1.0 SCOPE:
This document describes the criteria followed by Carl Stahl Safety & Security consultancy
for the management of Impartiality during the certification of personnel activities
2.0 RESPONSIBILITY:
The Quality Manager shall be responsible for the implementation and maintenance of the
system. All CS personnel, Sub contractors, committee members and any other parties
involved in the examination and certification process shall be obliged to follow the system.
3.0 PROCEDURE:
3.1 Persons taking decisions on certification cannot have been involved in the assessment
process leading to a recommendation for certification.
3.2 The certifications shall not be restricted on the grounds of any limiting conditions such as
membership of an association or group.
3.3 All personnel working for CS are required to operate in an impartial manner. They shall
show no favouritism to or discriminate against any person, group or organization.
3.4 CS shall never allow commercial, financial or other pressures to compromise impartiality.
3.5 Where a potential conflict of interest may arise, CS shall take appropriate action to eliminate
or minimize the threat so that the certification process is not compromised.
3.6 A risk register shall be maintained which details actual or perceived risks recording the
steps taken to eliminate or reduce the risk to a manageable level.
3.7 All records including the risk register are made available to the Impartiality committee in
their role of ensuring the independence and impartiality of certification.
3.8 Certification will not be granted where there is an unacceptable threat to impartiality, such
as to another branch/subsidiary of Carl Stahl.
3.9 All CS personnel, examiners, assessors and committee members are required to sign both
a confidentiality agreement and a declaration of conflicts of interest. These agreements shall
cover personal or commercially sensitive information gained and that shall not be disclosed
to a third party without the written consent of the affected parties. Where the law requires
information to be disclosed to a third party, the relevant party will be informed of the
information provided as permitted by the law. Should a candidate request access to the
information provided by a referee during the certification process, all names shall be
removed prior to releasing the information.
