Rajiv Gandhi Shramik Kalyan Yojna (Unemployment Allowance Scheme)
The Corporation has introduced Unemployment Allowance Scheme (Rajiv Gandhi Shramik Kalyan Yojna)
w.e.f. 01.04.05, in pursuance of powers conferred U/s. 19 of the E.S.I. Act, 1948.
Under the Scheme, an Insured Person/Insured Woman going out of employment on or after 01.04.05,
shall be entitled to claim unemployment allowance, on account of closure of the Factory/Establishment,
involuntary retrenchment or permanent invalidity not less than 50% due to non-employment injury,
duly certified by the Medical Board constituted by the State Government/Central Government, subject
to fulfilment of certain contributory conditions and completion of certain years of employment in a
Factory/Establishment covered under the provisions of the Act, prior to the loss of employment. A
detailed instruction in this regard has already been issued to all concerned, along with dissemination of
information in this regard to leading Chambers of Commerce and Industries and all the Central Trade
Unions for its effective implementation.
Moreover, several seminars were held in presence of representatives of Employers and Employees at
different places during 2006, for effective implementation of the Scheme. The Scheme in detail, has
also been circulated through print media and electronic media.
Confinement Expenses/Medical Bonus
An Insured Woman and an Insured Person in respect of his wife, are entitled to Medical Bonus
amounting to Rs. 1,000.00 (Rupees One Thousand) only per case, on account of confinement
expenses, if the confinement occurs at a place, where necessary medical facilities under the E.S.I.
Scheme are not available. Payment of Confinement Expenses shall be paid for 2 confinements only.
Money Order Facilities
All Cash Benefits, except the first payment of Permanent Disablement Benefit and Dependants' Benefit,
can be received by the beneficiaries through Money Order. The commission/cost of Money Order Form
is borne by the Corporation itself.
Prevention of HIV/AIDS, for the beneficiaries of E.S.I. Scheme
National AIDS Control Organisation (NACO) was set up with a view to meeting national objectives of
prevention/control and eradication/prevention of HIV/AIDS. E.S.I. Corporation, being the premier
Social Security Organisation in India and engaged in catering medical needs to the industrial workers,
has also come forward in implementing the programme of eradication of HIV/AIDS, among the
beneficiaries.
World AIDS Day was celebrated on 01.12.06 for the first time in Manicktala E.S.I. Hospital jointly by
the E.S.I. (MB) Scheme, Government of West Bengal and E.S.I. Corporation, which was preceded by a
two-day Orientation Training Programme for Medical Officers on HIV/AIDS on 29.11.06 & 30.11.06 at
Manicktala E.S.I. Hospital. A day-long activities were undertaken for educating the public, as well as
the Hospital Staff on the World AIDS Day. Sufficient fund was sanctioned for the celebration by the
E.S.I. Corporation and it was also assured by the E.S.I. Corporation that necessary funding assistance
from N.A.C.O. Fund will be available.
6 number of S.T.D. Clinics are functioning in 6 E.S.I. Hospitals. 2 Counsellors have been working at
E.S.I. Hospitals, Manicktala and Kamarhati (one for each Hospitals) Patients are being screened for HIV
test through these Clinics.
