A
s expected, the race for the coveted Montserrado
County senatorial elections was always penned down
to be one of predictability. As crowded a feld as the
one featuring the likes of football legend George
Manneh Weah, Robert Sirleaf, Benjamin Sanvee and incumbent
Joyce Musu Freeman, is, political observers have been salivating
at one potentially-grudged battle between Sirleaf and Neyor, who
once enjoyed a cordial working relationship, until Neyor bolted
under controversial circumstances.
Today, both men fnd themselves on opposing end of a senatorial
race already fueling intensity and some unfnished business
resulting from the feud in the aftermath of Neyors exit.
On the record, Sirleaf insists that he has no beef with Neyor, telling
FrontPageAfrica recently. Chris is fne in my world, I have no
personal issues with Chris, Ive never expressed anything publically
about his performance. Chris was CEO of the company when I
was actually on the board. I wasnt the chairman at the time; the
chairperson was Clemenceau Urey. Chris has expressed publically
his thoughts; sometimes its discouraging because I certainly dont
(for the years that we worked together); would publically express
any type of frustrations. Anytime you work with anybody in a
company, you dont necessarily agree with the decisions they were
making. The history of NOCAL during his tenure, you can look at
that. What was the performance? Its not me to go second guess;
thats something in the past. Hes a longstanding member of the
church; hes very active in his church so as a Christian, Chris has
got to do whatever is on his conscience.
But in an exclusive FrontPageAfrica interview, Dr. Neyor says he
has not seen Sirleaf at least since the argument they both had in the
board room at NOCAL in 2011, a bust-up that led to Neyors exit.
Neyor explains: We were in the board meeting and he wanted to
dominate the board and I told him he did not know what he was
talking about concerning this oil and gas business and should shut
up. He wanted to dominate because he was the president son and he
was just a board director and he tried to disrespect me in the board
room and so there was the argument and I have not seen him since
that time.
Adds Neyor: The last time I saw Robert Sirleaf again was two weeks
or so ago and quite interestingly when I got back to our country I
saw in the Chronicle Newspaper a cartoon that says, I refused to
shake Rob Sirleaf hands in Accra. I did not respond to that because
that was a lie which I did not know where it came from. The fact of
the matter was that my wife and I were coming from Accra and we
boarded the fight and we were in business class on the last frst row
and Rob Sirleaf was in business class too but in the last row and
so we got in and sat and the plane took off. When we landed at the
RIA, we were the frst come out, Dewitt Von Ballmoos, the Director
General of the CSA, George Werner was also on that fight and
we came and went to the bus that passengers were getting on. Von
Ballmoos got on, also the CSA Director General, we all got on the
bus and then because he was at the back he came and he had his VIP
car to take him to the VIP area and we went about our business on
the bus. We saw him getting in his car with his security and he left.
Neyor says that no contact was made between him and Sirleaf at
the airport in Accra. We did not come into contact with him, hand
shaking distance and for him to come up and tell the Chronicle
that he extended a handshake to me and I refused, it was just
disingenuous and I will want to say that was a lie. Never, for him
to even say he extended the handshake in the business class lounge
in Accra, in the business class lounge he was never there with me,
it was Von Ballmoos, Cllr. Michael Wright, he was on his way to
Abuja and we all sat together and talked he was not there. We only
saw him when we got on the fight. So there is nothing, only a
matter policy of difference thats all. He has a different philosophy
for this country and I too have a different philosophy, I dont think
he adheres to good governance and I am committed to my people
and all comes out as a matter of being good and where do you take
your resources from.
Neyor, who has come under fre from critics questioning the timing
of his new assault on the establishment, says it is all about the
timing. I will make this very clear everything in life happens in the
fullness of time. It happens when the time comes. You were born
when it was time, we will all die when it is time, nothing happens
before its time and so we have to be very clear about that when you
are in the Kings palace you play by the Kings rule. You take that
lesson from Moses, Moses who was raised in Pharaohs palace he
got all of the best education, he wore all of the fne silk and became
a man in Pharaohs place and he reality he was an Israelite. Moses
did not come out to help Egyptians until the fullest of time. Now
when Moses killed that Egyptian who was abusing his people and
ran away and when God called him to come and recue the people of
Israel, Moses than was no longer in the palace he had left Pharaohs
palace and went to the Israelites and said the Lord sent me to set
you free. Let say suppose the Israelites had all said Moses when
you were in Pharaohs Palace, why didnt you think about freeing
us, when you were eating all the good food, when you were wearing
all those good clothes and you were in the horses with all those
carriers around you why you did not think about us and you say you
have come now to free us.
Continued Neyor: Everything happens in the fullest of time when
you are in the Kings palace, play by his rule when you are in
Pharaohs palace, play by his rule. This time that is the rule of the
game when the time comes than you set up and distinguish yourself
and say this is the path that I am going. When Paul in Hebrew 11
decided to talk about all the great men of the old testament and all
the faith, how they were great in faith when he came to Moses and
say when Moses came of age, some translations say Moses came
of age some say when the fullest of time had come, Moses elected
, choose to be with the people of God, his people than to enjoy the
pleasure of sin. For the season because all of these things, corruption
that we all go through every time is for a season and Moses said that
was not the path he wanted to take, he rather go with his people
and suffer but in the long term everyone of them will prevail. That
is what happens in present life that at some point in time you have
to make a decision, which way to go. Joshua said chose you this
day, whom you will serve and for me I say I will go the path of my
people, if I wanted to have lots of money, to be wealthy to be part of
the whole corruption scheme, I would have stayed there at NOCAL
but I chose not to because this country has suffered so long and we
need some changes, we need some sincerity and commitment on
the part of those who govern.
Pressed why he left the oil company, Neyor I think I left because
the president wanted her son to be in charge. She has the appointing
power in our constitution and she puts whoever she wants to put
there but she bears the consequences of whoever she puts there.
The former oil company executive boasts that during his tenure no
oil block was put on sale in an apparent jab at recent attempts to off
load blocks 6,7,16 and 17.
No one was contracted out during my tenure. What I decided to
do when I got there and reviewed all of the concessions was to put
in place a reform, reform in the sense that I wanted for Liberians to
participate in what I call the last extractive frontier. Because when
you look at the history of the extractive industry, gold, diamond, the
iron ore, logs, they have enriched other people except Liberians and
those few Liberians that got rich out of it basically the same small
group of corrupt government offcials who sell their birth right
with little amount of money in order make other people rich. So I
said in this oil industry, we got to change this around because our
constitution says the natural resources including the oil which we are
exploring for belongs to all and in the exploitation of the resources,
the government must ensure the participation of the people. This is
what I tried to put in place, what we call local content, that is the
percentage of citizens that will participate in wealth creation within
this industry. That was my emphasis that is what we were working
towards and I believe that the president decided to put her son in
charge and the whole program that we started with the Norwegians
and the Americans as partners as advisors, got eroded. So what
they came up with later, as you can see, as I said they will bear the
consequences. But the reason I left NOCAL was that the President
wanted to put her son in charge.
In recent time it is said that there are discussions between the
Legislature and offcials of NOCAL for the sale of the four oil
blocks and on last week, the lawmakers were locked up in closed
door discussions with NOCAL offcials.
NOCAL Conceals Millions
An audit by the General Auditing Commission of Liberia on NOCAL
for the Financial Years 2008/9, 2009/10 & 2010/11 has noted that
the Oil Company and TGS could not provide documentations for
millions of dollars transactions between the two.
Auditors noted that aanalysis of the three-year revenue summary
submitted by TGS containing invoices sent to oil companies from
fscal year beginning July 1, 2008 to June 30, 2011, disclosed
that TGS invoiced and collected US$135,462,124.62, of which
NOCAL received US$25,385,499.79 or 19%, while TGS received
US$110,076,624.83 or 81%.
The audit also noted that for the three fnancial years under audit,
the revenue summary reported US$7,467,555.89 more than was
reported in the fnancial statements of NOCAL and for the same
period, a material variance of US$7,425,098.87 between bank
infows from TGS and remittance per the revenue summary was
also observed, indicating that more revenue was invoiced and
remitted by TGS to NOCAL than was captured in the bank accounts
provided to the auditors.
On the agreement between NOCAL and TGS, the audit noted that
for the periods under audit license revenue from oil companies was
generated under the August 4, 2009 agreement signed between
NOCAL and TGS. The current agreement applies to and governs
new and old data.
Article 1 of the agreement defnes Old Data as any NOCALs
geophysical data from source acquired, produced, or obtained prior
to the Effective Date of the 2009 agreement. New Data is defned as
any new data acquired by TGS as the result of the 2009 agreement.
All Old Data Licensing Fees and Viewing Fees shall be shared by
the parties in the ratio: NOCAL 65% and TGS 35%.
The audit noted that the agreement requires TGS to provide NOCAL
an inventory of all old data products. All New Data Licensing Fees
and Viewing Fees shall be shared as 90% TGS, 10% NOCAL,
until such time as TGS shall have been paid New Data License Net
Revenues Receipts in the aggregate amount of US$17,255,000.00;
subsequent license revenues would be shared: 40% TGS, and 60%
NOCAL until the expiration or termination the 2009 agreement.
Neither NOCAL nor TGS could provide documentation to indicate
which of the license invoices provided for audit were related to
old or new data. TGS applied old data revenue sharing percentages
to thirty (30) invoices amounting to US$18,655,794.10, of
which NOCAL received US$12,126,266.17, while TGS received
US$6,529,527.94. All of these invoices were sent out after the
effective date of the 2009 agreement. We could not establish
the considerations underpinning the revenue sharing percentages
applied by TGS to data considered new data stated the audit.
As of the date of the audit report, the audit noted that neither TGS
nor NOCAL provided evidence to indicate the date on which TGS
recovered the US$17,255,000.00 investment, which would serve as
a basis for applying subsequent agreed revenue sharing percentages;
neither TGS nor NOCAL provided suffcient appropriate evidence
to substantiate data acquired prior to the effective date of the 2009
agreement, and data acquired as a result of the 2009 agreement.
Stated the audit fndings NOCAL and TGS failure to adequately
and transparently document and disclose revenue sharing
transactions in detail, could materially impact revenue infows to
NOCAL.

O
n July 26, 2014, the 167th anniversary of the
birth of Liberia, Africa's 1 st republic, we, at the
Universal Human Rights International (UHRI)
wish to reecho the humanitarian emergency
alarm sounded daily since July 2003 (over a decade ago) on
the humanitarian crisis facing Liberian refugee women and
young Liberian-American children evacuated by the United
States Military from Monrovia to safety in the United States.
It is unconscionable that the governments of President Barack
Obama the United States of America and Liberian President
Ellen Johnson-Sirleaf, both in their second and fnal terms
of offce, have chosen to ignored the plight of their citizens
and reneged on their legal and moral obligations to protect
their own citizens, especially vulnerable young children
and women. While this crisis predated the ascendancy of
both Obama and Sirleaf to power, there is no excuse or
justifcations, whatsoever, for ignoring the suffering of the
citizens they were elected to protect and paid a salary to
serve. On this 167th anniversary of Liberia's existence,
we call on Presidents Obama, Congress and Sirleaf to use
their good offces and end over a decade of unnecessary and
unjustifable suffering and misery for over 7,000 Liberians
who entered the United States after October 2002 and have
since been denied protection contrary to pleas from the
Massachusetts Delegation to Congress and the late Senator
Edward Kennedy.
Additionally, as President Obama is seeking $500 million
dollars to support and arm rebels in Syria and nearly $4
billion dollars to assist *unaccompanied* minors entering the
USA illegally from Central America, surely, he must address
the plight of *accompanied* American children and Liberian
refugee women evacuated from Liberia by the United States
Military over a decade ago. We also call on Congress to
allocate funding for Citizens' Initiative as part of the solution
addressing the root cause of refugee and immigration crisis-
Citizens' Initiative is a measure of participatory democracy
that allows citizens, as the supreme source of state power
to propose good laws, repeal bad laws, set the salaries and
benefts of politicians without the approval or permission of
the president or legislature. Citizens' Initiative, which dates
back to the 5th Century BC in Athens, Greece works great in
2014 in the European Union, Switzerland and 24 states in the
United States of America.
On June 13, 2003, President George Bush ordered *Operation
Shining Express, a *deployment of an American naval task
force based around the amphibious assault ship USS <http://

The deployment announced on June 13, 2003 lasted until
July 2003.
Considering the appalling state of Liberia's education,
widespread poverty and political landscape rife with
corruption, greed and advancing of personal and family
interests above national interests as well as political gimmickry
that has rendered the political elite in poor countries as masters
over the impoverished masses of citizens, we believe now
is the time for the Congress to embrace Citizens' Initiative
and thereby bring lasting security, equal opportunities and
sustainable development to developing countries. Citizens'
Initiative is the only sure way for more transparency, justice,
security and equal opportunities because this measure puts
citizens in charge.
Accordingly, we wish to reassert the inherent dignity and
inalienable rights of these accompanied young Liberian-
American children and Liberian refugee women as human
beings who deserve to be protected both at home and abroad.
Inalienable rights are in fact God given rights-not given by
any man and rights which no man can take away.
Liberians refugee women suffering for over a decade deserve
better. We call on both President Obama and Congress to
use their good offces and end the unnecessary suffering of
American children and over 7,000 Liberians who entered the
USA after October 2002.
With our children set free in America they can begin to live
their dreams and contribute their quotas in making our world
a better place. With Citizens' Initiative, many of the unstable
countries will become prosperous nations that guarantee
justice, security and equal opportunity for all citizens and a
level playing feld for foreign investors to compete in a free
market place.

EDITORIAL
UNTIL THE death of Mr. Patrick Sawyer, a WASH
Consultant at the Ministry of Finance last week, the
deadly Ebola virus had been limited to Liberia, its next-
door-neighbors, Guinea and Sierra Leone.
SAWYER WAS pronounced dead last Friday, nearly a
week after landing in Lagos where he had gone to attend
a conference.
SAWYER WAS immediately taken from the airport to a
hospital, where he was put in quarantine.
LAGOS IMMEDIATELY put all entries into the country
on red alert after confrming that Sawyer was carrying
the Ebola virus. But it did not stop there. Surveillance
was been stepped up at all "airports, seaports and land
borders", says Health Minister Onyebuchi Chukwu.
COMPARED TO LIBERIA which has been battling
the outbreak since March, offcials have taken a lot
of things for granted and Sawyers death raises the
important question as why he was allowed to leave and
not quarantined after the Ministry of Health was in full
knowledge that he had made contact with his sister who
had died from the virus only three weeks earlier?
WHY HAS health authorities in Liberia handled the
outbreak so poorly that the Emergency ward at the
countrys leading hospital, the John F. Kennedy Center
has been shut down, nurses are abandoning their posts
in droves simply because the hospital is ill-equipped the
handle the crisis.
THE MINISTRY OF HEALTH, Dr. Walter Gwenigale
has gone on record to say that the crisis has spun out of
control and that the ministry had no answers.
SADLY, if health authorities had instituted some of the
measures Lagos is now implementing in the frst place,
Liberia would not be where it is today.
INSTEAD, lives of key health care workers are being
lost, including many foreign doctors, risking their lives
daily to rid the disease out of Liberia.
DR. SAM MUTOORO MUHUMUZA, a Ugandan
doctor working in Liberia, where an Ebola outbreak
has killed 129 people, died earlier this month and on
Saturday, Dr. Samuel Brisbane, the leading doctor at
JFK also succumbed to the virus which has also claimed
the lives of 319 in Guinea and 224 in Sierra Leone. The
Ebola outbreak has killed more than 670 people in Africa
is now taking a toll on the doctors and health care workers
battling the deadly disease. More than 1,000 infections
have been recorded for the outbreak which has fatality
rate of up to 90% and is one of the world's most virulent
diseases, according to the WHO. It is transmitted by
direct contact with the blood, body fuids and tissues of
infected animals or people.
TODAY, AN American doctor who has been working in
Liberia since October 2013 for the North Carolina-based
aid organization Samaritan's Purse, is now receiving
intensive medical treatment after he was infected with
Ebola, according to a spokeswoman for the organization.
MELISSA STRICKLAND said Kent Brantly, 33, was in
stable condition, talking with his doctors and working
on his computer while being treated. She cautioned that
he is "not out of the woods yet." Strickland said patients
have a better chance of survival if they receive treatment
immediately after being infected, as Brantly did. Brantly,
who is married with two children and is medical director
for the Samaritan's Purse Ebola Consolidated Case
Management Center in Monrovia, is being treated at

a Samaritan's Purse isolation center at ELWA Hospital,
according to Strickland.
Brisbane, who once was a medical adviser to former
Liberian President Charles Taylor, was taken to a treatment
center on the outskirts of the capital after falling ill with
Ebola, and died there, said Tolbert Nyenswah, an assistant
health minister. He said another doctor who had been
working in Liberia's central Bong County also was being
treated for Ebola at the same center where Brisbane died.
IN NEIGHBORING SIERRA LEONE, last week, the
medical humanitarian organization Doctors Without
Borders announced that the chief doctor leading the fght
against the Ebola epidemic in Sierra Leone, Sheik Umar
Khan, had contracted the disease. Three nurses who
worked in the same Ebola treatment Center as Khan, 39,
are believed to have died from the disease.
WE ARE PUZZLED as the rest of the world is as to why
Liberia and Liberians are continuing to take the outbreak
for granted?
WHY ARE SERIOUSLY-ill patients being escorted on
foot by friends and relatives and those relatives are not
quarantined as other countries are doing?
WHY ARE WE Liberians so wicked to ourselves that we
would allow a deadly outbreak to wreak havoc on our
people and sit idly by and do nothing?
WHY ARE health offcials whose duty it is to educate and
help the public prevent the disease not doing enough to curb
it and would allow a brother, Patrick Sawyer, whose sister
had died of the virus to travel, bringing embarrassment and
shame to Liberia and keep their jobs at the same time?
ALL THIS POINT to one simple fact: That Liberia is losing
or has lost the Ebola fght which is why we are urging the
international community to come in and help us in a more
dominant way because our health authorities have failed
us.
LIBERIANS MUST WISE up quickly or risk killing a
population due to our ignorance, arrogance, stubbornness
and careless denials. A HINT TO THE WISE.

Unmistakably, the message to the nation from the US and UN
is the same: clean your mess or we will clean it up for you. In
other words, implement the easily acceptable recommendations of
the TRC, continue constructive governance, reconcile, and seek
sustainable peace together. And why this should be a problem beats
the imagination of reasonable Liberians.
As we write there is a huge mess in Iraq because Al Malaki, the
twice - democratically elected prime minister, has been bullish
in allowing genuine participatory democracy. By intensifying the
isolation of the Sunnis - Saddam Husseins group - he has engulfed
the country in another bloody ethnic strife. And confict looms over
Liberia should we not reconcile now.
For example, instead of writing about the need for unity and
reconciliation, Mr. Worweiyu was playing the divisive card to curry
favor. Our perchance for postponing, procrastinating, and putting
off actions which outcomes are positive to our common good is
mind - boggling. Were all in this together, lets be proactive to
make Liberia safe for our children, grandchildren and posterity.

Thanks to the United States Government for the step taken to bring
justices to victims of the civil war in Liberia. While the effort
is commendable, we urge the U.S. government to also go after
individuals and institutions that sponsored war in Liberia. 0.5 cent
spent or given to a rebel leader to kill people is equal to war crime.
Such giver must give account in court.

The step taken by the US to bring to justice the perpetrators of
crimes against humanity in Liberia is a step in the right direction.
We can not have the cycle of violence and the looting of public
coffers go with impunity. This will set the stage for those who wish
to hold political offces in the future that the government is not
meant to enrich them at the detriment of the people. It will be a
signal to all would be politicians that there is a big eye watching
them and they need to perform according international standards.
Although long overdue, it is better late then never. Bravo US!
Those who argue that this might not heal the wounds of Liberia
need to sit back and ask themselves: should 250,000-300,000
of our people be killed and no one be held accountable? If this
happens, it will be a recipe for some greedy persons to wake up
again and plunge the country into another round of mess. It will
deter future wars and economic crimes. If this had happened
earlier, the situation the nation is now in under the administration
of Ellen Sirleaf would have been different.
The United States must help Africa end impunity without fear or
favor. Names like Robert Mugabe, Ellen Sireaf, Paul Biya and
their kinds should not be spare if justice must be served. In Liberia,
if Ellen Sirleaf, George Boley, A. Kromah, Prince Johnson and
their followers are not held accountable for the death of 250,000-
300,000 of our people, the souls of the dead will not rest in peace
and justice will not be served. We hope to hear soon big names that
unleashed havoc and mayhem on the nation and its people.
Again, thanks America for the baby steps taken and we hope the
giant ones will follow soon. One of the responsibilities of a great
nation is to bring justice and fair play to all peoples without fear
or favor.

Liberians should know that the US owes
no one an explanation as to why certain
individuals with tinted human rights
records are no longer welcome in the United States.
Look at it this way: Consider America as the house/

But it all boils down to Liberia thumbing its nose
at the International community with regards to not
wanting to fully implement the TRC Report. Why
should those who abuse the human rights of other
Liberians be given a free pass to roam freely and
travel to the U.S. and other countries? Why should
known war criminals enter the U.S. at will? But
President Obama is coming after these criminals,
many with their blood-soaked hands when some of
their partners-in-crime are doing time in jail (Charles
Taylor and son Chukie, and Tom Woewiyu is about to
have his day in court soon. But President Obama is
determined to have a Liberia War Crimes Tribunal
set before he leaves office. So to make sure these
suspects to run from Liberia, their travel privileges
are being curtailed.

s the deadly Ebola
virus continues to
cause more deaths
in Liberia, and has
now become a full blown crisis,
described as one of the deadliest
outbreak ever, the virus has
struck a lethal blow, attacking an
American doctor working here
who has been helping patients
infected with the virus, while at
the same time killing the Chief
Medical Offcer of the JFK.
Dr. Kent Brantly an American
Doctor working with the
humanitarian aid organization
Samaritan's Purse has tested
positive for the deadly Ebola
virus according to WCNC a U.S
based online news site.
Dr. Brantly, who has been
working in Liberia since October
2013 for the Boone, North
Carolina-based aid organization
Samaritan's Purse is now
receiving intensive medical
treatment after he was infected
with Ebola, the spokeswoman
for the organization told WCNC.
Melissa Strickland said Kent
Brantly, 33, was in stable
condition, talking with his
doctors and working on his
computer while being treated.
She cautioned that he is "not out
of the woods yet." Strickland said
patients have a better chance of
survival if they receive treatment
immediately after being infected,
as Brantly did.
Brantly, is married with two
children and is medical director
for the Samaritan's Purse Ebola
Consolidated Case Management
Center in Monrovia. He is
being treated at a Samaritan's
Purse isolation center at
ELWA Hospital, according to
Strickland.
Brantlys situation comes barely
a day after the chief medical
doctor of the John F. Kennedy
Hospital Dr. Samuel Brisbane
died from the deadly disease. Dr.
Brisbane selected to treat himself
at home in a bid not to infect
fellow health workers with the
deadly disease. He was taken to a
treatment center on the outskirts
of the capital after falling ill
with the disease and died there
according to assistant health
minister Tolbert Nyenswah.
The World Health Organization
has rated the deadly disease as
the largest recorded outbreak.
He was working as a consultant
with the internal medicine unit
at the JFK. Brisbane once was
a medical adviser to former
President Charles Taylor.
Assistant Minister Nyensah said
another doctor who had been
working in Liberia's central Bong
County is also being treated for
Ebola at the same center where
Brisbane died.
The country has been heavily
hit by the outbreak of the deadly
virus for the second time with
more causalities from the virus
as the death toll now stands at
129 and 249 cases as of Friday
July 25.

But it seems the country is
also suffering colossal image
problem on the outside with
its citizens bearing the risk of
untimely death.
Contradictions continue to linger
over the death of Patrick Sawyer,
a consultant for WASH program
at the Ministry of Finance who
had gone for an offcial trip to the
Federal Sate of Nigeria and was
pronounced sick but with test yet
to confrm the actual cause of his
death in a hospital in Nigerias
capital, Lagos.
Nigerias health Minister
Onyebuchi Chukwu has
confrmed that Sawyer died of
Ebola but another Lagos state
offcial has also pronounced
that the test results are yet to be
confrmed raising more doubts
on the actual cause of death.
"His blood sample was taken
to the advance laboratory at
the Lagos university teaching
hospital, which confrmed the
diagnosis of the Ebola virus
disease in the patient," Chukwu
told a press conference on Friday.
"This result was corroborated
by other laboratories outside
Nigeria."
Minister Chukwu confrmed
that Sawyer was tested positive
for the deadly Ebola virus after
he had already died with no
representative of the Liberia
diplomatic mission in Nigeria
afforded the opportunity to get a
copy of the test results.
Contradictions in explanations
The statement by the Health
Minister was diluted by Lagos
City Health Commissioner
during a separate press
conference when he said it was
only assumed that Sawyer had
died from Ebola and that results
were not yet available.
Commissioner, Jide Idris, said
that they were only "assuming
that it was Ebola" because they
were "waiting for a confrmative
test to double check" from a
laboratory in Dakar.
A United Nations offcial, Paul
Garwood, spokesman for the
World Health Organization
(WHO) in Geneva, said the
U.N. health agency was also still
waiting for test results.
"We're still waiting for
laboratory-confrmed results as
to whether he died of Ebola or
not," he said.
The comments by the Nigerian
health Minister and that of Lagos
City health Commissioner raise
suspicions about the death of the
Liberian who had travelled to
Nigeria and fell ill while in the
territorial limits of that country.
Medical experts say the Ebola
virus becomes more virulent
when it has caused more
damaged to the patients internal
system and is at the point of
causing death.
Sawyer is said to have fallen
ill when he travelled to Lagos
on Sunday and on Thursday, a
spokesman for the World Health
Organization (WHO) in Geneva
confrmed Nigeria had "one
suspect case" and said samples
had been sent to a WHO lab for
testing. The special adviser on
public health to the Lagos state
government, Yewande Adeshina,
told a news conference that
Sawyer had collapsed on arrival

authorities fear an outbreak of
the deadly virus on their soil.

by health workers, she said.
Ebola has been causing havoc in
the West African sub region since
the disease broke out in Guinea
before spreading to Sierra Leone
and Liberia. The three countries
are closely related in terms
of common trade with people
crossing over from one side to
another so easily.
After the frst outbreak of the
virus there were calls for Liberia
to shut down its borders with
its neighbors as a precautionary
measure to prevent cross over
but the situation was taken
lightly with the hope that it could
easily be handled until a second
outbreak has now become an
uncontrollable problem.
Nurses and other medical staff
in hospitals and clinics across
Liberia are abandoning their
work for fear of contracting
the virus as at least more than
six medical practitioners have
died from the disease after
contracting through care for
infected patients.

one of the worse affected
communities by the virus caused
stir recently amongst health
workers who said they were not
provided adequate protective
gears on the job.

four nurses died in the Central

Liberias Ministry of Heath

Sawyers death, if confrmed to
be Ebola will be the frst recorded
case of one of the world's
deadliest diseases in Nigeria,
Africa's biggest economy and
most populous nation, with 170
million people and some of
Africa's least adequate health
infrastructure. Ebola has killed
632 people across Guinea,
Liberia and Sierra Leone since
an outbreak began in February,
straining a string of weak health
systems despite international
help.
The virus which starts off
with fu-like symptoms and often
ends with horrifc hemorrhaging
has infected about 1,048
people and killed an estimated
632 since this winter, according
to the numbers on July 17 from
the World Health Organization.
Ebola is both rare and very
deadly. Since the frst outbreak
in 1976, Ebola viruses have
infected thousands of people and
killed about one-third of them.

Across Guinea, Liberia and
Sierra Leone, 632 people have
died from the illness, according
to the latest World Health
Organization (WHO) data,
putting great strain on the health
systems of some of Africa's
poorest countries. The WHO
report, released on Saturday,
showed that there were 19 new
deaths and 67 new cases within
the four days since its previous
statement.
Ebola is one of a number
of viruses that can cause
hemorrhagic fever, and that
others, including Lassa fever
virus and Dengue virus, could
turn out to be the diagnosis in
this case.

n recent days, the United
States Government has
cancelled the visas of
three senior Liberian
government offcials with
the United States embassy
in Monrovia confrming the
action of its government yet
failing to provide explanations
for the action which is causing
stir back home.
Pandemonium has now
grasped majority of Liberian
Government offcials with all
looking up to the list of over 70
Liberians believed to be placed
on the United States Black list
to be prevented from traveling
to that country.
Some believe the United States
is taking the action against
those who actively participated
in successive civil wars in
the country and might have
perpetrated crimes against the
state; while others say it is due
to the outbreak of the deadly
Ebola virus. In May this year
Jucontee Thomas Woewiyu,
Charles Taylors former
defense minister from one of
the belligerent grouping during
the civil war was jailed in the
United States pending trial
for allegedly concealing his
involvement in any rebellion in
Liberia.
While the fear lingers, Liberian
businessman and presidential
hopeful, Benoni Urey who
once served a United Nations
Travel ban for over 10 years
has publicly expressed support
for the setting up of a tribunal
in Liberia, promising to
voluntarily show up to face
the tribunal at the same time
describing the this years
celebration as the Dark
Independence due to the
deadly Ebola virus.
Volunteer to face tribunal
Let them start the tribunal,
let face it. I volunteer to face
the tribunal, Urey said on
the eve of Liberias 167th
independence celebrations.
Speaking on his long stay on
the United Nations Travel ban,
Urey said all the points used as
justifcations against him are
not true but said he respects the
decision of the United States
of America because the world
super power has an expanded
security network that instigates
issues.
But again, we hold nothing
against anybody, we respect the
United States of America and
at the appropriate time the facts
will come out and you know
the good thing about America,
they have a large expanded
security network and I am sure
they have investigated and at
the appropriate time the facts
will be made, Urey said.
He challenged every Liberian
to join him in calling for
the setting up of tribunal for
Liberia in order for people who
committed crimes to have their
day before the law.
Urey furthered But I will love,
because I want this behind me
and every Liberian must be
man enough to say let them
start the tribunal and lets go
and face the tribunal and if you
committed any atrocities, you
face the full weight of the law.
We just have to put this behind
us. I want to volunteer to be
the frst person to go there. I
volunteer to be the frst one to
go there and if there is anything
anyone has against me let them
bring it.
The presidential hopeful is
appealing for all Liberians
accused of committing crimes
to have their time in court.
We must all not lose sight of
the law, and this is why we
pray that our parents will see
reason. You know when you
do this listing; give us our day
in court. This is what a charter
of the UN calls for, this is what
our constitution calls for. It is
what their constitution calls
for, Urey appealed.
Declare State of Emergency
for Ebola
On the deadly Ebola virus
which has caused the loss 129
lives as of Thursday and over
240 cases reported, Urey said
the best thing the government
can do now is to declare a state
of emergency.
I m thinking that the
government is thinking in this
line, if they are not, we want to
appeal to them to go ahead and
declare a state of emergency
and let all government

solving this problem
With a state of emergency,
Urey said the president has the
authority to do almost anything
to solve this problem.
He lamented I know there
is only one burial team at
Ministry of Health, one body
lying at the JFK for three days.
There was one that stayed at
catholic hospital for two or
three days. Because there is
one burial team, how can we
as a people be joking with our
lives, the government must
direct all the resources towards
Ebola.
He indicated that the purchase
of expensive vehicles for US$
50 to 60,000 must now stop
and all the funding directed

transparent elections

Commission to ensure that

not destroyed, we must refrain
from violence.
The presidential hopeful said
he has implicit confdence in
the election commission and
its chairman to conduct the
pending election.
Plea to reserve oil blocks
With news that the National
Oil Company of Liberia is
holding secret meetings with
the Legislature for sale of the
remaining oil blocks in Liberia,
Urey said all Liberians should
join him in appealing to the
lawmakers not to sell the oil
blocks until oil is discovered at
a commercial value in Liberia
where the blocks will be sold
for billions of United States
dollars.
Please leave these four
remaining oil blocks because,
when oil is fnally discovered
at a commercial value, the
value of these blocks will
quadruple and we are appealing
to the National Oil Company
of Liberia and our legislators,
please leave it. Lets leave it;
it will cause problems in our
country, leave it, wait until
we pass all the laws that will
protect Liberians. Lets leave
it until we know for sure that
there is commercially valued
oil on the shore of Liberia
where the sale of these oil
blocks will bring millions if
possible billions of dollars to
Liberia, he appealed.
Urey noted that when the oil
blocks are sold now, Liberia
will not get substantial money
in return, saying that although
government needs money
but the oil blocks should be
reserved.
If you sell it now, we will
get nothing, we do understand
that they are in a predicament,
government needs money but
the previous government also
needed money but they did
not sell oil blocks. We are not
going to war with anybody, we
are pleading with them. And
we want all Liberians to plead
with them to leave this one,
leave this one. Leave it, let
our children and our children,
children can have something to
live on.
On allegations that he is
supporting Radio Talk Show
host Henry Costa on campaign
to protest against the sale of the
oil blocks Urey said Senate Pro
Tem Gbehzongar Findley was
misinformed and he overacted,
noting that it is impossible
for him to give Costa money
because Costa has been in the
advocacy for over six months.
Senator Findley recently
accused Urey of sponsoring
Costa and others to protest at
the Capitol Building against
the sale of the remaining oil
blocks.
It was impossible for me
to have given any money to
Henry Costa. Costa did not
need any money and the third
thing is Mr. Costa has been on
this thing for over six months,
saying that if they do this, he
will be coming to the Capitol
and I listened to Coast show
quite often where speaker Tyler
called in and all of that. I think
Henry Coasta is determined
that these four oil blocks are
not sold. I stand with him and I
think Liberians stand with him.
Urey has since declared
his intention to contest the
presidency of Liberia shortly
after he was removed from the
list of the United Nations travel
ban and sanctions.

L
iberia is at the moment
experiencing road
woes in Monrovia, its
immediate environs
and other parts of the country as
majority of the feeder roads have
become impassable as a result of
the rainy season.
The road linking at least four
densely populated communities
in Montserrado County,
Dixville, Caldwell, Paynesville
and Barnersville is one of
several important roads that
recently became a nightmare for
commuters.
With heavy rainfall now taking
place in the country people are
fnding it diffcult to commute
from one location to another as
several roads turn deplorable
with vehicles getting stock up in
mud and ditches.
The Ministry of Public Works
spearheading the infrastructural
reconstruction drive of the
country has become over
burdened with the number
of roads that have become
deplorable and several
lawmakers are now taking the
lead to bring relief to the people.
Hon. J. Gabriel Nyenka who
represents the locality in which
the crucial road is situated is the
latest lawmaker who through
his instrumentality, a Chinese
company CICO along with
other companies have begun
rehabilitating the Caldwell
through Dixville to Barnersville
Road.
TIMELY INTERVENTION
Lawmaker Rallies support for Dixville Road
The lawmaker has been
successful in convincing other
companies including Western
Cluster, Hua Lee Sand Mining
Company, Maleke Sand
Mining Company and Liberia
Construction and Engineering
Company to join in rehabilitating
the road.
The effort started when
Lawmaker Nyenka along with
the Acting Commissioner
of Dixville Hon. Roberts
convened a meeting with the
mining companies operating
in the district and extracted
contributions from them to fx the
road under the direct supervision
and auspices of CICO.
For several months now since
the rainy season commenced,
that major stretch of road
which strategically connects
four townships and provides an
excellent detour from Paynesville
Red Light to Dixville/Caldwell
has been virtually impassable
but the effort has now yielded
results.
Representative Nyenka in the
absence of intervention by the
Ministry of Public Works on the
road persuaded the companies to
come to the aid of thousands of
people who are regular users of
the road.
Lobbying for budgetary
allotment
With the Dixville road now
showing good signs, Hon Nyenka
is reported to be lobbying quite
frantically to ensure that the road
in question is budgeted for in
the current 2014/2015 national
budget to enable further durable
work.
In an interview with
FrontPageAfrica, Hon. Nyenka
praised the Chinese company
CICO for coordinating the
rehabilitation work and promised
to convey the grateful sentiments
of his people to CICO and the
rest of the companies that have
agreed to come to the rescue of
his people in this critical period
of need.
In present day Liberia, roads
have proven to be one of major
needs of the people as during this
period in the country movement
of people is diffcult due to
terrible road conditions.
In rural counties including
Sinoe, Maryland, Grand Kru
and others, people are compelled
to slow down on travels fearing
the worse along the road as
commuters sometimes take up
to a week to end a journey that
normally takes a day.
The situation has become so
complex that the capital city
Monrovia is also faced with
similar situation.

the special midterm
senatorial election
in the ffteen counties of Liberia
has been released with big names
lining up to face a strong fght to
fll just 15 seats that will become
vacant later this year.
In the most populous county,
Montserrado soccer legend George
Weah whom rumored had it that
he was contemplating pledging
support to the son of President
Sirleaf; Robert Sirleaf in exchange
for rewards has been listed as a
candidate along with Mr. Sirleaf.

provisional listing for Montserrado

incumbent Musu J. Freeman
Sumo, Miatta Fahnbulleh, Cllr.

The second populated county,
Nimba, fve candidates will
challenge incumbent Senator
Prince Y. Johnson including

Jackson is in the list to contest as
an independent candidate.
Incumbent Jewel H. Taylor
will face Tokpah, Jackson and
others including Owen Numehn,
Augustus Flomo, Jefferson
Gbarbea, Jr., Martin F. Kerkula,
Sr., Martin Kpangbai, James
Saybay, Franklin Siakor and
Benedict Sagbeh.
In Gbarpolu County six candidates
will challenge incumbent Theodore
J.S.B. Momo, Jr., including
Congress for Democratic Change
Nathaniel McGill, former Senator
Daniel F. Naatehn, Sr., University
of Liberia Professor Alaric Tokpa,
Gertrude Lamin and Edwin
Sumoward.
Grand Bassa will see
Representative Gabriel Smith of
the Liberty who was discouraged
from contesting by the party
contesting as an independent
candidate as they all try to unseat

Grand Cape Mount will see 11
candidates battling with incumbent

GIVING BACK
CICO Rehabilitates Several Feeder Roads

Company (CICO)
which won the bid to
rehabilitate the Red Light-
Gbarnga road project said it has
embarked on the rehabilitation
of several feeder roads in Bong
County as part of its corporate
social responsibility.
The company in a statement
indicated that the rehabilitation
of several kilometer stretch
of feeder roads in Gbartala,
Yellequelleh District, Bong
County, comes as the country
slowly recovers from several
years of civil conficts which
destroyed the productive
capacity and physical
infrastructure of the country.
According to the company,
the gesture by CICO to carry
out the rehabilitation exercise
in a country in dare need of
road connectivity to improve
farm to market road have
been commended by several
community residents who
are direct benefciary of the
companys corporate social
responsibility.
The statement furthered that
the District Commissioner,
Madam Annie Reeves spoke
of the cordial working
relationship that has and
continued to exist between her
offce and the company which
has afforded residents who
are direct benefciary to have
access to road connectivity
which is key.
She named the provision of
several garbage bin made
available by CICO and
indicated that this good will
gesture has so far helped
the district in responding to
the overwhelming needs
of residents in need of such
service.
In appreciation to the gesture,
Commissioner Reeves said the
company was also sensitive
in providing a set of furniture
to the magisterial court in
Gbartala, Bong County,
thereby restoring dignity to the
judiciary branch of government
as well as buttressing the rule
of law.
Madam Reeves voiced; CICO
also fulflled another request
from my offce which was the
provision of several tons of
crush rocks for the construction
of a palaver hut closer to the
commissioner offce and also
the construction of a high
school currently being under
taken by the representative of
the district.
While Madam Reeves was
providing a catalogue of
development initiates by the
Chinese owned company,
scores of residents from a
near town (Boyama) were
expressing similar sentiments
to the company for the
construction of a major stretch
of road between Zeasue and
Totota previously inaccessible
to vehicles.
According to Daniel Sele,
Human Resource Offcer of
the Gbartala site, the entire
exercise/road rehabilitation is
being carried out absolutely
free of charged and that the
company is on record of being
up to the task when it comes to
giving back to the communities
in which it operates.
A resident of Gbartala
identifed as Alfred O. Flomo,
said I feel good that this
Chinese company is reaching
out to our community, it is a
laudable gesture, but called
on the company to consider
doing more in other affected
communities. Flomo said the
road had been abandoned
due to its poor sate, thereby
compelling residents of the
community including him to
walk long distances.
Visibly elated, a member
of the Liberia Marketing
Association, Musu Manyango,
said she was expressing her
gratitude to the company for
the construction of another
stretch of road leading to the
Lesay Elementary School also
in the Gbartala area which her
children currently attend.
Meanwhile, Commissioner
Reeves has disclosed of
plans by her offce to shortly
submit a request to CICOs
top level management for
the construction of a football
playground in the community
to promote youth related
activities.

operations in Liberia, CICO
has and continues to impact
the lives of Liberians as
evident by the employment of
scores of skilled and unskilled
Liberians who have built their
shattered lives following years

Liberty Party Push Female Candidates for Senatorial Race

he Chairman of the
opposition Liberty
Party Atty. Fonati
Koffa, said the Liberty
is in the lead pushing the gender
parity. Speaking at a fundraising
diner organized by Senator
Nyonblee Karngar Lawrence and
held at the Cape Hotel on Friday
July 25, 2014, Atty. Koffa said
the party will support women
candidates to ensure success in
politics.
Without a 30% gender equity
bill, the Liberty Party has been
able to achieve the 30% going
forward in this years election.
30% of the candidates nominated
are females. That shows you our
commitment towards your bill,
not only in name, but in our own
action, he said.
The LP senior executive told
partisans including the partys
political leader Cllr. Charles W.
Brumskine, the party chairman
said the party has always been in
the interest of women in politics
in Liberia and will do everything
to ensure success at October
polls for LP partisans.
You know in Liberty Party,
we do the big things and
we start small and nobody
remembers. We have impacted
the body politics in a way that is
phenomenal. We are here again
making history; Senator Karngar
Lawrence has organized a dinner
for female political candidates,
he said.

through our own vetting process
and we are proud with the
assistance of Senator Karngar
Lawrence and the female
candidates that we have. We are

Remembering Ebola victims
Also making remarks at the
dinner, Cllr. Brumskine said
Liberians should remember and
pray for those affected by the
deadly Ebola virus and called for
a moment of silence in memory
of those who have died from the
deadly disease.
This time I want to ask you to
stand for one minute and let us
remember as a people, those who
have fallen to this deadly virus
Ebola, he said.
Cllr. Brumskine called for
reconciliation among Liberians
adding that without it Liberias
future development will be
diffcult.
Unless we as a people
understand that we will be
nothing unless we are able to
reconcile, in the true sense of the
word. Not only those who have
been hurt, or those who hurt
them, but we must, in the sense
that there is a need to bring us
together-the haves and the haves
not, he said.
We must narrow the gap-the
educated and the uneducated
regardless of where we fnd
ourselves in the society. We all
belong to a country we must fnd
the common thread that binds
us together as a people because
it is much stronger than our
differences. We cannot continue
to move about, repeating the ills
of yesterday and conforming to
the classic defnition of stupidity,
doing what we did yesterday and
expect our result to be different.
He said there must be sincere
efforts towards reform in
Liberia calling on all Liberians
to endeavor to build a united
country.
We must reform our country, it
cannot be done and it will not be
done by lip service, he said.
It is something that happened
because you believe in what
youre doing-reforming Liberia,
means taking the steps.
Recalling his contributions to
Liberias political landscape,
Cllr. Brumskine said his belief
in Liberia caused him to venture
into the country when other
politicians could not dare the
terrain during the heydays of
former President Charles Taylor.
He commended the women in
politics in the LP and thanked
Senator Kargar-Lawrence for
organizing the fundraiser and
dinner to rally support for
women in the party.
In all that we do, let us not forget
who we are. When Liberty party
was born, we were born with a
vision; we were born with the
four Rs. The four pillars upon,
which we stand; reconciliation,
reform, rebuilding, and recovery;
this nation shall become what
it was ordained even before we
were if we as a people would
embrace those Rs; those pillars
that Liberty party stands for, he
said.

am so happy that Edith, Haja
and Clarice are here. There
are many, many reasons why I
entered politics. One of them
was to be able to leave my wife
and children, spend time in the
villages with the people who I
love, almost as much as I love
my own family. Another reason
I entered politics, was to help, to
see if we could remake Liberia
under the rule of law. When I
am honored to be at a program
like this Im reminded of the day
in Virginia, Alexandria, at the
Hilton Hotel, when this young
man who serves as Chairman
of Liberty Party today and Jah
Fahnbulleh, talked me into
returning to Liberia, to make a
difference. Edith talked about
character and integrity those are
the things we need in leadership
in our country.

s the death toll is becoming alarming in the country as
a result of the deadly Ebola virus several well-meaning
Liberians are now joining the fght against the virus by
providing educational tips on prevention.
One of such person is Mr. J. Cyrus Saygbe an eminent resident of
District number six Montserrado County who in collaboration with
his supporters, Friends of Hon. J. Cyrus Saygbe Sr on July 26
observed the Independence Day with a massive Ebola awareness at
several communities in District number Six, Montserrado county at
several parties organized by his friends.
Speaking at separate locations during the party, Mr. Saygbe used the
occasion to dispel rumors that the Ebola virus doesnt exist in Liberia
and that health authorities were only creating an alarming situation.
He said the virus is alive in Liberia and has claimed several lives
including a top government offcial and medical practitioners.
Saygbe then urged the children to use preventive measures such
as constantly washing their hands with soap and water, avoiding
getting in close contact with people showing signs of Ebola and also
educating their friends on the danger of Ebola.
He told the children that they should also be careful at public
gatherings when people show signs of Ebola even if the person is
their friend or relative.
During the visit at various parties Saygbe distributed fyers to the
children to take home to their parents and also quizzed them to know
if they were educated about what he had told them about Ebola
something the children prove by promptly answering questions
relating to Ebola he asked.
The Ebola awareness also took Mr. Saygbe to the GSA road
community sporting tournament organized by his friends and he also
used the sporting tournament in his honor to also educate thousands
of residents of the populated community about Ebola.
He said sports was used because it unites people and brings them
together to share a common agenda.
Meanwhile a resident of ELWA, Rev. Eldwood Jankabah, speaking at
one of the parties, lauded Hon. Saygbe for being quick in joining the
campaign against the deadly Ebola virus.
He also commended friends of Saygbe for using the July 26
Independence to keep the children together and happy through the
provision of food and gifts to children in several communities and
also educating them on Ebola.
Several of the communities visited included, King Gray, Thinkers
Village, ELWA, Kpelleh Town, VOA amongst others areas in District
Number Six Montserrado County .

s the deadly Ebola Virus continues to spread in Liberia,
President Ellen Johnson Sirleaf has declared the virus
a national emergency.
This is why today I am establishing a national task
force on Ebola, which I will chair, to be co-chair by the minister of
internal Affairs in his role as the chairman of the national disaster
commission, says President Sirleaf.
The Liberian leader furthered We are going to be calling on
women and youth organizations, the interreligious council,
markets, and labor organization, political party leaders, traditional
leaders and the Press Union to send us representatives to serve
on this task force. Our task is to work with the health team and
provide support and guidance to them. We also will be establishing
a community outreach force with individuals mobilized to reach
out to communities to sensitize them to the disease, to provide
them information as to how they can protect themselves.
The President stressed how the virus has gone beyond the surface
of killing people but causing citizens to rebel, with specifc
reference to a man who set the Ministry of Health and Social
welfare on fre and another incident in Louisiana, when the son of
a woman who died of Ebola, stone health workers who have gone
for his mothers corpse.
On Wednesday, we all witness the unthinkable, when a mans
angered, after his sister died of Ebola, decided to revenge by
setting fre to the Ministry of Health and social welfare. This is
how damaging this virus has become; this is how the risk and
the danger go beyond the virus. We understand the anger but we
cannot and will not accept burning down of buildings and attacking
health care workers or facilities, President Sirleaf warned.
President Sirleaf, who in her Independence Day message held at
the Centennial Memorial Pavilion, in Monrovia, spoke about the
death of the late Patrick Sawyer, of WASH, who died attending a
conference in Nigeria two days ago.
In another event, one of our compatriots met his untimely death
and put to risk others across borders because of indiscipline and
disrespect for the advisory that had been given by health workers,
Says President Sirleaf.
The President during her address, performed conferral of
Distinction on Dr. Elizabeth Davis Russell, National Orator, His
Hon. Johnnie N. Lewis, Former Chief Justice of Liberia and the
wife of the Ugandan Dr. Sam, who few in on July 25th, to attend
the program.
We regret the lost of your husband who paid the ultimate price in
his duty of saving lives. We will remember him for his contribution
to humanity.
President Sirleaf furthered said the hallmark of success of
any nations is not in the improvement in social and economic
infrastructure, neither is it found in politics and laws, but it is the
love of country. And those laws must make Liberians brave in
times of trouble, as well as compel them to reach out to each other
in times of distress.
We must come together as never before despite of our political
religious and social persuasions we must show a deep sense of
nationalism. We must reach across borders and join our brothers
and sisters in other neighboring countries that are affected to
ensure continuing common response.
Upon the declaration of Ebola as a National Emergency, the task
force headed by President Sirleaf, has announced the closure of all

Ebola national Task
Force to be chaired
by her along with the Minister
of Internal Affairs in his role
as Chairman of the National
Disaster Relief Commission,
President Ellen Johnson Sirleaf
and her government is instituting
measures to curb the spread of
the deadly Ebola virus.
The Task Force which will give
support to the Technical Team
headed jointly by the Minister
of Health and Social Welfare and
the Country Representative of
the World Health Organization,
after a meeting on Sunday
resolved to several measures
including an imminent closure
of Liberias borders excluding
airports and major entry points
like the Bo Waterside crossing.
President Sirleaf in a special
statement issued after the
meeting on Sunday stated that
the decision was taken in light
of the need to address the Ebola
outbreak as a national problem.
All borders of Liberia will be
closed with the exception of
major entry points including the
Roberts International Airport,
James Spriggs Payne Airport,
Foya Crossing, Bo Waterside
Crossing, Ganta Crossing, she
said.
At these entry points,
preventive and testing centers
will be established, and stringent
preventive measures to be
announced will be scrupulously
adhered to.
President Sirleaf said a new travel
policy by the Liberia Airport
Authority covering inspection
and testing of all outgoing and
incoming passengers would be
strictly observed.
She said there would be
restrictions on public gatherings
such as solidarity marches,
demonstrations, promotional
advertisement are to be restricted.
The Liberian leader is mandating
hotels; restaurants, entertainment
centers and video clubs are to
play fve-minute flm on Ebola
awareness and prevention.
Other measures such identical of
a state of emergency is being put
in place to include:
Government vehicles will be
commandeered, as appropriate,
to provide needed logistics
support to the health delivery
system, stated President Sirleaf.
All Government facilities and
public places are to install and
provide public access for washing
of hands and other sanitization
services. Media sensitization
programs to be formulated by the
Ministry of Information, Culture
and Tourism.
The President stated that standing
orders have been given to the
Security Forces, including the
Armed Forces of Liberia, to give
support to the Technical Team
and the Task Force in enforcing
these regulations.
It can be recalled that the
opposition Liberty Party
durung the frst outbreak of
the deadly disease, called for
the closure of the borders
with affected neighbors but
such recommendations were
vehemently rejected by the
government.
Following extensive deliberation
by the National Executive
Committee of Liberty Party at
its regular Tuesday meeting, the
party has reasoned that it will
be in the best interest of Liberia
to have its borders with the
Republic of Guinea closed in the
wake of an outbreak of the deadly
Ebola virus in that country which
has now entered Liberia, stated
the LP in a statement.
Liberty Party believes this
action will send a clear signal
to our citizens, in particular, that
the country is faced with a severe
health situation that requires
stringent measures to protect the
lives of its people.
Even though the recognized
the impact such decision would
have economically it felt it was
prudent for the government to do
so and save Liberian lives from
the deadly outbreak that was
killing people in their dozens at
the time in Guinea.
The party stated at the time
that it believes that leaving the
borders opened to unrestricted
human traffc in the wake of the
life-threatening virus could be
interpreted as a demonstration of
insensitivity. But the government
paid no heed.
The party notes that such action
comes with corresponding
consequences including
economic social and political.
However, it believes that nothing
is more of an imperative now
than securing the health of its
people, stated the LP.
Meanwhile, in recognition
of the porous nature of the
borders, Liberty Party further
recommends that units of the
Armed Forces of Liberia be
positioned at strategic points to
straightly ensure that there are
no moments back and forth until
at such time reasonable measures
have been taken to contain the
pandemic.

FRONTPAGEAFRICA: LETS START WITH WHY ARE YOU
RUNNING TO BECOME SENATOR OF MONTSERRADO
COUNTY?
DR. CHRISTOPHER NEYOR: Montserrado has the highest
number of citizens in this country; the county has the highest number
of youth unemployment. It has the highest number of slums, whenever
there is bad governance, because of its population and concentration
of youths, Montserrado county gets greater effect and so the people of
Montserrado county, seeing their condition not improving especially
during this second term of the president, looked at their future and
looked at my own record in terms of performance in the private sector
and they have asked me to represent them in the senate. So, this is
why I am running, so that we can together effect some changes in the
way our country is run. I accepted this because the national legislature
under our constitution is the frst branch of government. That is why
I am running.
FRONTPAGEAFRICA: A LOT OF WATCHERS OF THE RACE
ARE SAYING THAT A LOT OF POLITICIANS ARE COMING
AND SAYING THEY ARE GOING TO DO THIS AND DO THAT.
WHAT SETS YOU APART FROM THE OTHER POLITICIANS
LIKE GEORGE WEAH, ROBERT SIRLEAF, BEN SANVEE,
WHAT SETS YOU APART FROM THEM?
DR. CHRISTOPHER NEYOR: Well, I have been asked this
question before. It is a legitimate question and my response to this
is always that if I want to predict how Rodney Sieh will behave in a
particular job, how he will perform, there is a set of tools that is used
to evaluate performance. It is called predicative behavior, predicative
analysis and it is a part of predicative psychology. The underline
principle of predictive behavior is a phrase and that phrase is the
future will resemble the past and this is very profound.
Why we have had bad legislators, why we have had bad government
offcials because those that have been put in there in the past have not
been examined and so if you are thorough in examining the past of
those that come to you for election, you will know that if the person
was a crook before, corrupt, you will know that when you elect him
he will still be corrupt. If he has been a manipulator, very deceptive,
they will still be and if they come to you to pay you money or bribing
you to vote for them that is your pay. When they get there they will
not change because they have to get back what they took to bribe or
pay you.
People who have taken resources of the state that belongs to all of us
to come and run for offce when they get there they will take more
from you, they will not be in your interest. What do I say, look at the
past performance of a legislator or a candidate and that is what I bring
to the table and I believe that those who have petitioned me and those
who are supporting me are saying.
In my past at LEC, the Presidents offce, at the National Oil Company
of Liberia and even in my private business venture my performance,
my commitment to fght corruption at LEC, NOCAL, all of my staff
know I had a zero tolerance on corruption and I set example. That is
how those agencies where run they way they were, free of corruption
during my tenure. That is it, my past performance and commitment
to our people, being corruption free, being qualifed and have all of
the experience puts me in a better position when you look at all of the
candidates in the race, there is none compared to Christopher Neyor.
FRONTPAGEAFRICA: SOME OF YOUR CRITICS AND SOME
OF YOUR OPPONENTS ARE SAYING THAT THERE WERE
SOME CIRCUMSTANCES IN THE WAY YOU LEFT NOCAL
WHAT ARE YOU GOING TO SAY TO THE CONSTITUENTS
YOU WANT TO REPRESENT, WHAT ARE SOME OF THINGS
THAT LED TO YOU LEAVING NOCAL? WHAT LED TO YOUR
RESIGNATION?
DR. CHRISTOPHER NEYOR: Well, it is very simple; I think I
left because the president wanted her son to be in charge. She has the
appointing power in our constitution and she puts whoever she wants
to put there but she bears the consequences of whoever she puts there.
My policy at NOCAL and which by the way and I am always making
clarifcation, during my tenure there was not one oil block, not one
was contracted out during my tenure. What I decided to do when I
got there and reviewed all of the concessions was to put in place a
reform, reform in the sense that I wanted for Liberians to participate
in what I call the last extractive frontier. Because when you look at
the history of the extractive industry, gold, diamond, the iron ore,
logs, they have enriched other people except Liberians and those
few Liberians that got rich out of it basically the same small group
of corrupt government offcials who sell their birth right with little
amount of money in order make other people rich. So I said in this oil
industry, we got to change this around because our constitution says
the natural resources including the oil which we are exploring for
belongs to all and in the exploitation of the resources, the government
must ensure the participation of the people. This is what I tried to put
in place, what we call local content, that is the percentage of citizens
that will participate in wealth creation within this industry. That was
my emphasis that is what we were working towards and I believe that
the president decided to put her son in charge and the whole program
that we started with the Norwegians and the Americans as partners
as advisors, got eroded. So what they came up with later, as you can
see, as I said they will bear the consequences. But the reason I left
NOCAL was that the President wanted to put her son in charge.
FRONTPAGEAFRICA: SINCE YOU LEFT THE SCENE AT
NOCAL; THERE HAS BEEN LOTS OF DEVELOPMENTS, LOTS
OF RETREATS, LOTS OF MOVEMENT IN TERMS OF OIL
CONCESSIONS, SOME SOLD AND AS I UNDERSTAND THERE
ARE SOME PLANS UNDERWAY TO SELL SOME BLOCKS,
WHATS YOUR POSITION ON THIS?
DR. CHRISTOPHER NEYOR: I will very clear on this that, this
government has three more years left, or three and a half. I think the
moratorium on oil blocks should continue until the end of this term
and I think it should go beyond that. There should be moratorium on
all other natural resources to be contracted out.
The reason is pure and simple an international auditing frm came
here and audited all of the 66 concessions that we entered during
this administration and found out that only two, only of those were
in accordance with our laws . Sixty four of those concessions were
in violations of our own laws, and you look at the beneft, what are
the benefts being derived to the Liberian people so far from these
concessions? Minimum, negligible, look at what is happening in the
country right now, the purpose of natural resources is to impart the
people, to change the people lives, to improve the condition of your
people, the country, infrastructure, education, health, all fundamentals.
Entrepreneurship, to develop entrepreneurs in our country, train them,
allow access to capital, thats the role of a government but this is not
happening and those four oil blocks, I think and I strongly believe
should not be contracted out by this government. I think everything
should be on hold until after 2017 elections.
FRONTPAGEAFRICA: WHATS GOING TO BE YOUR FIRST
PRIORITY IF YOU ARE ELECTED AS SENATOR?
DR. CHRISTOPHER NEYOR: The management of natural
resources will be on top, oversight. Oversight is a very important
function of the legislature, that includes confrmation, the president
can not appoint offcials to these agencies that are created by statutes,
the National Legislature represents the people and they are there in
the people interest from these agencies that is why they are statutory
and under the constitution, the president appoints and the senate
confrms and so there is a need for that oversight to be exerted so that
those confrmed into positions are the best amongst us. The best in
terms of training and experience and the best in terms of character,
we will have to assure that, than we will also have to assure effective
management of natural resources, these concessions, they will have
to be ratifed and we want to make sure that frst of all to continue the
moratorium on concessions.
FRONTPAGEAFRICA: YOU ARE ONLY ONE PERSON AND
THE PERCEPTION IS THAT WHEN PEOPLE ARE RUNNING
CAMPAIGN FOR OFFICE THEY SAY A LOT OF THINGS BUT
WHEN THEY GET IN THE LEGISLATURE FROM WHAT
WE HAVE SEEN SO FAR, IT WILL BE THE SAME THING
WHEN YOU BECOME PART OF THE SOCIETY BUSH. WHEN
YOU BECOME PART OF THE SYSTEM, THE PRACTICE
CONTINUES. SO WHAT MAKES YOU THINK YOU CAN
CHANGE THE SYSTEM?
DR. CHRISTOPHER NEYOR: Well, I am sure your paper and other
papers, the media took on my whole open letter. How many people
in this country have done an open letter to take stance and be bold to
challenge the power that be. I come from a different perspective, I
know the story there is a movie out of it. It is about a 12 man jury team
that wanted to convict, they had a case, they heard the case and they
were requested to come out with a verdict and the frst count was 11
to 1 in conviction. One juror convinced the other 11 because he came
out and tested their conscience because they were looking at things
from the surface they wanted to pass a quick judgment to convict an
innocent person and just go home. The guy said no, we were in the
case and he went through one by one bringing to their attention the
true observations in the court room, those who lied. H said to the
others, you heard this and he compared and said this guy was lying,
you know that and he pointed out to them and the others said yes.
One man can make a difference, and also it will not just be me, this
election, there are new senators going in, there are some others that
are there that are committed.
So the senate is a place, I would not be sinister to say everybody in the
senate is not good, there are some good ones and when we get there,
we will see those that are there but when you get on the foor and you
can open the eyes of your colleagues, I think coming from the largest
county in the country, when I get on the senate foor, to speak to my
colleagues will be able to change things.
Also when you look at this in a democracy there is what we call
Continuous Consultations with those that you govern. There is
continuous consultation that is a back and forward. Liberians should
not just elect senators and just leave them. Protest is part of it and
those at the capitol now are protesting against those four oil blocks
from being given out. That is part of the democratic process. And we
encourage that and that is why you inform your constituencies so that
they can be aware of what is going on, so that they can be involved.
In the United States that is how it works by letters, by protest even
senators who want to do certain things, representatives who want to
do certain things because of the strong protest of the people, they
change. So, it is not like we elected the people and they do their own
thing; no you got to hold their feet to the fre and with some good ones
in there, we will be coming on speaking engagement in Montserrado
county and across the country to rally our people to real democracy,
once you do that, everybody has their conscience, some people dont
but most people have conscience and you prick their conscience and
they will do the right thing.

FRIENDS? I INTERVIEW HIM THE LAST TIME AND HE SAID
IT IS COOL BETWEEN YOU GUYS. SS THERE ANY FRICTION
OR ANY TENSION BETWEEN THE TWO OF YOU?
DR. CHRISTOPHER NEYOR: I have not seen Robert Sirleaf at
least since the argument we had in the board room at NOCAL that
was 2011.
FRONTPAGEAFRICA: WHAT WAS THE ARGUMENT ABOUT?
DR. CHRISTOPHER NEYOR: well, we were in the board meeting
and he wanted to dominate the board and I told him he did not know
what he was talking about concerning this oil and gas business and
should shut up. He wanted to dominate because he was the president
son and he was just a board director and he tried to disrespect me in
the board room and so there was the argument and I have not seen
him since that time.
The last time I saw Robert Sirleaf again was two weeks or so ago
and quite interestingly whne I got back to our country I saw in the
Chronicle Newspaper a cartoon that says I refused to shake Rob
Sirleaf hands in Accra. I did not respond to that because that was a lie
which I did not know where it came from. The fact of the matter was
that my wife and I were coming from Accra and we boarded the fight
and we were in business class on the last frst row and Rob Sirleaf was
in business class too but in the last row and so we got in and sat and
the plane took off. When we landed at the RIA, we were the frst come
out, Dewitt VanBoomous the Director General of the CSA, George
Werner was also on that fight and we came and went to the bus that
passengers were getting on. Balmoos got on, also the CSA Director
General, we all got on the bus and than because he was at the back he
came and he had his VIP car to take him to the VIP area and we went
about our business on the bus. We saw him getting in his car with his
security and he left.
We did not come into contact with him, hand shaking distance and for
him to come up and tell the Chronicle that he extended a handshake to
me and I refused, it was just disingenuous and I will want to say that
was a lie. Never, for him to even say he extended the handshake in the
business class lounge in Accra, in the business class lounge he was
never there with me, it was Valmoos, Cllr. Michael Wright, he was on
his way to Abuja and we all sat together and talked he was not there.
We only saw him when we got on the fight. So there is nothing, only
a matter policy of difference thats all. He has a different philosophy
for this country and I too have a different philosophy, I dont think he
adheres to good governance and I am committed to my people and
all comes out as a matter of being good and where do you take your
resources from.
FRONTPAGEAFRICA: YOUR CRITICS ARE SAYING WHY
ARE YOU SPEAKING NOW AND NOT WHEN YOU WERE AT
NOCAL?
DR. CHRISTOPHER NEYOR: well, I tell you this is a question that
comes out and I will make this very clear everything in life happens in
the fullness of time. It happens when the time comes. You were born
when it was time, we will all die when it is time, nothing happens
before its time and so we have to be very clear about that when you
are in the Kings palace you play by the Kings rule. You take that
lesson from Moses, Moses who was raised in Pharaohs palace he got
all of the best education, he wore all of the fne silk and became a
man in Pharaohs place and he reality he was an Israelite.
Moses did not come out to help Egyptians until the fullest of time.
Now when Moses killed that Egyptian who was abusing his people
and ran away and when God called him to come and recue the people
of Israel, Moses than was no longer in the palace he had left Pharaohs
palace and went to the Israelites and said the Lord sent me to set you
free. Let say suppose the Israelites had all said Moses when you were
in Pharaohs Palace, why didnt you think about freeing us, when you
were eating all the good food, when you were wearing all those good
clothes and you were in the horses with all those carriers around you
why you did not think about us and you say you have come now to
free us.
Everything happens in the fullest of time when you are in the Kings
palace, play by his rule when you are in Pharaohs palace, play by
his rule. This time that is the rule of the game when the time comes

When Paul in Hebrew 11 decided to talk about all the great men of the
old testament and all the faith, how they were great in faith when he
came to Moses and say when Moses came of age, some translations
say Moses came of age some say when the fullest of time had come,
Moses elected , choose to be with the people of God, his people than
to enjoy the pleasure of sin. For the season because all of these things,
corruption that we all go through every time is for a season and Moses
said that was not the path he wanted to take, he rather go with his
people and suffer but in the long term everyone of them will prevail.
That is what happens in present life that at some point in time you
have to make a decision, which way to go. Joshua said chose you
this day, whom you will serve and for me I say I will go the path of
my people, if I wanted to have lots of money, to be wealthy to be part
of the whole corruption scheme, I would have stayed there at NOCAL
but I chose not to because this country has suffered so long and we
need some changes, we need some sincerity and commitment on the
part of those who govern.
FRONTPAGEAFRICA: WHAT IS YOUR POSITION ON
IMPUNITY; WILL YOU SUPPORT ANY BILL THAT WILL CALL
FOR TRIBUNAL OR WAR CRIMES IN LIBERIA?
DR. CHRISTOPHER NEYOR: Those who went to the Accra peace
agreement decided to go the South African way, to go for a peace
and reconciliation process. That process came out with a decision that
was not looked at or implemented. I think we need to look at that
in terms of how we go about this but the most important impunity
that we cannot foster and that we should no longer promote in this
country is the impunity when people steal our resources, when people
are corrupt, they just go sky free. That should be discouraged and for
me when we come to the senate, for those who are elected 2017, those
who have committed economic crimes against our people there will
be no impunity, we will prosecute every one of them. In terms of the
war itself, the TRC has come out with recommendations and there is a
need for a national conference on the TRC report that has never been
held. So in essence there is no reconciliation in the country as yet, you
have Mr. Weah, this one of the things the Peace ambassador in charge
of reconciliation, where is the reconciliation? Where is the agenda to
bring our people all together and genuinely discus what has happened
to this country and really split out our guts and come together as a
people and do what we are supposed to do, that hasnt been done.
FRONTPAGEAFRICA: YOU ARE IN A RACE THAT INCLUDES
GEORGE WEAH IN MONTSERRADO COUNTY, YOU HAVE
ROBERT SIRLEAF, THIS IS CONSIDERED GEORGE WEAHS
TERRITORY, WHAT MAKES YOU THINK YOU CAN MAKE
ANY INROADS IN THIS ELECTION?
DR. CHRISTOPHER NEYOR: I didnt know that, nobody told me
that maybe that is while I am running. Look, the election is that of
the people and we believe from what we have see in Montserrado
from our consultations, from the work that we are doing in the slums
communities with the young people, with the women, with the elders,
the students that we will prevail.
I have no doubt about it, I have no question in my mind and the
reason we will prevail is simple. One is that I have been committed
to our people for a very long time, not just fve years, not controlled
manipulated fve years that tried to be good with the people own
resources in order to elect me at some point in time. I was doing
things with no kind of anticipation of an election and that has been
for many years and also the work with the young people of this
country speaks for itself. There is nowhere that I have gone that what
have done in the past has not imparted anyone or somebody related
to someone who has been so imparted. The experience that I am
bringing to the table; look at all the other candidates, the background,
the experience you do the analysis, nobody in that race that brings the
kind of experience that I have, the type of commitment to our people,
the history of performance, like I told you the future will resemble the
past, my past and that is what people have seen in this county and that
is why the momentum is in our favor. You go to all of the areas around
Montserrado, come October, I am sure we will prevail.
FRONTPAGEAFRICA: THE ISSUE OF CITIZENSHIP HAS
BEEN A BIG DEBATE IN THIS ELECTION, SOME OF YOUR
OPPONENTS HAVE BEEN ACCUSED OF BEING AMERICAN
CITIZEN, ARE YOU AN AMERICAN CITIZEN IF YOU ARE NOT
WOULD YOU ADVOCATE FOR THOSE ACCUSED OF BEING
AMERICAN CITIZENS TO BE DROPPED FROM THE RACE?
DR. CHRISTOPHER NEYOR: I am not an American citizen, I
lived in the US for many years as a resident. When you are in the US
as a resident for fve years you are eligible to apply for citizenship.
I met the requirement to apply for citizenship of the US, I did not, I
remained a Liberian, the US is great, I have been a great friend of the
US, my children are American citizens and thats where it stops.
I am not an American but my children are. Let me tell you this, and
this is critical to our people it has been debated a whole lot, the dual
citizenship, when I become a senator, I will support dual citizenship.
Dual citizenship which will come to the people in form of referendum
but I will support it in a modifed version, to allow Liberians who
are abroad and were citizens of this country and so want to become
citizens but with a provision that you cannot have dual citizenship and
hold elected offce or sit on the Supreme Court.
That is the modifcation we are going to put in, so dual citizenship, you
can come, you can take part in economic activities, own properties
in terms of the legal requirements as a dual citizen but for elected
offces, representatives, senators, president, vice president, no dual
citizenship is allowed, nor on the Supreme Court bench, those are the
exceptions that we will have.
Havent said that our current law, you have to apply the current law,
you have to abide by the current law, our current law does not permit
dual citizenship it is clear on that. It will be violation of our constitution
to allow that, I dont know, I see some of the passports and so forth, if
it is true, than we have to make a determination as to the constitution.
Because it is not so, you can not violate the constitution to create
convenience, this is the case, so I believe this will have to be looked
at by the court very thoroughly and let us decide, frst to establish,
look at the authenticity that the accused are actually citizens of the
US and if so are they eligible to vote under law? It is no so that is very
clear so I just wanted to make that clear distinction, as a senator I will
support dual citizenship but not dual citizenship for elected positions
and for the Supreme Court bench. Currently, we have to go by what
our constitution says.
FRONTPAGEAFRICA: THE ISSUE OF EBOLA HAS BEEN
DOMINATING OVER THE LAST FEW MONTHS, IF YOU
WERE SENATOR TODAY, WOULD YOU BE HAPPY WITH THE
WAY THE GOVERNMENT IS HANDLING THE SITUATION
AND WHAT WOULD YOU RECOMMEND FOR FUTURE
PREFERENCE?
DR. CHRISTOPHER NEYOR: you know the role of government,
why government is established, the two key roles of government. The
frst one is to protect your people, second is to empower them. If
you have bad governance you cannot do either in a very effective
way and that is what has happened with our own governance regime.
When you have an issue of protecting your people, you must protect
your people, that is why you have the army, to protect your people
from external threat. You have the police to protect your people from
internal problems.
That is why when rogue comes to house at night you call the police
to come to help you because that is the role of government to protect
you. To protect us from each other, if you go out there now and mob
come and try to attack you, it the government through the police that
will come to protect you but by the same token the government is
suppose to protect us from calamity, disease. So it is like a war, you
go in full gear but when you get into this with disinterest, with lack of
commitment, with lack of zeal, than you are not very effective.
When Ebola came the frst time, it went back and when it came the
frst time, the president went on a trip and I think Benoni Urey talked
about it and people tried to get on him. Today in the world when a
president is traveling somewhere there is a natural disaster in his or
her country, that President returns, you know that. No matter what it
is you cut it short and go back home because there is a problem. Our
president, the problem was here, she travelled and when people talked
they said the president went in the interest of the country.
What is of more interest than the people when people are dying from
a disease and it is time for everybody to be in battle gear for this virus.
Put out state resources at the disposal of health team. We have a very
good and strong Minister of Health, Dr. Gwenigale, one of the best
we have, all resources should be provided him to fght this disease
and all of the health workers, last Saturday I spoke at the AM Doglotti
College of Medicine during their initiation of the incoming freshman
class. The future doctors of the country and I talked about the Ebola
and I said one of the problems we had is the health workers one of the
frst line of defense, our health care providers dont have protective
gears, it is like you are sending your army to fght for you and you do
not give them protective gears.
You do not give them arms and ammunitions and just say go and fght
for us, you are sending them to go and be slaughtered and it is the
same thing we are doing to do to these doctors and nurses.
I understand another doctor has just passed away from contracting
the disease. You are trying to help people and you contract the disease
so my company Morweh Energy, we have made available 250,00
Liberian dollars to the Red Cross to the Liberia medical student
association as implementing partner to go and buy protective gears
to help the hospitals and clinics around here who are at the fore front
of this.
The government should move, the legislature came out the other day
to say the July 26 celebration should be scrapped and the fund used
to fght Ebola. I do not know whether that is happening. We cannot
celebrate while our people are dying. Tomorrow we are having some
prayer services in our community here, we are having little thing for
the children but the main thing will be prayer service for our country.
Flood coming, pestilence, this Ebola, I think we should be serious,
the border should have been closed, there should have been other
measures, you know it is a battle, you dont take it for granted, it
is the same way we run the economy, the empowerment issue with
Liberians that our people are left without jobs and we are importing
all these people to come and be store clerks and cashiers and so on.
You got to take this thing serious, the protection of your people, the
empowerment of your people, thats the role of a government.
FRONTPAGEAFRICA: HAVE YOU EVER BEEN APPROACHED
BY THE SIRLEAF CAMP OR ANY OTHER CAMP TO DROP
OUT OF THE RACE?
DR. CHRISTOPHER NEYOR: When I brought to the attention of
the president just out of courtesy, people said to me why you will
go ask the president for her support, because you know if president
supports you in this race, you lose, that is for sure except she does
it clandestinely but there has been no direct question to me except
indirectly. When I brought it to the attention of the President, she
asked me to go run in Rivercess. She asked me why I was not running
in Rivercess. She said Montserrado County will be hard so why I
cant go run in Rivercess but at that time she did not tell me her son
was running. She was trying to get me to run in Rivercss and that is
the only incident I had other than that, no.
FRONTPAGEAFRICA: IF YOU HAD THE CHANCE TO LOOK
IN THE EYES OF THE VOTERS RIGHT NOW WHAT WILL YOU
TELL THEM THAT YOU ARE GOING TO DO FOR THEM IN
TERMS OF ACTUAL RESULTS? BECAUSE WE HAVE SEEN A
LOT OF PROMISES THAT PEOPLE DO NOT DELIVER.
DR. CHRISTOPHER NEYOR: I just said the past will resemble
the future, people have known my past, they know where I come
from, they know where I stand. I dont compromise my principle, I
will do what I say I will do. I just released my platform that is call
Better Montserrado Agenda for Change. It will be published in the
papers and be printed into handbill so everyone will see what we say
we intend to do.
This is our legislative agenda and it was put together from my
consultation from across Montserrado. Like I told you effective
oversight, not every Tom, Dick and Harry or every Sarah or Mary that
the president appoints will be confrmed by the Senate. We have to
make confrmation serious in the interest of the Liberian people, this
we will try to do. Oversight of ministries and agencies including the
budgetary process, make sure that the budget is realistic it is something
that will bring about protection of our people, empowerment of our
people, education, health, community development will be part of
what we will do. Effective management of natural resources, youth
employment, power sector development; I come from the background
of energy, energy is at the top of the economic food chain in any
society, and we will work to ensure that we have affordable and
accessible electricity in Montserrado.
So those are part of our agenda, we have lots of work to do, that is
why I say each of the needs of the people in various communities
look at me and see and those who are running with me and see who
is more qualifed to deliver to the people of Montserrado and I think
it will be very clear that Christopher Neyor is the best choice and he

oday marks the
167th anniversary of
Liberias Independence
from American
colonial rule.
The skies above Monrovia, the
Liberian capital, will provide the
stage for a dramatic air show.
But looking around the web, the
commentary on Liberia's golden
jubilee has a less triumphant air;
much like the countrys mixed
progress.
Many Liberians say the country's
success in remaining "one
nation" over the past 167 years
enduring decade of disunity and
civil war is an achievement in
itself.

There are things to celebrate,

In spite of the challenges
affecting Liberias health sector
coupled with the unacceptably
poor health indices, it is
important to note that there
have been some achievements
recorded over the years in the
sector.
For instance, whereas most other
public/government parastatals
and banks have either collapsed
or are at the verge of collapsing,
the managements of most public
and private hospitals in Liberia
have survived the travails and
systemic decay of the Liberian
society.
This is an achievement in itself.
Of course, one cannot forget the
tremendous milestones recorded
in Liberias health sector in the
80s and early 90s with general
improvements in Primary Health
Care, as well as noticeable
improvements in institutionaland
human resource development.
This is time to mourn,

This is the time for us to mourn
the failures of our leaders. We
have not seen any development
or improvement in the country.
Most people are running away
from the country because there is

had powerful political leaders
and statesmen with very robust
pan-African credentials.
Today, we see ourselves more
from the veil and prism of

heritage bequeathed to us by the
sacrifces made by our founding
fathers have been squandered
and dissipated by successive
Liberian leaders.
Although immensely blessed
by God with amazing human
and material resources, Liberia
is still grappling with challenges

agricultural sector is comatose,
the industrial sector is dead.

I would not really say we should
mourn during our independence
anniversary, but the truth is that
we dont really have anything to
celebrate if we consider the fact
that for the past 167 years, we
have not achieved anything.
As I speak right now, there is no
fuel in Gbarnga and the roads
are bad, bad government, power
is horrible, education level has
gone down and the level of
unemployment is worrisome.
Generally, I think we are actually
going backwards. I think Liberia
has not been blessed with good
leaders.
The past and present leaders have
really done nothing. I remember
when I was in secondary school,
we had no generator in school,
we had no hand pump because
the taps were fowing and we
hardly had blackouts.
Today, we have actually gone
backward. Look at Ghana;
Ghana has left us and I doubt
if we will ever get to the level
Ghana is right now. Lets forget
about the western world and
look at Africa. We are still the
sleeping giant. So, I will say
there is nothing to celebrate. But
at the same time, I dont think we
should mourn because we are not
dead yet. Personally, I think we
need divine intervention for the
country to change positively.

As Liberia marks her 167thyear
of independence, there really
is no tangible or reasonable
cause for celebration. What we
should be doing is to mark a
day of thanksgiving rather than
a celebration of our shame as a
nation.
Liberia has a lot of things
to thank God for but hardly

are still one country though not
a truly united people who trust
one another is one miracle and
a major reason to give glory to

That the ominously dark cloud
of the Ebola virus, the petroleum
subsidy, removal riots and
others did not turn into ethnic
confict is also a cause to thank

acquisition of the nations wealth
by unrepentant public offcers
and political offce holders,
our economy has not totally
collapsed is also a reason to be
grateful to God. What really is
there to celebrate? It will take a
people without a sense of shame
or remorse to roll out the drums
to celebrate given the level of
challenges currently facing the
nation.

and patients are being moved to
another foor in the hospital.
Sources inform FrontPageAfrica
that the ER will remain closed
until it is sprayed thoroughly and
quarantined for 21 incubation
period.
Nurses and doctors are being
advised by family, friends and
loved ones to stay away from the
hospital until the Ebola subsides.
Leading doctors at both JFK and
Phebe Hospital are currently
quarantined at the ELWA
Hospital in Paynesville where
health practitioners from the
Samaritan Purse have been
working around the clock to treat
serious cases.
Doctor Nelson Korkor, the lead
doctor at Phebe was brought
down to Monrovia three days ago
and is being quarantined along
with Dr. Dr, Samuel Brisbane, a
former Chief Medical Doctor at
the Firestone Rubber Plantation
Hospital and a Physician
assistant. All three are still alive
but the doctor from Phebe is the
strongest of the three, they are all
alive. Dr. Brisbane is vomiting
occasionally but is holding up,
the PA however is deteriorating, a
senior hospital administrator told

been quarantined since falling
ill after arriving in the Nigerian

last Sunday, died.

Lagos, a megacity of 21 million

Mr. Patrick Sawyer, a
WASH consultant at
the Ministry of Finance, who
had been quarantined since
falling ill after arriving in the
Nigerian state of Lagos for a
conference last Sunday, has
died.
Nigerian Health Minister
Onyebuchi Chukwu said all
ports of entry in the country are
now on "red alert" and health
offcials are investigating all
people who had contact with
the deceased.
Earlier on Friday, a Nigerian
offcial in Geneva said the man
died while under quarantine.
"The Liberian came in and he
was quarantined at the airport
and not allowed to go to the
city. While he was quarantined
he passed away. Everyone
who has had contact with him
has been quarantined," he told
Reuters.
A Liberian government
offcial, speaking on condition
of anonymity, said the news
of Sawyer's death was relayed
to Liberia by the Nigerian
embassy, early Friday
morning. Nigerian government

across Guinea, Liberia and
Sierra Leone since an outbreak
began in February, straining a
string of weak health systems
despite international help.
The virus which starts
off with fu-like symptoms
and often ends with horrifc
hemorrhaging has infected
about 1,048 people and killed
an estimated 632 since this
winter, according to the
numbers on July 17 from the
World Health Organization.
Ebola is both rare and very
deadly. Since the frst outbreak
in 1976, Ebola viruses have
infected thousands of people
and killed about one-third of
them. Symptoms can come on
very quickly and kill fast:

Thursday that Sawyer may
have contracted the virus
from his sister, who died at
the Catholic Hospital some
three weeks ago. Sawyer had
told friends that the sister's
husband had fed the home
after the wife died and that
he(Patrick) convinced him to
report to health authorities to
check for signs of Ebola. Ebola
has killed 660 people across
Guinea, Liberia and Sierra
Leone since an outbreak in
February, straining their fimsy
health care systems despite
international help.
On Thursday, a spokesman for
the World Health Organization
(WHO) in Geneva confrmed
Nigeria had "one suspect case"
and said samples had been sent
to a WHO lab for testing. The
special adviser on public health
to the Lagos state government,
Yewande Adeshina, told a
news conference that Sawyer
had collapsed on arrival at
Lagos airport from Liberia
on Sunday. He was rushed to
hospital and put in an isolation
ward, she said.
"The patient was admitted
and detained on suspicion of
possible EBV (Ebola virus)
infection, while the blood
sample collection and testing
was initiated," she said in her
statement, adding that "results
are pending." Sawyers death
comes in the wake of reports
out of Sierra Leone that the
head doctor fghting the deadly
tropical virus in Sierra Leone
has himself caught the disease.
Thirty-nine-year-old Sheik
Umar Khan, hailed as a
'national hero' by the health
ministry, was leading the fght
to control an outbreak that has
killed 206 people in the West
African country. There is no
cure or vaccine for Ebola,
which can kill up to 90 percent
of those infected, although the
mortality rate of the current
outbreak is lower at around 60
percent.
Across Guinea, Liberia and
Sierra Leone, 632 people
have died from the illness,
according to the latest World
Health Organization (WHO)
data, putting great strain on
the health systems of some
of Africa's poorest countries.
The WHO report, released on
Saturday, showed that there
were 19 new deaths and 67
new cases within the four days
since its previous statement.
Ebola is one of a number
of viruses that can cause
hemorrhagic fever, and that
others, including Lassa fever
virus and Dengue virus, could
turn out to be the diagnosis in
this case.

Ebola is hard to diagnose early
because, according to health
experts, the very signs of Ebola,
red eyes and skin rash -- can also
be signs of other conditions, the
CDC said. However, if there's
reason to believe a person has
Ebola, there are tests that can
be conducted just days after
symptoms begin.
There is no cure or treatment
for Ebola but there is supportive
therapy, which includes
maintaining proper fuid and
electrolyte balance, maintaining
blood pressure and oxygen
levels, and treating complicating
infections, the CDC said. While
there are currently no treatments
or vaccines against Ebola
available for clinical use, there
are some being tested.

The Concessions Working Group, a coalition of international
and local organizations working on natural resources governance
issues in Liberia, takes urgent note of the recent protest and
violence in Nimba County which targeted the Arcelor-Mittal
concession area.
While we are alarmed at the violence, looting and loss of valuable
property, we also urge the Government of Liberia to take an
equivalent appreciation of the underlining causal factors that
spurred this protest which can potentially initiate other protests
across Liberia.
We also advise the Government of Liberia to ensure a speedy
trial and due process to those persons charged in connection with
the Nimba Protest void of recriminations or guilt by association.
At this point, it is very important to underscore that the utilization
of County Social Development Funds is governed by law and as
such its application is predetermined and should not be expensed
without due course to its primary intention-the benefts of local
community dwellers.
We like to remind all concerned that the natural resources and
concessions sector is very delicate especially since it relates to
the livelihood and property rights of poor affected communities.
The violence in Nimba is symptomatic of brewing grievances
from Cape Mount to Cape Palmas. We are increasingly noting
communities discontent across several counties and it is critical
that the Government of Liberia devises a suitable platform of
dialogue that involves local communities, concessionaires,
civil society and national government in order to de-escalate
tensions, redress communities concerns and avoid the repetition
of violence.
In the coming weeks, the Concessions Working Group will
undertake a fact-fnding mission to Nimba County to assess
frsthand the local situation and will subsequently release a
comprehensive position paper on violent protest that occurred
in Nimba.

esidents of District #3 C are still jubilating for the frst
concrete bridge in their area following the bridges
completion and recent dedication by the head of the United
Methodist Churchs Department of Community Services
(UMC-DCS) and Grand Bassa County Senatorial hopeful, Jonathan
L. Kaipay who encouraged the people of Grand Bassa County to
embrace development.
Speaking during the dedication program in Klan Town, Mr. Kaipay
said the project demonstrates the signifcance of the popular saying
by former United States President; Ask not what your country can
do for you but what you can do for your country.
Mr. Kaipay used the occasion to express his gratitude for the
partnership between the Liberia Annual Conference of the UMC
and the Norwegian UMC and explained how the Norwegian UMC
has helped provide funds to sponsor projects in the country and at
the same time reaffrming the UMCs commitment to working with
the government to achieve development for the sake of the Liberian
people.
One of the pillars of the UMC is the holistic ministry, this is what we
grew up in it so couple of years ago we decided to initiate this project
that will cater to the needs of our people. Today you can witness and
what you are seeing today is what we have achieved, so we are telling
you that it is on the old mat that you can plate the new one, Kaipay
said.
The new bridge connects District Three with parts of Bong and Nimba
Counties and will enable residents including traders and farmers in
that part of the country commute freely especially with bad roads
remaining a serious problem for rural Liberians.
The Gbee River Bridge project cost over US$120,000 and was
sponsored by the Norwegian United Methodists Church under the
supervision of the UMC-DCS which is headed by Mr. Kaipay.
Mr. Kaipay stressed that he is grateful to serve the people of Grand
Bassa County adding that the impact of his leadership at the UMC-
DCS is emphatic.
This is why our track record show that from the 14 counties we have
worked in Liberia explains that indeed we are able to do what we
can do adequately. Let this bridge be a connection from poverty to
development from our ways of receiving goods so that we can achieve
development, Kaipay said.
Mr. Kaipay told residents that the bridge is a gift from God to them
as they applauded, sang and danced their traditional songs. Residents
said they will now easily transport their produce to other parts of
Grand Bassa County instead of taking them to Bong County because
of the lack of a bridge.
Mr. Kaipays political ambition has sparked debates as to how he can
separate his role as head of the UMC-DCS and as a politician who is
aspiring for the senate, but he revealed that his work and achievement
will make more contributions to the already existing debate in the
county.
Under Kaipays leadership at the UMC-DCS, the department has
raised and managed over US$8 Million to sponsored projects in
Liberia.
The UMC-DCS Director slammed the county administration for not
showing up at the dedication of the bridge after he claimed he offcially
invited the Superintendent and the Development Superintendent,
while criticizing the Ellen Johnson-Sirleaf led government for
ignoring the plight of the Bassa people.
Meanwhile, the UMC-DCS has broken ground for the construction
of another bridge over the Wee River and a Community school in the
Klan Town area.
Speaking about the school project, Mr. Kaipay assured the community
that he has already started lobbying with friends aboard to raise fund
for the project.

a national emergency
with respect to
the former Liberian regime
of Charles Taylor pursuant to
the International Emergency
Economic Powers Act (50
U.S.C. 1701-1706).
The Executive Order 13348,
fortifes the U.S. President in
dealing with the unusual and
extraordinary threat to the
foreign policy of the United
States constituted by the actions
and policies of the former
Liberian President and others
in particular their unlawful
depletion of Liberian resources
and their removal from Liberia
and secreting of Liberian funds
and property, which have
undermined Liberia's transition
to democracy and the orderly
development of its political,
administrative, and economic
institutions and resources.
States the order: Although
Liberia has made signifcant
advances to promote democracy,
and the Special Court for Sierra
Leone convicted Charles Taylor
for war crimes and crimes
against humanity, the actions
and policies of Charles Taylor
and others have left a legacy of
destruction that still challenge
Liberia's transformation and
recovery. The actions and policies
of these persons continue to pose
an unusual and extraordinary
threat to the foreign policy
of the United States. For this
reason, the national emergency
declared on July 22, 2004, and
the measures adopted on that
date to deal with that emergency,
must continue in effect beyond
July 22, 2014. Therefore, in
accordance with section 202(d)
of the National Emergencies
Act (50 U.S.C. 1622(d)), I am
continuing for 1 year the national
emergency declared in Executive
Order 13348.
The order renewal comes
in the wake of a recent visa
cancellation of three members
of the three branches of the

create international crisis and
arrest the offcials on diplomatic
visas, so the visas were simply
cancelled, a senior diplomat
speaking on condition of
anonymity told FrontPageAfrica
last week. Senator Doe-Sheriff
was taken off a plane in Ghana
en route to the U.S.
All three offcials learned
upon their abrupt returns to
Liberia that the US Embassy
informed them that their visas
were cancelled because US
Government indicated that
they have "obtained additional
information which contradicts
their visa applications." Our
sources within diplomatic circles
indicate that there are currently
78 former and current offcials
of the Liberian Government who
are targeted on the US and EU
sanction list for global crimes,
including human rights abuses
and economic crimes.
Janeh, who was Minister of
Justice during the National
Transitional Government of
Liberia(NTGL) headed by
Charles Gyude Bryant as a
representative from the Liberians
United for Reconciliation and
Democracy(LURD), was a
strong advocate for U.S. troops
on the ground during the course
of the civil war as LURD
mounted a strong offensive
against Taylors forces.
In the case of Nagbe, an
autopsy report prepared after an
examination of Sam Bockaries
body read during the Charles
Taylor trial suggests that Nagbe
was the one who deposited
Bockaries body to the Stryker
Funeral Home after he was
murdered. The Defence said
public documents signed by
one Jusu Momoh alleged that
late Vice President Moses Blah
had instructed his Chief of
Offce Staff, Eugene Nagbe, to
deposit Bockarie`s body at the
Samuel Stryker Funeral home
in Monrovia. In the witnesss
words, he said the statement was
a blinking lie, according to the
trial transcript.
Senator Geraldine Doe-Sheriff,
formerly of the opposition
Congress for Democratic
Change(CDC), en route to the
U.S., was stopped in Ghana
about a month ago. Doe-Sheriff
is said to be one of the former
foot soldiers of Taylor during the
civil war.
The timing of the recent series
of events coinciding with
the Obama administrations
transformation of the war
crimes court into the Offce
of Global Criminal Justice,
headed by Ambassador-at-Large
Stephen Rapp, comes at a time
when Liberia remains divided
over how to handle accused
perpetrators of the war.
Rapps offce also coordinates
U.S. Government positions
relating to the international
and hybrid courts currently
prosecuting persons responsible
for genocide, war crimes, and
crimes against humanity not
only for such crimes committed
in the former Yugoslavia,
Rwanda, Sierra Leone, and
Cambodia but also in Kenya,
Libya, Cte d'Ivoire, Guatemala,
and elsewhere in the world.

landed in the courtyard in the

n American doctor
trying to quell the
Ebola outbreak in
Liberia is now infected
with the virus, the organization for
which he works said.
Dr. Kent Brantly is now
hospitalized and undergoing
treatment at an isolation center,
the Christian humanitarian group
Samaritan's Purse said.
The 33-year-old doctor had been
treating Ebola patients and started
feeling ill, Samaritan's Purse
spokeswoman Melissa Strickland
said. Once he started noticing
the symptoms last week, Brantly
isolated himself.
His Ebola infection was confrmed
Saturday.
Brantly, the medical director
for Samaritan Purse's Ebola
Consolidated Case Management
Center in Monrovia, Liberia, has
been in the country since last
October, Strickland said.

he Cameroonian
military says members
of the Nigerian militant
group Boko Haram
have abducted the wife of the
country's deputy prime minister
in the northern Cameroonian
town of Kolofata.
A local religious leader and
mayor was also abducted from
the same town.
Separately, at least fve people in
northern Nigeria were killed in
a blast - residents suspect Boko
Haram.
Boko Haram has stepped
up cross-border attacks into
Cameroon in recent weeks, as
the army was deployed to the

Militants have kidnapped foreign

Three games were played among
the ALPHA members as part of
the honoring program.
Legends FC headed by former
FIFA world best George Weah
lifted the trophy after two
successive victories against
Angels FC in the opening match
and against Red Dragon in the
fnal played at the ALPHA Old-
Timers Sports ground in Duport
Road Community.
Legends FC advanced to the fnal
after a 4-1 win against Angels
FC in the opening game. Weah
scored one of the four goals
through a splendid free kick.
Force FC lost 1-0 to Dragon FC
in the second game but went
down 5-4 to Legends FC in post
match penalty in the fnal after
the regular time ended 0-0.

won 10 trophies
at Chelsea from
2004 to 2012 and
was a free agent after leaving
Galatasaray.
Manager Jose Mourinho
had earlier said the forward
"belongs" at Stamford Bridge
- but that any deal would be
made "in a non-emotional
way".
Drogba told Chelsea's offcial
site: "It was an easy decision
- I couldn't turn down the
opportunity to work with Jose
again."
He said: "Everyone knows the
special relationship I have with
this club and it has always felt

Mourinho had previously said:
"If you bring him back it is not
because he is Didier or scored
the most important goal in the
history of Chelsea, or because
I read I need an assistant, no.
"We want to win matches and
win titles and Didier is one
of the best strikers in Europe.
He is still very adapted to the
needs of the Premier League
and we are thinking about it in
a non-emotional way."
Mourinho also intimated that
Drogba, who made one start
and two substitute appearances
during the Ivory Coast's three
games at the 2014 World Cup,
would be a squad player.
He joins Fernando Torres, new
signing Diego Costa, as well
as Romelu Lukaku and Victor
Moses, who both spent last
season out on loan, as striking

Overseas Petroleum Limited
(COPL) says drilling plans
for offshore Liberia have
been delayed due to an Ebola virus outbreak
in the region.
The frm is in a partnership with ExxonMobil
(operator and 83% equity holder) on Block
LB-13 offshore Liberia. COPL, which
holds the remaining 17% equity) said recent
technical work had added "substantially
to the geologic model of the block," and
that new prospects had been mapped and
identifed.
However, it said: "Drilling on Block LB-13
has been delayed due to the recent Ebola
virus outbreak in the region resulting in a
reduced presence of expatriates in country."
Arthur Millholland, Chief Executive
Offcer, commented: "We continue to make
signifcant progress with the technical
evaluation of Liberia. Whilst the possible
delay in the commencement of drilling is
regrettable, the safety of the partnership's
staff is paramount and we are confdent
that staff numbers in country will return to
normal levels in the near future."
Block LB-13 covers about 2500sw km.
Drilling targets identifed by COPL are
Cretaceous turbidite sand stratigraphic
traps, says COPL. COPL has a license
for 3D seismic shot on the block in 2010.
COPL says this appears to show similarities
to recent deep water oil discoveries made
offshore Ghana and Sierra Leone. COPL
commissioned an independent reserves
evaluator to conduct a Gross Prospective
Petroleum Resource Report for Block LB-
13. The evaluator reviewed the available
seismic and chose the top 13 prospects on
the block to derive a statistical aggregate
number of 2.6 billion barrels of gross
recoverable oil at the P50 (best estimate)
probability level.

Liberia
COPL is also working on the West
Africa Transform Margin (WATM) and
has submitted a bid, as the operator of a
consortium, for a block in the WATM. COPL
said partners in the consortium include a
prominent producing independent African
energy company and that more information
would be available in Q3.
In Nigeria, an option on OPL 2010, in 60m
water depth in the Niger Delta, has expired
and the company continues to evaluate the
block. COPL is evaluating and negotiating
on several other assets in Nigeria, it said.
COPL is in concurrent discussions to acquire
two offshore blocks each with appraised oil
discoveries with contingent resources based
on historic drilling results.
Millholland added: "The company continues
to be motivated by the opportunity that
exists in West Africa for exploration and
development of the WATM as regional
companies look to partner with experienced
management teams.
