1 Harlan Labs Heating Review

Executive Summary:

Heating for the various buildings at Harlan Labs, Wyton is provided by a number of gas fired burners
located in the AHU providing tempered air to the buildings. A site wide energy audit was carried out
recently, found that the site does not currently meet the Government and Industry stipulated Guidelines
in some areas.
The Wyton site does not have any form of cooling which would be needed to meet maximum
temperature requirements. Based on the site visit, operational problems with the heating only AHUs
were identified primarily due to the age of the plant.
These AHUs / burners were installed in the 1980s and are well past the CIBSE recommended design life
expectancy of 15 years. Due to their present age, the frequencies of maintenance and operational
failures have increased many folds.

Background:
Based on the Home Office (HO) Code of Practice for the housing and care of animals in designated
breeding and supplying establishments, and HO Animals (scientific procedures) Act 1986 Pg 31 requires
some form of cooling to be provided in order to attain temperatures between 15-24 Deg C for beagles
to deal with extremes of temperature.

Due consideration should be made to comply with European regulations when Directive 2010/63/EU will
take full effect from 1 January 2013, these regulations prescribe the temperature, relative humidity,
space ventilation, lighting, and noise levels within these spaces, which require a provisional 1520 ACPH.
Stocking densities should be taken into account when selecting air change rates.

1.1 Project Development

Based on the discussions we had with Harlan team, who have instructed us to look at the existing AHUs
and burners in order to meet regulatory compliance and also to optimise energy consumption at site
through Low energy design.

The following projects aim to address some maintenance issues at site and also look at reducing energy
consumption at site.

a. Energy Efficient AHUs for the buildings
b. Replacing Burners with new energy efficient Burners
c. Standalone DX systems for the buildings to achieve compliance
d. Sustainable solutions


a. Energy Efficient AHUs for buildings:

The AHUs serving the brood and stock housing and the Whelping Puppies buildings are more than 30
years old and have exceeded their economic lifespan, also these AHUs are not capable of providing 15-
20 AHCP as mandated by the European directive which comes into effect in January 2013.

We would recommend that these be replaced with Low Energy AHUs capable of providing the air
change rate as mandated under the European directive, while incorporating system redundancy to allow
the AHUs to function during downtime.

b. Replacing existing Burners with new energy efficient Burners:

The burners serving barriers were installed in the 1980s and are well past the CIBSE recommended
design life expectancy of 15 years.
Due to their present age, the frequencies of maintenance and operational failures have increased many
folds. It is also worth noting that these burners have an efficiency of 60-70%, we would recommend that
these be replaced with energy efficient burners which have an efficiency in excess of 90%, the burners
selected should be fully modulating, have weather compensation and incorporate an intelligent boiler
controller for energy optimised operation, it should be interfaced with the BMS as part of the proposed
works to assist in setting up energy optimisation schedules. This would result in lower energy
consumption and would reflect in lower energy consumption at site.

c) DX Cooling Units

DX cooling units present a less expensive alternative to incorporate cooling at site in order to achieve
regulatory compliance. However, it should be noted that the electrical supplies at site are stretched
thereby requiring exploring alternatives including reinforcing the electrical supply to site.

There exists an alternative approach to this problem which has been included as a sustainability project.

d) Sustainability Project:

As the site is considering installing cooling to comply with home office regulation along with the fact
that the heaters are in excess of 30 years old and in need replacement, it is therefore recommended
that a gas based heat pump solution providing heating and cooling be explored thereby providing both
heating and cooling at site.
It is worth noting that the electrical infrastructure at site is stretched, any additional cooling demands
for compliance would require additional electrical reinforcements at site. This solution does not require
expensive electrical infrastructure upgrades.
An option to consider would be a Gas based heat pump providing heating and cooling to the buildings.
There exists an opportunity for the site to be totally carbon neutral and also work towards improving
local community relations. While this option is by far more expensive than others investigated, we
believe this would help the site reduce the negative press / publicity it has attracted over sometime
while helping to reduce energy consumption and result in becoming a carbon neutral site. We shall also
review government and other funding sources for the scheme to evaluate payback periods.
We shall also explore an opportunity to seek services of an Energy Supply Company (ESCO), who would
set up the proposed plant and infrastructure while seeking long term energy contracts from the site.

PC Sums
In order to provide some idea of future costs to deliver the project to construction we would
like to provide the following PC sums. We would expect the actual costs to be under these
amounts.
Costs to carry out a heating review, action plan as stated above: 41,600.00 with proposals
mentioned developed to 25% accuracy. This excludes 3,250 for producing Schematic
drawings per Building.
