ur!o"e: To take a bold initiative towards alternative forms of energy to decrease de!endency on foreign
oil im!orts to im!rove !ublic health and safety and to reduce "alifornia#s carbon foot!rint on the !lanet$
Su##$ry: This is a mandate by the state of "alifornia that will re%uire automobile com!anies to
manufacture at least &'( )ero-emission vehicles for sale in "alifornia by the year *'&'$ It also
re%uires that automobile+ gas+ and oil com!anies develo! an environmental sustainability !lan to
reduce at least ,-& of their carbon foot!rint by the year *'&'$ "om!anies who do not follow
annual guidelines and !rocedures will be strictly !unished$$
%E IT ENACTE& %' T(E EOLE OF T(E STATE OF CALIFORNIA:
SECTION I) The legislation finds and declares all of the following.
/,0 1ue to the current threat of global warming and climate change attributed to !ollution and e2haust
from cars and e2cessive burning of oil and fossil fuels+ there is an urgent need for alternative energy
sources$

/*0 The 3nited States of 4merica uses nearly 5'' million gallons of fuel !er day+ and "alifornia alone
consumes a!!ro2imately 5' million gallons+ which is about e%ual to "hina$
/&0 Emissions from carbon dio2ide has already caused damage to "alifornia#s !rimary ecosystems and
biodiversity+ and the issue of car !ollution+ according to researchers at MIT#s 6aboratory for 4viation
and the Environment+ have caused annually for some 7&+''' !eo!le to die !rematurely from road
trans!ort in the 3S4$
SECTION II) Section ,*8 is added to the Vehicle "ode+ to read.
/,0 The state of "alifornia mandates that automobile com!anies must manufacture and sell at least
&'( )ero-emission vehicles for sale in "alifornia by the year *'&'$ There must be a definitive trend of
!rogress in sales each year+ and an allotted committee from the "alifornia 4ir 9esources :oard will
work to ensure this$
/*0 "ustomers of these )ero-emission vehicles will be subsidi)ed 7( for buying these vehicles by the
state of "alifornia using ta2!ayer money$
/&0 4utomobile+ gas+ and oil com!anies must develo! and !resent an environmental sustainability !lan
to the "alifornia 4ir 9esources :oard /"49:0 that works to reduce at least ,-& of the com!any#s
carbon foot!rint by the year *'&'$
/50 9egulations and annual delegation conferences will be held in Sacramento+ "alifornia to discuss
and review the !rogress made that year$ "om!anies who do not follow annual guidelines and
!rocedures will be strictly !unished with a 7( increase in annual ta2 and will not be allowed to
distribute+ sell+ or !roduce cars in the state of "alifornia$
