With the growth of citizens inhabiting Arroceros, the menace of inability
to serve the publics basic civic needs has significantly increasedlacking of social and recreation facilities to accommodate the utmost public service. This situation has occurred mainly due to the idle and unexploited areas which can have a potential use for the improvement of citys well-being and wholeness. One of the major problems arising is the deficiency to greatly accommodate the peoples desires to mingle and be entertained not only due to hectic work schedules but also lacking of areas to associate intermingling. Such lacking of these causes public disfamiliarization and disharmony that leads to the depreciation of the citys effectivity in governance. To sum up the above discussion, proper planning and supplying the necessary spaces has been a topic of complete ignorance by the concerned authorities. The basic public institutions are not met for the sake of saving the local budget for personal intentions. This selfish behavior leads to mismanagement and ultimately gives birth to serious public issues like illiteracy, disharmony, and public distress. Thus, at this time, an effective planned strategy must be carried out to rationalize the location to increase the site potential to address a socialized and community friendly milieu.

Arroceros must have a balanced social structure which will also reflect its economic strength. 2. But as a planner, a prospect problem may be a solution by integrating planning techniques that convey message to the users to preserve and utilize the environment for a sound atmosphere Users Public service and community development through socialization have been scarce and avoided by the authorities. Public spaces and civic institutions has been replaced by commercial structures in highly urbanized city for economic growth Community friendly environment highlights and focuses basically on the status of the users living, working, and interacting in the locality. Approaching it in this manner maximizes the users comfort and satisfaction. By placing spaces that promote community interaction, a lively and fulfilling development will be achieved.
