CONSTITUTION AND BY LAWS



PREAMBLE

WE, THE SOCIETY FOR ADVANCEMENT, GOODWILL, AND EXCELLENCE OF
CENTRAL COLLEGES OF THE PHILIPPINES, CONSCIOUS OF OUR ROLE IN LINE
WITH OUR COURSE AND STUDIES, IN ORDER TO CONTRIBUTE TO THE
UPLIFTMENT OF MORAL, PHYSICAL, INTELLECTUAL AND SOCIAL WELL-BEING
OF THE STUDENTS AND FULFILLMENT OF THE SCHOOLS VISION, MISSION AND
PHILOSOPHY, DO HEREBY PROMULGATE THIS CONSTITUTION AND BY LAWS.




ARTICLE I NAME AND DOMICILE

SECTION I The organization shall be known as Society for Advancement, Goodwill, and
Excellence.

SECTION II The organization shall hold its office for two semesters at the Central Colleges of
the Philippines, 52 Aurora Blvd., Quezon City, Metro Manila



ARTICLE II OBJECTIVES

SECTION I The objectives of the organization shall be:

a.) To maintain high standard of competence by encouraging students to do their
responsibilities and develop their efficiency through study, learning and by
seeking opportunities for the continuing growth and development of its
members.

b.) To promote better relations among students and superiors.

c.) To serve as a medium of articulations of the members views, suggestion,
needs and grievances.

d.) To build good leaders of our country whose ideals is in accordance with the
countrys constitution

e.) To help the school in promulgating its vision, mission and philosophy among
bonafide students.

f.) To help the school in time of need of assistance.



ARTICLE III DEFINITION OF TERMS


SECTION I As used in this constitution and by-laws, the following terms shall mean,

a.) Organization Society for Advancement, Goodwill, and Excellence

b.) Member member of the organization as defined by Article IV section I.

c.) Executive Board defined by Article V section I III.

d.) Institution Central Colleges of the Philippines


ARTICLE IV MEMBERSHIP


SECTION I The members shall be classified into three (3) groups mainly:

a.) Charter members the executive officers of the organization

b.) Regular members those members who met all the qualifications enumerated
in section II of this article.

c.) Ex Officio members charter and regular members who have graduated
from the college.

SECTION II Membership of this organization shall be open to all bonafide students who are:

a.) Possessing one of the following scholarships provided that each student must
not have failing grades in any academic discipline.

a.1. HR Reyes
a.2. Academic
a.3. Entrance
a.4. CHED
a.5. AFP
a.6. Parish
a.7. PEP
a.8. Varsity
a.9. Stockholders
a.10. CPR
a.11. ESR
a.12. Community
a.13. Diocese of Cubao
a.14. Dr. Leslie Reyes, and etc.


b.) Of good moral character and possessing an untarnished credibility, integrity
and dignity


SECTION III
a.) Members of good standing except ex officio members shall have the right
to attend and participate in the meetings of the organization to vote for and be
voted upon as representative of the said organization.

b.) All members have the right to seek advice and support from the organization
and participate in the activities of the organization.

SECTION IV Any member of the organization maybe withdrawn from membership by
submitting a written application of withdrawal to the President or Executive
Board of the organization stating his reason thereof; and the decision may be
carried by 2/3 vote of the Executive Board.


SECTION V - Any member who was able to obtain a failing grade in the first half of the
school year shall be subjected to probation and if by chance the said person does
the same thing in the remaining half of the school year, he/she shall be
automatically withdrawn from the membership in the organization.


SECTION VI Members shall submit their copy of grades in every end of the semester to the
Executive Board for such purpose of verification.


SECTION VII The ground enumerated in Section II Article IX shall be the same ground for
disciplinary action against any members.



ARTICLE V THE ORGANIZATION

SECTION I The Executive Board and all appointed officers unless otherwise provided by law
shall govern the organization. It shall hold office for two semesters (one school
year) until its successor shall have been duly constituted.

SECTION II Each member of the Executive Board shall be elected by the regular members of
the organization as such manner as may be provided for under this article.


SECTION III The members of the Executive Board shall consist of the following officers of
the organization: the President, the Vice President, the Secretary, the Treasurer,
and the PRO.

SECTION IV
a.) In case of vacancy occurring less than 3 months before the next regular
election, the Executive Board shall choose by majority vote, which shall fill
the vacancy. The Appointee shall serve only the unexpired portion of the
terms of his/her predecessor.

b.) If the vacancy occurs more than 3 months before the next regular election, the
members of the organization shall hold a special election for the purpose of
filling such vacancy.

SECTION V
a.) Election of officer shall be conducted on the third week after the opening of
the 1
st
semester every school year.

b.) Elected officer will assume office of the organization after their induction in
office.

c.) Induction of officers shall be held on the succeeding week after the regular
election

SECTION VI The Executive Board shall hold regular meeting, special meetings as provided in
Article VII.


SECTION VII
a.) Any member or officer of the organization may bring charges in writing
against any member /officer to be filled with the Secretary, together with the
petition signed by him regarding the removal of the member/officer in
question.


b.) The removal shall be voted upon in a regular or special meeting of the
organization by a majority vote.

c.) Any member/officer charged will be notified of the case and will be given the
privilege to be heard in person or by counsel and to bring witness thereto.



ARTICLE VI POWERS AND DUTIES OF OFFICERS


SECTION I
a.) The President shall be the executive officer of the organization. He / She shall
preside in all meetings of the organization and of the Executive Board, and
approve and sign the minutes of the meetings.

b.) He / She shall represent the organization, countersigned certificates of
membership and other papers affecting its activities and perform such duties as
are inherent to the nature of his / her position.

SECTION II
a.) The Vice President shall perform the duties of the President in case of
tardiness, absence, disability or resignation. He / She is also responsible of all
internal and external affairs, in all activities constructive to the organization
and shall make a report and recommendations relative to the President. He /
She shall be responsible together with the PRO on communication matters
inside and outside of the school.

b.) In case of disability of the President, he / she shall take over the position of the
President and call an emergency meeting to elect a new President and retain his
position until the successor shall have been duly constituted.

SECTION III The Secretary shall issue notices for all meeting and elections of the organization
and shall prepare and keep the minutes of the meetings. He / She shall secure and
keep all the records, documents and papers of the organization.


SECTION IV The Treasurer shall be the custodian of all funds and properties of the
organization. He / She shall sign and pay all expenses covering obligation legally
incurred and authorized. He / she shall collect and keep up-to-date of all such
receipt and disbursement, the records of which shall be open for inspection of any
member during class hours and shall perform other duties as are inherent in his /
her position. He / She shall also be responsible on the making of the financial
statements of the organization.


SECTION V The Public Relation Officer shall be responsible in promoting relations between
the organization and the other organization within or outside the institutions. He /
she shall be responsible for the publication and dissemination of information on
matters taken by the organization. He / she shall also be responsible on all matters
concerning communication.



ARTICLE VII MEETINGS

SECTION I The regular meeting of the organization shall be held at Central Colleges of the
Philippines every first Wednesday of the month at 2:00 PM or any time as agreed
by the body.


SECTION II The special meeting of the organization may be called at any time available by
the President or by at least 3 officers in writing when circumstances warrant due
to necessity.


SECTION III Notice of Meeting Written or verbal notice of meeting of either regular or
special meeting of members / officers shall be served by the Secretary personally
or through an agent upon each member not less than 3 days before such meeting.
It shall be held always in the presence of the Secretary unless the President orders
otherwise.


SECTION IV At the regular or special meetings of the some in a majority of the members and
the officers shall be necessary to constitute a quorum for the transaction of plans
but if a quorum is not present on a fixed date, the members and officers present
therein may proceed with the transaction of the plans of the organization provided
that the resolution acted upon therein shall be valid until same has been duly
certified and approved by the President whom a copy of minutes certified by the
Secretary, the regular or special meeting had been submitted within 3 days from
the date the said meeting was held.


SECTION V The order of meeting shall be as follows:

a.) Roll call
b.) Proof of the due notice of meeting
c.) Approval of the minutes of previous meeting.
d.) Reading and disposal of unfinished plans and projects
e.) Reading of reports by the Secretary and / or President.
f.) Election
g.) Announcement of recent assignments and orders.
h.) Open forum
i.) Adjournment




ARTICLE VIII RULES AND REGULATIONS

SECTION I All national laws, regulations and ordinances, school rules and regulations
promulgated are hereby made part of this Constitution and by laws.



ARTICLE IX DISCIPLINARY

SECTION I Any member of Executive Board may be removed from the office upon a vote of 3
/ 4 of the members of the organization in a meeting called for such purpose.


SECTION II Officers as well as members who are absent for three consecutive meetings
without a signed and valid reason shall be subjected to the following options:

a.) Impeachment

b.) Community service in the school premises provided with a video that will serve
as proof, and upon discretion

c.) For an absent, a fine of :
c.1. Two hundred pesos (200 Php) for the officers
c.2. One hundred pesos (100 Php) for the membership



SECTION III Officers and members who come late in regular or special meetings shall be
subjected to the following:

a.) For officers a fine of one hundred pesos (100 Php) for the first 30 minutes of
being tardy, and an additional of two pesos (2 Php) for the succeeding minutes.

b.) For members a fine of fifty pesos (50 Php) for first 30 minutes of being tardy,
and an additional of one peso (1 Php) for the succeeding minutes.

For such member not to be sanctioned with any of the following options, he /
she shall present a computerized letter of excuse to the Executive Board three
days before the meeting. Excuse made verbally shall not be accepted.


SECTION IV The ground for disciplinary action shall be:

a.) Act of inimical to the objectives of the organization.

b.) Dishonesty

c.) Wilful violation of the Constitution and other rules and regulations of the
organization. And;

d.) Conviction in any crime or violation which involves turpitudes.



ARTICLE X THE ADVISER

SECTION I The following professor shall be the authorized adviser of the Society for
Advancement, Goodwill, and Excellence (SAGE):

a.) Prof. Aurora Monponbanua


SECTION II The advisers responsibilities shall be:

a.) To control the untoward act of all the officers and members of the
organization.

b.) To give pieces of advice and proposals constructive to the organization and
to do all other duties inherent to their duties as adviser of this organization.

c.) They shall show approval to the organization.

d.) They shall be present on any important meetings and activities of the
organization on time they can avail to the same.




ARTICLE XI THE SEAL

SECTION I The official seal of the Society for Advancement, Goodwill, and Excellence shall
be constituted with a Flaming Torch, Book, and Flags.





SECTION II The official description of the Seal shall be:


a.) The Torch

The flaming torch shall mean Enlightenment or the freedom from
ignorance, prejudice and superstition. It shall also imply an open minded
understanding of all the facts and other matters as well as the undying fire of
fulfillment of the objectives of this organization.

b.) The Book

The book shall signify the knowledge and all matters concerning the
mental aspect of a human person. It shall be a sign of intellectual
empowerment of all members of the said group.

c.) The Flags

The two flags which depict the banner of the school signify liberty
through knowledge.

d.) The Wings

The wings in both side of the torch shall mean the interminable path
of success of the said organization. It shall also signify the continuous battle
for intellectual empowerment of the group,

e.) The Ribbons

The ribbons shall signify the unending partnership of the organization
with the school for such purpose of the upliftment of its vision, mission, and
philosophy. It shall consists of the year of establishment of the two partners.

f.) The Rays

The rays shall signify hope for everyone and for the school that such
students are still the hope of our nation. It shall also mean the unending road
to success for the students.

g.) The Colour

The official colour of the seal shall be crimson and gold which means
bravery, solidarity, and excellence in the organization.


h.) The Lettering and Shape

h.1. The lettering shall be in bold which signifies the strength and
power of the members.

h.2. The shape shall be a circle which represents the unbroken tie of
the organization.


ARTICLE XII DISSOLUTION AND LIQUIDATION OF THE ORGANIZATION

SECTION I The dissolution and liquidation of the organization shall be effective only on the
approval of the chairman of by any ranking constituted authority and upon the limit
prescribed by law.


ARTICLE XIII AMENDMENTS

SECTION I This constitution may be amended by at least two thirds (2/3) affirmative votes of
those present in meeting for the purpose.


SECTION II The proposed amendments must be submitted in writing to the adviser of the
organization for the purpose of considering or approval.


ARTICLE XIV TRANSITORY PROVSION

SECTION I Officers shall draft the organizations constitution and by laws through a special
convention.

SECTION II They shall present with the adviser and the organizers the constitution and by
laws to the authorities of CCP for recognition and approval.


ARTICLE XV MANDATORY SERVICES


SECTION I Officers and members shall render a period of 40 hours per semester enrolled
committing themselves to serve the needs of Central Colleges of the Philippines.
SECTION II Failure to meet the required commitment may void their scholarship.

WE, THE UNDERSIGNED, CONSTITUTING THE SOCIETY FOR
ADVANCEMENT, GOODWILL, AND EXCELLENCE HEREBY ATTESTED TO
THE PASSAGE OF THE FOREGOING CONSTITUTION AND BY LAWS BY
THE OFFICERS AND MEMBERS OF THE ORGANIZATION.
