mark of letters and/or numbers, or a combination;
(2) Preceeded by the nationality mark of Vietnam.
(b) When the first character of the registration mark is a letter, it shall be preceded by a hyphen.
(c) Combinations of letters used for the marks that could be confused with the International Five Letter Code of
Signals, Distress Codes or other similar urgent signals shall not be assigned.
2.020 CERTIFICATE OF REGISTRATI ON
(a) The Certifiicate of Registration shall be issued in both the Vietnamese and English Language for
international recognition purposes;
(b) The Certificate of Registration shall contain the following information
(1) Title of Registering Authority;
(2) Title of the government body;
(3) Nationality and registration mark issued to the aircraft;
(4) Name of the manufacturer;
(5) Manufacturers designation of the aircraft;
(6) Aircraft Serial Number;
(7) Name of the aircraft owner;
(8) Address of the owner;
(9) Certification of entrance on the registtry;
(10) Signature of the registering offiicial; and

(11) Date of issue.
SUBPART C: NATI ONALI TY AND REGI STRATI ON MARKS
2.030 GENERAL
(a) No person may operate a civil aircraft registered in Vietnam unless it displays nationality and registration
marks in accordance with the requirements of this section.
(b) Unless otherwise authorized by the Authority, no person may place on any aircraft a design, mark, or
symbol that modifies or confuses the nationality and registration marks.
(c) Permanent marking of aircraft nationality and registration shall be
(1) Painted on the aircraft or affixed by other means insuring a similar degree of permanence;
(2) Legible at a distance of 300 feet;
(3) Without ornamentation;
(4) Formed by solid lines that are one-sixth the height of the characters; and
(5) A color that contrasts clearly with the background.
(d) The owner and operator shall ensure that the marks are kept clean and visible at all times.
2.033 DI SPLAY OF MARKS: GENERAL
(a) Each owner shall display on that aircraft marks consisting of
(1) Capitalized letters using Roman characters and
(2) Numerals using Arabic numbers.
(b) If, because of the aircraft configuration, it is not possible to mark the aircraft in accordance with this Part,
the owner may apply to the Authority for a different procedure.
(c) The Authority shall not approve a special case where the measurements are such that the aircraft cannot
be readily identifiied.
2.035 SIZE OF MARKS
(a) Each operator of an aircraft shall display marks on the aircraft meeting the size requirements of this section.
(1) Height. The character marks shall be of equal height and on
(i) Fixed-wing aircraft
(A) Fuselages and vertical tail surfaces must be at least 30 centimeters high;
(B) Fixed-wing aircraft wings shall be at least 50 centimeters high;
(ii) Rotorcraft must be at least 30 centimeters high; and
(iii) Lighter-than-air and powered-lift aircraft at least 50 centimeters high.
(2) Width. Characters must be two-thirds as wide as they are high, except the
(i) Letter I and the number "1", which must be one-sixth as wide as it is high; and
(ii) Letters "M and "W" which may be as wide as they are high;
(iii) Length of the hyphen which shall be two-thirds of the height of a character.
(3) Thickness. Characters shall be formed by solid lines one-sixth as thick as the character is high.
(4) Spacing. The space between each character may not be less than one-quarter of the character width,
with a hyphen regarded as a character for this purpose.
(5) Uniformity.
(i) The letters and numbers in each separate group of marks shall be of equal height; and
(ii) For fixed wing aircraft, the marks shall have the same height, width, thickness, and spacing on
both sides of the aircraft.

(b) The measurements of the marks related to unmanned free balloons shall be determined by the Authority,
on a case-by-case basis, taking into account the size of the payload to which the identifcation plate is
affixed.
2.037 DEVI ATI ONS FOR SIZE AND LOCATION OF MARKS
(a) If either one of the surfaces authorized for displaying required marks is large enough for display of marks
meeting the size requirements of this section and the other is not, the operator shall place full-size marks on
the larger surface.
(b) If neither surface is large enough for full-size marks, the Authority may approve marks as large as
practicable for display on the larger of the two surfaces.
2.040 LOCATI ON OF MARKS ON HEAVI ER-THAN-AIR AIRCRAFT
(a) On all heavier-than-air aircraft, the marks shall appear once on on the lower surface of the
(1) Wing of the fixed-wing aircraft.
(i) The marks shall be located on the left half of the lower surface of te wing structure unless they
extend across the whole of the lower surface of the wing structure.
(ii) So far as is possible, the marks shall be located equidistant from the leading and trailing edges
of the wings.
(iii) The tops of the letters and numbers shall be toward the leading edge of the wing.
(2) Fuselage for the rotorcraft.
(b) The operator of a fixed-wing aircraft shall also display the required marks on either the vertical tail surfaces
or the sides of the fuselage as follows.
(1) If displayed on the vertical tail surfaces, horizontally on both surfaces, horizontally on both surfaces of
a single vertical tail or on the outer surfaces of a multi-vertical tail.
(2) If displayed on the fuselage surfaces, horizontally on both sides of the fuselage between the trailing
edge of the wing and the leading edge of the horizontal stabilizer.
(3) If engine pods or other appurtenances are located in the area described in paragraph (b)(2) and are
an integral part of the aircraft, the operator may place the marks on those pods or appurtenances.
(c) Each operator of a rotorcraft shall also display marks horizontally on both surfaces of the cabin, fuselage,
boom, or tail, such that the rotorcraft can be readily identified.
(d) In special cases where a heavier-than-air aircraft does not possess parts corresponding to those listed in
paragraph (a) or (b), the measurements of the marks shall be such that the aircraft can be identified readily.
2.043 LOCATI ON OF MARKS ON LI GHTER-THAN-AIR AI RCRAFT
(a) Airships. The operator shall place marks on an airship to appear on
(1) The hull, located lengthwise on each side of the hull and on its upper surface on the line of symmetry;
or
(2) Both the horizontal and vertical stabilizer surfaces
(i) For the horizontal stabilizer, located on the right half of the upper surface and on the left half of
the lower surface, with the tops of the letters and numbers toward the leading edge; and
(ii) For the vertical stabilizer, located on each side of the bottom half stabilizer, with the letters and
numbers placed horizontally.
(b) Spherical balloons (other than unmanned free balloons). The operator shall apply marks to appear in two
places diametrically opposite each other and located near the maximum horizontal circumference of the
balloon.

(c) Non-spherical balloons (other than unmanned free balloons). The operator shall apply marks to appear on
each side, located near the maximum cross-section of the balloon immediately above either the rigging
band or the points of attachment of the basket suspension cables.
(d) Lighter-than-air aircraft (other than unmanned free balloons). The operator shall apply side marks to be
visible both from the sides and from the ground.
(e) Unmanned free balloons. The operator shall apply marks to appear on the identification plate.
2.045 SALE OF AI RCRAFT: REMOVAL OF MARKS
When an aircraft that is registered in Vietnam is sold, the holder of the Certificate of Aircraft Registration shall
remove, before its delivery to the purchaser, all nationality and registration marks of Vietnam, unless the
purchaser is a citizen or other legal entity.
2.047 IDENTIFICATI ON PLATE REQUI RED
(a) The operator shall affix to each aircraft registered under the laws of Vietnam, an identification plate
(1) Containing the aircraft type, model, serial number, nationality and registration mark;
(2) Made of fireproof metal or other fireproof material of suitable physical properties;
(3) Secured to the aircraft in a prominent position, near the main entrance, or, in the case of a free
balloon, affixed conspicuously to the exterior of the payload.
